:01:25. > :01:32.It has been described as attacks on white van man, millions of

:01:33. > :01:35.self-employed workers will pay ?240 more on average in national

:01:36. > :01:41.insurance. It is a move affecting people like Darren, a plumber. I

:01:42. > :01:47.think we are being attacked, we are an easy target because we pay taxes

:01:48. > :01:53.and relive how we are supposed to live and play by the rules. The

:01:54. > :01:56.Chancellor wants to create a level playing field when it comes to the

:01:57. > :02:02.national insurance paid by employees and those who are self-employed but

:02:03. > :02:06.that is not how business leaders see it. Some competitors are large

:02:07. > :02:11.businesses in joint business rates cuts and corporation tax cuts, the

:02:12. > :02:14.playing field is not being levelled, this is an unfair development and

:02:15. > :02:20.should be looked at carefully and reversed. Critics say the

:02:21. > :02:24.Conservative government has broken its own manifesto pledge not to

:02:25. > :02:30.increase national insurance contributions, not so, said the

:02:31. > :02:33.Chancellor. I am supportive of business, I believe in small

:02:34. > :02:38.businesses and start-ups, the backbone of the economy but we have

:02:39. > :02:43.to have a tax system that is fair as it is right we ask people to

:02:44. > :02:48.contribute appropriately for the benefits they receive. No U-turn but

:02:49. > :02:50.with negative budget headlines, many MPs said the Chancellor will look

:02:51. > :02:51.again at this controversial tax rise.

:02:52. > :02:53.Martin Vickers is the Conservative MP for Cleethorpes.

:02:54. > :02:56.I asked him if the Chancellor's plan to raise national

:02:57. > :03:17.Well, I have concerns and I shall be making my concerns known to the

:03:18. > :03:23.ministers and the whips. Would you vote against? Lets see what the

:03:24. > :03:27.finished article is. If it is as it is? I will not commit myself because

:03:28. > :03:33.I have not discussed it with the minister but I am concerned about

:03:34. > :03:38.the hit on the self-employed. The Conservative party pride themselves

:03:39. > :03:43.on being the party of business and small businesses. More than that, in

:03:44. > :03:48.four different places in the 2015 manifesto it said it will not go up,

:03:49. > :03:57.this is a broken manifesto promise. Well, the defence has been that in

:03:58. > :04:02.the small print it as an opt out but I accept the fact we are dancing on

:04:03. > :04:07.a pinhead if we deny it. The problem is the government have locked

:04:08. > :04:13.themselves into a position where they close off some in the options

:04:14. > :04:20.of increasing tax that the demands for social care and so on are always

:04:21. > :04:26.going to be increasing. If you are a self-employed person, a taxi driver,

:04:27. > :04:36.?17,000, you will pay more money. Is that fair? What you have to do bear

:04:37. > :04:40.in mind is self-employed now are getting the increased state pension

:04:41. > :04:44.which they did not pay into before but I accept the self-employed do

:04:45. > :04:45.not get the full range of benefits employed people do and I shall be

:04:46. > :04:51.making that clear to the Chancellor. making that clear to the Chancellor.

:04:52. > :04:58.If we are honest, maybe you think this would die a quick death like

:04:59. > :05:04.the pasty tax? The pasty tax and the caravan tax which I fought

:05:17. > :05:19.roads and supporting businesses in Lincolnshire.

:05:20. > :05:22.The money will be used to build a new centre for health science

:05:23. > :05:24.and engineering research at the University of Lincoln,

:05:30. > :05:31.Anglian Water says compensation will be offered to homes

:05:32. > :05:33.and businesses left without water after an underground leak

:05:34. > :05:40.A thousand properties were left without water after a main burst

:05:41. > :05:45.The water company say says the problem has now been

:05:46. > :05:48.fixed and supplies have been fully restored.

:05:49. > :05:52.The neonatal unit at Lincoln County Hospital,

:05:53. > :05:55.which cares for premature and unwell babies, is to be modernised.

:05:56. > :05:57.The two million pound upgrade will mean the hospital

:05:58. > :05:59.will offer two intensive care, three high dependency

:06:00. > :06:05.Health managers have been discussing whether to centralise the county's

:06:06. > :06:10.maternity and neonatal services in Lincoln.

:06:11. > :06:13.East Yorkshire MP Sir Greg Knight 'hasn't looked at the evidence'

:06:14. > :06:14.according to campaigners after he said cycle lanes

:06:15. > :06:20.are causing an increase in congestion and pollution.

:06:21. > :06:24.The MP says too much of our roads are being made into cycle lanes

:06:25. > :06:26.causing traffic to slow down which increases emissions

:06:27. > :06:33.Phillip Norton has been looking at this story and joins me now.

:06:34. > :06:39.Well, in East Yorkshire and Lincolnshire, there are more

:06:40. > :06:43.than 500 miles of cycle lanes - areas of roads and paths which can

:06:44. > :06:46.help encourage people out of their cars and onto two wheels -

:06:47. > :06:48.or as the MP for East Yorkshire sees them,

:06:49. > :07:09.Sir Greg Knight made the comments during a debate in the commons.

:07:10. > :07:12.Is there not a case for making local authorities in future take

:07:13. > :07:15.into account the congestion effects of their crusade to improve road

:07:16. > :07:19.space in favour of wider pavements and cycle lanes.

:07:20. > :07:25.His comments have been criticised, cycling campaigners claim carbon

:07:34. > :07:38.the average person cycles 600 miles a year, compared to 46 miles in the

:07:39. > :07:44.UK! It is claimed pollution in Europe could be reduced by a quarter

:07:45. > :07:48.if everyone cycled as much as the Danes. Cycling UK told BBC Look

:07:49. > :07:59.North the comments were not based on facts.

:08:00. > :08:04.Cycle lanes enable people to use a finite amount of road space more

:08:05. > :08:10.efficiently producing less pollution in the process. Hull was found to be

:08:11. > :08:15.breaching pollution limits, problem linked to around 40,000 deaths every

:08:16. > :08:19.year across the UK. The cyclists in the city, removing cycle lanes is

:08:20. > :08:23.not the solution. If we had more cycle lanes we would be more

:08:24. > :08:33.cyclists which would stop the congestion. The government has said

:08:34. > :08:37.it intends to invest ?300 million on improving cycling infrastructure in

:08:38. > :08:41.the UK, to get people out of their cars rather than staying in them and

:08:42. > :08:53.combined with the rising popularity, he may find the suggestions struggle

:08:54. > :08:58.to get the green light. Businesses claim the CCTV system is not doing

:08:59. > :09:04.its job living exposed. Shop owners so there has been increasing

:09:05. > :09:07.vandalism, with shop windows smashed and products stolen, the council

:09:08. > :09:08.says the system is due to be upgraded over the next few months.
