:01:03. > :01:05.will have a massive crisis on our hands with health

:01:06. > :01:09.The government is allowing councils to add an extra 3% charge on precept

:01:10. > :01:12.on to council tax bills this year to pay for social care.

:01:13. > :01:15.It's claimed that in many areas that simply won't be enough to cover

:01:16. > :01:24.Areas where they have lots of high value housing

:01:25. > :01:29.Those areas usually have less demand on adult social care.

:01:30. > :01:32.Places like Hull which has huge demand, 27% of the population

:01:33. > :01:36.needing some kind of adult social care, because it's got low value

:01:37. > :01:43.It's estimated that increasing council tax to pay for adult social

:01:44. > :01:46.care in Hull will raise an extra ?8 per person.

:01:47. > :01:49.But the same increase in neighbouring East Riding brings

:01:50. > :01:57.And in the London borough of Kingston-upon-Thames it raises

:01:58. > :02:03.Picking up his prescription in whole is John Lamb whose 85 and has

:02:04. > :02:09.He's happy with the care he receives but is worried about reports that

:02:10. > :02:16.some councils are facing a funding crisis.

:02:17. > :02:19.Paying tax all your life from being 15 years of age up to 65

:02:20. > :02:27.Down south they get the quality, don't they?

:02:28. > :02:30.One campaigner for the elderly says we should all be

:02:31. > :02:35.We need to integrate health and social care in a way that hasn't

:02:36. > :02:43.A national insurance system of some kind rather than leaving it

:02:44. > :02:49.Earlier today, Alan Johnson led a debate in Parliament on social

:02:50. > :02:53.care and later a senior government minister agreed to discuss concerns

:02:54. > :02:59.about the way social care is funded in the city.

:03:00. > :03:01.I am very happy to meet the Hull council.

:03:02. > :03:06.I received a letter and replied within weeks and I'm more

:03:07. > :03:10.than happy to meet and, just today, I have contacted Hull

:03:11. > :03:17.Many councils are hoping the Chancellor will use next month's

:03:18. > :03:20.budget to dig a little deeper and give them more money

:03:21. > :03:30.A toddler is described by police as being in a "very poorly state"

:03:31. > :03:32.in hospital after sustaining serious injuries in a collision

:03:33. > :03:39.The 18-month-old was hit on St Nicholas Drive at around 4:45

:03:40. > :03:46.Police say the child's family are receiving support.

:03:47. > :03:48.The Health Secretary has asked for the overnight closure

:03:49. > :03:51.of Grantham Accident and Emergency to be investigated.

:03:52. > :03:56.The A has had reduced opening hours since last August

:03:57. > :03:58.because of a shortage of doctors, leading to local protests.

:03:59. > :04:01.Jeremy Hunt has stepped in after being contacted

:04:02. > :04:07.People in Hull who've had their wheelie bins stolen,

:04:08. > :04:10.say they're angry at having to pay the council for a replacement.

:04:11. > :04:15.Residents say the cost of around ?30 is unfair when they've been

:04:16. > :04:20.Some who've been affected in the past have started

:04:21. > :04:24.chaining their bins up to stop them being taken.

:04:25. > :04:27.It is the difference between whether you can afford to put gas

:04:28. > :04:32.or electric in or pay half towards your weekly shopping bill.

:04:33. > :04:35.It took them about three weeks before we got another bin.

:04:36. > :04:40.But why should we have to pay when we are paying Council Tax?

:04:41. > :04:46.That should be used to replace anything that is stolen like that?

:04:47. > :05:02.And in a statement, Hull City Council said:

:05:03. > :05:05.It was the event that put Hull on the international map months

:05:06. > :05:10.Thousands of people stripped naked and covered themselves in blue paint

:05:17. > :05:19.attracted worldwide attention for the city last summer.

:05:20. > :05:23.And today, those volunteers who took part found out when the pictures

:05:24. > :05:36.It was last July when the Sea of Hull took place after photographer

:05:37. > :05:39.Spencer Tunick put out an open call for volunteers to come to Hull -

:05:40. > :05:42.bare all, get painted blue and go out onto the city streets.

:05:43. > :05:51.Among that number were volunteers from 20 countries around the world.

:05:52. > :05:54.And after the event was over, it was heralded as the largest event

:05:55. > :06:02.Today, after a seven-month wait, the news volunteers had waited for.

:06:03. > :06:05.April 22nd will be the day the photos go on display

:06:06. > :06:09.as part of an exhibition at Hull's Ferens Art

:06:10. > :06:16.Together their naked bodies created the sea of Hull -

:06:17. > :06:19.and with the help of an American photographer they grabbed

:06:20. > :06:24.It is Midsummer in the English seaside city of Hull with a

:06:25. > :06:28.temperature rarely climbs over 17 degrees.

:06:29. > :06:31.TV stations in Australia, New Zealand and America were talking

:06:32. > :06:36.about 'Hull' many months before it was the City of Culture.

:06:37. > :06:39.Today it was less of a sea and more of a splash,

:06:40. > :06:42.as some of the thousands who took part last summer painted

:06:43. > :06:49.The community spirit is fabulous and I'm proud to be part of it.

:06:50. > :07:04.The images in which they star will go on display in

:07:05. > :07:07.the Ferens Art Gallery in April - as part of an exhibition that

:07:08. > :07:12.examines how the naked form continues to inspire artists.

:07:13. > :07:15.Four paintings by one of Britain's most highly regarded artists

:07:16. > :07:19.Lucian Freud will be shown including this one called 'Two Men'.

:07:20. > :07:23.Sculptures by Ron Mueck including the 'Spooning Couple' will be loaned

:07:24. > :07:26.to the Ferens and a painting considered Edouard Manet's

:07:27. > :07:29.masterpiece ,which shocked 19th century audiences,

:07:30. > :07:42.This is a really big Steinman exhibition and we hope will attract

:07:43. > :07:48.not just local audiences that audiences from further afield.

:07:49. > :07:52.I think we were hoping to receive about half a million over the course

:07:53. > :07:55.of the year but if things continue to go as they are now we could

:07:56. > :07:59.It's been seven months since thousands of people laid bare

:08:00. > :08:06.in the streets of Hull - now they'll only have to wait a few

:08:07. > :08:15.the gallery says it's already had an president did interest since it

:08:16. > :08:19.opened last month. It is hoped the images and the Skin exhibition will

:08:20. > :08:22.continue to draw thousands more. The singer Calum Scott has

:08:23. > :08:25.missed out on a Brit award The 28-year-old from Hull was

:08:26. > :08:28.nominated for Best British Single for his version of the song
