:00:31. > :00:32.to death by a faulty lift at a stately home, today,
:00:33. > :00:34.his employer is fined more There's a standing ovation for

:00:53. > :00:53.about the beginning of the civil war which happened here.
:00:54. > :00:56.First the FA Cup, now the FA Trophy, Lincoln City's remarkable season

:01:00. > :01:01.And why the campaign for a Red Arrows Lego
:01:02. > :01:10.set could be blocked by the toy company's guidelines.
:01:11. > :01:14.And into March the weather is set to remain unsettled. Join me for the
:01:15. > :01:22.weekend forecast. A school in Lincolnshire says
:01:23. > :01:25.a member of staff was almost paid one-point-five million pounds last
:01:26. > :01:27.month, after a mistake by Serco was hired by Lincolnshire
:01:28. > :01:36.County Council nearly two years ago, to look after wages for its schools
:01:37. > :01:40.and support staff. But since then, hundreds
:01:41. > :01:42.of mistakes have been reported, with employees being paid
:01:43. > :01:44.incorrectly and in some Serco says it's getting better,
:01:45. > :01:51.but some schools are now choosing At Monks Abbey Primary School
:01:52. > :01:56.in Lincoln, they expect pupils to make the odd mistake
:01:57. > :01:58.as they learn. But a catalogue of errors
:01:59. > :02:00.by SERCO, the company that handles their payroll,
:02:01. > :02:12.has exhausted the school's patience. I have seen some improvements but
:02:13. > :02:16.the payroll error still exists, it is not an improvement that would
:02:17. > :02:19.allow us to stay with Serco and this month we had an example where one
:02:20. > :02:25.employee was nearly paid ?1.5 million, which fortunately I spotted
:02:26. > :02:26.that when I was working over the half term holiday.
:02:27. > :02:29.In April 2015 Serco began a ?70m contract
:02:30. > :02:31.with Lincolnshire County Council to provide a number of financial
:02:32. > :02:35.Just eight months later, the company apologised
:02:36. > :02:38.following a catalogue of errors with payments.
:02:39. > :02:41.In May 2016, at the end of the first year, the council
:02:42. > :02:44.imposed a one million pound penalty on Serco.
:02:45. > :02:46.Then in November 2016, an independent report found
:02:47. > :02:50.Lincolnshire County Council had rushed into handing over
:02:51. > :02:55.the contract to SERCO who weren't ready to do the job
:02:56. > :02:57.This county council report shows that serco received 221 payroll
:02:58. > :03:07.received in Aug 2016, some of those queries have yet to be
:03:08. > :03:11.resolved and it appears that Serco still hasn't managed
:03:12. > :03:25.to produce its empolyee pay statements for the year 2015/16.
:03:26. > :03:30.Serco are still failing to hit their targets. Although the overall
:03:31. > :03:33.situation has improved the council admits that it is because they have
:03:34. > :03:44.changed the way that success is measured. We do contract bigger than
:03:45. > :03:48.this elsewhere and do them well to the size is not an issue. We are
:03:49. > :03:53.committed to delivering this contract and quality services.
:03:54. > :03:59.Meanwhile the primary school is one of 13 in the county who have decided
:04:00. > :04:02.to end the contract with Serco and unless the problems can be resolved
:04:03. > :04:09.some of the other 186 schools may decide to follow their lead.
:04:10. > :04:16.I have been asking -- I will be asking for new experiences Serco
:04:17. > :04:20.soon. I spoke earlier to Abby Tierney who was a director that
:04:21. > :04:25.circle. -- who is a director at Serco.
:04:26. > :04:30.We have seen significant improvements, the report that has
:04:31. > :04:36.gone to the council has shown that. I was asked about the 221 payroll
:04:37. > :04:40.queries but a lot of those are queries are not terrorists or we are
:04:41. > :04:44.delivering a good service. The council admits this is because of
:04:45. > :04:50.the way you have changed the way that success is measured. What about
:04:51. > :04:53.customer service centre? A court of customers say that waiting times are
:04:54. > :04:58.unacceptable completely unacceptable. We have had the Bacon
:04:59. > :05:07.fermentation of an IT system, over the past few months, which make sure
:05:08. > :05:12.that all that. -- we have had a vague implementation. You're going
:05:13. > :05:15.in the wrong direction, 85% of customers say they were happy with
:05:16. > :05:21.wait times and now we have these figures. It is because of the IT
:05:22. > :05:26.system and we will see those figures again. Schools are opting out of the
:05:27. > :05:35.contract and looking after the one payroll. Are you actually up to the
:05:36. > :05:38.job. For schools absolutely, 13 have chosen to go with the different
:05:39. > :05:42.provider and 12 have decided to rescind the notice and stay with us
:05:43. > :05:45.because they have seen the improvements so we still run the
:05:46. > :05:50.payroll for the majority of schools in Lincolnshire. Today among savvy
:05:51. > :05:54.primary school said that a member of staff was almost paid 1.5 million
:05:55. > :06:00.before the error was spotted by the school. This is basic Janet and John
:06:01. > :06:03.stuff you're not getting right. We would have spotted the error and we
:06:04. > :06:10.have exception reports that would spot anything significantly high.
:06:11. > :06:14.How did it get as far as the school? When you run a complex peal of this
:06:15. > :06:19.size there will always be a small honour of errors but the internal
:06:20. > :06:24.controls in place will spot these things. Are you fit for the
:06:25. > :06:30.contract? Absolutely, we are committed and will be there until at
:06:31. > :06:34.least 2020. When will the problems be sorted? As much as I love having
:06:35. > :06:37.your programme, you coming on it saying sorry is getting a bit much
:06:38. > :06:41.and I'm sure you don't enjoy the experience either. I don't but I am
:06:42. > :06:44.proud, the staff worked incredibly hard over the last 18 months to
:06:45. > :06:49.improve the service, you can see that. We will deliver on the whole

