:01:32. > :01:35.A former Hull foster carer has been sentenced to 19 years in prison

:01:36. > :01:41.for child sex offences, including the rape of his own granddaughter.

:01:42. > :01:45.The man, who's 64, can't be named to protect his victims who also

:01:46. > :01:52.Sarah Sanderson was at Hull Crown Court and is with me now.

:01:53. > :02:02.How did these offences come to light?

:02:03. > :02:04.In 2011, the neighbours of this former foster carer became concerned

:02:05. > :02:09.and recorded noises which they heard through the walls.

:02:10. > :02:12.This recording was submitted to Humberside Police and it revealed

:02:13. > :02:15.sexually inappropriate remarks made by this man to the foster children

:02:16. > :02:22.This then led to the man being de-registered

:02:23. > :02:27.There was insufficiant evidence to prosecute the man at the time,

:02:28. > :02:31.so no further action was taken until one of the victims revealed

:02:32. > :02:36.what had happened to them and the case was re-opened.

:02:37. > :02:39.In 2015, the man was charged with ten counts of sexual

:02:40. > :02:42.offences against children, which he pleaded guilty

:02:43. > :02:47.And recently a judge found him guilty of a further two

:02:48. > :02:51.charges of sex offences against his granddaughter.

:02:52. > :02:55.What did the Judge have to say in court today?

:02:56. > :02:57.His Honour Jeremy Judge Richardson QC today sentenced the man

:02:58. > :03:03.He added that some sort of enquiry should be undertaken

:03:04. > :03:07.by Hull City Council, given the seriousness of this case.

:03:08. > :03:11.But Hull City Council has told us that a review has already been

:03:12. > :03:14.carried out and this did not identify any missed opportunities

:03:15. > :03:21.Despite this, Judge Richardson will be sending his sentencing

:03:22. > :03:25.remarks to the Chief Executive of Hull City Council.

:03:26. > :03:29.As Judge Richardson sent this former Hull foster carer down,

:03:30. > :03:32.he told him that he must now be punished for what the judge

:03:33. > :03:40.It's exactly a month until the general election,

:03:41. > :03:44.and you have been telling us what you want the priorities

:03:45. > :03:48.We're creating a peoples' manifesto that we will take

:03:49. > :03:53.to the candidates who want your vote in East Yorkshire and Lincolnshire.

:03:54. > :03:58.Already lots of you have said better care for elderly and vulnerable

:04:03. > :04:07.Maddie Jobson's mum was mistreated in a care home.

:04:08. > :04:33.they need to lock phones to get intimate care system. My mother had

:04:34. > :04:38.her own shop in bed late, she was a mental health nurse. She has always

:04:39. > :04:43.looked after other people. Unfortunately she was diagnosed with

:04:44. > :04:50.Alzheimer's and we had to put her in some way, a residential home. We had

:04:51. > :04:56.suspicions because the lack of staff, it was a great concern, and

:04:57. > :05:00.we decided to put a camera in. Within a couple of days, the camera

:05:01. > :05:08.revealed three carers mocking my mum, being very unkind, stripped her

:05:09. > :05:12.of her dignity. They took bandages of her arms, put something on her

:05:13. > :05:17.head and called her a witch. It is terrible to think all these people

:05:18. > :05:25.who have worked hard and paid into the system are now fighting for

:05:26. > :05:30.basic care. They... My mum was left to rot. Fortunately she had a good

:05:31. > :05:35.family who actually saved her life, and now she's getting good care. But

:05:36. > :05:36.this should be for everybody. They should all be getting basic good

:05:37. > :05:38.care. Our health correspondent

:05:39. > :05:41.Vicky Johnson is with me How big of a problem is providing

:05:42. > :05:45.care for elderly people and how are the politicians

:05:46. > :05:51.going to tackle it? Adult social care is one

:05:52. > :05:53.of the biggest problems currently It's estimated there'll be

:05:54. > :05:59.a ?2.6 billion funding gap in providing adult social care

:06:00. > :06:03.in England by 2020, because of pressures from an ageing

:06:04. > :06:06.population and the cost of paying Between 2001 and 2011 the number

:06:07. > :06:14.of adults living over There have been warnings from some

:06:15. > :06:23.leading charities, like Age UK, that our social care

:06:24. > :06:26.system is in crisis. With an increasing number

:06:27. > :06:29.of residential homes closing, a growing shortage of care workers

:06:30. > :06:34.and a rapidly ageing population. And these pressures are being keenly

