:00:22. > :00:26.ourselves in now - no minor injuries unit in Hornsey.

:00:27. > :00:28.The MP for Lincoln insists he's done nothing wrong

:00:29. > :00:34.And there are claims the cheapest option flood defences for Hull

:00:35. > :00:39.will block waterfront views, for all but the tallest people.

:00:40. > :00:42.And some more unsettled weather heading our way, some spells of both

:00:43. > :00:45.wet but especially windy weather as we head through the next few days.

:01:02. > :01:05.Half of the Minor Injuries Units in East Yorkshire are to close

:01:06. > :01:08.or reduce their service, in a move which has been condemned

:01:09. > :01:14.Hornsea's unit will close entirely, while patients will no longer

:01:15. > :01:17.be able to just walk in at Withernsea and Driffield.

:01:18. > :01:20.Health officials say they can provide a better service

:01:21. > :01:23.with Centralised Urgent Care units in Beverley, Bridlington and Goole.

:01:24. > :01:32.Protesters trying to keep Hornsea's minor-injuries unit alive.

:01:33. > :01:35.It is really important that we retain the MIU.

:01:36. > :01:37.But it now seems certain that the MIU could be

:01:38. > :01:43.Campaigners are furious with those who have taken this decision.

:01:44. > :01:48.Why do you think you know so much more than we do?

:01:49. > :01:51.The point is that none of these people live in rural areas.

:01:52. > :01:56.They live close to minor injury urgent care centres.

:01:57. > :02:03.The new urgent-care centres at Beverley, Bridlington and Goole

:02:04. > :02:07.would all be open for 16 hours a day, 365 days a year,

:02:08. > :02:10.and would offer a consistent range of advice and treatment,

:02:11. > :02:15.If approved, the three centres would also be supported by low-level

:02:16. > :02:19.minor-injury units at Driffield and Withernsea hospitals, but you

:02:20. > :02:26.According to the plans, Hornsea will have no MIU.

:02:27. > :02:28.We looked at numbers and after breaking them down

:02:29. > :02:31.we saw that many of them could have been treated at

:02:32. > :02:34.home with advice and guidance, many of them were repeat visits

:02:35. > :02:39.for wound and that falls into planned care not urgent care needs.

:02:40. > :02:41.So really it was unsustainable to have another urgent care centre

:02:42. > :02:47.Campaigners are promising further protests like this, if the

:02:48. > :02:56.CCG's governing body approved these plans next week.

:02:57. > :02:58.The Conservative MP who represents Withernsea and Hornsea,

:02:59. > :03:02.Graham Stuart, has led protests against the changes.

:03:03. > :03:11.Protesters have been passionate but in reality only ten patients use

:03:12. > :03:13.this service a day in Hornsea and Withernsea.

:03:14. > :03:16.Is it not a waste of money to keep it open?

:03:17. > :03:21.And it's about planning services and utilising it so we have

:03:22. > :03:25.a health club, that's what happens in Lincolnshire and other parts of

:03:26. > :03:35.The special needs of urban centres are met, why can't the

:03:36. > :03:37.needs of centres like Hornsey and Withernsea?

:03:38. > :03:39.needs of centres like Hornsea and Withernsea?

:03:40. > :03:41.That's what I'm calling for an that's why I'm particularly

:03:42. > :03:43.disappointed that the way the consultation was conducted,

:03:44. > :03:46.I complained to the CCG about it, but despite

:03:47. > :03:49.that it is clear that 90% plus of people

:03:50. > :03:50.in Holderness oppose the

:03:51. > :03:57.Politicians never want to close a hospital or

:03:58. > :04:03.But these changes could actually improve

:04:04. > :04:05.services and stop patchy opening times across the minor injuries

:04:06. > :04:10.You have to remember that the proposal

:04:11. > :04:12.was to close the MIUs at both Hornsea and Withernsea.

:04:13. > :04:14.That would mean people would have to travel out

:04:15. > :04:17.of area, and if you look at Withernsea, it's got

:04:18. > :04:21.ownerships in the country, is got an ageing population and a lot of

:04:22. > :04:24.Protesters have said that they will take this

:04:25. > :04:28.Is this something you are going to be pursuing now with Jeremy Hunt?

