:00:08. > :00:10.Good evening and welcome to BBC Look North.

:00:11. > :00:13.One closed, two downgraded - anger as minor injuries units

:00:14. > :00:26.Vulnerable communities in the middle of nowhere have been hit time and

:00:27. > :00:32.time again by groups such as this that don't care. They have

:00:33. > :00:33.acknowledged all the arguments and recommendations but totally ignored

:00:34. > :00:34.them. Drugs, punch-ups and fires:

:00:35. > :00:36.Inspectors find an increase in violence at a Lincolnshire

:00:37. > :00:42.immigration centre. Dentists blame sugary diets for more

:00:43. > :00:44.children losing teeth - but should fluoride

:00:45. > :00:46.be added to water? It's very disturbing to see a child

:00:47. > :00:51.between one and three years That means all teeth

:00:52. > :00:55.have to be removed. The photographer letting women see

:00:56. > :01:11.themselves as they really are - Some rain on the way later tomorrow

:01:12. > :01:12.but the promise of a lovely weekend to come. Join me for the very

:01:13. > :01:22.latest. Within the last two hours

:01:23. > :01:23.it's been confirmed that the Minor Injuries Unit

:01:24. > :01:26.in Hornsea is to close and those in Withernsea

:01:27. > :01:30.and Driffield will be downgraded. It means that people living

:01:31. > :01:34.in Holderness will have to travel to either Beverley or Hull

:01:35. > :01:40.for emergency medical treatment. The news has been greeted

:01:41. > :01:43.with dismay by protestors who say Our Health Correspondent Vicky

:01:44. > :02:06.Johnson was at today's meeting It seems to come down to numbers and

:02:07. > :02:11.money. We have heard that the East Riding clinical commission group is

:02:12. > :02:15.facing mounting financial pressures and is facing a multi-million pound

:02:16. > :02:20.deficit and then look at the numbers attending both the Hornsea and a

:02:21. > :02:30.word in C minor injuries units. Only ten feet a day. -- Withernsea. This

:02:31. > :02:35.makes it difficult to recruit skilled technicians. They suspected

:02:36. > :02:39.the protest would make little difference but still they came. All

:02:40. > :02:44.furious that minor injuries units are being lost or downgraded.

:02:45. > :02:48.Vulnerable communities in the middle of nowhere have been hectic time and

:02:49. > :02:52.time again by groups like this who do not care. That might have been

:02:53. > :03:00.hectic time and time again. If I cut myself badly to sit on a bus all the

:03:01. > :03:08.way to Hull is ridiculous because I would bleed. At our packed meeting

:03:09. > :03:12.board members pushed through decision to create three new Argent

:03:13. > :03:24.care serving terrace at Beverley, cool and Burlington. -- urgent care

:03:25. > :03:31.centres at Beverley, -- Goole and Beverley. They would be supported by

:03:32. > :03:37.low-level minor injury units. They will be no minor injury units for

:03:38. > :03:42.Hornsea. Managers say the figures show that there is very little

:03:43. > :03:45.demand. There are around ten individuals attending that unit and

:03:46. > :03:50.a daily basis. Half of which could have been dealt with by plant care

:03:51. > :03:55.because they were repeat visits and wound dressings. Some could also be

:03:56. > :03:59.best served by telephoning for advice before they left their own

:04:00. > :04:03.home. Many residents who turned up for today's meeting claimed that 12

:04:04. > :04:09.week public consultation period had been seriously flawed. People were

:04:10. > :04:14.led to watch something they did not really want in order to fill in a

:04:15. > :04:20.questionnaire. It is a ridiculous state to be in and that is not the

:04:21. > :04:23.consultation. The questions were loaded and we didn't stand a chance

:04:24. > :04:29.in Hornsea and I am absolutely disgusted not only with the board at

:04:30. > :04:35.my local MP. Campaigners say they are determined to fight on despite

:04:36. > :04:40.today's decision. Health managers insist they have listened to the

:04:41. > :04:43.arguments against the plans and say they will spend the next two months

:04:44. > :04:47.fine tuning all the plans so they can come up with something better

:04:48. > :04:53.for all residents concerned that as it stands of these changes could be

:04:54. > :05:04.introduced to mine it the M minor injury units and urgent care centres

