:01:07. > :01:13.has gone into special measures for the second time in four years
:01:14. > :01:16.after a series of failings Our health correspondent
:01:17. > :01:21.Vicky Johnson reports. This is another damning report
:01:22. > :01:26.whichever way you look at it. It shows a catalogue of failings
:01:27. > :01:28.almost across-the-board Unsafe, poorly led by
:01:29. > :01:37.managers and inadequate. That is the fundamental
:01:38. > :01:39.findings of the inspectors. A failure to refer cancer patients
:01:40. > :01:41.to treatment on time. Thousands of outpatient
:01:42. > :01:43.appointments long overdue. And A services at both Boston
:01:44. > :01:51.and Lincoln rated as inadequate. When inspectors went
:01:52. > :01:54.on their rounds in Lincolnshire's hospitals last autumn,
:01:55. > :01:56.they found much to worry them, Some of the patient care that we saw
:01:57. > :02:03.at Pilgrim Hosptial wasn't of the required standard,
:02:04. > :02:06.so for example, we saw some patients that were not
:02:07. > :02:09.treated with compassion. I think if the CQC came
:02:10. > :02:12.in now, they would see We focused on a whole range
:02:13. > :02:18.of areas they identified, from the safety of patients in A
:02:19. > :02:20.departments, those with mental This is the latest in a series
:02:21. > :02:25.of poor inspections. Four years ago, it was put
:02:26. > :02:27.into special measures Two years later, it was taken
:02:28. > :02:32.out of special measures Last October, inspectors
:02:33. > :02:38.found more failings. Last week, the trust didn't have
:02:39. > :02:42.enough staff in Lincoln's A And now confirmation that experts
:02:43. > :02:48.have again been asked to step in. The CQC report has made
:02:49. > :02:51.for difficult reading for many. In particular, patients not
:02:52. > :02:55.receiving medication on time when they are seriously ill is a big
:02:56. > :03:00.worry and I am not sure it is something that has
:03:01. > :03:03.been a recent event. The trust has always had problems
:03:04. > :03:08.recruiting enough staff. Managers now fear their reputation
:03:09. > :03:11.as a failing trust could make I would sincerely ask people not
:03:12. > :03:20.to be discouraged for this. They can come on secondments and
:03:21. > :03:25.temporary contracts, test us out. The hospitals certainly face
:03:26. > :03:28.a testing few months as they battle to raise standards to come out
:03:29. > :03:33.of special measures. People living in the small village
:03:34. > :03:36.of Lutton in South Lincolnshire have been paying tribute to local school
:03:37. > :03:43.teacher Bernice Williams. She had been reported
:03:44. > :03:45.missing two weeks ago. It's believed her body has been
:03:46. > :03:47.found along with that of her husband's at the family home
:03:48. > :03:50.in the village. The couple have not yet been
:03:51. > :03:52.formally identified. This small Lincolnshire village has
:03:53. > :04:01.been left in shock by the discovery of two bodies at this house down
:04:02. > :04:04.a quite country lane It's a pleasant village
:04:05. > :04:08.and it's just so quiet here. For something like this to happen
:04:09. > :04:12.to a family is just unbelievable. One of the bodies is believed to be
:04:13. > :04:16.that of teacher Bernice Williams who went missing more
:04:17. > :04:19.than two weeks ago. It is understood she lived
:04:20. > :04:22.here but the bodies of a man and woman were only found
:04:23. > :04:26.at the weekend. It is believed the other body
:04:27. > :04:30.is that of her husband, Lawrence. Linda Harding knew Bernice
:04:31. > :04:33.and her family from services here. Anybody who knew Bernice or knew
:04:34. > :04:40.the family will be very sad. She just was a very genuine,
:04:41. > :04:49.quiet, sweet lady. As a family, they came out
:04:50. > :04:55.as a family and supported one People I have spoken to here today
:04:56. > :05:06.have told me they hadn't seen Bernice or her husband
:05:07. > :05:08.in the village for some time. Police say they are not looking
:05:09. > :05:11.for anyone else in connection with the enquiry but tonight
:05:12. > :05:14.there are still more questions than answers
:05:15. > :05:19.as to what actually happened. A care home in East Yorkshire has
:05:20. > :05:24.become the latest to be forced to close because of staff
:05:25. > :05:28.and funding shortages. Hook Hall near Goole
:05:29. > :05:30.is the fourth to have to shut its doors in the East Riding
:05:31. > :05:35.in the last twelve months. It comes as it's revealed that
