:00:09. > :00:11.Welcome to Friday's Look North. No, Deputy Prime Minister. The

:00:11. > :00:17.Government's billion pounds scheme to tackle youth unemployment gets

:00:17. > :00:20.short shrift from this job-seeker. Just watch me, how Lily's

:00:20. > :00:25.successful struggle to walk has inspired another youngster to

:00:25. > :00:30.follow in her footsteps. Winter draws on, or does it? A year

:00:30. > :00:34.ago it looked like theirs. Our predictions of another white hell

:00:34. > :00:39.wide of the mark? The new Bishop of Durham reveals a

:00:39. > :00:44.path that might surprise you. We meet the Manchester United fan

:00:44. > :00:47.doing his best to help Newcastle upset the odds at Old Trafford. And

:00:47. > :00:57.the Sunderland boss Steve Bruce on coping with the pressure, the

:00:57. > :01:03.

:01:03. > :01:09.He is the Deputy Prime Minister, she is an unemployed young person

:01:09. > :01:12.from Teesside and today they have had a disagreement. On the day the

:01:12. > :01:18.Government unveiled its 1 billion plan to tackle youth unemployment

:01:18. > :01:23.Nick Clegg took to the airwaves. He told the BBC national radio

:01:23. > :01:30.programme that 20 year-old Krystina Robinson could benefit from the

:01:30. > :01:34.Government's plans. The trouble is, she does not agree.

:01:34. > :01:38.Krystina Robinson is 20 and has been out of work for five months,

:01:38. > :01:45.so she was today Caerphilly taking in the Government's 1 bn town plans

:01:45. > :01:51.to tackle youth unemployment. Deputy Prime Minister Nick Clegg

:01:51. > :01:57.says he will help young people to learn or learn. No one is giving

:01:57. > :02:03.young people a chance to get experience in work. They want

:02:03. > :02:08.people with experience, but you cannot get experience unless you

:02:08. > :02:13.have a job. By the time Krystina caught up with the news, her case

:02:13. > :02:17.had already featured on BBC network radio and she had a very personal

:02:17. > :02:23.response to the Deputy Prime Minister. I've applied online and

:02:23. > :02:27.handed in my CV and no one has got back to us. Krystina is 20 and has

:02:27. > :02:31.been out of work for five months and feels demoralised and it is

:02:31. > :02:35.heart-wrenching to listen to it. She will be able to take up work

:02:35. > :02:40.experience locally where employers at no cost to them will be able to

:02:40. > :02:46.employ her for eight weeks. That is a big step change in the life of

:02:46. > :02:50.Krystina. But Krystina does not feel like that. It is eight weeks

:02:50. > :02:57.doing work. When the eight weeks are up you will be back to square

:02:57. > :03:02.one. You might not have a job. There might be somebody who gets a

:03:02. > :03:05.employed, but there will be a few who do not. Tonight the Deputy

:03:05. > :03:12.Prime Minister said as a statement saying he felt Chris Dean and

:03:12. > :03:19.others like her will still find the Government's Youth Contract Scheme

:03:19. > :03:23.youths will -- useful. A six-year-old girl who overcame

:03:23. > :03:29.the odds to learn to walk has inspired another child to try to do

:03:29. > :03:34.the same. Earlier this year we met Lily Gordon. Cerebral palsy meant

:03:34. > :03:37.that Lily could not walk on her own, but major surgery in the US has

:03:37. > :03:41.helped her and now another youngster, Callum Brown from

:03:41. > :03:48.Northumberland, has his heart set on the same surgery and the same

:03:49. > :03:56.goal, to be able to walk. Lily Gordon underwent major

:03:56. > :04:02.pioneering surgery in Missouri to help her walk for the first time.

:04:03. > :04:09.just took a couple of steps and fell over. She was quite tearful.

:04:09. > :04:13.She walked for the first time about four weeks ago. She was sat on the

:04:13. > :04:20.sofa and I was only about two feet away, but she stood up and walked

:04:20. > :04:24.towards me. She got excited and collapsed on top of me. We met her

:04:24. > :04:29.before she flew out on her 6th birthday. Her parents had heard of

:04:29. > :04:38.the operation, Selective Dorsal Rhizotomy, radical surgery on the

:04:38. > :04:43.spine and nerves, but surgery that means Lily can now walk. Now I can

:04:43. > :04:48.take a couple of steps by myself. Her story has inspired another

:04:48. > :04:54.youngster, Callum Brown from Northumberland. Seven year-old

:04:54. > :05:00.Callum also has cerebral palsy. His legs are in a constant crab and his

:05:00. > :05:08.family are now raising the 50,000 they need for the same operation.

:05:08. > :05:12.want to walk. It is unbelievable how much it has made such a

:05:12. > :05:20.difference to Lily's life and I can only watch and hope we get there to

:05:20. > :05:26.do the same. Holly Mills, thought to be the longest surviving person

:05:26. > :05:29.with variant CJD has died. Holly, 26, died at home in North Yorkshire.

