:01:44. > :01:45.having care nearby was vital. When these decided they were going

:01:46. > :01:48.to come into the world, And that 15 minutes to get from one

:01:49. > :01:55.side of town to the other was as much as I really wanted

:01:56. > :01:58.to cope with, never mind having to try and get in the car

:01:59. > :02:01.and travel all the way This isn't about us wanting to keep

:02:02. > :02:05.it at our convenience. This is about us wanting to keep it

:02:06. > :02:08.because it is our local hospital. And it's not just used

:02:09. > :02:10.by the people of Boston. It's used by mums in Spalding,

:02:11. > :02:14.in Skegness, maybe even in Louth, in all these little

:02:15. > :02:15.towns and villages. Last week, county councillors voted

:02:16. > :02:18.against the health plans, which could also see

:02:19. > :02:22.Grantham's A closed. What we are doing at the moment,

:02:23. > :02:26.we are making our services safe If we don't do that and make

:02:27. > :02:31.changes that are required, I'm concerned we may not be able

:02:32. > :02:34.to run these services into the next ten, 15 years

:02:35. > :02:37.as safely as we should. Well, health managers say

:02:38. > :02:41.that their services are safe now but they cannot guarantee that

:02:42. > :02:43.will be the case They say that Lincolnshire's

:02:44. > :02:53.hospitals are struggling to attract the number of staff needed

:02:54. > :02:55.for their maternity departments. But, at the moment, a final

:02:56. > :02:57.decision has not been made. And bosses say that will not happen

:02:58. > :03:00.until the public has been Lincolnshire County Council has

:03:01. > :03:08.become the latest group I spoke to leader Martin Hill

:03:09. > :03:13.and asked him why the council was taking a view when it

:03:14. > :03:17.couldn't change anything. Well, yes, first of all,

:03:18. > :03:21.there aren't cuts, actually. The Government, to be fair,

:03:22. > :03:23.is putting more money in. But the issue we have got is that

:03:24. > :03:27.some of the proposals which have come out of this recent document

:03:28. > :03:29.involve unwelcome changes to both One paediatrician at Lincoln County

:03:30. > :03:37.has said that not making changes to the service puts babies at risk

:03:38. > :03:39.because of a lack of And the NHS in Lincolnshire

:03:40. > :03:45.could have an almost ?200 million But you have to remember

:03:46. > :03:51.the geography of Lincolnshire. So the issues, if you start looking

:03:52. > :04:02.and maternity services in Boston, for example, you have got to make

:04:03. > :04:05.sure that where there is a sudden problem, say,

:04:06. > :04:10.somewhere near Boston, they are going to be able to get

:04:11. > :04:13.to the right place very quickly. With the greatest of respect,

:04:14. > :04:16.you are the leader of the council. So, won't people be saying,

:04:17. > :04:21.why is he involved? We have a duty to represent

:04:22. > :04:24.and stand up for the This is sort of a pre-consultation

:04:25. > :04:28.document and we are quite clear that although there are some things

:04:29. > :04:30.we welcome in this document, there are many things

:04:31. > :04:32.which we would find unacceptable We have to stand up

:04:33. > :04:36.for their view as well. I mean, the parents think,

:04:37. > :04:38.as we have heard today, that the cuts at the maternity unit

:04:39. > :04:41.put mums and babies at risk. Do you agree with that?

:04:42. > :04:44.Well, there are two proposals. One is better, and I think you have

:04:45. > :04:52.to get to the position where babies are born safely but also,

:04:53. > :04:55.if there is a sudden emergency, that They say that they have not

:04:56. > :04:59.made a final decision. What would be your

:05:00. > :05:01.message to them tonight? Well, I think there are some

:05:02. > :05:03.proposals we would find unacceptable, particularly

:05:04. > :05:05.at Grantham and Boston hospitals and some of the other issues around

:05:06. > :05:07.the smaller hospitals. So we would say, think again,

:05:08. > :05:10.and then I think there can be support for some

:05:11. > :05:12.of the other proposals. Councillor Hill, very

:05:52. > :05:57.So in the Commons today, Hull MP Karl Turner told

:05:58. > :06:00.the Justice Secretary that prison officers had told him

:06:01. > :06:05.What can she do to assure the public and those prison officers

:06:36. > :06:51.Hull North MP Diana Johnson asked if it had been right to move them,

:06:52. > :06:53.but the Justice Secretary said in this case it

:06:54. > :06:57.That is being very carefully managed by the prison service,

:06:58. > :06:59.who are experienced in dealing with those issues.

:07:00. > :07:01.There were incidents that were dealt with at HMP Hull.

:07:02. > :07:03.We are dealing with some very difficult individuals,

:07:04. > :07:05.but that is being very closely looked at.

:07:06. > :07:08.The Government's said there are now daily meetings with senior prison

:07:09. > :07:11.officials across the country keeping an eye out for potential violence.

:07:12. > :07:16.Obese people and smokers in Hull and East Yorkshire could be forced

:07:17. > :07:19.to wait for some operations on the NHS if they don't

:07:20. > :07:26.The idea is designed to cut costs and reduce pressure on services

:07:36. > :07:46.She's concerned that delaying operations for obese people

:07:47. > :07:55.If someone is in a lot of pain and they are overweight...

:08:07. > :08:12.These plans would affect people who need a non-emergency operation -

:08:13. > :08:16.Those with a body mass index of 35 and above would be

:08:17. > :08:27.Meanwhile, their operation would be postponed for six months.

:08:28. > :08:30.Health managers said it would have real benefits because the outcomes

:08:31. > :08:34.But money is a factor, too, with the NHS in this area

:08:35. > :08:38.having to save hundreds of millions of pounds.

:08:39. > :08:41.The idea's not new - a similar scheme in the Vale of York

:08:42. > :08:45.And criticisms remain, with some branding it unfair.

:08:46. > :08:49.We would feel that they should be assessed on an individual basis.

:08:50. > :08:52.I am sure we would all agree that stopping smoking

:08:53. > :08:56.The CCG rightfully has an interest in that.

:08:57. > :08:59.But to use it as a blanket ban to stop patients seeing a surgeon,

:09:00. > :09:03.The East Riding of Yorkshire Clinical Commissioning Group told us

:09:04. > :09:06.it's looking at a number of measures to improve the health and wellbeing

:09:07. > :09:08.of patients and address the financial challenges it faces.