:05:36. > :05:37.ninety people leave the industry The owners say they can't afford
:05:38. > :05:49.to continue because they can't recruit enough staff who ware
:05:50. > :05:56.willing to work flexible hours for what they can afford to pay
:05:57. > :05:59.them, and they don't from the local authority
:06:00. > :06:02.to pay for the complex care that many of these
:06:03. > :06:07.elderly residents need. The closure of Hook Hall Care Home
:06:08. > :06:11.has been described as a massive blow to the area, it's a family run
:06:12. > :06:16.business which was rated good by the CQC and had a very
:06:17. > :06:19.good reputation locally. This is what one councllor had to
:06:20. > :06:21.say about the recruitment problems. Well, I believe that they are
:06:22. > :06:24.the most undervalued They work long hours,
:06:25. > :06:27.they have a lot of responsibility, the pay is low, they work unsocial
:06:28. > :06:30.hours and they can get far better terms and conditions of employment
:06:31. > :06:33.for less demanding jobs in, for instance, supermarkets,
:06:34. > :06:35.stacking shelves. Part of the issue is that people
:06:36. > :06:38.have more choice now about when and where
:06:39. > :06:43.they go to work. There's 82% employment in Goole
:06:44. > :06:45.and some people choose a low-skilled job in one
:06:46. > :06:47.of the area's many warehouses or factories for more money
:06:48. > :06:50.and flexibilty than they would get This comes as figures show 900 adult
:06:51. > :06:55.care workers a day quit their jobs It's a national problem but one
:06:56. > :07:03.that is affecting local businesses, as we've seen
:07:04. > :07:06.with Hook Hall Care Home today. Earlier, I spoke to Mike Padgham,
:07:07. > :07:09.who represents care home I asked him why the industry
:07:10. > :07:15.was struggling so much. Well, it has always been
:07:16. > :07:18.a Cinderella profession, basically. It is not the highest
:07:19. > :07:21.paid job in the world. It is long hours, it is stressful,
:07:22. > :07:24.anti-social hours. That is why it has been increasingly
:07:25. > :07:26.difficult to recruit And the type of people we look
:07:27. > :07:32.after today are much more dependent than they were many years ago,
:07:33. > :07:35.so the work is hard. Has the new living
:07:36. > :07:38.wage been damaging? Well, it has been difficult for care
:07:39. > :07:43.providers because we do not feel we have been funded properly to take
:07:44. > :07:46.account of the living wage. Of course, people are paying it,
:07:47. > :07:49.but when everyone in the country is getting the national living wage,
:07:50. > :07:52.it doesn't help recruitment at all. What we need to be doing
:07:53. > :07:57.is pay eight, nine, ?10 And that is where I think, perhaps,
:07:58. > :08:03.we need to introduce a living wage But how can you stop
:08:04. > :08:08.people from leaving? Because they do not think
:08:09. > :08:11.they are paid enough and they do a job that most of us
:08:12. > :08:13.cannot imagine doing. No, we can't stop believing,
:08:14. > :08:16.of course, but I do think that is why we need to train them
:08:17. > :08:19.properly, look after them and value them, but also fight to get them
:08:20. > :08:22.a decent living wage, But it is easy to say
:08:23. > :08:25.that, isn't it? People like yourself,
:08:26. > :08:27.who run care homes, you're the ones who can sort it out
:08:28. > :08:30.by saying, here is a decent amount of money, I value you,
:08:31. > :08:33.I respect you and I want I think there is a certain
:08:34. > :08:38.amount we can do. In my own home, personally, we pay
:08:39. > :08:41.above the national living wage. But the problem is, local
:08:42. > :08:43.authorities fund care homes And they have a monopoly
:08:44. > :08:48.position on us. So we do need to pay staff more,
:08:49. > :08:51.but I think we need to fight and get government to fund
:08:52. > :08:53.local authorities more. I think it is a problem shared
:08:54. > :08:58.by the Government and businesses Will it get worse
:08:59. > :09:03.before it gets better? I am saddened that it probably
:09:04. > :09:06.will do until the Government takes I am hoping programmes like this
:09:07. > :09:11.will help make the case. A man has been jailed for six months
:09:12. > :09:18.for perverting the course of justice after lying for four years
:09:19. > :09:22.about a speeding offence. Rashall-ul-Hassan could have gone
:09:23. > :09:26.on a speed awareness course if he'd admitted going at 38 miles per hour
