:00:44. > :00:46.The Humberside Police and Crime commissioner says he wants

:00:47. > :00:49.to recruit an extra 200 police officers in the next four years.

:00:50. > :00:53.Keith Hunter has been setting out his strategy for how the force

:00:54. > :00:56.He's also currently looking for a new Chief Constable.

:00:57. > :01:05.The Police and Crime Plan sets out what Keith Hunter wants to achieve

:01:06. > :01:07.over the next four years after he was elected

:01:08. > :01:10.He's leading a force with no budget increase,

:01:11. > :01:12.no permanent Chief Constable and, at the last inspection,

:01:13. > :01:20.There are several things he wants to focus on while he's Police

:01:21. > :01:26.He wants communities to have a say in how police resources are used,

:01:27. > :01:30.He doesn't set any specific crime reduction targets,

:01:31. > :01:36.saying there is an "unhealthy fixation on overall crime figures".

:01:37. > :01:38.He wants the force to work more closely with other

:01:39. > :01:42.organisations in what he calls a "joined-up approach".

:01:43. > :01:43.That includes working with mental health services

:01:44. > :01:49.He says at the moment cuts in those areas are putting extra

:01:50. > :01:57.The police are the service of last resort.

:01:58. > :02:00.They pick up the pieces that everyone else can't deal with on top

:02:01. > :02:05.There is a major issue around mental health and they pick up the pieces

:02:06. > :02:09.The number of times that police vehicles, not just in this area,

:02:10. > :02:11.but right across the region and the country are dealing

:02:12. > :02:13.with gaps in the provision of ambulance services.

:02:14. > :02:21.After years of cuts to the numbers of police officers

:02:22. > :02:22.at Humberside Police, today Keith Hunter said

:02:23. > :02:29.He wants to recruit 200 extra officers by 2020

:02:30. > :02:38.In 2008, Humberside Police had just over 2,200 officers.

:02:39. > :02:40.But by 2016, that figure had fallen to 1,500.

:02:41. > :02:51.Today, I spoke to people including one former police officer.

:02:52. > :02:53.We don't have village bobbies like when I started

:02:54. > :02:58.We don't have them anymore and it is no z no wonder the crime

:02:59. > :03:01.We don't have them anymore and it is no wonder the crime

:03:02. > :03:05.I think it is more about people feeling a lot safer.

:03:06. > :03:08.If you see someone that looks a bit funny around the street,

:03:09. > :03:10.you can feel a lot safer if you think that

:03:11. > :03:16.It looks good, but they're still not back up to the numbers

:03:17. > :03:19.You need more police presence on the street.

:03:20. > :03:21.I don't think there is any doubt about that.

:03:22. > :03:23.Well, one of the most important appointments that Keith Hunter

:03:24. > :03:26.will be looking to make is the role of Chief Constable.

:03:27. > :03:32.This is the recruitment film that they've released trying

:03:33. > :03:35.to attracts applicants to replace Justine Curran who left last month,

:03:36. > :03:37.but so far the force have received no applications

:03:38. > :03:46.The deadline for applicants is 2nd April so just under two weeks away

:03:47. > :03:49.and the result of the force's annual inspection will be

:03:50. > :03:59.He told me about this four year plan.

:04:00. > :04:06.It is about how we plan with partners. You want 200 more officers

:04:07. > :04:09.by 2020. Does that mean that Humberside lost too many police

:04:10. > :04:13.officers over the last ten years? Yes, absolutely, it has lost too

:04:14. > :04:18.many police officers and it hasn't over the past few years made best

:04:19. > :04:23.use of its resources to ensure the maximum number of officers are

:04:24. > :04:27.available. You're still 470 less than you were ten years ago. So you

:04:28. > :04:31.don't need as many as ten years ago? If I had the choice I would want

:04:32. > :04:34.more police officers over and above what I hope to deliver over the next

:04:35. > :04:37.four years, but you need more funding for that and funding has

:04:38. > :04:40.been cut. We've got to live in the real world. You pay for the new

:04:41. > :04:45.officers with the council tax just going up and up? No, if you look at