:05:05. > :05:13.within the next six to mine months. We have heard protester describe it

:05:14. > :05:16.as our ludicrous decision. But how will it affect people who live

:05:17. > :05:18.there? Matthew Bone has spent the day

:05:19. > :05:21.in the resort and has Today Hornsea was bracing

:05:22. > :05:27.itself for bad news. This place has had a hospital

:05:28. > :05:30.here since 1923 credit was But today people are expecting

:05:31. > :05:34.a major part of that hospital to Even at eight in the morning people

:05:35. > :05:38.were queueing to see the doctor and those line were thinking

:05:39. > :05:40.about the town's future. It will survive but

:05:41. > :05:42.people who have got the least resources and means of

:05:43. > :05:45.transport and the rest will suffer Just disappointment, I think,

:05:46. > :05:48.more than anything, the fact that once again Hornsea loses out

:05:49. > :05:50.on a necessary service. And inside the GP surgery

:05:51. > :05:53.there was more unease. elderly population and 30%

:05:54. > :06:13.of our outpatients are over 65 to travel to Beverley

:06:14. > :06:19.or Bridlington. This worry about the effects

:06:20. > :06:21.on all the people here is Some say it could even end up

:06:22. > :06:25.being a matter of life and In the past four years I have been

:06:26. > :06:29.rushed into hospital with blood clots and if that happened again

:06:30. > :06:33.which are probably well I don't think I'd make it to Beverley

:06:34. > :06:36.or Hull or anywhere else. So I really think that

:06:37. > :06:38.we should keep it on. And Valerie is not

:06:39. > :06:40.the only one worried. You're talking about a whole

:06:41. > :06:43.population of people who are 70, 60, The population of Hornsea

:06:44. > :06:56.is increasing drastically at a time Hornsea has a population of around

:06:57. > :06:59.8,500 and it is growing. The closure is also

:07:00. > :07:04.worrying those who As a childminder if

:07:05. > :07:08.any of the children have an accident it is

:07:09. > :07:11.long way to have to go through to Hull, Beverley, Driffield or

:07:12. > :07:15.We are talking about 16 miles there and 16 miles back.

:07:16. > :07:17.There's a lot of parents who don't have cars.

:07:18. > :07:20.They are relying to the public transport and the public

:07:21. > :07:21.transport runs hourly so we're going to be

:07:22. > :07:27.the unit is expected to close its doors sometime

:07:28. > :07:31.People here say they have not given up the fight but they are

:07:32. > :07:43.I am joined by a daughter from the East Riding clinical group reject

:07:44. > :07:45.the decision today. What is your reaction to the fact that some

:07:46. > :07:55.people see the consultation period was flawed? Do you think that is

:07:56. > :07:58.correct charisma I understand that the comments we have our back

:07:59. > :08:01.regarding the consultation document that some individuals and didn't set

:08:02. > :08:07.out the options they would like to have seen in clear black and white.

:08:08. > :08:12.That is because we had done a considerable amount of work in the

:08:13. > :08:17.pre-consultation phase of a business case looking at over 80 scenarios

:08:18. > :08:22.for urgent care services across the East Riding. All that work led us on

:08:23. > :08:25.the basis of improving health care and patient no experience in

:08:26. > :08:31.deliverability and a loving quality to come up with proposals that were

:08:32. > :08:41.set out in their consultation document. What do you say to people

:08:42. > :08:51.watching in many areas particularly Hornsea? I am sincerely sorry. I

:08:52. > :08:56.have a great deal of sympathy and I understand absolutely and we have

:08:57. > :09:00.heard loud and clearly. One of the comments today was asking of the

:09:01. > :09:06.governing body are fully aware. We are fully aware of the many

:09:07. > :09:11.petitions. 25,000 people replied via petition and standard letters. The

:09:12. > :09:17.majority of those came from areas around the minor injuries units. We

:09:18. > :09:22.absolutely understand that they will be dismayed and disappointed. You

:09:23. > :09:27.are a GP and Beverley. The minor injuries unit in your town remains

:09:28. > :09:31.unaffected. Would you feel differently if you were a GP in

:09:32. > :09:38.Hornsea tonight? Yes, I think I would. I think we have a lot of work

:09:39. > :09:43.to do to build the sustainability to whatever cyst ever see is there are

:09:44. > :09:50.then the committee. -- what ever services are in the community. The

:09:51. > :09:55.more urgent services will be taken to an urgent care centre and a

:09:56. > :09:59.numberless. More minor level injury units could be dealt with in a

:10:00. > :10:05.different way by advice and guidance and perhaps buy something that could

:10:06. > :10:08.be provided by the GP. Some of the minor injury concerns and more game

:10:09. > :10:30.each other could wait until an appointment could be made for them.

