:00:30. > :00:37.baby. I think it is a disgrace that some people think that breast-

:00:37. > :00:41.feeding is wrong. It is how babies are meant to get fed. And one man's

:00:41. > :00:44.mercy mission to Africa to help animals blighted by civil war and

:00:44. > :00:49.drought. In sport, the latest transfer news

:00:49. > :00:52.ahead of tomorrow night's deadline. And not quite a century from

:00:52. > :01:02.Collingwood but Durham's cricketers of one match away from another

:01:10. > :01:14.The first, a report into the care of an ex soldier from Tyneside to

:01:14. > :01:17.shot dead four members of his family has found failings in the

:01:17. > :01:22.mental health care he received. David Bradley killed Peter and

:01:22. > :01:27.Josie Purcell and their sons Keith and Glen in Newcastle in 2006 and

:01:27. > :01:35.was latest -- later sentenced to 15 years. The report into his care

:01:35. > :01:45.said that risks associated with his behaviour were not identified. Our

:01:45. > :01:48.correspondent has been studying the report.

:01:49. > :01:56.Just over five years since those gruesome events that you have just

:01:56. > :02:00.referred to, here at the Strategic Health Authority. The 48 page

:02:00. > :02:05.report has stinging criticisms for parts of the health service and how

:02:05. > :02:10.it worked in Newcastle. First, Gerry Jackson gives us a reminder

:02:10. > :02:16.of those tragic events five years ago.

:02:16. > :02:21.He was a reclusive producer who hoarded weapons in his bedroom,

:02:21. > :02:24.mentally ill enough to shoot four of his own family. David Bradley

:02:24. > :02:28.walked into a Newcastle police station in July 2006 to announce

:02:28. > :02:34.that he had killed his aunt, uncle and two cousins over a five-hour

:02:34. > :02:38.period at their home. The former soldier shot them all with a pistol

:02:38. > :02:43.he had smuggled out of Bosnia 11 years earlier. Unemployed, he had

:02:43. > :02:46.been living with his relatives for years, rarely leaving his room. He

:02:46. > :02:51.had been prescribed anti- depressants but often failed to

:02:51. > :02:54.take them. He faced four murder charges but psychiatrists said his

:02:54. > :02:59.heavy cannabis cadet -- heavy cannabis habit might have

:02:59. > :03:03.contributed to his mental state. He admitted manslaughter with

:03:03. > :03:06.diminished responsibility and was sentenced to a minimum term of 15

:03:06. > :03:15.years. The judge said that in his opinion, it might never be safe to

:03:15. > :03:21.release him. That is the background to this

:03:22. > :03:26.tragic case. What is in the report and what criticisms have been made?

:03:26. > :03:31.Well, there are criticisms and we will come to those in a moment. One

:03:31. > :03:33.phrase sticks out. It says that those actions by Bradley were not

:03:33. > :03:38.those actions by Bradley were not predictable. Having said that, it

:03:38. > :03:48.does emerge from the report that Bradley was seen on three separate

:03:48. > :03:49.

:03:49. > :03:52.occasions over a number of years. Even back in 1997, nine years

:03:52. > :03:58.before the killings, Bradley told mental health teams that he had

:03:58. > :04:02.feelings that he was going to explode with violent outbursts. By

:04:02. > :04:07.the time he was seen in 2006, he was described as at crisis point,

:04:07. > :04:11.but he felt very desperate. What are the findings? It is said that

:04:11. > :04:15.the handling of the care broker Department of Health guidelines and

:04:15. > :04:20.that no one individual was responsible for his care management.

