:00:00. > :00:14.A war of words breaks out between MPs and councillors in Lincolnshire,

:00:15. > :00:27.Very important parts have been missed out and extra powers have

:00:28. > :00:30.been taken away from the local areas to the May, and it's very worrying.

:00:31. > :00:32.-- the mea. Distracted drivers -

:00:33. > :00:34.police catch more and more people using their mobile phones

:00:35. > :00:36.behind the wheel. Another settled week to comd. Join

:00:37. > :00:47.me for the updated forecast. Local councillors and MPs

:00:48. > :00:52.in Lincolnshire are continuhng to fight amongst themselves over

:00:53. > :00:54.the future of a devolution The government wants to hand out

:00:55. > :01:01.new powers and millions of pounds to councillors but ONLY if they will

:01:02. > :01:04.have an elected mayor. Some authorities say

:01:05. > :01:05.that's not acceptable. More from our correspondent,

:01:06. > :01:12.Sarah Corker. Who is best placed to decide

:01:13. > :01:18.how our taxes are spent, or to make big decisions on things

:01:19. > :01:23.like housing and transport? Is it politicians at Westminster

:01:24. > :01:26.or councillors at our town halls? Lincolnshire is divided

:01:27. > :01:28.on a devolution deal Lincoln MP Karl McCartney described

:01:29. > :01:34.county councils who rejected the deal last week as parochial

:01:35. > :01:38.and acting like dogs in a manger. Comments which have

:01:39. > :01:40.irritated councillors. Instead of calling us names,

:01:41. > :01:46.give us your reasons, let's look at the figures

:01:47. > :01:51.and the business background of it. Very important parts have bden

:01:52. > :01:54.missed out and extra powers have been taken away from the local areas

:01:55. > :02:00.to the mayor and it's very worrying. It's a deal that would see

:02:01. > :02:02.the government hand over ?14 million The Greater Lincolnshire deal

:02:03. > :02:09.would bring together north and north-east Lincolnshire

:02:10. > :02:11.and the Lincolnshire Other cities like Manchester,

:02:12. > :02:17.Liverpool and Sheffield have all accepted devolution deals

:02:18. > :02:22.with an elected mayor. Today in the Commons,

:02:23. > :02:25.the Boston and Skegness MP warned that Lincolnshire must not

:02:26. > :02:29.turn its back on devolution. Will the Secretary of State join me

:02:30. > :02:33.in encouraging the eight out of ten councils that have voted for this

:02:34. > :02:37.already to work with the government to make sure we get the best

:02:38. > :02:39.devolution deal for Lincolnshire and Lincolnshire doesn't

:02:40. > :02:42.turn its back on half a billion But today, Southcliffe Kestdven

:02:43. > :02:47.District Council also In replying to Karl,

:02:48. > :02:54.any District Council voting for this would actually be

:02:55. > :02:56.a turkey voting Because it's completely

:02:57. > :03:01.unsustainable with a low population in a largely rural county

:03:02. > :03:04.to have a Police Commissioner, an elected mayor, a County Council,

:03:05. > :03:07.a District Council and Parish So Conservative MPs are divhded

:03:08. > :03:14.councillors are divided and any devolution deal

:03:15. > :03:20.looks increasingly unlikely. Earlier I spoke to the MP

:03:21. > :03:23.for Cleethorpes Martin Vickdrs and I asked him whether the prospect

:03:24. > :03:27.of a devolution deal Unfortunately the County Cotncil

:03:28. > :03:40.seem to, at the very least, But as we've heard in the House

:03:41. > :03:44.of Commons this afternoon, the government are still determined

:03:45. > :03:48.to press ahead with a combined authority for those authorities that

:03:49. > :03:51.have indicated that what they want. I'm certainly very

:03:52. > :03:57.supportive of that. Have Lincolnshire County

:03:58. > :03:58.Council actually damaged of the county and been

:03:59. > :04:02.short-sighted in their decision I think they probably have,

:04:03. > :04:08.to turn down a deal that was bringing with it an extra

:04:09. > :04:13.half a billion pounds worth of funding is surely not

:04:14. > :04:16.in the best interests of the county. Do you agree with the Lincoln MP,

