:01:01. > :01:03.Lincoln City could be promoted back to the league tomorrow after

:01:23. > :01:25.of racism against Hull City Tenfoot City is a free magazine

:01:26. > :01:32.stocked at hundreds of venues across the city and claims

:01:33. > :01:35.to have a readership Humberside Police are investigating

:01:36. > :01:41.a complaint by a reader who says comments made in an article

:01:42. > :01:46.about the team's foreign players and owners are not just

:01:47. > :01:50.derogatory but racist as well. Hull City has tonight told

:01:51. > :02:09.Look North the comments It is in this free magazine that the

:02:10. > :02:20.offending comments were made. An author known as ten foot tiger talks

:02:21. > :02:25.about the season. In it, and number of derogatory terms about the

:02:26. > :02:35.Egyptian heritage of the owner. This man is so angry he has reported it

:02:36. > :02:40.to the police. Specifically relating to his ethnic origin. That is

:02:41. > :02:46.technically racist. Not whether he is a big man, that a man, green

:02:47. > :02:50.hair, but he is of Egyptian back then. This race is Arabic. These

:02:51. > :02:59.remarks are very clearly anti-Arabic. They are being of

:03:00. > :03:04.certain, obscene about his origins. It is being treated as a hate

:03:05. > :03:04.incident and police are investigating. The magazine has

:03:05. > :03:32.depended itself. But one lawyer who has read the

:03:33. > :03:37.article disagrees. And says it can only take one person a vendor for

:03:38. > :03:41.police to take action. It does not have to be the person it is

:03:42. > :03:45.referring to, it can be the person who has read it and feels that way.

:03:46. > :03:52.Harassment, alarm, distress, the three keywords. The step up from

:03:53. > :03:58.that, effectively the fact it is aggravated by the abusive term about

:03:59. > :04:03.race. Tonight, Hull City said the comments are unacceptable and

:04:04. > :04:07.concern, confirmed it has raised the matter with Humberside Police. For

:04:08. > :04:16.further investigation. A statement says, we are duty bound to report

:04:17. > :04:21.incidents of racism and we are participating in the Premier League

:04:22. > :04:26.quality standards and Kick it Out campaign. This is not indicative of

:04:27. > :04:34.the wider community of football. James Kingett is from

:04:35. > :04:36.the Show Racism the Red Card, an anti-racism charity working

:04:37. > :04:38.to remove racism from football. I asked him for his reaction

:04:39. > :04:42.to the article in the magazine. To be completely honest, I was very

:04:43. > :04:48.shocked when I read the comments. And shocked by the content,

:04:49. > :04:54.the language that was used, but also just how unnecessary

:04:55. > :04:58.and unprovoked a response The use of those phrases in no way

:04:59. > :05:07.added anything to the article other than the intention or otherwise,

:05:08. > :05:10.as I think has been used as a defence, to push boundaries

:05:11. > :05:13.and to cause a reaction. The magazine said earlier today,

:05:14. > :05:15.you know, that this In other words, not racist,

:05:16. > :05:21.but distastefully funny. Is a defence that is used a lots

:05:22. > :05:27.to try and justify language and actions that can be

:05:28. > :05:29.viewed as offensive. I think unfortunately

:05:30. > :05:31.it is a big sticking point The presence of this kind

:05:32. > :05:34.of language, the weight of history behind it,

:05:35. > :05:43.the fact it has been used to make people feel different,

:05:44. > :05:48.to make people feel othered, alienateed, it has to be taken

:05:49. > :05:50.into consideration by somebody The magazine have also said people

:05:51. > :05:54.should stop being so sensitive. I think I would encourage people

:05:55. > :05:59.to go back to what the definition of racism is in terms of the legal

:06:00. > :06:02.definition, which is a racist incident is any incident

:06:03. > :06:04.which is perceived to be racist Now, people get very

:06:05. > :06:08.frustrated with that. But actually, it is meant

:06:09. > :06:11.to protect people. The defence that some people should

:06:12. > :06:13.not be offended by this If anyone is offended,

:06:14. > :06:16.we need to regard it This is not a specialist magazine,

:06:17. > :06:20.this is given out to people across the city of culture

:06:21. > :06:23.as they arrive even, For Show Racism The Red Card,

:06:24. > :06:33.we know that magazine will be going into the hands of young people

:06:34. > :06:35.who don't necessarily understand any attempt to be funny, to have banter

