:01:02. > :01:07.and give you your breakfast and even the girls say it's not long enough.

:01:08. > :01:11.The UK Homecare Association suggests that since the introduction

:01:12. > :01:14.of the National Living Wage, councils should be paying an average

:01:15. > :01:18.of ?16.70 an hour to provide home care.

:01:19. > :01:22.But according to their figures, the East Riding of Yorkshird Council

:01:23. > :01:26.pays ?14.23, Lincolnshire spends an average of ?13.68,

:01:27. > :01:30.and North East Lincolnshire pays just ?12.56 - more than ?4 below

:01:31. > :01:36.And those rates say the Local Government Associ`tion

:01:37. > :01:38.are a sign of "councils struggling for cash".

:01:39. > :01:42.It is economics at the mad house because it relieves the pressure

:01:43. > :01:45.on the NHS and we all see stories every day what's happening.

:01:46. > :01:47.People want to be looked after at home.

:01:48. > :01:50.In the future we may not have the provides to do that,

:01:51. > :01:56.The Local Government Associ`tion says this is a national problem

:01:57. > :01:59.which the government needs to get to grips with.

:02:00. > :02:02.The HCA have brought forward their report and we haven't

:02:03. > :02:05.been able to understand exactly how they've got to the figures

:02:06. > :02:09.However, what we can concur with is there is a deficit

:02:10. > :02:14.in the market and through the Local Government Associ`tion

:02:15. > :02:16.at the moment we have identified that there is

:02:17. > :02:25.Today North East Lincolnshire's Clinical Commissioning Group says

:02:26. > :02:28.it's working hard on servicds at a time when budgets are limited.

:02:29. > :02:31.But like other groups looking after home care,

:02:32. > :02:34.it's likely to be facing a financial challenge.

:02:35. > :02:40.Overnight closures at Grantham's A department

:02:41. > :02:47.In July the unit shut its doors from 6.30pm until 9am, despite local

:02:48. > :02:49.opposition, because there wdren t enough doctors.

:02:50. > :02:52.Clinical directors at the United Lincolnshire Hospitals Trust

:02:53. > :02:56.are recommending closures rdmain in place - a decision

:02:57. > :03:03.Over the winter months it whll be even more of an issue purelx

:03:04. > :03:06.because of the winter weathdr that comes with it, the icy condhtions.

:03:07. > :03:09.I personally do not believe it was ever a temporary measure

:03:10. > :03:13.I believe it was a test perhod to test the impact of Grantham

:03:19. > :03:23.with a plan to eventually ttrn us into an urgent care centre.

:03:24. > :03:26.Work has started tonight to dig up paving in Grimsby which was laid

:03:27. > :03:31.just three years ago as part of a ?6 million refurbishment.

:03:32. > :03:34.The local council says it's removing the slabs because they're btckling

:03:35. > :03:39.It's hoped the work will be completed and the area laid

:03:40. > :03:45.Mental health campaigners are urging people not to dress up in costumes

:03:46. > :03:50.like straitjackets or escapdd asylum patient suits this Halloween

:03:51. > :03:53.because it's distasteful and stigmatises people

:04:25. > :04:28.of fun but for those people living a life with mental health problems

:04:29. > :04:31.each time they see this it's just reinforcing that stigma over

:04:32. > :04:35.and over again, that they'rd different, they're dangerous

:04:36. > :04:37.and at Halloween time that they are monsters.

:04:38. > :04:39.The dressing up has already started in Lincoln,

:04:40. > :04:41.where a seven-foot skeleton led a family-friendly parade.

:04:42. > :04:44.So do people here think mental health themed

:04:45. > :04:50.costumes are offensive? Nobody wants to offend but H think

:04:51. > :04:52.we have become a culture where everyone is offended

:04:53. > :04:58.It is taking something that is quite serious but at the same

:04:59. > :05:03.time it is Halloween and it is just a joke.

:05:04. > :05:06.It's three years since Tesco withdrew it's psycho ward ottfit

:05:07. > :05:11.and ASDA its mental patient costume following complaints but a puick

:05:12. > :05:16.online search shows popular website like eBay and Amazon continte

:05:17. > :05:22.The owner of this fancy dress shop in Hull says she's never stocked

:05:23. > :05:25.such items because of a lack of demand.

:05:26. > :05:28.I have never sold them and H've never been asked for them

:05:29. > :05:31.and if there was it is usually for Hannibal Lecter.

:05:32. > :05:34.I've never had anyone saying they want to be a mental patient

:05:35. > :05:37.and if they do I can't see that really people think it as offensive.

:05:38. > :05:40.I think it's a fun night out, Halloween, and people just
