:00:18. > :00:19.Yesterday, her mother and her mother's former partner

:00:20. > :00:22.were jailed for 13 years each for child cruelty

:00:23. > :00:28.into the safety of children across the country.

:00:29. > :00:34.She was only a little girl but she was born addicted to drugs,

:00:35. > :00:38.and during her short life was let down by many people.

:00:39. > :00:45.Today, the family court concluded Poppy died after being shaken.

:00:46. > :00:48.The report also showed that she had eaten and been exposed to drugs

:00:49. > :00:52.such as heroin, methadone, ketamine and sedatives.

:00:53. > :00:55.Yesterday, her mother, Michala Pyke, and her former boyfriend,

:00:56. > :00:59.John Rytting, were each told they'll spend 13 years in prison

:01:00. > :01:06.Poppy was born addicted to heroin because of her mother's addiction.

:01:07. > :01:10.No robust protection plan nor parenting assessments were made.

:01:11. > :01:12.There were "meetings" concerning Poppy,

:01:13. > :01:16.but drugs services weren't always consulted or invited.

:01:17. > :01:20.Her parents separated and Poppy lived mostly with her mother.

:01:21. > :01:25.When she was three, a relative said Pyke

:01:26. > :01:27.was smoking cannabis and ignoring Poppy.

:01:28. > :01:28.But social workers weren't concerned.

:01:29. > :01:31.In fact, they never even asked Pyke if this was happening.

:01:32. > :01:33.They didn't know Pyke and Rytting were in a relationship

:01:34. > :01:38.Now questions are being asked about what confidence can be had

:01:39. > :01:42.in North East Lincolnshire's health and social services?

:01:43. > :01:46.I have met with social services this week, and I know

:01:47. > :01:49.that there is a really strong commitment to making sure that

:01:50. > :01:52.tragedies like this do not happen, and over the last two years,

:01:53. > :01:55.there have been significant changes in the local authority in the way

:01:56. > :01:58.that things are done, and it is just about making sure

:01:59. > :02:00.that all of those procedures are followed all the time

:02:01. > :02:03.so that no children are left in danger.

:02:04. > :02:26.Today, the Childen's Commissioner for England said:

:02:27. > :02:28.Over the past two weeks, the BBC has made repeated

:02:29. > :02:33.requests for an interview with North East Lincolnshire

:02:34. > :02:35.Safeguarding Children's Board for an interview.

:02:36. > :02:37.So far they've refused all our approaches

:02:38. > :02:46.to try to ensure something like this doesn't happen again.

:02:47. > :02:49.Parents in Hedon were advised to accompany their children

:02:50. > :02:51.to school today or get them to walk in groups

:02:52. > :02:54.after an attempted attack on a girl in the town.

:02:55. > :02:57.The 11-year-old was pushed over by a man on George Street

:02:58. > :03:00.while on the way to Hedon Primary yesterday morning.

:03:01. > :03:05.She ran away and police say she wasn't harmed.

:03:06. > :03:07.Network Rail has admitted it should have consulted with

:03:08. > :03:11.disability groups before submitting plans for a new footbridge

:03:12. > :03:16.Campaigners have criticised the company after a lift

:03:17. > :03:20.wasn't included in the planned bridge over a railway line.

:03:21. > :03:22.A public consultation is now underway,

:03:23. > :03:26.and a decision will be made by the city council next month.

:03:27. > :03:30.The money isn't available to build a bridge with lifts,

:03:31. > :03:35.Obviously, we apologise to the disability groups in Lincoln

:03:36. > :03:38.that we haven't had the contact with them that we should have done.

:03:39. > :03:40.But, obviously, the planning application has been made

:03:41. > :03:42.and we will see the outcome ofthat is.

:03:43. > :03:44.Earlier, I spoke to Baroness Tanni Grey-Thompson

:03:45. > :03:48.and asked her if she thought it was acceptable Network Rail

:03:49. > :03:52.had built a bridge that was not accessible to all.

:03:53. > :03:54.It's not acceptable that Network Rail

:03:55. > :03:57.have completely forgotten about, you know, not just the inclusion

:03:58. > :04:01.of disabled people but older people, mums with prams, dads with prams.

:04:02. > :04:05.In this day and age, you know, it's appalling because it means

:04:06. > :04:08.disabled people are excluded from using the public transport

:04:09. > :04:12.system, excluded from work and having a social life.

:04:13. > :04:16.And I think, as part of any programme going forward,

:04:17. > :04:20.accessibility has to be part of the budget.

:04:21. > :04:23."We'll do it in five or ten years' time,"

:04:24. > :04:26.because, if we're being honest, the budget will never be available.

:04:27. > :04:29.Network Rail have said that it was too expensive to

:04:30. > :04:36.but they will do it when the money becomes available.

:04:37. > :04:39.Well, you know, lifts and footbridges such as this

:04:40. > :04:45.and, you know, the reality is it is expensive.

:04:46. > :04:47.But the Department for Transport have a pot of money

:04:48. > :04:51.which doesn't go as far as it needs to.

:04:52. > :04:53.If we're serious about genuinely including disabled people,

:04:54. > :04:58.it has to be part of the beginning of the process.

:04:59. > :05:05.is that, actually, disabled people have been forgotten.

:05:06. > :05:08.It is seen as very much as an add-on,

:05:09. > :05:11.and it's only when they've been called out on it that

:05:12. > :05:13.they've actually recognised that they'd forgotten about inclusion.

:05:14. > :05:24.I mean, where I live, and the train station I use

:05:25. > :05:28.to commute to London every single week is not accessible.

:05:29. > :05:31.I have to push up a very steep ramp, and I can barely do it.

:05:32. > :05:34.I have to say, Network Rail, at times, can be very good.

:05:35. > :05:36.Some of the train companies can be very good.

:05:37. > :05:43.So I think there needs to be a major look

:05:44. > :05:47.at how rail works for disabled people in the country.

:05:48. > :05:50.You know, as a wheelchair user, I'm meant a book 24 hours in advance,

:05:51. > :05:54.that someone can get you on and off the train.

:05:55. > :05:56.Is that we really where we want to be in a modern society?
