:01:00. > :01:04.Newcastle at the top and Sunderland Almost five years on from the

:01:04. > :01:09.Grayrigg rail crash in Cumbria, an inquest has finally opened into the

:01:09. > :01:16.death of an elderly who was a passenger on the train. The London

:01:16. > :01:21.to Glasgow express with over 100 people on board derailed in remote

:01:21. > :01:27.country side in February 2007. All nine carriageways careered off the

:01:27. > :01:33.rails. Margaret Masson died and nearly 30 others, including the

:01:33. > :01:38.driver, were injured. Alison, why has it taken nearly

:01:39. > :01:42.five years for this inquest to be held? Well, as the inquest opened

:01:42. > :01:48.this morning, the coroner apologised to Mrs Masson's family

:01:48. > :01:52.for it taking so long for it to get here. He pointed out similarities

:01:52. > :01:56.to the Grayrigg crash and the crash which happened in Potters Bar in

:01:56. > :01:59.2002 which claimed seven lives. He said those inquests had to be

:01:59. > :02:03.completed before this one could begin. The families of both sets of

:02:03. > :02:07.victims had called for the inquests to be held together because of the

:02:07. > :02:10.similarities. Both were caused by problems with track maintenance.

:02:10. > :02:13.But the Government ruled that couldn't happen. Better scrutiny

:02:13. > :02:18.would occur if they were held separately.

:02:18. > :02:23.Stphr it has finally started. What evidence have we heard today? Today,

:02:23. > :02:26.we've heard about what it was like to be on that train and why Mrs

:02:26. > :02:31.Masson was on there in the first place. Her daughter, Margaret

:02:31. > :02:35.Langley, described the family hadn't intended to travel north to

:02:35. > :02:38.Scotland until the following day but decided to take that evening

:02:38. > :02:42.train instead. Mrs Langley could remember nothing of the crash apart

:02:42. > :02:46.from waking up in hospital the next day. We heard a statement from her

:02:46. > :02:49.now late husband Richard, who died not as a result of the crash. He

:02:49. > :02:53.said he remembered being caught upside down in that carriage seeing

:02:54. > :02:57.his wife and mother-in-law lying together, calling out each other's

:02:57. > :03:03.names. We know Mrs Masson died soon after. We also heard from the drain

:03:03. > :03:07.driver, Iain Black. Who, despite being thrown from the driver's seed

:03:07. > :03:11.seat into the nose cone of the train and losing consciousness at

:03:11. > :03:16.times, he called ahead to ensure know others trains were sent down

:03:16. > :03:20.the tracks and into that wreckage. That's day one. What do we expect

:03:20. > :03:24.to hear tomorrow? Tomorrow, we'll hear further evidence from those

:03:24. > :03:30.first on the scenes from the rail accident investigation board. We'll

:03:30. > :03:33.here hear more about the problems about where the derailment happened.

:03:33. > :03:37.The inquest's expected to last two weeks.

:03:38. > :03:42.They've endured huge budget cuts and made scores of staff redundant.

:03:42. > :03:47.Now, Durham Police are starting to recruit frontline officers again.

:03:47. > :03:51.They are the first in the region to lift a recruitment freeze. It has

:03:51. > :03:55.been made possible by savings in the back office. Elsewhere, it

:03:55. > :03:58.looks bleak with tens of millions of pounds being slashed from police

:03:58. > :04:02.budgets across the North East and Cumbria.

:04:02. > :04:06.They are cuts the police described as savage. But now Durham says it

:04:06. > :04:10.can finally start bringing in fresh frontline bobbies like these once

:04:10. > :04:15.again. All those officers will be moving into the neighbourhood

:04:15. > :04:21.policing teams. So, there will be 20 communities that will see an

:04:21. > :04:25.extra officer walking their streets and making the community safer.

:04:25. > :04:32.Like many others, Durham Police has had a recruitment freeze. Recent

:04:32. > :04:37.times have certainly been chilling. A 20% budget cut over four years.

:04:37. > :04:40.139 staff made redundant in a 12 month period. The Police Federation

:04:40. > :04:46.says once Durham had 1700 police officers, the new target strength

:04:46. > :04:50.is more than 300 less than that. But the federation agrees the end

:04:50. > :04:55.of the recruitment freeze is clearly good news. 20 new officers

:04:55. > :04:59.is better than none, it says. The Police Authority says restructuring

:04:59. > :05:04.done, it's good housekeeping, like trimming the back office and

:05:04. > :05:07.anticipating the cuts in advance which means it can now move forward

:05:07. > :05:12.again. It wasn't a pleasant experience for us. We could see

:05:12. > :05:17.what was going to occur. We took these decisions very early on.

:05:17. > :05:21.We've had to restructure the force. There's been no view expressed to

:05:21. > :05:26.me or anyone imsee aware of that any member of the public has seen a

:05:26. > :05:29.change in the delivery of service. Durham says the first of its 20 new

:05:29. > :05:35.bobbies, who've already been assessed, will areef before

:05:35. > :05:39.Christmas. -- will arrive before Christmas.

:05:39. > :05:42.Peter joins me now. What's happening with the rest of the

:05:42. > :05:46.region's forces? Nothing's happening. That's reality problem.

:05:46. > :05:50.They are not reciting police officers. If you don't recruit,

:05:50. > :05:53.when people retire, you don't have people replacing them. Your numbers

:05:53. > :05:58.will fall. This is all because of the police force's financial

:05:58. > :06:03.situation. We can show you the figures now. You will' see the

:06:03. > :06:07.extent of the cuts. Cleveland are losing �24 million over four years.

:06:07. > :06:11.Northumbria, �17 million this financial year. Cumbria, �18

:06:11. > :06:16.million over four years. North Yorkshire are telling us they are

:06:16. > :06:20.making 61 redundancies. They will be civilian staff. You cannot make

:06:20. > :06:24.police officers redundant. It is complex but clearly lots of change

:06:24. > :06:28.ahead for our police forces. Thank you.

:06:28. > :06:32.The operator of a Tyneside scrap yard which was engulfed by fire

:06:32. > :06:35.earlier this year could face prosecution. The blaze in the Byker

:06:35. > :06:39.district of Newcastle was seen from miles around as firefighters

:06:39. > :06:46.battled to bring it under control. There have been many other fires at

:06:46. > :06:50.scrap yards froplts -- prompting fierce about health and

:06:50. > :06:55.environmental risks. The fire broke out at the scrap

:06:55. > :07:05.yard in Byker about 45 minutes ago. The smoke can be seen from several

:07:05. > :07:06.

:07:06. > :07:13.May this year, and Tyne and wear fire service is tested to the limit

:08:02. > :08:06.but you can say with a fair degree of accuracy, none of it you should

:08:06. > :08:10.be breathing. The Byker blaze started by accident. Clearing the

:08:10. > :08:13.site operator of any blame. But that's not the end of the matter.

:08:13. > :08:19.The Environment Agency completed its investigation. We can reveal

:08:19. > :08:22.that court action could follow. The yard operator's been questioned

:08:22. > :08:25.under caution about the amount and type of waste stored there. I

:08:25. > :08:29.understand they've been ordered to change the way they operate the

:08:29. > :08:37.site. Particularly the way waste is stored and handled. A decision on

:08:37. > :08:47.charges is expected in December. You can see more on that story in
