:02:51. > :02:54.Culture cannot regenerate a city by itself but it's a very powerful

:02:55. > :02:56.tool along with the Siemans investment, along with C4DI.

:02:57. > :02:58.This city is attracting more investment, as the CBI

:02:59. > :03:09.pointed out on Monday, than any other place in Britain.

:03:10. > :03:11.So will culture provide a long-term economic boost?
