:00:56. > :01:00.Jessica Danby was as riding her moped, when she was hit by a car

:01:01. > :01:06.The driver, who was trying to overtake a lorry in thick fog

:01:07. > :01:08.at the time, pleaded guilty to dangerous driving and sentenced

:01:09. > :01:12.But Jessica's mother says that's not enough.

:01:13. > :01:17.Our correspondent, Vicky Johnson has more.

:01:18. > :01:19.She was a very bubbly, very bubbly character.

:01:20. > :01:28.Jess Danby's mum and step-dad try to remember the good

:01:29. > :01:39.There's a big hole missing, and it's never going to get replaced.

:01:40. > :01:42.Remember when I was in reception we had show and tell?

:01:43. > :01:46.Jess was an aspiring actress and had just completed her first show reel.

:01:47. > :01:53.It might have taken her a little while, but she'd have done it.

:01:54. > :01:55.I know for a fact she would have done it.

:01:56. > :01:58.If she wanted to do anything in life, she did it.

:01:59. > :02:00.It was a foggy morning much like today when Jess

:02:01. > :02:03.was making her way to her job in Boston along the A52.

:02:04. > :02:10.She was wearing a high vis jacket and had her moped lights were on.

:02:11. > :02:14.But then Philip Paddington Wheatcroft crashed head

:02:15. > :02:16.on into her in dense fog, after overtaking

:02:17. > :02:20.He'd admitted causing death by dangerous driving

:02:21. > :02:25.At the end of the day he's killed somebody,

:02:26. > :02:28.it's as bad as manslaughter in my eyes.

:02:29. > :02:32.He's gone out and he made that decision to overtake,

:02:33. > :02:36.when he knew he couldn't see, and it's dangerous, and he should be

:02:37. > :02:39.At present in the UK, death by dangerous driving has

:02:40. > :02:45.The Government is currently looking to increase this to life.

:02:46. > :02:49.In 2015, the average length of sentence given

:02:50. > :02:56.A judge has had to take into account the background of the driver,

:02:57. > :03:00.has he got a previous record, what he does for a living,

:03:01. > :03:09.And then he has to look at the victim statement,

:03:10. > :03:11.what are the consequences of the death on the

:03:12. > :03:19.And he has to put all of that into a balance.

:03:20. > :03:21.The family say everyone must take more responsibility

:03:22. > :03:25.I know people go to jail regularly and they still commit the same

:03:26. > :03:28.offences, and it's just a lack of concentration, for a single

:03:29. > :03:37.It's 15 months since Jess was killed.

:03:38. > :03:40.Her family say a two year jail sentence is simply not enough

:03:50. > :03:53.?160 million of funding is going to be given

:03:54. > :03:56.to the Yorkshire and Humber region to create jobs, build homes

:03:57. > :04:02.The Government says the money, which was announced today,

:04:03. > :04:05.will go some way towards easing the gap between the north

:04:06. > :04:07.and south and help boost the economy in the north.

:04:08. > :04:24.The Humber region is getting nearly ?28 million in total.

:04:25. > :04:26.In Hull - ?3.5 million is being spent

:04:27. > :04:29.in total on flood defences and redeveloping the city centre.

:04:30. > :04:31.Improving the defences means that there'll be more sites where more

:04:32. > :04:34.houses can be built and private companies will want to build things

:04:35. > :04:38.Andrew Percy has said there are also plans to 'unlock' Grimsby town

:04:39. > :04:40.centre - to encourage more economic growth in that area.

:04:41. > :04:46.Let's be absolutely clear, the money we are getting for Yorkshire and

:04:47. > :04:49.Humber is less than London will get out of the pot. We are doing well

:04:50. > :04:53.but there's always more to be done to close that North - South divide.

:04:54. > :04:55.Meanwhle, the East Riding of Yorkshire is sharing ?24

:04:56. > :04:56.million with York and North Yorkshire.

:04:57. > :04:59.In Goole, ?2.4 million is going to be spent

:05:00. > :05:01.creating a new terminal, where the railway, sea, road

:05:02. > :05:04.and waterway networks can all meet, with the idea of making the town

:05:05. > :05:07.While ?3.5 million has been set aside for developing

:05:08. > :05:11.But what about other places on the south bank

:05:12. > :05:16.Well, Andrew Percy says there'll be an announcement about that

:05:17. > :05:22.Lord Haskins is the Chair of the Humber Local Enterprise

:05:23. > :05:26.partnership which will be responsible for the money.

:05:27. > :05:32.I asked him if this was a win win situation for our area.

:05:33. > :05:42.I think we've done really well compared with the rest

:05:43. > :05:44.of the country, the Humber, that's a good thing.

:05:45. > :05:46.We got much more than we expected to get.

:05:47. > :05:49.And yet a lot of people say Manchester and the Northwest,

:05:50. > :05:50.there's this East- West divide?

:05:51. > :05:53.I don't think it's a completely West-East divide, I think you might

:05:54. > :05:55.say that leads didn't do as well as Manchester,

:05:56. > :05:57.but I think the Humber did every bit as well.

:05:58. > :06:00.You said today 15 years from now Hull will be a thriving city.

:06:01. > :06:07.I've lived here for 50 years, and I think there's been more

:06:08. > :06:11.progress in the last five or six years than in the previous 40.

:06:12. > :06:14.I think that Hull's building, the economy is building,

:06:15. > :06:20.there's good investment coming in, a lot of self-confidence

:06:21. > :06:25.in the town, the City of Culture is helping.

:06:26. > :06:27.Goole is doing well, the East Riding always does well.

:06:28. > :06:31.Yes, you think Goole need a renaissance?

:06:32. > :06:38.Goole, what we'd like there is more better paid jobs.

:06:39. > :06:41.A lot of jobs there, but not enough of the well-paid jobs.

:06:42. > :06:45.Indeed, that is true in Hull as well.

:06:46. > :06:48.Yes, you say that Hull will be the most attractive city

:06:49. > :06:53.If you're watching tonight and you've not got a job,

:06:54. > :06:57.It isn't, but unemployment is low in Hull, unemployment is as low

:06:58. > :07:02.as it's been for years at the moment.

:07:03. > :07:06.The quality of the jobs may not be what we want.

:07:07. > :07:09.There are a lot of part-time workers, we would like to see more

:07:10. > :07:14.Our job is to improve the quality of the jobs come and to do that,

:07:15. > :07:17.we have to improve the quality of the skills of the people here.

:07:18. > :07:20.Just finally, what can we do in Grimsby to sort things out there?

:07:21. > :07:30.Just keep doing what we've been trying to do.

:07:31. > :07:33.There are signs, in Grimsby, The government are going to invest

:07:34. > :07:36.in the next few years, and I hope that we could

:07:37. > :07:39.Offshore wind is helping Grimsby as well.

:07:40. > :07:41.It always seems good news, Lord Haskins, thank

:07:45. > :07:47.Lincolnshire County Council say they could save ?150 million