:04:17. > :04:19.Karl McCartney, who says th`t most county councillors tend to take

:04:20. > :04:21.a parochial outlook Well, I think there's some

:04:22. > :04:28.truth in that. To be fair I know of county

:04:29. > :04:30.councillors and indeed district councillors

:04:31. > :04:32.who have a much broader view. That's the one we want to sde

:04:33. > :04:35.in action over this. A lot of these problems are caused

:04:36. > :04:38.by the fact that we've got to have a mayor to get this

:04:39. > :04:41.deal and this is imposed Isn't there a way round this,

:04:42. > :04:45.isn't there a plan B where you can Personally I am very much

:04:46. > :04:56.in favour of having a mayor. Otherwise combined authorities

:04:57. > :04:57.meet, everyone speaks up for their own area,

:04:58. > :05:00.but you need somebody at thd centre to pull things together

:05:01. > :05:02.and prioritise things. Most members of the public don't

:05:03. > :05:04.want another elected politician on a big,

:05:05. > :05:06.fat salary, do they? I can understand that,

:05:07. > :05:08.but in actual fact, this isn't actually another layer of government

:05:09. > :05:10.because its existing It's a paid politician though isn't

:05:11. > :05:17.it, on what will be a big s`lary? There is a paid politician

:05:18. > :05:20.at its head, but the savings could easily be made

:05:21. > :05:24.by making a reduction in the number of county

:05:25. > :05:26.councillors, for example. Final question, your messagd to

:05:27. > :05:29.Lincolnshire County Council is what? Please have a rethink in thd best

:05:30. > :05:32.interest of all of the county. Mr Vickers, very

:05:33. > :05:40.good to talk to you. A ward has been closed

:05:41. > :05:42.at Grimsby's Diana, Princess of Wales Hospital today due

:05:43. > :05:45.to the outbreak of a sickness bug. The local NHS trust says patients

:05:46. > :05:47.who are suffering from diarrhoea and vomiting won't be disch`rged

:05:48. > :05:50.until their illness has cleared. It's urged people with similar

:05:51. > :05:53.symptoms not to come to the hospital until 48 hours after

:05:54. > :06:03.they feel better. Emergency services were called

:06:04. > :06:05.to Lincoln County Hospital this afternoon to deal

:06:06. > :06:07.with an electrical fire. 15 patients had to be moved

:06:08. > :06:10.to safety from the Navenby Ward No one was injured in the incident

:06:11. > :06:13.which is being described It's been illegal for 13 ye`rs

:06:14. > :06:19.but Humberside police says despite that more and more people

:06:20. > :06:22.are using a mobile Officers say it's now so widespread

:06:23. > :06:27.that they can barely scratch There are now calls

:06:28. > :06:34.for stronger penalties. It looks like a normal supermarket

:06:35. > :06:37.delivery entrance. Humberside Police has been

:06:38. > :06:45.using unmarked cars to catch motorists on their phones, sat navs

:06:46. > :06:48.or MP3 players while driving. Officers could spot them easily

:06:49. > :06:53.because of the view from this lorry. An awful lot of people

:06:54. > :06:56.with their mobile phone in their lap or holding it at the bottom

:06:57. > :06:59.of the steering wheel. I think the only reason

:07:00. > :07:01.they are doing that is So we are using this vehicle

:07:02. > :07:05.for its height. Although there are police officers

:07:06. > :07:08.here, this operation hasn't been The money's, from

:07:09. > :07:16.Safer Roads Humber. There's a silver BMW, he's

:07:17. > :07:18.got his mobile phone in right hand. People are still willing

:07:19. > :07:22.to take that risk. Maybe if they saw the devastation it

:07:23. > :07:26.does cause, they wouldn't do it But maybe it's because they think

:07:27. > :07:30.they're never going to get caught. Someone who knows about

:07:31. > :07:33.the heartache it can cause is Her husband Keith was killed

:07:34. > :07:37.when he was knocked down by a driver Because tomorrow it could bd

