:00:29. > :00:30.North East Lincolnshire still has weekly refuse collections.

:00:31. > :00:34.Recycling is collected every fortnight.

:00:35. > :00:40.So nine options have now been put forward which could save hundreds

:00:41. > :00:53.The options include a fortnightly collection of both waste

:00:54. > :00:55.and recycling which would save ?430,000 a year through to one

:00:56. > :00:59.option which would see a collection of waste every three weeks,

:01:00. > :01:01.possibly even reducing the size of the bin.

:01:02. > :01:05.The option to keep things as they are now is not on the table.

:01:06. > :01:08.A number of the proposals would see collections of the main bin go

:01:09. > :01:14.It's an idea that has not gone down well with residence.

:01:15. > :01:18.I could maybe do once a fortnight, possibly, cos I live on my own.

:01:19. > :01:24.But most families, you fairly fill your bin up.

:01:25. > :01:26.For large families it is very difficult.

:01:27. > :01:28.Particularly in the summer, the bins are full with waste.

:01:29. > :01:34.I do not know where they get the cheek from, they just treat us

:01:35. > :01:38.I mean, it's not as if when they make a decision,

:01:39. > :01:40.it's right, it's always wrong, that's what annoys you.

:01:41. > :01:51.While the idea sounds a drastic change some parts

:01:52. > :01:55.Fife Council in Scotland is trialling a once-a-month

:01:56. > :01:59.In North Wales, 10,000 households in Conwy have their bins

:02:00. > :02:02.And in Oldham, the council has changed its bin

:02:03. > :02:10.collection from fortnightly to every three weeks.

:02:11. > :02:15.The disposal costs for recycling are cheaper than landfill

:02:16. > :02:17.or incineration and by diverting waste into the recycling

:02:18. > :02:19.streams or food waste collections, they save money

:02:20. > :02:25.But even those passionate about the environment say councils

:02:26. > :02:27.have to be realistic and supermarkets need

:02:28. > :02:31.Let's try to reduce the amount of waste we produce altogether.

:02:32. > :02:33.The council should be collecting waste from us,

:02:34. > :02:35.but we should also take a responsible approach

:02:36. > :02:45.North East Lincolnshire Council says no decisions have yet been made

:02:46. > :02:54.and the options will be discussed at a meeting next week.

:02:55. > :02:57.Humberside Police are being held up as an example of how to reform

:02:58. > :03:02.The force is among several in Yorkshire that have seen

:03:03. > :03:05.a decline in arrest rates for women over a 12-month period.

:03:06. > :03:08.But Lincolnshire Police are among others that have seen an increase

:03:09. > :03:11.When women are empowered and they have an opportunity

:03:12. > :03:13.to work in the community, to keep those contacts

:03:14. > :03:16.with the family, the outcomes are really, really good

:03:17. > :03:18.and Humberside are a case in point of what can be achieved.

:03:19. > :03:20.These are sensible, practical, easy steps that

:03:21. > :03:27.We did pilot a similar project with men.

:03:28. > :03:32.Firstly, the volume is far, far higher, and the resources

:03:33. > :03:34.that we can actually refer them onto are fewer.

:03:35. > :03:37.The other reason is that men commit different types of offences

:03:38. > :03:39.for different types of reasons, and what we found is

:03:40. > :03:42.that the interventions that we've got through the various charities

:03:43. > :03:52.and schemes are actually more effective with women than men.

:03:53. > :03:54.People living in a Lincolnshire village have been promised

:03:55. > :03:57.super-fast broadband by the end of the year.

:03:58. > :03:59.Residents in Maltby le Marsh near Mablethorpe spoke to BBC

:04:00. > :04:02.Look North last September about the impact slow internet

:04:03. > :04:05.The County Council says the village should be

:04:06. > :04:08.upgraded by the end of 2017, but admits there are still thousands

:04:09. > :04:09.of homes still waiting for faster internet.

:04:10. > :04:13.For years, villagers in Maltby le Marsh have

:04:14. > :04:20.We filmed with parish councillor Philip Baildon last year,

:04:21. > :04:26.Since you were here last September we've had a broadband forum.

:04:27. > :04:28.He tells me they've now been promised superfast broadband

:04:29. > :04:35.At the moment, most people have a speed which is lower

:04:36. > :04:38.It will make a difference to the local farmers

:04:39. > :04:41.to submit their orders, also the local caravan site

:04:42. > :04:44.in the village requires high-speed broadband for their customers.

:04:45. > :04:47.It is great news because this constituency is going to get nearly

:04:48. > :04:49.a quarter of the new funding, which means 540 postcodes

:04:50. > :04:58.within the constituency will have superfast broadband within a year.

:04:59. > :05:01.The County Council estimates around 93% of homes and businesses

:05:02. > :05:03.in Lincolnshire should have access to superfast broadband

:05:04. > :05:10.That's just short of the Government's target of 95%.

:05:11. > :05:11.But in Mavis Enderby, near Horncastle, villagers

:05:12. > :05:20.say they'd like fast, never mind superfast broadband!

:05:21. > :05:24.We've got a daughter-in-law, two grandchildren and communicating

:05:25. > :05:32.The picture is crashing all the time, the voices are broken up.

:05:33. > :05:35.Because we're rural doesn't mean we're in the last century.

:05:36. > :05:38.We also pay the same as somebody that's in the middle of the city.

:05:39. > :05:50.The County Council says it is trying to find a solution.

:05:51. > :05:54.We think that we will probably have to look at alternative technology,

:05:55. > :05:56.which is probably going to be fixed wireless.

:05:57. > :05:58.We are looking at that at the moment.

:05:59. > :06:01.Mavis Enderby, as it sits today, sitting in that 3% that remain,

:06:02. > :06:04.unfortunately that 3% that will remain is a run of about 10,500

:06:05. > :06:08.It's not a small number, but certainly we are looking

:06:09. > :06:15.But it could be more than a year before that work takes place,

:06:16. > :06:17.while the OnLincolnshire Partnership between the Council and BT continues

:06:18. > :06:27.to extend the county's superfast coverage.

:06:28. > :06:30.Hull FC have been in action in the Super League.