:10:31. > :10:33.seekers and illegal immigrants in Lincolnshire has become more

:10:34. > :10:43.Drug taking an arson were also a problem.

:10:44. > :10:45.Inspectors found a 'significant decline' in safety at Morton Hall

:10:46. > :10:48.near Lincoln with a rising number of assaults and drug use.

:10:49. > :10:55.Jake Zuckerman reports. are already being taken

:10:56. > :10:58.In the past Morton Hall has been the scene of protests and unrest

:10:59. > :11:02.When inspectors made an unannounced visit last November they found

:11:03. > :11:03.problems with drug abuse, increased levels of violence,

:11:04. > :11:13.Levels of violence got up and particularly concerning for me

:11:14. > :11:18.levels of self harm had gone up by three times since we last inspected

:11:19. > :11:20.in 2013. There is real concern about trying to understand what is driving

:11:21. > :11:22.the violence and what is causing it. Until 2011, Morton Hall was a prison

:11:23. > :11:25.- and with it's high fences and razor wire it

:11:26. > :11:31.still looks like one. They're either waiting

:11:32. > :11:34.for a decision on their asylum Many have been here a long

:11:35. > :11:38.time leading to high Inspectors say the centre

:11:39. > :11:41.is generally well run, and is working well to prepare

:11:42. > :11:44.detainees for removal or release, but since the last time they visited

:11:45. > :11:47.there has been a significant 38% of detainees say

:11:48. > :11:49.they feel unsafe. In the previous six month,

:11:50. > :11:52.there had been 38 assaults by one detainee on another,

:11:53. > :11:54.and 11 on staff. And 16 incidents in which detainees

:11:55. > :11:57.had started fires in Since the last inspection,

:11:58. > :12:08.the profile of detainees here has changed -

:12:09. > :12:12.50% are now ex-prisoners and staff have suggested that this is what has

:12:13. > :12:16.made conditions less safe. But Inspectors say there's no

:12:17. > :12:18.evidence to support this, and that other centres have seen

:12:19. > :12:21.similar changes in population In a statement

:12:22. > :12:27.the Home Office said:- "Strategies to reduce incidents

:12:28. > :12:31.of violence and self-harm, and to reduce use of psychoactive

:12:32. > :12:34.substances are already in place and will be kept

:12:35. > :12:37.under constant review... Inspectors praised the commitment

:12:38. > :12:39.and skill of staff at Morton Hall. But their challenge now

:12:40. > :12:42.is to understand why the centre has become less safe,

:12:43. > :12:55.and halt that decline in safety. Council leaders say

:12:56. > :12:56.they have "serious concerns" about major changes planned

:12:57. > :12:58.for Lincolnshire's hospitals. As part of a five-year plan

:12:59. > :13:01.set out by NHS bosses, Grantham's A could be downgraded

:13:02. > :13:03.and some maternity services merged. Lincolnshire County Council has

:13:04. > :13:05.responded, saying it's concerned the plans will not improve

:13:06. > :13:07.services for everyone. Managers say no decisions

:13:08. > :13:10.have been made. A man has been arrested after

:13:11. > :13:13.a third elderly person was robbed at a house on South Street

:13:14. > :13:20.in Morton last night. It comes a day after two other

:13:21. > :13:23.incidents where pensioners were tied up and robbed in their homes

:13:24. > :13:25.in the town. Police say a 30-year-old

:13:26. > :13:31.man is now in custody. Staff from Northern Rail

:13:32. > :13:33.will stage another day There was disruption last Monday

:13:34. > :13:38.as workers walked out in a row over The RMT Union has announced

:13:39. > :13:44.another day of action Northern, which runs services

:13:45. > :14:05.from Hull, Bridlington and Lincoln, New picture released today show that