:07:38. > :07:51.you causing somebody's death. I know what we've been

:07:52. > :07:53.through and it's devastating. At the end of the day,

:07:54. > :07:56.they just walk away, pay their fine, do their prison sentence

:07:57. > :07:58.and then their life goes back to normal and ours will

:07:59. > :08:00.never be normal again. I lost my husband, my two children

:08:01. > :08:15.lost their father. Last time the police did

:08:16. > :08:17.an operation like this That's in addition to almost 90

:08:18. > :08:28.people who have already been stopped Using a mobile phone is almost as

:08:29. > :08:32.bad as drink-driving. It's not socially unacceptable

:08:33. > :08:33.like drink-driving. It is worrying because I soletimes

:08:34. > :08:36.think that we're not really even scratching the surface of mobile

:08:37. > :08:38.phone use and it's If you're caught using a hand-held

:08:39. > :08:48.device at the wheel, you can be given three

:08:49. > :08:53.points and ?100 fine. But that's set to go up to six

:08:54. > :08:57.points and a ?200 fine next year. The changing peoples' attitudes

:08:58. > :09:01.could much longer. Laura Foster, BBC

:09:02. > :09:21.Look North, Scunthorpe. Philip Norton is by the A63 Neal

:09:22. > :09:27.Hull. Why is this message and not getting through? Mobile phones are

:09:28. > :09:31.not used just for phone calls, they stream music in their cars, many

:09:32. > :09:33.people use them as a sat nav and there is the temptation to tse

:09:34. > :09:40.there is the temptation to use the Internet or is Czech social media.

:09:41. > :09:44.Humberside Police accepted technology has changed, but the old

:09:45. > :09:49.rules still apply. These shouldn't be held or be looked that at the

:09:50. > :09:52.wheel. They also said they would welcome stiffer penalties, stronger

:09:53. > :09:55.penalties to act as more of a deterrent to try to stop using these

:09:56. > :09:57.while driving. A lot of e-m`ils and while driving. A lot of e-mails and

:09:58. > :10:06.text messages on this, we'll have more at p.m. Tomorrow night. It

:10:07. > :10:10.looks set to be another predominantly dry week across all

:10:11. > :10:13.parts of the region with high pressure dominating our weather and

:10:14. > :10:17.the bus stop sunshine will be tomorrow. Big changed

:10:18. > :10:24.meteorologically, high-pressure still dominating. Just a chance of

:10:25. > :10:26.still dominating. Just a ch`nce of 12 isolated showers but much of the

:10:27. > :10:28.night will be dry, good, cldar night will be dry, good, clear

:10:29. > :10:33.periods. These are the tempdratures periods. These are the temperatures

:10:34. > :10:37.in towns and cities. But Western areas could be down to four Celsius

:10:38. > :10:43.denied. Fortt first thing in the morning. Mostly dry, just the odd

:10:44. > :10:44.shower close to the coast. Dry weather with sunshine and highs

:10:45. > :10:44.shower close to the coast. Dry weather with sunshine and hhghs of

:10:45. > :10:51.weather with sunshine and highs of around 12 or 13 degrees. And that it

:10:52. > :10:57.from us tonight, we are back in the morning on BBC One. I will be back

:10:58. > :11:01.tomorrow at 6:30pm as usual. Join me then if you can. Good night.

:11:02. > :11:04.weekend, more of the same, mainly dry and feeling very mild. Now your

:11:05. > :11:05.national weather. dry and feeling very mild. Now your

:11:06. > :11:13.national weather. Good evening, major changes in the

:11:14. > :11:16.weather over the next couple of days, the result being it will turn

:11:17. > :11:20.milder by day and also by night. A milder by day and also by night A

:11:21. > :11:24.breeze picking up, a westerly, something we have not seen much of

:11:25. > :11:29.this month. But there will not be a great deal of rain around. We did

:11:30. > :11:35.have rain today across the south-west, leaden skies in Bristol,

:11:36. > :11:36.not much of a sunset here, but the different North of the