:04:20. > :04:27.Still, the report says that Bradley, a man who had no previous

:04:27. > :04:33.convictions, could not have been prevented from doing this. The

:04:33. > :04:38.barrister chaired the investigation. There was nothing to suggest he was

:04:38. > :04:43.about to slaughter four members of his family. He had not actually

:04:43. > :04:47.been violent for quite some time. There had never been anything of

:04:47. > :04:49.this level of violence. There was nothing at all to predict that he

:04:49. > :04:56.was going to do anything remotely was going to do anything remotely

:04:56. > :04:59.like what he did. Health managers are very keen to stress that the

:04:59. > :05:03.mental health services that existed five years ago are not those that

:05:03. > :05:08.exist today. Lessons have been learned. They cannot and they will

:05:08. > :05:16.not rule out another David Bradley. The system, they say, is now better

:05:16. > :05:21.capable of coping with one. Patients who come into contact with

:05:21. > :05:24.our services now get a much more complex and detailed assessment of

:05:24. > :05:34.both their health care needs and their social care needs. Our staff

:05:34. > :05:38.are much better trained in risk assessment and risk-management. We

:05:38. > :05:44.have new ways of doing assessments so that we can get access to the

:05:44. > :05:49.right expertise, consultant psychiatrists, right at the first

:05:49. > :05:53.appointment, which was not there at Mr Bradley's timed. One footnote to

:05:53. > :05:57.this, Bradley was asked if he would contribute to the report and give

:05:57. > :06:02.his perspective on the way he was cared for. He is in a secure

:06:02. > :06:05.hospital and he refused that invitation.

:06:05. > :06:09.The mother of a violent sex offender wanted in connection with

:06:09. > :06:12.the murder of a pensioner from Hexham has urged him to give

:06:12. > :06:18.himself up. Meanwhile, police have released new footage of Graeme

:06:18. > :06:21.Jarman, from near Consett, the focus of a manhunt. Police say they

:06:21. > :06:28.have taken 70 calls about possible sightings. They say they will

:06:28. > :06:31.investigate every sighting. It is five days since Durham Police

:06:31. > :06:37.released a mission -- Missing Persons appeal for Graeme Jarman.

:06:37. > :06:41.He is now the North's most wanted fugitive. He had been monitored by

:06:41. > :06:46.the force as a high-risk sex offender since the 1980s. He spent

:06:46. > :06:54.time in jail for kidnap, rape, armed robbery and indecent assault.

:06:54. > :07:04.Now his 7-one year-old mother from Manchester has released a statement.

:07:04. > :07:09.

:07:09. > :07:13.The man leading the hunt reinforce the message. I am appealing

:07:13. > :07:16.directly to the public and to Mr Jarman to give himself up or four

:07:16. > :07:23.members of the public who have any information or have seen him, to

:07:28. > :07:33.footage of Graeme Jarman, shot as he enters Sainsbury's in Jarman at

:07:33. > :07:37.7:00pm last Wednesday. This is in filmed in Stockton on Friday

:07:37. > :07:41.morning. He speaks to the bus driver and gets off again. Police

:07:41. > :07:45.say that he will engage with the public even though we as a loner,

:07:45. > :07:50.especially in libraries, and charity shops. Judith Richardson

:07:50. > :07:53.was battered to death with a hammer at her home in Hexham on August

:07:53. > :07:58.19th. She was found after her handbag was discovered in a bin in

:07:58. > :08:03.Clayton Street. A hammer like this one was found in a carrier bag near

:08:03. > :08:08.her home. Graeme Jarman has a violent past. Police do not believe

:08:09. > :08:14.he is armed. At this time, I do not believe that he is walking around

:08:14. > :08:18.the streets armed. In the past, he may have committed offences using

:08:18. > :08:23.certain weapons and implements but there is nothing to suggest that he

:08:23. > :08:26.is a real threat in that respect. Despite that, they say the man on

:08:26. > :08:36.the run is still dangerous and should not be approached. They say

:08:36. > :08:42.

:08:42. > :08:45.Tributes have been paid to a drag racer from Gillingham on Teesside

:08:45. > :08:48.who died at the weekend. 23-year- old Kasey Dixon-Grainger had been

:08:48. > :08:55.competing in an event at York raceway. His family was watching

:08:55. > :08:58.when his car rolled over and burst into flames.

