:04:22. > :04:23.hospital's helpline about their missed referrals.

:04:24. > :04:26.Today the extraordinary details of how this NHS mistake became

:04:27. > :04:29.It took a legal move by the North Linolnshire Council

:04:30. > :04:32.Health Scrutiny Committee to force the hospital trust to go public

:04:33. > :04:36.with the information which they'd kept private for months.

:04:37. > :04:41.Councillor Holly Mumby-Croft leads that Scrutiny Committee.

:04:42. > :04:43.She told me how she asked the hospitals to make a public

:04:44. > :04:54.I was made aware several days before the 6th of

:04:55. > :04:57.I was fully briefed at that point and my

:04:58. > :05:00.media release would happen on the 6th of March.

:05:01. > :05:03.When that didn't happen, I began immediately to ask

:05:04. > :05:06.I then took the decision on the Wednesday, that

:05:07. > :05:08.would be two days after that, to invoke

:05:09. > :05:09.legislation to require the

:05:10. > :05:11.chief executive of the Northern Lincs and Goole Hospital

:05:12. > :05:15.Trust and chief officer of the clinical commissioning group

:05:16. > :05:22.sufficiently concerned that this needs to be discussed and patients

:05:23. > :05:25.needed to be represented and that important questions need to be

:05:26. > :05:28.asked of these people and that that needed to be in a public

:05:29. > :05:40.Were it not for you forcing their arm then maybe they wouldn't have

:05:41. > :05:45.I am not in a position to comment on when or if

:05:46. > :05:47.the trust would have made this public.

:05:48. > :05:50.But clearly we as a health scrutiny panel took this very

:05:51. > :05:52.seriously, we took it seriously enough that for the first time we

:05:53. > :05:57.invoked the legislation and required their attendance.

:05:58. > :05:59.If a trust knows about something like this so serious

:06:00. > :06:01.possibly going back a year and they don't

:06:02. > :06:02.do anything about it until you

:06:03. > :06:04.as a whistle-blower forced their hand,

:06:05. > :06:05.what trust can people have in

:06:06. > :06:12.Clearly people's trust and concern will be damaged at this

:06:50. > :06:59.Mr Hugill's case was today raised in the House of Lords.

:07:06. > :07:07.the fact that claiming legal costs incurred to maintain innocence is no

:07:08. > :07:09.longer normally possible? Responding for the Government,

:07:10. > :07:12.Lord Keen said Mr Hugill had been eligible for legal aid,

:07:13. > :07:22.but declined it. Had he accepted the offer of legal

:07:23. > :07:25.aid, he would have been required to make a relatively modest

:07:26. > :07:30.contribution. He would have been able to recover that contribution

:07:31. > :07:33.upon being acquitted. However, the individual inquest decided not to

:07:34. > :07:38.accept the offer of legal aid instead instructed lawyers privately

:07:39. > :07:42.and in no circumstances he was not eligible for recovery of costs. Of

:07:43. > :07:48.course, all of these matters will be subject to the review, which is to

:09:07. > :09:08.Even Wimbledon winner Andy Murray has described abuse he received

:09:09. > :09:11.online as vile and no longer uses Twitter on a regular basis.

:09:12. > :09:13.The Lawn Tennis Association, the sport's governing body

:09:14. > :09:16."Professional players are responsible for reporting acts

:09:17. > :09:18.of online bullying to the respective social media outlets.

:09:19. > :09:21.But online threats are illegal and those targeted can

:09:22. > :09:29.The Crown Prosecution Service recognises is a very serious

:09:30. > :09:34.Last year severe penalties were increased.

:09:35. > :09:36.The maximum sentence has gone up and is

:09:37. > :09:46.Over the last year so there has been a tenfold

:09:47. > :09:50.increase of police prosecuting exactly the of abuse.
