:00:34. > :00:35.time again. -- hit. They have ignored the proposals.

:00:36. > :00:37.Drugs, punch-ups and fires - inspectors find an increase

:00:38. > :00:43.in violence at a Lincolnshire immigration centre.

:00:44. > :00:53.Quite an unsettled day in the forecast tomorrow. Join me later

:00:54. > :00:58.another programme. -- in this programme.

:00:59. > :00:59.It's been confirmed that the Minor Injuries Unit

:01:00. > :01:02.in Hornsea is to close and those in Withernsea and Driffield

:01:03. > :01:06.It means that people living in Holderness will have to travel

:01:07. > :01:08.to either Beverley or Hull for emergency medical treatment.

:01:09. > :01:10.The news has been greeted with dismay by protestors.

:01:11. > :01:16.Here's our Health Correspondent, Vicky Johnson.

:01:17. > :01:18.They suspected their protest would make little difference to today's

:01:19. > :01:29.All furious that injuries units in Hornsea, Driffield

:01:30. > :01:31.Driffield and Withernsea are

:01:32. > :01:33.Vulnerable communities in the middle of nowhere

:01:34. > :01:37.have been hit time and time again by groups like this who simply don't

:01:38. > :01:44.I have a type of haemophilia that means if I cut

:01:45. > :01:45.myself badly, to sit on a

:01:46. > :01:49.bus all the way to Hull is just ridiculous because I bleed out.

:01:50. > :01:51.At a packed meeting this afternoon board members pushed

:01:52. > :01:55.to create three new urgent care centres at Beverley, Brdlington and

:01:56. > :02:02.Goole, which would be open for 16 hours a day every day.

:02:03. > :02:05.They would all offer a consistent rate of

:02:06. > :02:08.advice and treatment including x-rays and it would be supported by

:02:09. > :02:11.lower-level minor injuries units at Driffield and Withernsea.

:02:12. > :02:16.Hornsea, though, will have no minor injuries unit

:02:17. > :02:22.People who have got the least resources, means of transport

:02:23. > :02:42.than anything, the fact that once again Hornsea loses out on a

:02:43. > :02:46.Managers say figures show that is very little

:02:47. > :02:49.There were an average around ten individuals

:02:50. > :02:52.attending that unit on a

:02:53. > :02:56.Half of which could have been dealt with by planned care

:02:57. > :02:58.because they were repeat visits or a wound dressings.

:02:59. > :03:00.Some could also be best served by telephoning for

:03:01. > :03:10.advice before they actually left their own home.

:03:11. > :03:12.Many residents who turned up for today's meeting complained

:03:13. > :03:14.that the 12 week public consultation period had

:03:15. > :03:17.People were led toward something they

:03:18. > :03:20.didn't really want in order to fill in a questionnaire, which is a

:03:21. > :03:27.We didn't stand a chance in Hornsea and I am absolutely

:03:28. > :03:30.disgusted, not only with the board had with my own local MP.

:03:31. > :03:32.Campaigners say they are determined to fight on despite today's

:03:33. > :03:36.Health managers say they are going to spend the next few

:03:37. > :03:39.weeks and months fine tuning their plans with regard to the minor

:03:40. > :03:42.injury unit and the urgent care centres before they've introduced

:03:43. > :03:52.Dr Richard Vautry is from the British Medical Association.

:03:53. > :03:54.I asked him if these latest NHS decisions in East Yorkshire

:03:55. > :04:10.Unfortunately it is a reflection of the crisis facing the NHS are right

:04:11. > :04:14.around the country. All too many units are being reviewed and in some

:04:15. > :04:19.cases closed because we're investing enough resources in the NHS and are

:04:20. > :04:25.not enough staff in the NHS to make many say. But if you only have ten

:04:26. > :04:30.people a day going, sad though it is for these rural areas is not better

:04:31. > :04:34.to have three big centres? There is a real challenge in rural areas to

:04:35. > :04:40.provide good service for a very specialised and major incidents

:04:41. > :04:42.where we're going to a major centre is important, but for those in rural

:04:43. > :04:47.communities they don't want to travel an hour. To go somewhere

:04:48. > :04:52.where they are to get good treatment locally. People of written to me the

:04:53. > :04:56.last two days saying we might live in a rural area but we pay our taxes

:04:57. > :05:01.as well but we are losing services. It is not fair. I would recognise

:05:02. > :05:06.that and I writer and accountable recogniser difficult it is now to

:05:07. > :05:11.maintain services, particularly in rural areas. GPs and those working

:05:12. > :05:13.in hospitals want to provide the best service to their patients and

:05:14. > :05:18.it have to do it with the available resources they have. We hear the

:05:19. > :05:23.Government of putting recondite amounts of money into the NHS. If

:05:24. > :05:26.that is the case wire services closing? The investment the

:05:27. > :05:30.Government is making in the NHS does not keep pace with the increase in

:05:31. > :05:33.the population and also the increased need of many people who

:05:34. > :05:38.are living longer and live more with complex problems and to need more

:05:39. > :05:41.intervention and support from the NHS was investment is going up it is

:05:42. > :05:46.not going up anywhere near enough to meet the need of our population.

