0:00:10 > 0:00:12David Prescott, the son of former deputy prime minister Lord Prescott,

0:00:12 > 0:00:14is suspended by the Labour Party.

0:00:14 > 0:00:17The town where one in five shops is empty despite a high profile

0:00:17 > 0:00:20campaign to revamp the high street.

0:00:20 > 0:00:24And patients relying on hospital transport say a new service keeps

0:00:24 > 0:00:27missing their appointments.

0:00:27 > 0:00:30Every time I know I've got transport, I sit

0:00:30 > 0:00:32here in trepidation.

0:00:32 > 0:00:34Waiting to see if it turns up.

0:00:46 > 0:00:50The son of former deputy prime minister and Hull MP Lord Prescott

0:00:50 > 0:00:53has been suspended from his job in the Labour Party.

0:00:53 > 0:00:55David Prescott is a key advisor to Jeremy Corbyn.

0:00:55 > 0:00:58It comes amid widespread allegations of misconduct at Westminster.

0:00:58 > 0:01:01Our reporter Kate Sweeting is with me.

0:01:02 > 0:01:03You've been following this story.

0:01:03 > 0:01:06What else do we know about the suspension?

0:01:06 > 0:01:10We understand that David Prescott is being investigated

0:01:10 > 0:01:12by the Labour leader's office after he was suspended

0:01:12 > 0:01:15a few days ago.

0:01:15 > 0:01:19It comes amid widespread allegations of misconduct at Westminster.

0:01:19 > 0:01:21No formal complaint has been made to the Labour Party,

0:01:21 > 0:01:24which declined to give details on the reason for the

0:01:24 > 0:01:25suspension saying...

0:01:25 > 0:01:27"We do not comment on staffing matters."

0:01:27 > 0:01:31Mr Prescott, who is a former BBC producer, joined Jeremy Corbyn's

0:01:31 > 0:01:34office over a year ago, initially as a speechwriter before

0:01:34 > 0:01:37becoming a communications manager to the Shadow Cabinet.

0:01:37 > 0:01:41He stood as Labour's candidate in Gainsborough

0:01:41 > 0:01:44in the 2015 election, but lost to Conservative's

0:01:44 > 0:01:46Sir Edward Leigh.

0:01:46 > 0:01:49Earlier this year, he failed to become an MP for Hull West

0:01:49 > 0:01:52and Hessle after former home secretary Alan Johnson

0:01:52 > 0:01:57announced he was standing down in June's election.

0:01:57 > 0:02:02Mr Prescott has been approached by the BBC for a comment.

0:02:02 > 0:02:04But he has not come back to us yet.

0:02:04 > 0:02:07In 2012, Market Rasen in Lincolnshire was one of 12 places

0:02:07 > 0:02:09in England given a special government grant worth

0:02:09 > 0:02:12£100,000 to try and reverse its fortunes.

0:02:12 > 0:02:15The money, which was meant to revamp its dying high street,

0:02:15 > 0:02:17came with advice from the TV retail expert Mary Portas.

0:02:17 > 0:02:21But five years on, new BBC research suggests one in five

0:02:21 > 0:02:23shops there are empty, and the council is looking

0:02:23 > 0:02:25at a new plan for the town.

0:02:25 > 0:02:30Katy Austin reports.

0:02:30 > 0:02:33The cash and support that came with being a Portas pilot town

0:02:33 > 0:02:35was meant to help regenerate Market Rasen town centre.

0:02:35 > 0:02:40Early on, it was being hailed a success.

0:02:40 > 0:02:46Market Rasen has excelled, really excelled.Five years on have it had

0:02:46 > 0:02:49a lasting effect?Not

0:02:50 > 0:02:50excelled.Five years on have it had a lasting effect?Not particularly.

