:01:25. > :01:26.the trust which runs hospital services in Lincoln.

:01:27. > :01:28.Yesterday, the United Lincolnshire Health Trust admitted it

:01:29. > :01:30.is struggling to provide a full A service in the city.

:01:31. > :01:34.It normally relies on locum staff to fill the high number of vacant

:01:35. > :01:36.shifts, but new tax laws means these temporary workers

:01:37. > :01:38.are thousands of pounds out of pocket and many

:01:39. > :01:55.are refusing to work. Gemma Dawson has this report.

:01:56. > :01:57.The accident and emergency department here sees on average

:01:58. > :02:22.Staff are struggling to provide a full service because of a lack of

:02:23. > :02:23.doctors. It is proving very challenging.

:02:24. > :02:26.Hospital bosses are urging people to stay away unless they need

:02:27. > :02:30.That is because they are struggling to fill the staff rotas here.

:02:31. > :02:33.The associate medical director has told me that they're using staff

:02:34. > :02:36.from nearby hospitals and doctors from other departments to help out.

:02:37. > :02:39.This department is reliant on agency doctors but bosses here say

:02:40. > :02:41.the problems have been caused by a change in taxation rules

:02:42. > :02:44.because now agency doctors get to take home less money

:02:45. > :02:46.because their tax and national insurance is deducted at source.

:02:47. > :02:49.So there are less agency doctors that want to come

:02:50. > :03:05.Three point six middle grade doctors and three long-term locums. Nearly

:03:06. > :03:27.one half of the doctors come in from outside. In a statement, they said.

:03:28. > :03:35.Bosses here are urging people to stay away unless they need emergency

:03:36. > :03:41.treatment, like Ali, who injured his arm playing hockey. We were waiting

:03:42. > :03:49.a little while to get my sewing on, but that was it. Managers know they

:03:50. > :03:50.need to recruit more doctors, but even with incentives that is

:03:51. > :03:53.continuing to be a challenge. Gemma is at Lincoln County Hospital

:03:54. > :03:55.for us this evening. How quickly is this situation

:03:56. > :03:58.going to be resolved? Well, bosses here are hoping

:03:59. > :04:00.the situation will ease in the next week or

:04:01. > :04:04.soand agency doctors in the next week or

:04:05. > :04:07.so and agency doctors They have told me that people have

:04:08. > :04:11.taken notice of their warning and the A department

:04:12. > :04:13.has been a bit quieter. They are hoping that

:04:14. > :04:15.will continue over the weekend. Of course, there's added

:04:16. > :04:17.pressure here, because since last summer, Grantham's A has

:04:18. > :04:19.been closed overnight. But long term, the hospital needs

:04:20. > :04:21.to recruit more doctors One reason given is that there is no

:04:22. > :04:30.medical school locally, so there is a shortage

:04:31. > :04:43.of new doctors in the area. Earlier, I spoke to Shehnaz Somjee

:04:44. > :04:46.from the Locum Doctors' Association and asked her whether her members

:04:47. > :05:06.should get on and do their work For most of them, it is not viable

:05:07. > :05:14.to do so. The PA is a drastic cut and that coupled with the capping of

:05:15. > :05:25.fees locums for, they are not earning enough to make ends meet.

:05:26. > :05:28.But that means they have two p proper tax like everyone else. It

:05:29. > :05:33.makes them sound greedy and makes it sound as if they just do it because

:05:34. > :05:40.they can make more money. That is false propaganda. Locums have to

:05:41. > :05:48.play a lot more to be in the profession. They have to pay 20,000

:05:49. > :05:57.to ?30,000 a year. If you worked five days a week, you are ending up

:05:58. > :06:02.with ?1250 a week. They do not want to pay 40% tax on that and that is

:06:03. > :06:09.what this is about. Doctors get a lot more than that. They also get

:06:10. > :06:13.fringe benefits. Locums do not get pensions, sick pay, annual leave.

:06:14. > :06:20.They can afford to period of the early earning a lot of money. NHS

:06:21. > :06:29.eat it is unacceptable for anyone to hold the NHS to ransom by refusing

:06:30. > :06:35.to work in an effort to pay less taxation. That is a false statement.

:06:36. > :06:41.People watching tonight have to pay tax even at the top rate. There is a

:06:42. > :06:47.tax planning website for locums boasting that they can work it out

:06:48. > :06:57.so that locums take home 90% of the PA. I have not heard of that. Locums

:06:58. > :07:05.pay 40% tax. We are not tax dodgers. Why will they not work? Doctors get

:07:06. > :07:19.fringe benefits we do not. Bible renal work at a hospital where it is

:07:20. > :07:26.PAYE? What is your message to the Lincolnshire trust who are wanting

:07:27. > :07:32.people to work at the hospital at the moment? Are they prepared to pay

:07:33. > :07:38.us for our livelihood? That does not seem to be the responsibility. We

:07:39. > :07:42.have children to look after mortgages to pay. The hospitals do

:07:43. > :07:49.not seem to care about that. The EP six figure sums to managers for

:07:50. > :07:50.doing very little. We will leave it there. Thank you very much for