:05:47. > :05:50.Prepared tester said it will take is to the Secretary of State. -- the

:05:51. > :05:54.protesters said they were taken to the Secretary of State. The

:05:55. > :05:57.Secretary of State is too often deftly these appeals. We need

:05:58. > :06:03.Government to list not just to these protesters but everyone. -- too

:06:04. > :06:07.often deaf to these appeals. Elsewhere, council leaders say

:06:08. > :06:09.they have "serious concerns" about major changes planned

:06:10. > :06:11.for Lincolnshire's hospitals. As part of a five-year plan

:06:12. > :06:13.set out by NHS bosses, Grantham's A could be downgraded

:06:14. > :06:16.and some maternity services merged. Lincolnshire County Council has

:06:17. > :06:17.responded, saying it's concerned the plans will not improve

:06:18. > :06:19.services for everyone. Managers say no decisions

:06:20. > :06:29.have been made. A 30-year-old man has been arrested

:06:30. > :06:31.after a third person was robbed in their home in

:06:32. > :06:33.Gainsborough. at a house on South Street

:06:34. > :06:36.in Morton last night. It comes a day after two other

:06:37. > :06:39.incidents where pensioners Staff from Northern Rail

:06:40. > :06:43.will stage another day There was disruption last Monday

:06:44. > :06:47.as workers walked out in a row over The RMT Union has announced

:06:48. > :06:50.another day of action Northern, which runs services

:06:51. > :06:57.from Hull, Bridlington and Lincoln, A detention centre for immigrants

:06:58. > :07:02.in Lincolnshire has been criticised for high levels of violence both

:07:03. > :07:04.against residents Drug taking and arson were also

:07:05. > :07:09.found to be a problem at Morton Hall which houses hundreds

:07:10. > :07:16.of men awaiting deportation. Our reporter Laura Foster

:07:17. > :07:19.is outside the prison tonight. Laura, has this level

:07:20. > :07:27.of disruption happened before? In the past Morton Hall has been

:07:28. > :07:45.the scene of protests and unrest But following the inspection

:07:46. > :07:48.November we know that it is a more violent place.

:07:49. > :08:05.Peter Clarke is their Chief Inspector:

:08:06. > :08:07.What we found is that levels of violence

:08:08. > :08:10.Action needs to be taken to reduce it.

:08:11. > :08:13.There's a lot of frustration on the part of

:08:14. > :08:14.people who are being detained at Morton Hall.

:08:15. > :08:17.And frustration stems quite largely from the fact that

:08:18. > :08:20.they simply don't know what's going to happen to them or how

:08:21. > :08:26.Up until 2011 Morton Hall had been a prison and with its high fences

:08:27. > :08:32.They are either waiting for a decision on their

:08:33. > :08:34.asylum claim or are due to be deported.

:08:35. > :08:37.Many have been here a long time and are finding it very

:08:38. > :08:40.Inspectors say the centre is generally work generally

:08:41. > :08:43.well-run and that it is working well to prepare detainees for the removal

:08:44. > :08:47.But they say Morton Hall has become significantly less safe since their

:08:48. > :08:50.38% of detainees say they feel unsafe.

:08:51. > :08:52.The previous six months there had been 38 assaults by

:08:53. > :08:54.one detainee on another and 11 on staff.

:08:55. > :08:56.On 16 occasions detainees started fires in

:08:57. > :08:59.Since the last inspection the profile of detainees here has

:09:00. > :09:18.50% are no ex-prisoners and staff have suggested this is what

:09:19. > :09:22.The staff say that is no evidence to support this and that other

:09:23. > :09:24.centres have seen similar changes in

:09:25. > :09:34.In a statement the Home Office said:- Strategies to reduce

:09:35. > :09:37.incidents of violence and self-harm, and to reduce use of psychoactive

:09:38. > :09:39.substances are already in place and will be kept

:09:40. > :09:51.An action plan is being implemented following the support and staff will

:09:52. > :09:52.be working harder to make things safer for detainees and themselves

:09:53. > :09:55.as well. In tonight's National

:09:56. > :09:56.League football, Lincoln City lost 2-0

:09:57. > :09:59.at Boreham Wood, and North Ferriby An unsettled day of weather to come

:10:00. > :10:14.largely dominated by low pressure. Pressure will start a bolt

:10:15. > :10:21.through Thursday meaning a nice To this evening, variable

:10:22. > :10:29.amounts of cloud and some Some showers as well and maybe some

:10:30. > :10:38.a little heavier and persistent for western

:10:39. > :10:39.parts of East Yorkshire. Those overnight temperatures

:10:40. > :10:41.will drop down into single figures and we could see

:10:42. > :10:44.a touch of ground frost first thing tomorrow morning but it should be

:10:45. > :10:47.a largely dry start to the day. A nice bright start

:10:48. > :10:49.as well but we will quickly see some rain arriving

:10:50. > :10:52.from the South West and think it quickly see some rain arriving

:10:53. > :10:57.from the South West and think it It will be heavy attended

:10:58. > :11:00.by persistent with temperatures up at about nine

:11:01. > :11:02.or maybe 10 Celsius. gradually improve through Friday and

:11:03. > :11:14.the weekend isn't looking bad. Heavy rain, snow and ice are all in

:11:15. > :11:17.the forecast once again. It was quite a wintry scene today,

:11:18. > :11:22.especially in Scotland. Some very cold looking winter skies here, and

:11:23. > :11:25.we had some snow falling at times in West Lothian. For a while earlier

:11:26. > :11:29.today, there were quite a few showers running through central

:11:30. > :11:37.Scotland, all in that cold air. Right now, we have two areas of

:11:38. > :11:38.cloud, one in northern Scotland and this deepening area bringing heavy

:11:39. > :11:40.rain into