:06:36. > :06:38.or anything otherwise. If they see language

:06:41. > :06:49.obviously that is not the message. Finally, I have a statement

:06:50. > :06:51.from Hull City. They see the comments

:06:52. > :06:53.as totally unacceptable. We have raised the matter

:06:54. > :06:54.with Humberside Police. What would be your message to

:06:55. > :06:58.Humberside Police tonight, briefly? Just that they investigate

:06:59. > :07:00.the incident, take it seriously. For Show Racism the Red Card,

:07:01. > :07:03.we are not so concerned with whether someone is a racist

:07:04. > :07:05.or not a racist. We believe that often very

:07:06. > :07:07.good-natured people can say It is about learning

:07:08. > :07:11.from the offence you have caused and adjusting

:07:12. > :07:16.your language accordingly. We'd like to hear your

:07:17. > :07:27.thoughts on this one. Canned derogatory comments about

:07:28. > :07:40.background or heritage ever be funny?

:07:41. > :07:51.At you heard such comments as a football match?

:07:52. > :07:59.A teaching union is warning that schools in Lincolnshire could be

:08:00. > :08:03.if proposed changes to the funding formula go ahead.

:08:04. > :08:05.The Government says that figure is misleading,

:08:06. > :08:12.But the NUT is calling for a rethink, claiming

:08:13. > :08:15.the education of thousands of youngsters is being put at risk.

:08:16. > :08:23.In rural Lincolnshire, schools have long complained that

:08:24. > :08:26.when it comes to funding, they lose out to the inner cities.

:08:27. > :08:33.The Government is planning to reform the system, and make it fairer.

:08:34. > :08:40.But the Uk's largest teaching union says it's got its sums badly wrong.

:08:41. > :08:47.We will suffer a ?30,000 shortfall. We will have to lose one class

:08:48. > :08:51.probably. Other than seven new groups, it would have to be six.

:08:52. > :08:58.Then you have mixed age groups across the school.

:08:59. > :09:00.According to the National Union of Teachers, by 2019 Lincolnshire

:09:01. > :09:03.will face a real terms cut to its education budget of nearly

:09:04. > :09:10.That would mean around ?500 less to be spent on each pupil

:09:11. > :09:12.And would equate to loss of just over 1200

:09:13. > :09:25.It is deeply worrying. Schools will have to make decisions to cut

:09:26. > :09:31.subjects. Six from precision, six form provision. That will affect a

:09:32. > :09:38.broad and balanced curriculum. It is fully funded in relation to the

:09:39. > :09:41.schools. We have lobbied hard to be county council that funding should

:09:42. > :09:46.be increased. It is not fair. We don't consider that any school in

:09:47. > :10:03.Lincolnshire should be losing under the proposals.

:10:04. > :10:14.But the Government has dismissed the NUT's figures as misleading.

:10:15. > :10:19.Despite assurances from the Government that the funding level is

:10:20. > :10:25.higher than ever, schools like this one is adamant that the new formula

:10:26. > :10:26.will lead to redundancies and affect the quality of education they are

:16:20. > :16:21.themselves among the thousands of blue and green bodies.

:16:22. > :16:24.It was an event that put Hull on the artistic map -

:16:25. > :16:26.3200 naked bodies, painted blue and green, flooding

:16:27. > :16:33.If I were to frame a work in my studio, this

:16:34. > :16:37.And today, the artist Spencer Tunick came back to the city to show off

:16:38. > :16:40.the finished works to the people who helped make them.

:16:41. > :16:42.Maybe they will see a purpose to my madness.

:16:43. > :16:45.It has moved that a lot of people. It is wonderful.

:16:46. > :16:48.I leave a city like Hull and I don't really know until afterwards

:16:49. > :16:53.I think they have had a great experience.

:16:54. > :17:02.Last July - at dawn - people from 20 countries stripped

:17:03. > :17:04.off, to take part in the largest nude art installation

:17:27. > :17:29.I felt it was one of the most brilliant things I have

:17:30. > :17:33.Never done anything like it before, probably never will again.

:17:34. > :17:35.Sea of Hull is on show alongside work by great

:17:36. > :17:38.artists like Edouard Manet, Lucian Freud and Ron Mueck.

:17:39. > :17:42.The gallery's curator stood alongside Spencer Tunick as he took

:17:43. > :17:44.the photos for this exhibition - seeing them displayed has

:17:45. > :17:51.When all the people had to lie down on the street, it was amazing.

:17:52. > :17:55.You could just hear the gulls crying overhead.

:17:56. > :17:57.It made the hair stand up on the back of my neck.

:17:58. > :18:01.Seeing these finished works brings that all back.

:18:02. > :18:04.It is a very proud moment for us here.

:18:05. > :18:07.The show gets its big reveal tomorrow.