0:02:50 > 0:02:55We have lost quite a few shots of Market Rasen has struggled in the

0:02:55 > 0:03:00High Street. One way you could measure success is the number of

0:03:00 > 0:03:05vacancies. In 2012 there were 71 units available, 12 empty and since

0:03:05 > 0:03:11then numbers have fluctuated but in 2070 there are fewer shop units, 63,

0:03:11 > 0:03:16but 14 are fewer shop units, 63, but 14 vacant, two more than when the

0:03:16 > 0:03:19Portas Pilot started. Merry admits the scheme has not revived

0:03:19 > 0:03:26high-street fortunes. It was very much a kind of nice, shiny, possibly

0:03:26 > 0:03:30weighted PR campaign that looked like we are doing something and, of

0:03:30 > 0:03:34course, we were doing something and I thought that would kick-start much

0:03:34 > 0:03:41more. It did not.The local council leader agrees but says building new

0:03:41 > 0:03:45homes to provide more customers is what is needed. We need to progress

0:03:45 > 0:03:49our three-year structure plan for the town. In consultation with the

0:03:49 > 0:03:56town council. We need to get more people coming to the town, Phil the

0:03:56 > 0:03:59empty shops on the High Street and go from there. With the rise of out

0:03:59 > 0:04:04of town shopping centres and customers looking to buy things

0:04:04 > 0:04:08online, it was always going to be a challenge to breathe new life into

0:04:08 > 0:04:13Britain's struggling high Street but you shop owners here think that M2

0:04:13 > 0:04:15macro did much help them.

0:04:15 > 0:04:18Patients relying on transport to and from hospital say they've

0:04:18 > 0:04:20been repeatedly "let down" by the private company

0:04:20 > 0:04:22paid to provide it.

0:04:22 > 0:04:26Thames Ambulance Service, which is employed by clinical

0:04:26 > 0:04:28commissioning groups across Hull and Lincolnshire, has already come

0:04:28 > 0:04:31under fire from volunteer drivers for the way it pays expenses.

0:04:31 > 0:04:34But now a former manager has also criticised the way

0:04:34 > 0:04:36the company is being run.

0:04:36 > 0:04:38Here's our health correspondent, Vicky Johnson.

0:04:40 > 0:04:43Sheena lives just north of Lincoln but has to go

0:04:43 > 0:04:45to Castle Hill Hospital in East Yorkshire twice a week

0:04:45 > 0:04:47to have her leg seen to.

0:04:47 > 0:04:50She relies on Thames for patient transport but has been left

0:04:50 > 0:04:53stranded several times.

0:04:53 > 0:04:56Every time I know I have got transport, I sit

0:04:56 > 0:04:58here in trepidation.

0:04:58 > 0:05:01Waiting to see if it turns up.

0:05:01 > 0:05:04That's making me anxious.

0:05:04 > 0:05:06Sheena fears these missed appointments

0:05:06 > 0:05:08are delaying her recovery.

0:05:08 > 0:05:12If they are not actually cleaning it up, it's not helping it to improve.

0:05:12 > 0:05:16It's been a long time as it is.

0:05:16 > 0:05:20Sheena's experience is not unusual.

0:05:20 > 0:05:22Managers from the Hull and East Yorkshire Hospitals' Trust

0:05:23 > 0:05:24have told us in a statement...

0:05:37 > 0:05:41Working for Thames has become increasingly stressful,

0:05:41 > 0:05:43especially after many volunteer drivers walked out in

0:05:43 > 0:05:47a row over expenses.

0:05:47 > 0:05:50Once they've gone we just haven't got the resources to do it.

0:05:50 > 0:05:51Thames haven't supplied us with the resources

0:05:51 > 0:05:53to move our patients.

0:05:53 > 0:05:55Patients are missing apppointments, patients are late for appointments.

0:05:55 > 0:05:57Obviously the company itself suffers but as we're

0:05:57 > 0:06:00the troops on the ground, we're the ones that suffer.

0:06:00 > 0:06:02We're the ones that have to deal with the agro

0:06:02 > 0:06:03and grief from the patients.

0:06:03 > 0:06:05This woman served in the Armed Forces but says

0:06:05 > 0:06:08that was nothing compared to working as a manager with Thames.

0:06:08 > 0:06:11We have changed her voice to protect her identity.

0:06:11 > 0:06:14I've not come across people self-medicating with Kalms.

0:06:14 > 0:06:16They were crying in cupboards or just generally wanting to walk

0:06:16 > 0:06:19out on a scale that I've seen over the past few weeks.