:04:29. > :04:31.I have spoken to Sir Greg Knight who is also opposed to these proposals

:04:32. > :04:34.and, jointly, we will be writing to the chairman

:04:35. > :04:37.of the Health Overview and Scrutiny Committee of the

:04:38. > :04:40.Council, because they have the statutory power to refer the matter

:04:41. > :04:42.to the Secretary of State and to the Independent

:04:43. > :04:46.And Greg and I jointly will be calling upon the committee to

:04:47. > :04:57.Lincoln's MP Karl McCartney has said he acted "honestly and properly"

:04:58. > :05:04.when it came to his expenses during the 2015 election campaign.

:05:05. > :05:06.12 police forces - including Lincolnshire -

:05:07. > :05:08.have asked the Crown Prosecution Service to consider charges

:05:09. > :05:10.in connection with a Tory battlebus tour in 2015.

:05:18. > :05:21.The 2015 general election was the closest for many years.

:05:22. > :05:24.The Tories and Labour sent their big hitters to Lincoln -

:05:25. > :05:35.The Conservatives also had a battlebus tour -

:05:36. > :05:36.where party activists travelled the country to support

:05:37. > :05:41.Today, the organisation which regulates party finances -

:05:42. > :05:44.the Electoral Commission - ruled the Conservatives had failed

:05:45. > :05:48.to declare thousands of pounds they'd spend on the battlebus tour.

:05:49. > :05:52.At the heart of the controversy is whether expenses for the road

:05:53. > :05:54.trip were declared as part of the national campaign,

:05:55. > :05:58.when they should have been declared by the local party.

:05:59. > :06:07.?70,000 is the highest fine that we've ever issued and that

:06:08. > :06:08.represents offences and contraventions across five

:06:09. > :06:11.So we've never issued fines to that extent before.

:06:12. > :06:26.In statement today, Lincoln's MP Karl McCartney said:

:06:27. > :06:29.12 police forces - including Lincolnshire Police -

:06:30. > :06:32.have sent files to the Crown Prosecution Service which must

:06:33. > :06:35.decide whether charges are to be brought against MPs

:06:36. > :06:40.If prosecutions do go-ahead, then it could lead to elections

:06:41. > :06:46.Karl McCartney says he acted honestly and

:06:47. > :06:50.properly throughout the election campaign, as did his election agent.

:06:51. > :06:54.The Crown Prosecution Service now has until June to decide

:06:55. > :07:02.whether charges should be brought in connection with this matter.

:07:03. > :07:05.New flood defences along Hull's waterfront need to be more

:07:06. > :07:10.That's the message from residents on one of the city's housing

:07:11. > :07:14.estates who say the area could be permanently damaged.

:07:15. > :07:17.They're worried that the Environment Agency will only offer the most

:07:18. > :07:21.cost effective design - which could be a basic wall,

:07:22. > :07:54.Hull has a spectacular views across an estuary. Just imagine replacing

:07:55. > :07:58.them with 6-foot concrete walls that would be higher than I am. That is

:07:59. > :08:06.what some period where it agency is proposing. There are alternatives

:08:07. > :08:11.though. Here in pool a glass wall has been set up. The question is

:08:12. > :08:15.about cost. That will have cost a bit more than regular flood

:08:16. > :08:19.defences. The question for some then is whether or not you want flood

:08:20. > :08:19.defences versus scenic views and the answer for many

:08:20. > :08:23.is easy. I'd rather have something that looks

:08:24. > :08:25.nice, without a doubt. But I'm pragmatic

:08:26. > :08:27.as well - I know the Government keep telling us

:08:28. > :08:30.they've no money, you know? It's like everything

:08:31. > :08:33.in your own life - you have to buy things

:08:34. > :08:35.that you can afford. Most river frontage

:08:36. > :08:38.will be bog-standard Environment Agency basic

:08:39. > :08:41.standard protection. But, there are clearly -

:08:42. > :08:44.we've got the view over your shoulder - there are clearly places

:08:45. > :08:47.where there is going to have to be a little more money put

:08:48. > :08:55.in and a better provision. Well the Environment Agency has told

:08:56. > :08:58.us tonight that their plans for the Humber defences,

:08:59. > :09:00.which followed in the wake of 2013's tidal surge,

:09:01. > :09:02.are still open to consultation - and will go before

:09:03. > :09:09.the public next month. I'm sure there is some brig over

:09:10. > :09:10.here but that is what people will be looking for particularly when it

:09:11. > :09:14.comes to negotiating with the comes to negotiating with the

:09:15. > :09:18.Government over those crucial costs. And taking a look at whether or not

:09:19. > :09:19.there could be, certainly in areas like this, some sort of scenic

:09:20. > :09:23.solution. The first poppies have
