:00:40. > :00:42.opportunities to protect a four-year-old girl who died
:00:43. > :00:46.after being forced to take drugs by her mother.
:00:47. > :00:51.Poppy Widdison collapsed at her home in Grimsby in June 2013.
:00:52. > :00:54.Last month, her mother and ex-partner were found
:00:55. > :00:58.guilty of child cruelty after feeding her sedatives
:00:59. > :01:01.because they considered her to be an inconvenience
:01:02. > :01:07.Now a review has found that not enough people knew about the state
:01:08. > :01:13.Laura Foster has been following the case.
:01:14. > :01:16.Three and a half years ago, Poppy was found at her home
:01:17. > :01:23.What caused her death is still not known but tests showed Poppy had
:01:24. > :01:28.ingested a cocktail of drugs for up to six months before her death,
:01:29. > :01:32.including heroin, sedatives, methadone and ketamine.
:01:33. > :01:35.Last month, Poppy's mother, Michala Pyke, and Pyke's ex-partner,
:01:36. > :01:39.John Rytting, were found guilty of child cruelty after feeding
:01:40. > :01:42.Poppy illicit drugs at Rytting's home in Grimsby.
:01:43. > :01:46.Poppy's grandmother spoke outside court.
:01:47. > :01:52.She was just beautiful, she really was.
:01:53. > :01:56.You couldn't wish for a better little girl.
:01:57. > :02:01.Today, the Serious Case Review into Poppy's death has been released.
:02:02. > :02:04.These happen whenever a child has died and it's thought there's some
:02:05. > :02:09.This report criticises services designed to protect
:02:10. > :02:12.Poppy and help her mother with her drug use.
:02:13. > :02:16.It uses phrases like "ineffective", "lacked clarity and focus",
:02:17. > :02:18.saying there was a "disregard for the entrenched
:02:19. > :02:25.Proper assessments weren't carried out, putting Poppy at "serious risk
:02:26. > :02:27."of harm" and that professionals were often "misled"
:02:28. > :02:30.Rytting's drug abuse was known about but no-one knew Pyke
:02:31. > :02:34.and Rytting were in a relationship and that Poppy lived
:02:35. > :02:38.Despite the evidence, no-one knew what Poppy's life
:02:39. > :02:42.was like or the harm and risk she was exposed to every day.
:02:43. > :02:45.Dr Peter Sidebotham says Serious Case Reviews mean lessons
:02:46. > :02:47.can be learned from what happened but there are no guarantees
:02:48. > :02:50.something similar won't happen again.
:02:51. > :02:53.Some children do get harmed by their parents,
:02:54. > :02:56.and that will continue to be the case.
:02:57. > :03:00.There's no way that we can accurately predict which children
:03:01. > :03:05.might be subject to the most extreme forms of abuse or neglect
:03:06. > :03:10.and therefore we have to constantly carry this difficult balance
:03:11. > :03:14.between supporting families, not wanting to intervene too much,
:03:15. > :03:21.and yet, at the same time, recognising where there are risks.
:03:22. > :03:24.Tonight, the charity the NSPCC has called the review deeply worrying
:03:25. > :03:27.and says that effective oversight and improved intervention may have
:03:28. > :03:33.Meanwhile, Pyke and Rytting are both due to be sentenced next week.
:03:34. > :03:35.Last month, the judge told them to expect
:03:36. > :03:39.substantial prison sentences for their very serious crimes.
:03:40. > :03:41.Poppy's family on her father's side are still combing
:03:42. > :03:44.through this report, trying to understand what happened
:03:45. > :03:50.and how so many people could have let down this little girl.
:03:51. > :03:54.A 21-year-old man has been arrested on suspicion of murder over
:03:55. > :03:57.the death of a man who was hit by a vehicle and left to die
:03:58. > :04:05.The body of 23-year-old Chase Tate was found on the A1104 near Alford
:04:06. > :04:11.Police called it a suspected hit-and-run.
:04:12. > :04:14.The Environment Agency says it's closely monitoring the situation
:04:15. > :04:17.on the east coast with fears high tides and strong winds
:04:18. > :04:21.A flood warning was put in place for the north bank of the Humber
:04:22. > :04:25.tonight but it was rescinded as the tide subsided.
:04:26. > :04:27.Precautions are also being taken by the emergency
:04:28. > :04:33.Jill Archbold is live on the banks of the Humber Estuary for us.
:04:34. > :04:43.An earlier flood warning over the high tide at around 5
:04:44. > :04:45.o'clock has been removed but there are still worries around
:04:46. > :04:48.this area on the north bank of the Humber over
:04:49. > :04:55.The Environment Agency is considering issuing
:04:56. > :04:58.another flood warning, which means flooding
:04:59. > :05:02.is possible around tomorrow's high tide at 5:47am.
:05:03. > :05:06.They say the combination of a high tide and strong winds could cause
:05:07. > :05:13.waves to overtop defences at Hessle Foreshore.
:05:14. > :05:19.They'll decide on that overnight as forecasts get more predictable.
:05:20. > :05:24.Precautions are also being taken along the Lincolnshire Coast,
:05:25. > :05:27.where flood defences have been checked and tidal gates have been
:05:28. > :05:31.closed ahead of another high tide on Friday morning.
:05:32. > :05:33.Emergency services say they are monitoring the situation
:05:34. > :05:40.but they're not expecting anything like the high tide of 2013,
:05:41. > :05:47.when more than 1,000 homes on both sides of the Humber were flooded.