:07:39. > :07:41.The Burghley House Preservation Trust had already pleaded guilty
:07:42. > :07:45.of a breach of health and safety before today's sentencing

:07:54. > :07:55.This is the tragic story of the death of 47 year
:07:56. > :07:58.old Arthur Mellar who worked as a butler in one of
:07:59. > :08:00.the most iconic stately homes in the country,
:08:01. > :08:07.The house had a lift that was used to take guest bags up to the second
:08:08. > :08:11.floor in the private area of the house - but on July 12th 2014
:08:12. > :08:15.one of the bags became jammed and the lift stopped.
:08:16. > :08:19.Arthur who had worked as a butler at the house for 9 years attempted
:08:20. > :08:22.to free the jammed bag but in doing so the lift fell on to him,
:08:23. > :08:25.trapping him between the lift cage and the bannister of the stairwell
:08:26. > :08:31.When paramedics arrived his head had turned blue and there
:08:32. > :08:37.The court heard there were no safety measures in place and the lift
:08:38. > :08:40.hadn't been inspected by a competent lift engineer since it was
:08:41. > :08:46.Today the charity that runs the home was fined ?266,000.
:08:47. > :08:54.and ordered to pay costs of just under ?17,000.
:08:55. > :09:02.in the last hour we have spoken to Mr Mellor's civil partner, and he
:09:03. > :09:09.has told us that he appreciates the fact that the trust have accepted
:09:10. > :09:17.they were at fault. It is good that they have accepted the fault. I
:09:18. > :09:24.really appreciated it. I think there is one out of money that will
:09:25. > :09:33.replace after anyway. It will not bring him back. He was my life. He
:09:34. > :09:40.was my inspiration. It is really difficult. I don't know if things
:09:41. > :09:46.will be the same without him. What does the trust say?
:09:47. > :09:51.The preservation trust have issued a statement saying that health and
:09:52. > :09:56.safety matters have always been paramount, what happened to Arthur
:09:57. > :10:04.was a dreadful and tragic accident and they gone to say we miss him and
:10:05. > :10:09.our thoughts are with his family. The estate has assets of ?62
:10:10. > :10:12.million. Under the sentencing guidelines they could have been
:10:13. > :10:16.fired in excess of over half a million by the judge did take into
:10:17. > :10:21.account the fact that the accepted responsibility and pleaded guilty.
:10:22. > :10:27.Today the judge said I recognise in particular the impact of this
:10:28. > :10:31.incident on Mr Costello and the family, and I would not want anyone
:10:32. > :10:36.to go away from this hearing under the impression that the value of the
:10:37. > :10:37.finest the value that I have imposed on the life of this man, which it is
:10:38. > :10:44.not. The actor Colin McFarlane once all
:10:45. > :10:55.streetlights to be upgraded. Councillors have been turning off
:10:56. > :11:01.thousands of lights to save money and say it is not cost-effective to

:16:40. > :16:45.there and I think it's a gift of a show.

:16:48. > :16:51.so it can offer more tickets to this sold-out show.
