:01:38. > :01:41.incredibly loose, parts havd been replaced by patches of tarmac and

:01:42. > :01:46.the problems started from the moment it was laid. One councillor said it

:01:47. > :01:48.was unfit for purpose. Today, the council says it will replacd the

:01:49. > :01:51.council says it will replace the whole lot with tarmac.

:01:52. > :01:55.It was laid as part of a ?6 million regeneration scheme in 2014 but this

:01:56. > :01:57.block paving has been plagued with problems.

:04:37. > :04:47.It is an architectural concdit, a planning folly and what it has led

:04:48. > :04:49.to up-and-down the country is misery for all users, motorists,

:04:50. > :04:51.pedestrians, toddlers and buses and blind people

:04:52. > :05:00.So, have these trendy planners just ignored the needs and not even

:05:01. > :05:06.thought about disabled people or people who are unable to see?

:05:07. > :05:13.I think the planners and dare I say the councillors have been bedazzled

:05:14. > :05:16.by these shiny, shiny new schemes, this great concept and I understand

:05:17. > :05:19.wanting economic regeneration, wanting to make sense of pl`ce

:05:20. > :05:27.But those objectives have nothing if these spaces are not safe

:05:28. > :05:34.and are not fully inclusive for all members of society.

:05:35. > :05:36.You say a planning folly but also in many cases

:05:37. > :05:44.This is the tragedy, not only are they unsafe and lead

:05:45. > :05:47.to chaos and catastrophe, but at a time when we really need

:05:48. > :05:51.to be so careful about how we spend public money,

:05:52. > :05:54.putting money into the scheles in the first place and having to put

:05:55. > :05:58.more money to have them retrofitted, we cannot afford to do that.

:05:59. > :06:03.There needs to be more care put in when planning new citysc`pes

:06:04. > :06:05.Just briefly, I know the government is reviewing shared

:06:06. > :06:08.spaces at the moment, what tonight would be your lessage

:06:09. > :06:18.Nothing should be planned without being fundamentally based
