:00:52. > :00:55.the key issues facing the country". In it, the Chancellor,

:00:56. > :00:57.Phillip Hammond, promised to introduce a cap on business rates

:00:58. > :01:01.for small businesses. People on low incomes

:01:02. > :01:07.will see the living wage increased to ?7.50 an hour,

:01:08. > :01:10.but National Insurance contributions Our Political Editor, Tim Iredale,

:01:11. > :01:32.has been at Westminster today, Well, it depends on who you speak

:01:33. > :01:33.to. I have heard it described as a bumper Brexit budget for our area

:01:34. > :01:40.and a damp squib, too. We will hear and a damp squib, too. We will hear

:01:41. > :01:43.from some of our MPs in the moment but first reaction from the business

:01:44. > :01:45.community in our area. Businesses eagerly awaited

:02:52. > :02:51.the council talks about billions of investment, I'm sure that's more

:02:52. > :02:51.than we've probably ever had at any single point in the past,

:02:52. > :02:51.so we are on a bit of a role. There are difficulties

:02:52. > :02:51.they're expanding rapidly This is our national distribution

:02:52. > :02:51.strategy from the Chancellor. so we are going to have

:03:21. > :03:24.recognition of pubs being a part of the community and, hopefully,

:03:25. > :03:27.it's the first time we have seen that in a budget,

:03:28. > :03:29.hopefully that will continue And we heard there'll be ?90 million

:03:30. > :03:36.of transport spending for the north. So what would people like that

:03:37. > :03:40.money to be spent on? Why don't we have the infrastructure

:03:41. > :03:47.that Amsterdam has? Smoother pavements,

:03:48. > :03:57.things like that. A sign on the main road into Hull

:03:58. > :04:01.reads "What can you do?" It seems with a little

:04:02. > :04:08.help, rather a lot. Tim political reaction has

:04:09. > :04:21.there been to the budget today? Arguably the biggest talking point

:04:22. > :04:27.tonight is the pledge to spend extra money on social care. Councils

:04:28. > :04:32.across East Yorkshire and Lincolnshire have been told they can

:04:33. > :04:36.increase ties pack -- council tax bills by 3% this year.

:04:37. > :04:39.Councils said they were facing a ?2.6 billion shortfall by 2020.

:04:40. > :04:42.So, today the Chancellor announced he would set aside ?2 billion

:04:43. > :04:52.for social care over the next three years.

:04:53. > :05:02.Is it enough and I put that question to some of our MPs.

:05:03. > :05:13.At least it's a contribution towards a significant problem.

:05:14. > :05:15.What we have is the Government holding

:05:16. > :05:15.its hands up and saying there is no crisis in our watch on health and

:05:16. > :05:16.social care and throwing some money at it.

:05:17. > :05:25.We need to look at how social care works in the long-term.

:05:26. > :05:26.This will be an extra ?1 billion this coming year and I think

:05:27. > :05:27.that will be good news, I hope, for Lincolnshire County

:05:28. > :05:45.This wasn't a headline, giveaway budget and there won't be many

:05:46. > :05:46.people cracking the bubbly open tonight because they feel better

:07:50. > :07:52.is fairly new to us so we are hitting the ground

:07:53. > :07:54.running, so to speak, but yes, the element

:09:12. > :09:15.to be able to join, train up and give a little bit
