:01:09. > :01:10.Scunthorpe and Grimsby after inspectors found inadequate
:01:11. > :01:12.patient care and poor leadership among health bosses there.
:01:13. > :01:14.An inspection highlighted significant concerns.
:01:15. > :01:16.The trust responsible has been put into special measures
:01:17. > :01:32.Our health correspondent Vicky Johnson reports.
:01:33. > :01:34.Computer hackers, missing patient referrals and forecasts
:01:35. > :01:42.Until today these were the main issues facing managers at Grimsby,
:01:43. > :01:49.Now, though, the Northern Lincolnshire and Goole Trust has
:01:50. > :01:51.been placed into special measures after inspectors highlighted
:01:52. > :01:53.problems in urgent and emergency care, where patients were not
:01:54. > :02:06.Outpatients, where too many clinics were being cancelled...
:02:07. > :02:08.And maternity services, where there are concerns over
:02:09. > :02:12.What we want to see is trusts improving and making sure that
:02:13. > :02:14.people walking through the front doors of this organisation
:02:15. > :02:16.are receiving safe, effective and high quality care.
:02:17. > :02:21.So when that does not happen, we are always disappointed.
:02:22. > :02:24.The trust was one of 11 placed in special measures in July 2013
:02:25. > :02:29.as part of Sir Bruce Keogh's review into high death rates.
:02:30. > :02:32.Hospital managers admit they are disappointed.
:02:33. > :02:34.This is not the level of care we would like to provide.
:02:35. > :02:38.It is a report that is disappointing to the executive and the board
:02:39. > :02:40.but most importantly it will be disappointing to all of the staff
:02:41. > :02:43.in our hospitals who have worked so hard to raise standards over
:02:44. > :02:48.I think what we have got here is a real fatal state
:02:49. > :02:50.of leadership in the hospital, we now need some certainty
:02:51. > :02:52.about who is going to run the teams going forward,
:02:53. > :02:58.we need to know that the hospital has an action plan.
:02:59. > :03:00.And an action plan is what they have got.
:03:01. > :03:03.They are being given lots of help, including peer support from another
:03:04. > :03:05.health trust and direct hands-on advice from NHS experts.
:03:06. > :03:07.A quality improvement director has also been appointed
:03:08. > :03:09.to advise on the best way to run the organisation.
:03:10. > :03:11.And there is also a full check on its finances.
:03:12. > :03:20.Most of the patients we spoke to were happy with their treatment.
:03:21. > :03:23.I had my son in hospital for one week and I cannot say bad
:03:24. > :03:35.They are kind and everything like that.
:03:36. > :03:37.Hospital managers have said they are getting the urgent help
:03:38. > :03:39.they need to bring them out of special measures
:03:40. > :03:44.Problems for one of our hospital trusts there, and tonight there's
:03:45. > :03:46.problems at another, this time in Lincoln.
:03:47. > :03:51.Well, they have been so sort of A doctors he had to declare an
:03:52. > :03:56.internal critical incident. That means they were in danger of not
:03:57. > :04:03.being able to provide safe services. Managers blame a recent change in
:04:04. > :04:07.tax rules which means agency work is less attractive. Linkin relies on
:04:08. > :04:12.agency Doctors. We have had to draft in doctors from other departments
:04:13. > :04:18.plus rely on support from colleagues in Nottingham and Lester. The advice

:08:01. > :08:11.well, it is right to try to spend money as efficiently as we can. We

:08:20. > :08:23.policy for that. If it was a labour council doing this, you wouldn't be
:08:24. > :08:29.taking this lying, you would be against us. But you are minded to
:08:30. > :08:33.support the county council? This is not a party political matter.
:08:34. > :08:37.Tonight, we saw the three main parties agree we should make
:08:38. > :08:44.sensible decisions right for each area. A blanket approach is not
:08:45. > :08:46.right. There are some areas where we can be more economical than others.
:08:47. > :08:53.Those in the meeting were saying this is your government's fault. Do
:08:54. > :08:59.you access that? We have to live within our means. When it comes to
:09:00. > :09:04.an issue like streetlights, we have to make sure people feel safe and
:09:05. > :09:12.asked a. It is right to say we will look at this again. The councillors
:09:13. > :09:17.said he don't cut streetlights, they would have to cut something else. In
:09:18. > :09:21.other words, they don't have enough money. They have already looked at