0:06:19 > 0:06:23We have approached Thames and the different CCGs.

0:06:23 > 0:06:26They are the bodies who buy in the services for a comment

0:06:26 > 0:06:28but nobody has yet been available.

0:06:28 > 0:06:30Vicky Johnson, BBC Look North.

0:06:32 > 0:06:34A charity which helps military veterans in Hull will be

0:06:34 > 0:06:38featured on DIY SOS tonight.

0:06:38 > 0:06:40Hull4Heroes has helped dozens of ex-servicemen

0:06:40 > 0:06:42since it was set up two years ago.

0:06:42 > 0:06:44Paul Matson got the idea after volunteering on the BBC

0:06:44 > 0:06:48show on a special street for veterans in Manchester.

0:06:48 > 0:06:51Tonight shows a gang of volunteers from East Yorkshire helping finish

0:06:51 > 0:06:53off the street's last house.

0:06:53 > 0:06:57Presenter Nick Knowles, has become a supporter of their work.

0:06:57 > 0:07:01They have done the most extraordinary job and as a result

0:07:01 > 0:07:05they are rebuilding homes and doing renovations in homes for veterans.

0:07:05 > 0:07:09At various stages I have stayed in contact to try and give them some

0:07:09 > 0:07:11advice along the way but they need very little advice from me.

0:07:11 > 0:07:13We have come up with some new ideas.

0:07:13 > 0:07:17It's going to expand and get bigger and bigger and they are a kind

0:07:17 > 0:07:18of unstoppable force.

0:07:18 > 0:07:20They should be very much appreciated for the city

0:07:20 > 0:07:22of Hull because they are doing extraordinary things.

0:07:22 > 0:07:24Now a look at the weather forecast with Owain Wyn Evans.

0:07:25 > 0:07:26Hi, everyone.

0:07:26 > 0:07:29Well, what a lovely day it has been so far for most of us across

0:07:30 > 0:07:31East Yorkshire and Lincolnshire.

0:07:31 > 0:07:33A bit chilly and this afternoon is looking good, as well.

0:07:33 > 0:07:35We are hanging on to that cool feel.

0:07:35 > 0:07:38We will enjoy plenty of sunshine out there.

0:07:38 > 0:07:41I think the sunshine will tend to turn increasingly hazy as we head

0:07:41 > 0:07:43through the afternoon but, as you can see, the map

0:07:43 > 0:07:45is looking pretty good.

0:07:45 > 0:07:48Maybe a bit more in the way of thicker cloud down towards The Wash.

0:07:48 > 0:07:52In the sunshine, the temperatures aren't responding fabulously,

0:07:52 > 0:07:55we are looking at highs of eight or nine Celsius.

0:07:55 > 0:07:58We are in for a change overnight.

0:07:58 > 0:08:01With that veil of thin cloud that moves down from the north and west,

0:08:01 > 0:08:05we will also see thicker cloud behind it and with that outbreaks

0:08:05 > 0:08:06of light rain or drizzle.

0:08:06 > 0:08:08More than likely across western parts of our region.

0:08:08 > 0:08:12Lows tonight of about four or five Celsius.

0:08:12 > 0:08:14Yet again a chilly start to the day tomorrow.

0:08:14 > 0:08:17Cloudier than this morning with a few spots of light rain

0:08:17 > 0:08:19or drizzle, we are not worrying too much about those.

0:08:19 > 0:08:23They will clear and yet again we will see some sunny spells

0:08:23 > 0:08:25developing as we head through the day.

0:08:25 > 0:08:28Our top temperatures tomorrow, up a notch, we will probably get

0:08:28 > 0:08:31to about 12 or 13 Celsius.

0:08:31 > 0:08:33This is the air mass.

0:08:33 > 0:08:36You can see the blue colours as we move towards the weekend start

0:08:36 > 0:08:38to extend further south.

0:08:38 > 0:08:41This is a colder air mass and that will get to us

0:08:41 > 0:08:42on Friday and on Saturday.

0:08:42 > 0:08:50Feeling a bit cooler but plenty of dry weather to come.

0:08:50 > 0:08:50That of dry weather to come.

0:08:50 > 0:08:50That brings of dry weather to come.
