:02:06. > :02:08.down, traffic was waiting and a Vauxhall Corsa from the Lincoln

:02:14. > :02:17.barriers and lost control colliding with the old Station house and the
:02:18. > :02:23.Royal Mail lorry waiting at the crossing. The police were on the
:02:24. > :02:26.scene in seconds confirming the course was believed to have been
:02:27. > :02:29.stolen in the neighbouring county and fell to stop previously. It
:02:30. > :02:34.seems they were following the vehicle at the time and they have
:02:35. > :02:42.informed the police complaints commission about the incident. How
:02:43. > :02:47.many people were involved? There were two air ambulances here at the
:02:48. > :02:51.scene within 20 minutes, the driver of the Vauxhall Corsa was airlifted
:02:52. > :02:55.to Nottingham and is described as being in a serious condition. There
:02:56. > :03:00.were several other occupants of the vehicle and they have less serious
:03:01. > :03:06.injuries, they were taken away by road. The road here is still closed,
:03:07. > :03:09.there seems to be a fair amount of damage to the crossing barriers,
:03:10. > :03:13.Network Rail have been on the scene to carry out repairs, a freight
:03:14. > :03:19.train was passing through a Network Rail are urging anyone travelling
:03:20. > :03:21.through the area to check with national rail enquiries for delays.