:14:06. > :14:09.to the gay and they are under fours -- new figures released today show

:14:10. > :14:13.the tooth decay with and aforesaid reckoned levels. -- with the under

:14:14. > :14:21.fours. Hull has one of the worst rates

:14:22. > :14:24.of tooth decay for five year olds in the country,

:14:25. > :14:26.though the numbers are improving. But next year the authorities

:14:27. > :14:29.will ask people whether the city should join others like Lincoln

:14:30. > :14:32.in adding fluoride to tap water, This is what tooth decay looks

:14:33. > :14:37.like - and despite ongoing campaigns even now -

:14:38. > :14:39.in Hull it's a problem for more That's why today Dentists

:14:40. > :14:44.are warning that sugary drinks have seen a huge increase in baby

:14:45. > :14:46.teeth being removed. A problem across the country,

:14:47. > :14:48.but especially in Hull. It's very disturbing to see a child

:14:49. > :14:54.between one and three years That means all teeth

:14:55. > :15:08.have to be removed. Do you see many of those? Loads of

:15:09. > :15:14.them. Current statistics suggest that by the age of 530% of children

:15:15. > :15:19.Hull and will of its biggest tooth decay which compares with 20% across

:15:20. > :15:25.Yorkshire and the Humber and 25% across all of England. One possible

:15:26. > :15:28.solution is to put fluoride in people's drinking water and some

:15:29. > :15:30.people say that is mass medication using a substance some say are

:15:31. > :15:36.toxic. Now the owners of a

:15:37. > :15:42.children's nursery in Hull are warning parents against plans

:15:43. > :15:45.to put fluoride in the city's water supplies - despite medical claims

:15:46. > :15:58.that doing so will improve dental Some people say it is safe and

:15:59. > :16:06.summit is not so. They scientific committee is divided. Adding

:16:07. > :16:08.fluoride to the water can have a huge impact on the rates of oral

:16:09. > :16:13.decay in children. Next year the ruling Labour

:16:14. > :16:15.group on Hull City Council plans to consult people

:16:16. > :16:29.about fluoridation, but there's also The targeted group, the children,

:16:30. > :16:35.not drinking it now. Putting fluoride in water supplies remains

:16:36. > :16:39.for some contentious issue but Hull like others before it will have to

:16:40. > :16:45.decide whether doing so will improve children's health.

:16:46. > :16:51.Let us know what you think of this story.

:16:52. > :17:11.Why are we seeing so many baby teeth being lost? Maybe you are running a

:17:12. > :17:17.necessary and your former fluoride. -- you are for the use of fluoride.

:17:18. > :17:18.We will have some of your views matter and before we finish at seven

:17:19. > :17:27.o'clock tonight. One of the biggest tourism

:17:28. > :17:35.conferences here is that Hull is now being taken seriously as a

:17:36. > :17:36.situation. The photographer helping women see themselves as they really

:17:37. > :17:45.are helping boost self-esteem. This photo was taken

:17:46. > :17:52.by Valentina in Crowle. Carter says I'm in Gloucestershire

:17:53. > :17:59.and watch every night. I enjoy giving the plant comments from

:18:00. > :18:18.viewers. -- healing the blunt comments. - healing. -- hearing. It

:18:19. > :18:21.looks fairly unsettled for the next 24 hours. We will bring spreading

:18:22. > :18:25.from the south-west during the second half of tomorrow. Low

:18:26. > :18:31.pressure in charge but the good news is through Thursday pressure builds

:18:32. > :18:35.and Friday and the weekend in particular looks beautiful with lots

:18:36. > :18:42.of sunshine and lots of blue sky on the way for the weekend. It has been

:18:43. > :18:46.very blustery today. I was forming the Humber and it was wild but the

:18:47. > :18:50.wind is easing a better now. A few showers looks set to track across

:18:51. > :18:55.western parts of Lincolnshire. They will fizzle out to the movies. It

:18:56. > :19:00.looks set to be fine men with clear periods. Later tonight a short spell

:19:01. > :19:06.of patchy rain mainly for North West Lincolnshire into more western parts