:06:35. > :06:38.felt in Beverley and Holderness, where the over 65s are expected

:06:39. > :06:41.to form a third of the population The five main candidates

:06:42. > :06:47.in this constituency all have their own views on how

:06:48. > :06:50.these challenges should be tackled Graham Stewart is standing

:06:51. > :07:05.for the Conservatives. But it is making existing system

:07:06. > :07:08.work better, integrating health and social care, unlocking further

:07:09. > :07:13.investment. Be good egg is only last budget. Going forward with an ageing

:07:14. > :07:16.population and a real desire to see standard rise, we've got to do more

:07:17. > :07:16.and that is why we'll come forward a plan.

:07:17. > :07:26.I would like social care to be more local and in the home. It would be

:07:27. > :07:30.much better if people wear more train, coming into the home, it

:07:31. > :07:35.would be a better environment for the elderly and for those living. I

:07:36. > :07:42.also think that the funding could, from taxation is. Denis Healey is

:07:43. > :07:49.the Lib Dem candidate. All levels of an come tax could be raised, that

:07:50. > :07:53.would create extra funds, that will be spent by ours on adult social

:07:54. > :08:01.care. More importantly, here in the East Riding, the council will get

:08:02. > :08:07.?12 million a year extra. Noes the Green party has fielded Richard

:08:08. > :08:11.Howarth. We'll bring it inside the NHS to a single publicly provided

:08:12. > :08:17.and publicly funded NHS. We would find that from fair taxation. Most

:08:18. > :08:26.people would be unaffected, higher taxes by the wealthy. With devolved

:08:27. > :08:30.powers, there is the option of raising more taxes but we're also

:08:31. > :08:35.looking a fairer spent on the existing tax pot. A disproportionate

:08:36. > :08:40.amount has already spent on the south-east, we want to see the

:08:41. > :08:44.regions receive an equal amount per capita. The candidates have just a

:08:45. > :08:48.month to persuade voters that their plans will help alleviate this

:08:49. > :08:51.social care crisis, whereas it is estimated that more than 900 workers

:08:52. > :08:53.quit their jobs every day. So, one of the key issues for both

:08:54. > :08:56.politicians and the care industry is recruiting

:08:57. > :08:58.and retaining enough staff. Almost 48% of care workers leave

:08:59. > :09:01.within a year of starting. Up to 220,000 care

:09:02. > :09:05.workers in England are paid below the

:09:06. > :09:08.national minimum wage. Almost 50% of home care workers

:09:09. > :09:14.are on a zero-hour contract. And with our rapidly

:09:15. > :09:16.ageing population, these are just some

:12:14. > :12:18.these drivers are putting themselves at huge risk because they don't have

:12:19. > :12:21.any protection against oncoming vehicles. They are risking their own

:12:22. > :12:25.lives, and unfortunately having been a traffic officer who has had to

:12:26. > :12:29.knock on a number of door to get some really bad news, it is not good

:12:30. > :12:34.for the families, the medical teams and everyone who suffers as a

:12:35. > :12:38.result. Two motorcycles have already died on the roads of East Yorkshire

:12:39. > :12:42.this year, police say because of those deaths are still being

:12:43. > :12:46.investigated, but they also say that although motorcycles only make up 1%

:12:47. > :12:51.of traffic on roads of East Yorkshire, they also account for 20%

:12:52. > :12:54.of road casualties. It is really important that motorcycle is known

:12:55. > :12:59.not just that they are being watched by those are not police motorbikes

:13:00. > :13:03.but they could be putting themselves and the public in grave danger if

:13:04. > :13:05.they do break speed of 100 miles an hour class as police have seen in

:16:50. > :16:52.at how common household chemicals are damaging to the environment.

:16:53. > :16:54.Mud samples from rivers are being analysed for toxins that

:16:55. > :17:00.They include ingredients found in toothpastes and handwash and even

:17:01. > :17:06.Our Environment Correspondent Paul Murphy reports.

:17:07. > :17:11.This investigation is all about the martyr. The banks of the River Hull

:17:12. > :17:16.are just one location where researchers are taking samples.

:17:17. > :17:22.These will be carefully analysed for their chemical content. In history

:26:29. > :26:33.not the problem. The problem is that there are too many people in this

:26:34. > :26:36.country. Mary says, I would like politicians to address the problems

:26:37. > :26:41.facing hospitals and ligature at the moment. This is from John, he says,