:05:29. > :05:34.She had battled for eight years with a condition which was linked

:05:34. > :05:37.to mad cow disease. There were men seriously ill in hospital after

:05:37. > :05:43.taking so-called legal high tablets in Newcastle.

:05:43. > :05:47.It is thought she bought the polls from a shop called the happy ship -

:05:47. > :05:51.- Happy Chip on Waterloo Street. The woman is in a critical but

:05:51. > :05:57.stable condition. Two men and a 17 year-old boy have been arrested on

:05:57. > :06:01.suspicion of drugs offences. Plans to make cuts to the BBC's

:06:01. > :06:09.local radio stations have upset politicians and listeners. It plans

:06:09. > :06:13.licence fee settlement and has proposed cuts to regional current

:06:13. > :06:18.affairs programmes and some live weather forecasting and 20% staff

:06:18. > :06:23.cuts to local radio stations. The stations in Tees, Newcastle and

:06:23. > :06:32.Cumbria will lose local programmes and share staff. The BBC insists it

:06:32. > :06:37.will protect the most popular programmes.

:06:37. > :06:42.Breakfast on BBC Tees, peak listening time. The BBC's says cuts

:06:43. > :06:48.it should not affect the show, but afternoon, evening and some weekend

:06:48. > :06:53.programme will be shared regionally or across the whole of England.

:06:53. > :06:57.Breakfast, at mid-morning, dried thyme sport is where 86% of the

:06:57. > :07:00.audience spend their time. Where we have less money and if we can

:07:00. > :07:05.detect that side of the business, that is more important than

:07:05. > :07:10.spending money in off-peak times. But that is not what Brian wants to

:07:10. > :07:14.hear. He has been tuning in to BBC Tees for 40 years. Since his wife

:07:14. > :07:24.died, it has become a lifelike and says Sherrin programmes will be a

:07:24. > :07:24.

:07:24. > :07:30.mistake. It will no longer be local radio anymore. You will get

:07:30. > :07:35.programmes from Manchester and Leeds. It loses its identity.

:07:35. > :07:39.Unions fear all programmes will be affected. Sharing programmes and

:07:39. > :07:43.the afternoon would save perhaps two jobs on the station that did

:07:43. > :07:48.not have its programme. They are talking about seven and nine, so

:07:48. > :07:54.where are the other jobs coming from? Of course other programmes

:07:54. > :07:59.will be affected. The cuts are also worrying the region's politicians.

:07:59. > :08:03.Listeners have until the end of the year to make their views known.

:08:03. > :08:10.The proposed BBC regional cuts will be discussed on the Politics Show

:08:10. > :08:13.this Sunday. The Metro operator Nexus says its

:08:13. > :08:19.ban on mobility scooters on the Tyne and Wear Metro will stay in

:08:19. > :08:24.place. It was introduced in 2008 after four incidents in which users

:08:24. > :08:28.fell onto the line twice after crashing through closed train doors.

:08:28. > :08:34.Nexus says it cannot find a way they can be carried without an

:08:34. > :08:37.unacceptable level of risk. George Michael's concert at

:08:37. > :08:43.Newcastle's Metro Radio Arena next Saturday has been postponed. He is

:08:43. > :08:47.ill with pneumonia. The dates are being re-scheduled.

:08:47. > :08:52.Small businesses in Whitby claim that closure of part of one of the

:08:52. > :08:56.town's Peers has had a devastating effect on trade. Scores of anglers

:08:56. > :09:03.who usually fish off the West Pier extension are going elsewhere,

:09:03. > :09:07.taking their spending power with them. For Jackie Greaves the

:09:07. > :09:13.closure three months ago of Whitby's West Pier extension has

:09:13. > :09:22.been a disaster. Her two angling shops in the town have been hit

:09:22. > :09:28.hard. We went from selling 20 kits the day to none. The phone started

:09:28. > :09:32.ringing, people were asking if it was true that the peer was close to,

:09:32. > :09:36.saying they would ring back in a few weeks and now the phone never

:09:36. > :09:41.rings. The business as a health the online store and that is expanding,

:09:42. > :09:45.but other businesses in Whitby do not have that luxury. 50 anglers a

:09:45. > :09:50.day have just melted away from the town. They don't go to the

:09:50. > :09:53.newsagents, the pub, they don't eat out, they don't use the guest

:09:53. > :09:58.houses and that tackle shops. extension was closed because the

:09:58. > :10:02.old crossing was unsafe. A temporary one will be in place next

:10:02. > :10:08.week and a permanent one will follow. But for Paul Kilpatrick who

:10:08. > :10:12.takes anglers out on his boat he cannot understand why it has taken

:10:12. > :10:19.Scarborough Borough Council so long to get that temporary crossing in

:10:19. > :10:23.place. It is shocking it has taken so long. Three months, it is crazy.

