:00:00. > :00:07.The headlines from BBC Look North this Monday night: Humberside's top
:00:08. > :00:10.police officer steps down as Chief Constable.
:00:11. > :00:13.The man behind the decision says the public and staff
:00:14. > :00:18.I'm pleased that she took this decision to go.
:00:19. > :00:21.I think it's in the best interests of the force and I think,
:00:22. > :00:24.from here on in, we can look forward to the next chapter
:00:25. > :00:30.And Lincoln City's historic FA Cup run will continue with a game
:00:31. > :00:33.against Premier League giants Arsenal.
:00:34. > :00:36.Very changeable week to come, including news of some potentially
:00:37. > :00:54.The head of Humberside Police has announced she is to quit.
:00:55. > :00:57.In a surprise announcement, Justine Curran said she will
:00:58. > :01:00.retire as Chief Constable with immediate effect.
:01:01. > :01:03.The decision to replace her was taken by the Police
:01:04. > :01:05.and Crime Commissioner, Keith Hunter.
:01:06. > :01:08.He's told Look North that one of the driving factors
:01:09. > :01:13.in his decision was the public losing confidence in the force.
:01:14. > :01:16.Jill Archbold is live for us now at Humberside Police headquarters.
:01:17. > :01:32.We know that just Dean Curran has been under pressure to show her
:01:33. > :01:37.forces improving. It has been criticised twice in two successive
:01:38. > :01:42.reports and was rated inadequate in 2015. At that time, the police and
:01:43. > :01:47.crime commission said the public had been let down and that he wanted to
:01:48. > :01:51.night, he told us he had met the night, he told us he had met the
:01:52. > :01:53.Chief Constable and talked and he wanted new leadership.
:01:54. > :01:55.Justine Curran's arrival was heralded as a new era
:01:56. > :01:58.She's even recieved royal recognition for her services,
:01:59. > :02:01.but now the Chief Constable is retiring more than a year
:02:02. > :02:07.Under her charge, the force has been criticised for its response times
:02:08. > :02:09.and staffing levels but, just three months ago,
:02:10. > :02:15.There has been a huge amount of improvement
:02:16. > :02:18.but there's still more to do, and I accept that.
:02:19. > :02:19.We're on a journey of improvement and there
:02:20. > :02:25.In April 2013, Justine Curran was appointed Chief Constable
:02:26. > :02:32.In 2015, she introduced controversial changes to shift
:02:33. > :02:35.patterns that were unpopular with many of her officers.
:02:36. > :02:39.That October, her force was the only one in the country to be rated
:02:40. > :02:49.Three months ago, the force was once again told it required improvement.
:02:50. > :02:50.When Humberside's Police and Crime Commisioner took office,
:02:51. > :02:53.he said Justine Curran had six months to convince him
:02:54. > :03:16.I have set the Chief Constable my concerns and told her we needed new
:03:17. > :03:18.leadership. From here running, we can look forward to the next chapter
:03:19. > :03:39.in Humberside Police history. The process to find the next person
:03:40. > :03:45.to lead the Humberside force begins immediately. As of now, she has been
:03:46. > :03:49.replaced by her deputy but we understand that no financial
:03:50. > :03:53.settlement was reached as part of her early retirement and the task of
:03:54. > :03:57.finding a new Chief Constable will fall to the Police and Crime
:03:58. > :03:59.Commissioner, a process he says is already underway tonight and one
:04:00. > :04:01.that could take 3-4 months. And a short time ago,
:04:02. > :04:03.from Scunthorpe Police Station, He's the chair of the Humberside
:04:04. > :04:07.Police Federation, which represents I asked him if he agreed
:04:08. > :04:10.with Keith Hunter's decision to ask Justine Curran
:04:11. > :04:24.consider her position. It is a matter for the Commissioner,
:04:25. > :04:31.it is not solely a matter for us. But we wish the former chief happy
:04:32. > :04:39.retirement. It is a decision he felt he had to make. Do you agree with Mr
:04:40. > :04:47.Hunt's statement that he has lost confidence in the police? No, I
:04:48. > :04:52.don't. We provide a service to the public and we have come through an
:04:53. > :04:56.age of austerity and government cuts and it has proved very difficult for
:04:57. > :04:59.officers to deliver that service but they go out daily and do it. They
:05:00. > :05:04.had a staff survey and it has come back not good as far as confidence
:05:05. > :05:08.is concerned in the leaders, in other words, the Chief Constable,
:05:09. > :05:12.and this is what has brought this about. The Commissioner has decided
:05:13. > :05:18.to take because of action he has done. I always found that the chief
:05:19. > :05:23.gave us an audience. She was always willing to meet with us. We did not
:05:24. > :05:30.agree on everything but her daughter has always been open but the matter
:05:31. > :05:35.for the Commissioner. Given what we sort of know about the staff survey,
:05:36. > :05:44.officers to it is the having the supper, they will be happy. Some
:05:45. > :05:48.might be, yes, but others might not. I can only speak personally. When I
:05:49. > :05:55.have raised matters with her, she has always been willing to listen.
:05:56. > :05:59.Others have not taken that view. But some officers will be happy that
:06:00. > :06:02.there is a new leadership but I do wish you well on her retirement.
:06:03. > :06:09.on or do you think it is time, as on or do you think it is time, as
:06:10. > :06:14.the crime Commissioner thinks, the new blood to come in to address the
:06:15. > :06:19.problems? Beachy felt it is time to pass on the baton and that is a
:06:20. > :06:23.personal decision for her. She spent nearly 30 years as a police officer
:06:24. > :06:30.and served in various communities to the best of her ability. If she felt
:06:31. > :06:32.she was known longer able to take Humberside further, she made that
:06:33. > :06:36.decision and I wish you well in that.
