:00:55. > :00:57.and raised in the UK, an error by Doncaster Hospital Trust

:00:58. > :01:00.means they think he's a health care tourist.

:01:01. > :01:05.After serving his country in the Army for more than 22 years,

:01:06. > :01:08.all over the world, including the Falklands, Malcolm Roberts

:01:09. > :01:12.seen here on the right was hoping for a quiet retirement

:01:13. > :01:15.in Lincolnshire but after receiving treatment for his Crohn's disease

:01:16. > :01:19.at Doncaster Hospital, Malcolm received a bill for the last

:01:20. > :01:30.I didn't think that being a UK resident, an Army veteran.

:01:31. > :01:33.I've paid all my taxes and everything else,

:01:34. > :01:37.that I would get a bill from the NHS for treatment to which I am

:01:38. > :01:44.Malcolm says he sent proof of his UK citizenship to the NHS

:01:45. > :01:47.and is now awaiting a response but after ringing the hospital

:01:48. > :01:50.to discuss the bill, he says he was told it was correct

:01:51. > :01:53.and he was to pay it by the middle of this month.

:01:54. > :01:57.It's disgusting the way they have treated me and it's disgusting that

:01:58. > :02:03.in spite of the information that I have given to them

:02:04. > :02:09.that they still think I am an overseas visitor and have to pay.

:02:10. > :02:12.Anybody who lives in the UK permanently is exempt

:02:13. > :02:19.That includes migrant workers from Europe and full-time students.

:02:20. > :02:22.Malcolm says he has plenty of support from his local Army

:02:23. > :02:25.veterans breakfast club but he is concerned that for some

:02:26. > :02:30.veterans and unexpected like his could cause severe stress.

:04:25. > :04:30.fruit market regeneration and we had people in this morning from Swansea

:04:31. > :04:35.for the three days because of City Of Culture. It is the busiest we

:04:36. > :04:41.have seen, it is really great. It has given the title three years ago

:04:42. > :04:46.the local council said it expected event would bring a ?60 million

:04:47. > :04:51.boost to the local economy. Traders here at the marina, things have got

:04:52. > :04:57.off to a good start in 2017. Last night crowds continued to watch

:04:58. > :04:59.moments of Hull's past projected onto the buildings. The popularity

:05:00. > :05:09.of made in Hull. We did not need of made in Hull. We did not need

:05:10. > :05:14.City Of Culture. It is telling the world what we have already known.

:05:15. > :05:18.The secret is out. They can come and share it with us, it is no longer

:05:19. > :05:23.just ours, we are sharing it with the world. The interest in the

:05:24. > :05:28.installations which are here until Saturday is benefiting local

:05:29. > :05:33.business. The feedback last night, and they have done the walk. We have

:05:34. > :05:40.people who are coming back with relatives at the weekend. It is all

:05:41. > :05:44.just, it is fantastic. It is wonderful. It is hoped the title

:05:45. > :05:48.would make Hull a prime visitor destination. Organisers say more

:05:49. > :05:50.than 60,000 people have been to see what the city has two offer.

:05:51. > :05:53.30 areas of England, including towns in Lincolnshire,

:05:54. > :05:55.are to get Government funding to help build new homes

:05:56. > :05:59.Ministers say work will begin on thousands of properties this year

:06:00. > :06:03.and they'll be sold to first-time buyers aged between 23 and 40

:06:04. > :06:11.The first of the homes are expected to go on sale next year.

:06:12. > :06:13.Dozens of school children in East Yorkshire have taken

:06:14. > :06:16.part in the centuries old tradition of scrambling.

:06:17. > :06:19.Shop keepers throw sweets and coins in to the street which local

:06:20. > :06:24.The annual event is thought to date back to the 1700s.

:06:30. > :06:40.A traditional rhyme that shopkeepers reward with sweet and coins.

:06:41. > :06:44.It's a ritual repeated up-and-down Driffield High Street.

:06:50. > :06:53.I've got loads of sweets and it's been really fun.

:07:31. > :07:34.We have been here for 25 years and over the 25 years they have

:07:35. > :07:41.The sweets on offer may have changed a bit over the years

:07:42. > :07:44.but the enthusiasm for the annual scramble is as great as ever.

:08:34. > :08:36.Still a lot of cloud overnight producing a few showers especially

:08:37. > :08:39.for the coast later and it is along the coast which will really

:08:40. > :08:41.become windy overnight, strong and gusty winds developing

:08:42. > :08:45.for tomorrow and as you can see temperatures down

:08:46. > :08:50.Still some cloud around but it will develop into a lovely

:08:51. > :08:52.day, plenty of sunshine, just the odd shower clipping

:08:53. > :08:55.the coast and it really will feel raw along the coastline

:08:56. > :08:59.with a strong and gusty breeze coming down from the north-west.

:09:00. > :09:03.Temperatures five or six degrees. Plenty of sunshine.