:08:58. > :09:02.A jury at Teesside Crown Court is still considering its verdict in

:09:02. > :09:06.the trial of a man, his son and grandson who are all accused of

:09:06. > :09:16.murder. 45-year-old John Newton from red card died after being

:09:18. > :09:22.fatally beaten. -- Redcar. It is believed a woman who died after a

:09:22. > :09:25.house fire in Carlisle may have fallen asleep while smoking a

:09:29. > :09:34.Street in the City on Sunday. The name of the 56-year-old has not yet

:09:58. > :10:02.to three hours. Tiring for her mother but necessary. When she was

:10:02. > :10:06.told to stop breast-feeding, she was stopped -- she was shocked.

:10:06. > :10:09.They had to ask if I was breast- feeding. I said that the walls and

:10:09. > :10:13.they said I could not do that in there. To which I said, I think

:10:13. > :10:18.that is illegal. He said it was his right to refuse me. The family

:10:18. > :10:23.walked out in disgust. She said she was left humiliated. Embarrassed

:10:23. > :10:26.and angry. It was humiliating when he said it in front of everyone.

:10:26. > :10:32.The other people and the restaurant were more than happy. There was no

:10:32. > :10:38.complaint. De Equality Act 2010 came into force last mother -- at

:10:38. > :10:42.last November, giving others the right to breast-feed away from home.

:10:42. > :10:44.It said that providing a lower standard of service to breast-

:10:45. > :10:49.feeding mothers is illegal. Charmaine Elliott believes that

:10:49. > :10:53.this makes what happened to her legal. The Lakeside Inn told me

:10:53. > :10:57.that no one was thrown out or asked to leave but a lady was asked to

:10:57. > :11:01.come out of the restaurant while she breast-fed. In the past, be

:11:01. > :11:04.said they had received complaints. I asked if there was any complaints

:11:04. > :11:12.that evening and they said there was not. The responses I have had

:11:12. > :11:14.on Facebook, everyone is all for breast-feeding. The National Child

:11:14. > :11:18.-- the National Child to trust say that restaurants have a legal

:11:18. > :11:23.obligation not to discriminate against breast-feeding mothers. 85%

:11:23. > :11:27.of people do not have a problem with that. As long as they do it

:11:27. > :11:30.discreetly. Why would not like that to be right in my face but you

:11:30. > :11:37.definitely should be allowed to. is natural and there is no reason

:11:57. > :12:02.complaint. It is a disgrace that some people think that breast-

:12:02. > :12:10.feeding is wrong. It is how babies are meant to get fed, how else?!

:12:35. > :12:37.outbreak at a hospital nursery on Teesside. The nursery at James

:12:38. > :12:41.Brooke hospital was closed after more than 20 children suffered

:12:41. > :12:46.sickness and diarrhoea. Six have been confirmed as having the E-coli

:12:46. > :12:49.virus but further tests on dozens of them -- dozens of other children

:12:49. > :12:53.have proved negative. The nursery reopen this morning.

:12:53. > :12:57.The Daily drop-off resumes. After an anxious wait for test results,

:12:57. > :13:02.the majority of children have been given the all-clear. Parents admit

:13:02. > :13:05.that the last two weeks have been difficult. It was worrying for me.

:13:05. > :13:09.Even if you're a nurse and you know little bit, when you hear things

:13:10. > :13:18.like that, you get a panic. But you have to be more sensible about it

:13:31. > :13:36.The South Tees NHS Foundation Trust says that 65 staff and children

:13:36. > :13:38.have been tested. Of those, 22 have been tested. Of those, 22

:13:38. > :13:44.developed sickness and diarrhoea. The trust says that it has six

:13:44. > :13:46.confirmed cases of E coli. One confirmed cases of E coli. One

:13:46. > :13:53.child still remains in hospital. An investigation into what caused the

:13:53. > :13:57.outbreak is now underway. He E-coli, it can come from food, it can come

:13:57. > :14:04.from other human beings and farm animals and from swimming Pools.

:14:04. > :14:09.All sorts of places. It is the Health Protection Agency's job to

:14:09. > :14:13.try and discover what the source of this particular outbreak was. Our

:14:13. > :14:17.job was to be as safe as possible as far as the children we look