:06:37. > :06:40.1,000 recently hatched chicks, which were found abandoned
:06:41. > :06:43.in South Lincolnshire, have had to be humanely killed.
:06:44. > :06:45.The day-old chicks were discovered on the outskirts
:06:46. > :06:50.The RSPCA says, because they were found near a bird flu exclusion
:06:51. > :06:56.zone, it would have been too risky for the chicks to be rehomed.
:06:57. > :06:58.It's official ? non-league Lincoln City will play
:06:59. > :07:02.Premier League giants Arsenal in the next round of the FA Cup.
:07:03. > :07:05.The Gunners have just beaten Sutton in their fifth-round match.
:07:06. > :07:08.It means the Imps, who are still revelling in their historic win over
:07:09. > :07:11.Burnley on the weekend, will now get the big name game
:07:12. > :07:15.Our correspondent, Leanne Brown, looks
:07:16. > :07:24.The first time they have ever been in the FA
:07:25. > :07:27.The camera in the dressing room said it all.
:07:28. > :07:30.But if you needed words, magical, legendary and dramatic were used
:07:31. > :07:37.to describe the moment Lincoln City made history.
:07:38. > :07:41.I never is thought I would see Lincoln in the quarterfinals.
:07:42. > :07:44.I cannot believe a middle-aged woman has cried at a football match,
:07:45. > :07:47.It was absolutely amazing, an unreal atmosphere.
:07:48. > :07:49.Hailed as a miracle, the club's achievements led
:07:50. > :07:54.It was plastered all over the front pages of the press and the team's
:07:55. > :07:58.name was snapped on a billboard in Times Square in New York.
:07:59. > :08:00.Social media exploded with household names
:08:01. > :08:03.like Olly Murs tweeting, "Incredible!"
:08:04. > :08:09.And congratulations, too, from Ant and Dec.
:08:10. > :08:14.Local Hollywood actor Colin Mcfarlane has been talking
:08:15. > :08:23.about the win on local radio and has been getting requests worldwide.
:08:24. > :08:28.People are looking up where Lincoln is, people are calling me and
:08:29. > :08:30.tweeting me. In Lincoln city centre, shops
:08:31. > :08:40.where embracing the team's success. We had a red white and ros wine and
:08:41. > :08:45.there was so much interest. But more than anything,
:08:46. > :08:47.it is the feel-good factor amongst staff and customers,
:08:48. > :08:50.it is exciting, everyone is talking No other non-league
:08:51. > :08:53.club has gone this far. It was 1914, the year
:08:54. > :08:55.World War 1 broke out, that Queens Park Rangers made it
:08:56. > :08:58.to a similar stage. Definitely unprecedented
:08:59. > :08:59.in the world of football. There has not been
:09:00. > :09:04.a result like this ever. So far, the club have made
:09:05. > :09:08.?1.5 million from prize money, and that could double
:09:09. > :09:11.in the next round. But could they even
:09:12. > :09:14.win the competion? The Imps started out
:09:15. > :09:18.as 1,000-1 outsiders. But since their win at Burnley,
:09:19. > :09:21.their odds of winning the FA Cup have been slashed to 100-1
:09:22. > :09:37.and their chances of reaching Millions tuned in to BBC One to
:09:38. > :09:41.watch Arsenal fight off the non-league competition, Sutton. It
:09:42. > :09:44.is guaranteed Lincoln city another big game for the quarterfinals and
:09:45. > :09:57.if they can win that, Wembley awaits.
:09:58. > :10:07.We have had 16 Celsius today in south Lincolnshire. Tomorrow looks
:10:08. > :10:11.pleasant as well, dry, blight, some sunshine but this angry looking
:10:12. > :10:17.system could bring wind and rain and potentially even snow later on
:10:18. > :10:23.Thursday. More details to come. A fairly quiet night come, patchy rain
:10:24. > :10:29.for this farce at a time, the wind will eventually freeze, frost for
:10:30. > :10:34.you as well. Tomorrow, pleasant, a sunny start, some spells developing
:10:35. > :10:38.across Lincoln. Later in the afternoon, cloud will increase,
:10:39. > :10:41.bringing rain Tuesday evening on Tuesday night. Top temperatures 12
:10:42. > :11:02.Celsius but very unsettled into Thursday.
:11:03. > :11:09.little milder, but it will be a wet start and it will brighten up later.
:11:10. > :11:14.As you have just seen, after a day in which some of you have been
:11:15. > :11:17.shedding the layers, you will be putting them back on for the rest of
:11:18. > :11:20.this week. Big changes ahead, all down to where the air has been
:11:21. > :11:26.coming from. Today, it originated in the Caribbean, hence the name
:11:27. > :11:30.tropical maritime air. Temperatures peaked at 18 degrees. But later this
:11:31. > :11:35.week, the winds go to the north-west, a different source,
:11:36. > :11:38.polar maritime air. Still over the sea, but from a colder place, so
:11:39. > :11:44.temperatures will struggle. Bringing about that change, a strengthening
:11:45. > :11:48.jet stream. At the moment, we still have tropical maritime air with us
:11:49. > :11:52.across southern parts of the UK. With it, lots of cloud. Moisture
:11:53. > :11:53.across parts of Wales,