:06:09. > :06:11.but first Jill Archbold reports. Humberside Police is falling short
:06:12. > :06:17.of the standards expected of it - the force's critics describe
:06:18. > :06:20.its performance in some areas as 'very disappointing'
:06:21. > :06:22.and 'a cause of great concern - and some are blaming
:06:23. > :06:29.'a failure of leadership'. In the command centre -
:06:30. > :06:31.inspectors found people reporting incidents of domestic abuse were not
:06:32. > :06:45.always prioritised and opportunities We have put additional resources
:06:46. > :06:49.into people who deal with the additional calls and into protecting
:06:50. > :06:53.vulnerable people teams and we have made a huge investment in training
:06:54. > :06:54.across the organisation and making domestic abuse a number one
:06:55. > :06:55.priority. Since the inspection -
:06:56. > :06:57.experienced staff from a mental health charity have been helping
:06:58. > :07:08.to answer distressed callers. You need somebody who has got the
:07:09. > :07:13.time and training and expertise to listen to you. The emergency
:07:14. > :07:14.services call handlers do not have time, it is a rapid surface --
:07:15. > :07:15.service. of all police forces -
:07:16. > :07:19.so how do the two When it comes to preventing crime
:07:20. > :07:23.both forces were rated as 'good' But work to reduce reoffending -
:07:24. > :07:29.Humberside needs to improve, whilst Lincolnshire
:07:30. > :07:30.was deemed 'good'. criticised for their effectiveness
:07:31. > :07:33.protecting vulnerable people - Humberside has been downgraded
:07:34. > :07:34.to inadequate and But both forces were rated
:07:35. > :07:42.as good for their efforts The findings mean Humberside Police
:07:43. > :07:47.has been rated overall as requiring improvement again,
:07:48. > :07:49.and Lincolnshire Police have been rated as good -
:07:50. > :08:03.an improvement from last year. I think we are a leading light in
:08:04. > :08:07.being able to provide good standards of service for very low re-sources.
:08:08. > :08:09.There has to be a line drawn as to when it becomes more difficult and
:08:10. > :08:10.we are approaching that line. And the police watchdog
:08:11. > :08:12.says many forces are struggling with funding cuts
:08:13. > :08:21.but the policing minster disagrees. This is not about the levels of
:08:22. > :08:26.funding, they are clear about that and it is about making sure police
:08:27. > :08:28.forces to local management plans look at demand locally and moving
:08:29. > :08:29.towards her crime is changing. Lincolnshire's Chief
:08:30. > :08:31.Constable has only been in post for one month -
:08:32. > :08:33.and Humberside's force is currently being led by it's former deputy
:08:34. > :08:36.whilst recruitment takes place - both will now have to show
:08:37. > :08:46.their services are improving. Earlier, I went to speak
:08:47. > :08:48.to the acting Chief Constable of Humberside Police,
:08:49. > :09:02.Garry Forsyth. Have they got this right, do you
:09:03. > :09:05.agree you require improvement? Of course were disappointed but we do
:09:06. > :09:10.not argue with it. There are areas we need to improve on but we are
:09:11. > :09:17.pleased HM I see recognise the good things. Why has the force not
:09:18. > :09:22.improved, the chief constable told me that last year and here we are
:09:23. > :09:24.again. HMRC also improvements have been made and we are rated as good
:09:25. > :09:28.in been made and we are rated as good
:09:29. > :09:31.in some important areas around preventing crime, tackling
:09:32. > :09:35.anti-social behaviour and keeping people safe and other key areas
:09:36. > :09:40.around neighbourhood policing. Protection of vulnerable people is
:09:41. > :09:43.inadequate. How will you sort this worrying rating? We are disappointed
:09:44. > :09:49.with the assessment, we do except it, I would say we have dealt with
:09:50. > :09:52.the issue. When they identified it we rectify the issue and they came
:09:53. > :09:57.back in and were satisfied we have made improvements. The crime
:09:58. > :10:01.commission says it is a failure of leadership at the highest level,
:10:02. > :10:05.that is not just the departing chief constable but you and others. Of
:10:06. > :10:11.course, absolutely and we are not frightened of accountability and we
:10:12. > :10:15.share collectively. We are committed to making sure we work with the
:10:16. > :10:19.staff we have got who do really tremendous things on a daily basis
:10:20. > :10:23.to ensure we put it right and we all ready have fixed that and it has
:10:24. > :10:28.been acknowledged. Do you have enough money, they say it isn't
:10:29. > :10:32.about money, they say they have protected funding. We have
:10:33. > :10:39.sufficient funds and more resources are being made available. Was the
:10:40. > :10:44.previous chief constable the wrong person for the job? Just Dean was a
:10:45. > :10:50.committed and dedicated public servant. I wish her well in her
:10:51. > :10:53.retirement. Can the new chief constable make you outstanding, can
:10:54. > :11:00.you be in a position I will not be sitting here to ask these questions
:11:01. > :11:04.next year? We have got, it is an honour for me to leave the
:11:05. > :11:07.organisation for however long I do, we have tremendous staff who do
:11:08. > :11:13.extraordinary things on a daily basis. But you do not want to be in
:11:14. > :11:17.this position next year? I am confident we will be in a stronger
:11:18. > :11:20.position next year. We are on a long-term sustained journey of
:11:21. > :11:27.improvement. Are you applying for the job? I told my teams yesterday
:11:28. > :11:30.that I will not be applying for the job for a number of personal and
:11:31. > :11:34.professional reasons but I am committed to giving everything I
:11:35. > :11:41.have got to create the best environment we can. You are not
:11:42. > :11:44.applying, is it possibly because it is a poisoned chalice? There are a
:11:45. > :11:49.number of reasons why I not applying but I am committed to making sure
:11:50. > :11:51.staff can deliver the service they want and the public expects. I wish

:17:25. > :17:27.the world's population. Breeding avocets,
:17:28. > :17:28.breeding Marsh Harriers, You know, it is all part of trying
:17:29. > :17:35.to make things better along Whitton Island has only existed
:17:36. > :17:42.for around 30 years. Starting as a mudflat, it slowly
:17:43. > :17:46.formed as the shifting sands It's now more than a mile
:17:47. > :17:51.long and shows every And as it grows so does
:17:52. > :17:58.its bird population. You get a lot of birds from Arctic
:17:59. > :18:02.areas coming into winter. Then there is a big change around
:18:03. > :18:06.and you get all the summer migrants coming up from Africa,
:18:07. > :18:10.areas like that. Any form of extension
:18:11. > :18:12.to this area is bound to be We've had special permission to film
:18:13. > :18:18.above this sensitive area, which the RSPB is now leasing
:18:19. > :18:24.from Associated British Ports. Habitat improvement work will begin
