:00:46. > :00:50.The National Audit Office has warned that some ambulance trusts

:00:51. > :00:53.are unable to cope with demand for their services and it's hoped

:00:54. > :00:59.Call handlers will be given more time to assess individual cases

:01:00. > :01:01.before deciding whether to send an ambulance or not.

:01:04. > :01:18.If you find yourself having to call 999 and ambulance will automatically

:01:19. > :01:23.the dispatched within 60 seconds and calls classed as very serious will

:01:24. > :01:27.need to be responded to in eight minutes but NHS managers say because

:01:28. > :01:32.of this system several ambulances often get sent to the same address

:01:33. > :01:36.and some get stood down en route once it becomes apparent then not

:01:37. > :01:39.needed. Under this pilot call handlers would have up to four

:01:40. > :01:44.minutes to assess the situation and they would be no time frame for when

:01:45. > :01:50.the ambulance might arrive it is -- if it is not life threatening, these

:01:51. > :01:56.are like Burns, if you are suffering from chest pains. If someone is not

:01:57. > :02:02.breathing or having a heart attack and ambulance was still be

:02:03. > :02:04.dispatched straightaway. It is no secret ambulances across England

:02:05. > :02:09.have been struggling with their response times. You get here

:02:10. > :02:13.represent paramedics and the call handlers say this will help a little

:02:14. > :02:14.bit but it is not the answer as there are major problems across the

:02:15. > :02:16.service. It will help in the little way,

:02:17. > :02:18.but it's not the answer. You can't look at the Ambulance

:02:19. > :02:22.Service in isolation. Even if we quicken the service up,

:02:23. > :02:25.and they get to A quicker, unless we make sure that A can

:02:26. > :02:29.receive the patients, they are just going to sit in the back

:02:30. > :02:31.of the ambulances at A Unless we can clear

:02:32. > :02:33.the beds in the hospital, when they do get in A,

:02:34. > :02:36.they will just sit in A Unless we can get the community

:02:37. > :02:39.sorted, they will sit So the whole chain

:02:40. > :02:49.needs to be looked at. This is also being tested by the

:02:50. > :02:50.South Westerns Ambulance Service and West Midland Ambulance Service.

:02:51. > :02:54.If it's seen as a success it will be rolled out across the country.

:02:55. > :02:56.There will be no investigation into potential police misconduct

:02:57. > :02:58.in relation to the 1985 Bradford City fire disaster.

:02:59. > :03:00.56 football fans died, including two Lincoln City supporters.

:03:10. > :03:14.Controversial proposals for a visitor centre on land

:03:18. > :03:20.by East Riding Council later this afternoon.

:03:21. > :03:23.It's the second time the Yorkshire Wildlife Trust has

:03:24. > :03:25.sought approval for its plans after its initial

:03:26. > :03:29.There have been more than 700 objections from local residents

:03:30. > :03:34.Here's our environment correspondent, Paul Murphy.

:03:35. > :03:38.It is more than three years since Yorkshire Wildlife Trust first

:03:39. > :03:42.mooted plans for a visitor centre on land to the south of Kilnsea.

:03:43. > :03:46.It's hoped the ?900,000 project will open up the area to more

:03:47. > :03:49.visitors and interpret and explain this unique landscape.

:03:50. > :03:55.But the Spurn visitor centre proposal has met

:03:56. > :03:58.with strong local opposition, concerns that it will have

:03:59. > :04:01.a detrimental impact on the local environment,

:04:02. > :04:04.suggestions that using existing buildings for the centre

:04:05. > :04:10.East Riding Council has already rejected an application

:04:11. > :04:13.by the Yorkshire Wildlife Trust, that was last summer.

:04:14. > :04:15.Councillors were concerned about flood risk to the proposed

:04:16. > :04:20.centre and also the visual impact it might have in an area renowned

:04:21. > :04:27.This afternoon councillors are considering a second application

:04:28. > :04:30.but many local people have criticised that too, claiming it's

:04:31. > :04:38.A councillor who was expelled from the Conservative Party

:04:39. > :04:41.after posting an offensive tweet following the death of MP

:04:42. > :04:43.Jo Cox says he has no intention of resigning.

:04:44. > :04:46.Dominic Peacock has written to the chief executive

:04:47. > :04:49.of East Riding Council saying that he has received overwhelming

:04:50. > :04:52.support from ward residents and has described his critics

:04:53. > :04:57.Last month a council committee said he should stand

:04:58. > :05:03.Hull City can make it to only their second major

:05:04. > :05:06.cup final if they beat Manchester United tonight.

:05:47. > :05:50.a ?1.5 million donation from a lifeboat family brought

:05:51. > :06:06.It has been a saviour on the seas around Skegness for more than 25

:06:07. > :06:12.years. I have rescued 195 people and the lives of 38 was saved because of

:06:13. > :06:19.this vessel. A brand-new lifeboat will arrive here on Saturday, thanks

:06:20. > :06:23.to a Skegness family. For almost 160 years descendants of the family

:06:24. > :06:29.served continuously with the lifeboat here. That continuous

:06:30. > :06:35.service ended in 1984 when one of the family retired. But when he died

:06:36. > :06:40.in 2011, he left money for the lifeboat and along with a donation

:06:41. > :06:45.from his cousin, April, the family has gifted ?1.5 million. It was a

:06:46. > :06:49.surprise, really. We were gathered in the crew room and April was in

:06:50. > :06:55.their and nobody knew what was going on. She announced there is a legacy

:06:56. > :07:00.being left to secure the future of funding for the station here in

:07:01. > :07:05.Skegness and introduced this new lifeboat. This is the purpose-built

:07:06. > :07:10.lifeboat manufacturing centre in Poole. Wet every year six brand-new

:07:11. > :07:15.shunning class lifeboats are born. The latest being the -- the new

:07:16. > :07:19.Skegness lifeboat which was constructed here. They are very

:07:20. > :07:25.fast, very manoeuvrable for the crew. Getting alongside a casualty,

:07:26. > :07:30.getting close to any precarious edges. It is welcome knowing that

:07:31. > :07:34.the brave volunteers in the background willing to get into one

:07:35. > :07:41.of these. Here she is emerging from the freezing fog, the new Skegness

:07:42. > :07:45.lifeboat. The family connection will help save lives for many years to

:08:12. > :08:15.example, are still only minus one.. That cloud could be thick enough

:08:16. > :08:20.for one or two light snow flurries but essentially it is dry and just

:08:21. > :08:23.look at these top temperatures, one Celsius, that is 34 Fahrenheit,

:08:24. > :08:27.with a significant wind-chill if you add in the effect

:08:28. > :08:30.of the south-east breeze. As we head through this

:08:31. > :08:32.evening and overnight, we will get take a few cloud breaks

:08:33. > :08:35.coming from the south-east. They may well be later in the night,

:08:36. > :08:39.the cloud fills back in again, the risk of one or two light wintry

:08:40. > :08:42.showers and a widespread frost. Another grey day to come tomorrow,

:08:43. > :08:47.a few wet wintry at first. There might be some bright sunny

:08:48. > :08:50.intervals but essentially it looks like another cloudy one with a bit

:08:51. > :08:54.of rain towards the end of the day Eventually a little milder

:08:55. > :08:59.although still feeling cold, Friday night looks wet,

:09:00. > :09:06.Saturday morning, that overnight rain soon clearing then

:09:07. > :09:08.it is brighter. Sunday looks mostly dry, much milder