:04:46. > :04:51.how funding for police officers and police forces is delivered, the

:04:52. > :04:55.Government is reducing year-on-year the grant it gives and Government

:04:56. > :04:59.are saying to police and crime commissioners they should increase

:05:00. > :05:04.the amount by the maximum to maintain flat cash. That's not a

:05:05. > :05:09.rise in resources, my spending power will go down and yet I'll still

:05:10. > :05:19.deliver additional police officers. You're looking for a Chief

:05:20. > :05:23.Constable. It It is early days. I expect the applications to come in

:05:24. > :05:27.in the last week of the that's normal in these positions.

:05:28. > :05:30.People living in Gainsborough are being warned to be careful

:05:31. > :05:33.after a man broke into the homes of two pensioners, tied them up,

:05:34. > :05:36.One of them was threatened with a knife.

:05:37. > :05:38.Police are calling the attacks cold and calculated .

:05:39. > :05:42.Laura Foster is at Gainsborough Police Station tonight.

:05:43. > :05:56.Well, Peter, it was at 8. 307pm yesterday evening that Lincolnshire

:05:57. > :06:00.Police got a phone call from an 88-year-old woman who had just

:06:01. > :06:04.managed to untie herself. She went to open the front door and the

:06:05. > :06:07.attacker barged in and tied her up and took her phone and cash. Three

:06:08. > :06:13.hours after that, Lincolnshire Police got another phone call from a

:06:14. > :06:18.knife to threaten the man and made knife to threaten the man and made

:06:19. > :06:21.him give over his bank details. Neither the two were physically

:06:22. > :06:27.injured, but left shaken. The hole town is in shock.

:06:52. > :06:54.a very, very nasty one nonetheless. The people in Gainsborough will see

:06:55. > :06:57.a significant increase in police presence today and over

:06:58. > :06:58.the coming days. There are teams of both

:06:59. > :07:00.uniformed officers and If you see anything suspicious

:07:01. > :07:03.or you hear anything, Lincolnshire Police are taking

:07:04. > :07:11.a look at CCTV footage and there are more officers

:07:12. > :07:21.in Gainsborough tonight. When you hear a knock on the door,

:07:22. > :07:23.you should check to see who it is before you open and if in doubt,

:07:24. > :07:27.don't open it at all. More trains are to start running

:07:28. > :07:30.from Lincoln and Grantham From 21st May, East Midlands Trains

:07:31. > :07:34.says there'll be an hourly service There will be an extra seven trains

:07:35. > :07:37.from Lincoln to Nottingham, and two extra trains each way

:07:38. > :07:42.between Nottingham and Grantham. Nursery owners in Lincolnshire

:07:43. > :07:45.are warning they can't deliver the Government's promise

:07:46. > :07:48.of free child care. From September working

:07:49. > :07:54.parents will be entitled to 30 hours of care,

:07:55. > :07:56.but nurseries claim the Government payments for the free care

:07:57. > :07:58.might not cover costs. A promise made to working parents

:08:09. > :08:13.in Gainsborough says the promise of free childcare comes at a cost

:08:47. > :08:53.or independent nurseries, funding will vary from ?4 an hour

:08:54. > :08:57.down to ?3.87 in the East Riding, The Government says it's investing

:08:58. > :09:04.a record ?6 billion in childcare But some nursery owners say

:09:05. > :09:12.it's the way it's shared We've worked very hard

:09:13. > :09:17.to open up our businesses. We've borrowed against our houses,

:09:18. > :09:20.our children often come second. We're just trying

:09:21. > :09:21.to cover our costs. We're just trying it make sure

:09:22. > :09:26.that we can pay our bills. But it's good news for parents

:09:27. > :09:29.like Michelle who will return I've wanted to go back

:09:30. > :09:34.to work for a long time, Financially we will be better

:09:35. > :09:38.off having two incomes. The 30 hours is brilliant

:09:39. > :09:40.because without it, it Private nurseries aren't

:09:41. > :09:45.required to offer 30 hours and by September some may chose not

:09:46. > :09:56.to provide free places. Now the weather.