:06:48. > :06:50.would impact on British Steel, which is a major employer for us
:06:51. > :06:54.Councillors in Beverley have been told to have social media training
:06:55. > :06:57.after one of them made offensive comments online about
:06:58. > :07:04.At a meeting, the town council called for Dominic Peacock to step
:07:05. > :07:09.He's already been thrown out of the Conservative Party
:07:10. > :07:12.and cautioned by police but Councillor Peacock wants to stay
:07:13. > :07:17.Matt Hodkinson is a social media expert.
:07:18. > :07:20.I asked him if Twitter and Facebook are a trap
:07:21. > :07:29.I don't think this is a new phenomenon.
:07:30. > :07:34.Many, many high-profile individuals have found themselves falling foul
:07:35. > :07:38.of the global reach now that potentially people can reach
:07:39. > :07:44.I don't think it should come as any surprise to anybody
:07:45. > :07:48.I mean, the mayor of Beverley says, after this incident,
:07:49. > :07:49.he wants councillors to undertake training.
:07:50. > :07:55.Do they need training or just to use plain common sense and decency?
:07:56. > :07:58.It would be ideal to use common sense.
:07:59. > :08:01.I think we all have a fuel gauge on common sense.
:08:02. > :08:04.Some of us are half full or better off but some are running
:08:05. > :08:11.Perhaps training is a good idea but actually I'd be wary of anybody
:08:12. > :08:15.that is giving training on how to use social media because there
:08:16. > :08:23.But might training have stopped this councillor making these remarks?
:08:24. > :08:29.Knowing how to use these platforms is one thing,
:08:30. > :08:31.knowing the etiquette and best practice, but actually can
:08:32. > :08:34.we really change people's behaviours and beliefs?
:08:35. > :08:37.It seems to me that, in this particular case anyway,
:08:38. > :08:46.it came down to someone's personal held views as much as anything else,
:08:47. > :08:49.and can we change that with social media policy or training?
:08:50. > :08:52.Are there some types of people in public life who just shouldn't be
:08:53. > :08:54.trusted to post on Twitter or Facebook full stop?
:08:55. > :08:59.I think we are kind of bordering on censorship there in terms
:09:00. > :09:03.of choosing who should and shouldn't be able to use these platforms.
:09:04. > :09:05.Let's not forget that, in this case, yes, we've seen
:09:06. > :09:08.a very negative outcome, a very negative instance
:09:09. > :09:12.of the use of social media, but it has so many positive aspects
:09:13. > :09:17.The potential to do good is there and who is anybody
:09:18. > :09:20.to choose who should and shouldn't be part of that?
:09:21. > :09:22.And just very briefly, finally, if you are in the public
:09:23. > :09:25.eye or for anyone else, for that matter, the golden rule
:09:26. > :09:30.The golden rule is never tweet drunk but, of course,
:09:31. > :09:35.I think a better rule is possibly to count to ten,
:09:36. > :09:38.read back what you've typed before you hit that tweet or send
:09:39. > :09:41.button and really think about the possible ramifications

:11:38. > :11:39.really blowing around over higher ground in Scotland. Strong wind and

:11:44. > :11:45.tricky travelling conditions. The forecast for tomorrow in the
:11:46. > :11:50.southern half of the UK's quite tricky. We have got mild air bumping
:11:51. > :11:54.into colder air. The boundary between the two, it will be an ugly
:11:55. > :11:57.mix of rain, sleet and snow developing. Mild air comes in behind
:11:58. > :12:01.the weather front but the rain ahead of that will be mixing with the cold