:19:07. > :19:09.of the East Yorkshire. We will see temperatures two or three degrees so

:19:10. > :19:13.that is the chance of a touch of ground frost. So peace breeze. The

:19:14. > :19:22.sun rises at six o'clock and your next high water time-out Hull

:19:23. > :19:26.Victoria Dock just after midnight. Not a bad morning, mostly dry and

:19:27. > :19:30.bright with readable cloud and some sunshine. Through the afternoon rain

:19:31. > :19:34.will strengthen from the south-west and looks set to turn really quite

:19:35. > :19:37.miserable through the afternoon and into the early part of tomorrow

:19:38. > :19:42.evening. Let's look at the top temperatures. I think it will feel

:19:43. > :19:53.quite chilly and we will see highs around 80 degrees nine Celsius. --

:19:54. > :20:02.80 degrees or nine. -- eat. -- 8 degrees. It brightens on Friday with

:20:03. > :20:04.lots of sunshine. You do know that Bath is in Somerset and

:20:05. > :20:13.Gloucestershire as a separate county. I was trying to build you

:20:14. > :20:24.out there. How embarrassing. Thank you for that, Peter.

:20:25. > :20:27.Hull is now being taken seriously as a tourist destination -

:20:28. > :20:29.according to the chair of UK City of Culture.

:20:30. > :20:31.Hull's success in attracting tourists in the first three months

:20:32. > :20:34.of 2017 has been discussed at a major tourism

:20:35. > :20:37.The Welcome to Yorkshire event is claimed to be the biggest

:20:38. > :20:41.Earlier I spoke to Rosie Millard who is the Chair

:20:42. > :20:45.of City of Culture and asked her how Hull is now viewed by the rest

:20:46. > :20:53.I think it is taken very seriously as a tourist destination and I think

:20:54. > :20:56.that has been the evidence is the fact that Hull trains has had

:20:57. > :20:59.a 17% uplift in ticket sales and the city

:21:00. > :21:04.Restaurants and cafes in Hull in have had huge

:21:05. > :21:18.I think that all the evidence shows that more people have visited the

:21:19. > :21:22.Ferens Art Gallery in the time it has been open since the middle of

:21:23. > :21:31.January till now than visited entire last year. If we get the cruise

:21:32. > :21:34.terminal built by the Deep how do we stop those people getting straight

:21:35. > :21:42.honour goes to go to the deal go to your? I don't think they will

:21:43. > :21:45.because of the City of Culture. People now want to go to the Ferens

:21:46. > :21:51.and want to go to the Deep and want to go and experience the artwork at

:21:52. > :21:55.the bottom of Humber Street and go to the art gallery. You have said

:21:56. > :22:02.the key is to keep it special and ensure that Hull doesn't blend into

:22:03. > :22:09.something akin to this British city centres. How do we ensure that this

:22:10. > :22:16.matter? I have always thought that Hull was very different to other

:22:17. > :22:18.cities. When I came to Hull as a young woman at university I was

:22:19. > :22:23.astonished by an array of shops had never heard before and other things

:22:24. > :22:25.and I think it's geographical isolation pays in its favour to make

:22:26. > :22:29.it seem very different from other cities which tend to be perhaps

:22:30. > :22:36.slight carbon copies of each other. I think Hull needs to hang onto

:22:37. > :22:44.Steffens and celebrators deference. It all seems very good news at the

:22:45. > :22:53.moment. -- I think whole needs to celebrators deference -- I think

:22:54. > :22:55.Hull needs to celebrate its deference and hang on to its

:22:56. > :23:06.deference. -- difference. Thanks to everyone who got

:23:07. > :23:08.in touch after we told you about Hull City Council's latest

:23:09. > :23:11.attempt to stop people fly-tipping - a problem they had

:23:12. > :23:13.described as an epidemic. Yesterday Hull Council dumped

:23:14. > :23:15.a weekend's worth of collected rubbish in the city centre

:23:16. > :23:17.to highlight how much They've spent a ?0.25 million

:23:18. > :23:21.clearing up waste like this Here are some of the e

:23:22. > :23:27.mails, texts and tweets Alan says, ''Almost every time

:23:28. > :23:30.you visit the local tip they treat you like a criminal especially
