:00:39. > :00:50.A council says it's having to spend thousands of pounds each year

:00:51. > :00:53.clearing up after travellers, but admits it still can't find

:00:54. > :01:01.Authorities have a legal duty to provide temporary stopping places

:01:02. > :01:04.but despite looking at more than 1200 sites North East

:01:05. > :01:07.Lincolnshire Council says it hasn't got anywhere suitable.

:01:08. > :01:15.Some of the 300 tonnes of rubbish it's claimed was left by a group

:01:16. > :01:22.Then they just dumped their rubbish mainly in that corner at the finish.

:01:23. > :01:25.In 2015, farmer Brian Holden from Tetney near Grimsby,

:01:26. > :01:29.was facing a ?10,000 bill to clean up this field after 30 caravans

:01:30. > :01:36.I didn't sleep at night, I was always worried

:01:37. > :01:39.about what was going to happen and how I was going

:01:40. > :01:43.Part of the problem, Brian says, is there are currently no designated

:01:44. > :01:46.sites for travellers in East Lindsey or North East Lincolnshire.

:01:47. > :01:49.I think there definitely ought to be a site where they could go

:01:50. > :01:52.because the police complained even if they had the manpower

:01:53. > :01:54.to move them, there is nowhere to move them to.

:01:55. > :01:57.The sooner they get a site, the better.

:01:58. > :01:58.In the last four years, unauthorised traveller

:01:59. > :02:03.sites have been set up 80 times in North East Lincolnshire.

:02:04. > :02:06.The council says it cost it more than ?43,000 to clear them up.

:02:07. > :02:11.The council is now looking to find designated temporary pitches,

:02:12. > :02:15.but after looking at more than 1200 possible locations to build them,

:02:16. > :02:20.At a meeting this afternoon North East Lancashire

:02:21. > :02:23.council agreed that it may have defined smaller fields

:02:24. > :02:26.rather than a large one to satisfy its legal requirement

:02:27. > :02:29.of providing designated stopover sites for the travelling community.

:02:30. > :02:33.If it does not fulfill that legal requirement,

:02:34. > :02:39.The travelling community also says it has a moral obligation,

:02:40. > :02:41.which at the moment it's not fulfilling.

:02:42. > :02:45.All local councils need to address the fact that gypsies and travellers

:02:46. > :02:49.There are laws in place saying we must be

:02:50. > :02:53.included when provision for housing is made.

:02:54. > :02:58.There's been a lot of hard work done on this over the last few years

:02:59. > :03:02.and of course when we actually do identify a site that we want to take

:03:03. > :03:04.forwards, it has to go through the planning

:03:05. > :03:06.process and there will be a full public consultation.

:03:07. > :03:09.The council will now resume its search for suitable sites,

:03:10. > :03:11.and while the travelling community says it needs to

:03:12. > :03:14.be better consulted, landowners like Brian say they need

:03:15. > :03:25.Ben Chastney is from a Travellers organisation.

:03:26. > :03:28.I asked for his response to the failure to set up a permanent

:03:29. > :03:32.site for travellers in North East Lincolnshire.

:03:33. > :03:35.I think we would put a question back to the council of how this

:03:36. > :03:38.I think most of your viewers, listeners, settler community,

:03:39. > :03:41.would really question when looking at so many sites,

:03:42. > :03:46.how they could possibly have come back with an answer of zero.

:03:47. > :03:49.That not one of them is possibly appropropriate.

:03:50. > :03:54.And I think we could put a question back of how that

:03:55. > :03:58.But can you see why the council are in a difficult position?

:03:59. > :04:00.Because, like it or not, many people will be unhappy

:04:01. > :04:04.Now, that might be unpalatable to say, but do

:04:05. > :04:10.In some cases, but that's precisely why we need to have more sensible

:04:11. > :04:13.approaches that is more open and honest with everyone involved

:04:14. > :04:17.in the conversation and it doesn't seem the council have involved

:04:18. > :04:19.either the settler community and certainly not the gypsy

:04:20. > :04:22.and traveller community in this process.

:04:23. > :04:25.So it's not suprising that the misinformation

:04:26. > :04:30.But when you see the damage which is done to land,

:04:31. > :04:33.like that in Tetney, can you see why some people don't

:04:34. > :04:39.That for us is exactly the reason why we need to change policy.

:04:40. > :04:42.The current process that goes on of cycle of eviction,

:04:43. > :04:45.cycle of eviction, it isn't working for anyone.

:04:46. > :04:47.Are you saying to me, given your own land,

:04:48. > :04:50.you would look after it better than you will otherwise?

:04:51. > :04:56.I'm not actually a member of the traveller community myself,

:04:57. > :04:59.and I don't want to speak for everyone, but it's fair to say

:05:00. > :05:00.virtually all members of the travelling community,

:05:01. > :05:03.if it's their land or someone else's land, most want to look

:05:04. > :05:07.It's those instances where it doesn't happen,

:05:08. > :05:12.it's because there is no negotiation, no formal process.

:05:13. > :05:15.Is the answer to my question, yes, I am right, that

:05:16. > :05:18.you would look after your own land or they would look after their own

:05:19. > :05:21.land designated for them better than they would of somewhere

:05:22. > :05:27.Even if it's not always about ownership.

:05:28. > :05:30.Even if there's a form of negotiation, say it's owned

:05:31. > :05:33.by the council for example, if there is an incentive

:05:34. > :05:35.and an agreement between for good behaviour in exchange for services,

:05:36. > :05:39.then of course people are going to treat that with respect

:05:40. > :05:41.and it's going to avoid some of the problems that both

:05:42. > :05:44.the community and those living in houses, settled community,

:05:45. > :05:48.You put your message across very strongly.

:05:49. > :06:01.A man has appeared in court accused of murdering a fellow

:08:13. > :08:15.It's been done by putting coloured filters over the outside lights

:08:16. > :08:20.and it's created an art installation that's all about communication.

:08:21. > :08:24.This project is really to connect the people living on the blocks

:08:25. > :08:28.with the rest of the city, but also between themselves.

:08:29. > :08:32.Not only did residents get to choose their own colours,

:08:33. > :08:35.but some have got to know each other in the process.

:08:36. > :08:38.We've worked as tenants to choose our own colours

:08:39. > :08:42.to actually meet tenants who are in the blocks,

:08:43. > :08:47.At first I was quite surprised cos I didn't

:08:48. > :08:48.think we'd be involved, it's just a block

:08:49. > :08:52.But it was really nice, yeah, I was quite pleased.

:08:53. > :08:54.There's a little bit of stigma about this area,

:08:55. > :08:58.but I think it helps to clear it all up and say that it's a good

:08:59. > :09:01.place to be in and it's a good place to live.

:09:25. > :09:27.was officially launched today, and its colours will remain up

:09:28. > :09:31.It's one of dozens of community projects
