:00:54. > :00:56.on whether the seven district councils should be replaced

:00:57. > :01:02.Martin Hill claims the move would save ?150 million,

:01:13. > :01:14.plus the county council, so is it time to merge

:01:15. > :01:18.The leader of Lincolnshire County Council wants

:01:19. > :01:23.I think the reason we are doing it is because we keep having these

:01:24. > :01:25.conversations all the time about the difficult financial

:01:26. > :01:28.situation all councils are in and having to find ways

:01:29. > :01:31.of saving money, which means difficult decisions.

:01:32. > :01:35.This is a way you can save a good amount of money without affecting

:01:36. > :01:42.At present the district council's provide localised services

:01:43. > :01:45.such as bin collections, housing and planning.

:01:46. > :01:48.The county council is responsible for big budget services such

:01:49. > :01:54.The idea of abolishing district councils in Lincolnshire

:01:55. > :02:00.You know, it is the county council acting like a rogue council,

:02:01. > :02:03.it seems to me because it is not the way we have been

:02:04. > :02:06.We have done it on a collaborative basis.

:02:07. > :02:08.This is a unilateral move by the county council.

:02:09. > :02:11.I think it's the start of their campaign for what they have

:02:12. > :02:14.sought for a long time, which is a county unitary

:02:15. > :02:19.North Hykeham is part of the North Kesteven district

:02:20. > :02:22.so how do people here feel about having all their services

:02:23. > :02:24.delivered by one so-called super council for the

:02:25. > :02:31.I think you would have less say in what goes on locally

:02:32. > :02:39.You know, I think the smaller councils are more geared up

:02:40. > :02:43.to the smaller districts, sort of thing.

:02:44. > :02:45.If we want the council tax down, yes.

:02:46. > :02:53.If the proposal is approved by the county council next month,

:02:54. > :02:56.then a referendum would take place in May on the same day

:02:57. > :03:01.However, the result wouldn't be binding and any final decision

:03:02. > :03:04.on scrapping Lincolnshire's district councils would rest

:04:23. > :04:26.An example here is a mud pie kitchen.

:04:27. > :04:29.It starts life quite open and some of the scribbles and sketches

:04:30. > :04:31.you can see around us here, we literally could go

:04:32. > :04:36.through 50/60 sketches and end up with perhaps two out of those.

:04:37. > :04:43.The company was responsible for the trampoline in

:04:44. > :04:45.the John Lewis Christmas advert, which they say had

:04:46. > :04:51.It changed the landscape significantly.

:04:52. > :04:56.I think it very much put trampolines on kids' Christmas present lists.

:04:57. > :05:00.We saw a halo effect across all our resellers and sold many,

:05:01. > :05:04.many more times the volume than we would ever

:05:05. > :05:09.But despite record growth there is concern over

:05:10. > :05:15.This company in Brigg market sells wooden toys from Germany.

:05:16. > :05:19.Wooden toys have become very popular now, especially because people

:05:20. > :05:25.For us, the biggest problem with Brexit

:05:26. > :05:31.Will there be a free trade agreement straight away,

:05:32. > :05:36.All those things affect business dramatically.

:05:37. > :05:38.The industry faces a difficult year ahead but companies

:05:39. > :05:43.are confident their innovation can keep children interested.
