:00:48. > :00:53.Mark is a victim of the system that we created that

:00:54. > :00:56.has meant previously, he couldn't get the support

:00:57. > :01:02.I think it's only now with the support services in place

:01:03. > :01:05.that he's able to come to terms with what he's

:01:06. > :01:10.It's with people like Mark in mind with entrenched complex needs that

:01:11. > :01:15.a new combined system of help is about to be introduced.

:01:16. > :01:19.16 authorities and agencies from councils, to trusts to charities

:01:20. > :01:23.from across Lincolnshire have worked together and become successful

:01:24. > :01:28.in bidding for a ?1.3 million social impact bond which they will now use

:01:29. > :01:32.to give intensive support to 120 of the region's most

:01:33. > :01:38.It's well recognised that homelessness is

:01:39. > :01:44.As local authorities, we recognise that the complexity

:01:45. > :01:48.This is the first complex needs service that we've had

:01:49. > :01:51.in Lincolnshire and that's a huge opportunity.

:01:52. > :01:54.We'll be working with these people for four years.

:01:55. > :01:59.We hope that by doing so, it gives them the best opportunity

:02:00. > :02:03.This is one of just eight projects nationally to receive this

:02:04. > :02:07.social impact bond and it will begin in September.

:02:08. > :02:15.A pilot is being treated in hospital for injuries after the small plane

:04:51. > :04:54.From the beginning of March, those who fall foul of the rules have

:04:55. > :04:59.faced receiving six points on their licence and a ?200 fine.

:05:02. > :05:05.Humberside Police got 51 drivers while their Lincolnshire

:05:06. > :05:10.There is a warning to take care on the east

:05:11. > :05:11.coast following a rise in

:05:12. > :05:16.Figures from the RNLI show the number of people killed in the sea

:05:17. > :05:23.in our area more than doubled in 2016.

:05:24. > :05:26.The sun might have disappeared but the RNLI lifeguards

:05:27. > :05:28.were still around, helping keep Mablethorpe's beach

:05:29. > :05:34.We want people to enjoy the beach. We want people to enjoy the sea.

:05:35. > :05:38.We're just trying to educate people on how to do that safely.

:05:39. > :05:41.Safety's a big issue as our beaches have got busier.

:05:42. > :05:46.In 2015, the RNLI's teams in Yorkshire and Lincolnshire

:05:47. > :05:54.And the number of people who've died in the sea off

:05:55. > :05:57.in Yorkshire and Lincolnshire, has gone up from 4 in

:05:58. > :06:03.It's been a grey chilly morning here in Mablethorpe, and the sea

:06:04. > :06:06.temperature is only around 13 degrees.

:06:07. > :06:09.But even over the weekend when it was much hotter, much sunnier

:06:10. > :06:15.here, the water was just as cold and that's what can lead to problems.

:06:16. > :06:17.Cold water shock can happen in water 15 degrees

:06:18. > :06:22.majority of the UK, the majority of the year.

:06:23. > :06:25.And if you do get into difficulties, the advice now is to

:06:26. > :06:29.So go against your instinct to swim immediately

:06:30. > :06:35.a minute and a half to get your breath, float on your back before

:06:36. > :06:38.attempting to swim back to shore or get their attention.

:06:39. > :06:41.What do beach-goers make of this advice?

:06:42. > :06:54.I think, what with the panic and all that, it's hard

:06:55. > :07:00.The RNLI say the best way to keep safe is to choose a beach
