:00:49. > :00:59.But in some parts of Lincolnshire, that front line is starting

:01:00. > :01:01.In Gainsborough, there are only six full-time GPs,

:01:02. > :01:03.when there should be ten, making it difficult

:01:04. > :01:07.Last time I needed to see the doctor, I couldn't get

:01:08. > :01:09.in so I ended up in the minor injuries department instead.

:01:10. > :01:11.By the time it comes to your appointment,

:01:12. > :01:13.three or four weeks later, even longer sometimes,

:01:14. > :01:27.But district councillors have come up with a solution.

:01:28. > :01:30.They want the Government to offer extra payments to GPs

:01:31. > :01:32.who move to work here, a so-called "rural weighting".

:01:33. > :01:35.I know locally in Lincolnshire we offered a ?20,000 handshake

:01:36. > :01:38.to recruit trainees and, for the first time,

:01:39. > :01:40.Gainsborough's MP is backing the plan.

:01:41. > :01:43.We already have the concept of London weighting and I think such

:01:44. > :01:45.is the crisis in GP recruitment that we should have a rural

:01:46. > :01:48.weighting also for doctors to try to encourage them to come

:01:49. > :01:52.There are 360 GPs in Lincolnshire, but the county should have 420.

:01:53. > :01:55.A salaried GP earns between ?55,000 and ?84,000 a year.

:01:56. > :01:56.That's more than double Lincolnshire's average

:01:57. > :02:09.He says it'll take more than cash incentives alone

:02:10. > :02:15.If anything, Lincolnshire GPs on average tend to earn better

:02:16. > :02:21.So, I'm not convinced that money is the whole story here.

:02:22. > :02:27.In the next few weeks, the NHS is bringing in 25 doctors

:02:28. > :02:29.recruited from mainland Europe to fill vacanies

:02:30. > :02:34.But that alone won't solve the recruitment problem,

:02:35. > :02:36.so initiatives like "rural weighting" could end up

:02:37. > :02:45.A Conservative MP has described the extra money being offered

:02:46. > :02:48.to councils to pay for social care as "putting a plaster

:02:49. > :02:56.The Government is allowing local authorities to raise council

:02:57. > :02:58.tax by an extra 3% this year to pay for the increasing cost

:02:59. > :03:00.of caring for the elderly and vulnerable people.

:03:01. > :03:02.But the Cleethorpes MP Martin Vickers says he's

:03:03. > :03:08.People do expect higher standards now.

:03:09. > :03:10.Changes in society mean that the elderly no longer stay

:03:11. > :03:12.with their families, or their extended families

:03:13. > :03:22.So it is a major issue and it's the biggest issue, I think,

:03:23. > :03:23.certainly in cost terms, that governments over

:03:24. > :03:29.the next decade or two are going to have to face.

:03:30. > :03:32.A boat built in Hull will soon be providing a medical lifeline

:03:33. > :03:35.The ?25,000 Wilberforce One will help

:03:36. > :03:37.take doctors and nurses, as well as medical supplies,

:03:38. > :03:44.along the Volta River and work like a floating clinic.

:03:45. > :03:46.The boat's been paid for by Rotary Clubs

:03:47. > :03:52.The hospital's across a river that has crocodiles in and the people

:03:53. > :03:54.don't swim and theonly access they have is wooden boats

:03:55. > :04:04.There is the canoe they used to use and the boat behind it,

:04:05. > :04:10.so hopefully it will work very well out there.