:10:23. > :10:28.The man from the council has the answer. It is bureaucracy,

:10:29. > :10:32.basically, but also making sure it is done properly. Work will start

:10:33. > :10:39.next week and we are told with a fair wind it will be completed next

:10:39. > :10:44.week. There is one angler on the Pier at Whitby. Sadly for Martin

:10:44. > :10:52.and Jackie's shop and Paul's boat it is only this oversized, metal

:10:52. > :10:56.sculpture. Can you remember what you're doing

:10:56. > :11:00.a year ago today? If you were digging your car out of a snow

:11:00. > :11:06.drift or looking after a child whose school was closed I bet you

:11:06. > :11:12.do. November 25th was when the big freeze came. But this year it is

:11:13. > :11:17.one of the mildest November as on record. Adrian were shivering last

:11:18. > :11:24.year, but not tonight. No, it is milder tonight, but still

:11:24. > :11:28.a little bit chilly. November 25th last year was when the big freeze

:11:28. > :11:36.started. We were caught napping by that huge snowfall which came a

:11:36. > :11:41.month before Christmas. At daybreak on November 25th last year, we were

:11:41. > :11:46.all waking up to a winter Wonderland, or in other words a

:11:46. > :11:54.driver's nightmare commute to work. Roads were blocked, schools were

:11:54. > :11:58.closed and we were digging in for two weeks of very cold weather.

:11:58. > :12:03.were selling twice the amount in terms of numbers of customers and

:12:03. > :12:08.there were 10 times more and we were rushed off our feet. But one

:12:08. > :12:13.year on, the retailers are praying for snow to shift their stock.

:12:13. > :12:18.is nice for her as being out on the crowds and the sun, but in terms of

:12:18. > :12:23.business it has not been very good. Will it be the third hard winter in

:12:23. > :12:32.a row? We thought a Russian man might know. I think this winter is

:12:32. > :12:37.going to be cold. If you see the berries, it is only the sign. I

:12:37. > :12:41.suggest the winter is going to be culled. The a keep saying we are

:12:41. > :12:46.going to have a hard one, but we are hoping we will not get one.

:12:46. > :12:52.you think it is scare stories? Sometimes, sometimes. They

:12:52. > :12:55.exaggerate a bit, I think. It is looking like we are going to get

:12:56. > :13:00.away with it at the moment, but closer to the end of the year it

:13:00. > :13:05.might start kicking in. I think it will definitely snow, maybe a

:13:05. > :13:10.little bit late after Christmas this time. Do you like there is no?

:13:10. > :13:16.I like it when you do not have to go out in it. Christmas Day would

:13:16. > :13:19.be perfect. There is one young lady's Christmas wish. We are all

:13:19. > :13:29.amateur weather forecasters and I have got a professional with me

:13:29. > :13:29.

:13:29. > :13:34.here. How far in advance can we One thing that forecasters be

:13:34. > :13:42.dealer cat is pressure over the North Pole. Last year and then you

:13:42. > :13:46.before, pressure over the North Pole was unusually high. This year,

:13:46. > :13:53.pressure over the North Pole is normal. They are getting snow

:13:53. > :13:56.storms, so we might not. But it is early days.

:13:57. > :14:02.How that will be back for the full weather forecast for the weekend at

:14:02. > :14:06.the end of the programme. Thank you very much.

:14:06. > :14:10.An ancient and traditional ceremony has taken place in County Durham.

:14:10. > :14:12.The new Lord Bishop of Durham was welcomed into his diocese ahead of

:14:12. > :14:15.his official enthronement tomorrow. The Right Reverend Justin Welby

:14:15. > :14:20.walked over Croft Bridge from North Yorkshire into County Durham where

:14:20. > :14:23.he was met by an official party and presented with a ceremonial sword.

:14:23. > :14:25.Bishop Justin will be officially installed in his role at another

:14:25. > :14:35.ceremony at Durham Cathedral tomorrow. For tonight's Look North

:14:35. > :14:43.

:14:43. > :14:47.Report Peter Lugg went to meet him Consecration day at York Minster as

:14:47. > :14:56.the new Bishop of Durham takes his place at the top of the Anglican

:14:56. > :15:05.Church. Their new incumbent, Right Reverend Justin Welby looks at --

:15:05. > :15:09.it looks a godly enough sort, but could be counted as one of the

:15:09. > :15:15.awkward squad. The new bishop has a background in the oil industry. He

:15:15. > :15:22.can boast a former Deputy Prime Minister in the family. My mother's

:15:22. > :15:29.uncle was a Rab Butler. She was brought up by him during the Second

:15:29. > :15:35.World War. He was a very big influence on her and, through her,

:15:35. > :15:41.on me. It was the late 1970s, things were very bad economic cliff.

:15:41. > :15:47.What goes around comes around. I applied for jobs and did not get

:15:47. > :15:51.them. I got a job working for a French a company in Paris.

:15:52. > :15:57.tragedy struck the new Executive when his first child was killed in

:15:57. > :16:03.a road accident. In a strange way, we were both of us closer to God

:16:03. > :16:08.than at almost any other time in our lives. I think I learnt what it

:16:08. > :16:13.means to have a relationship with God. It is not about saying, you

:16:13. > :16:20.are wonderful, if you look at the sums in the Bible, it is a

:16:20. > :16:27.willingness to be very angry and to ask hard questions and see what he

:16:27. > :16:30.says back. After studying for the priesthood, Bishop of well be found

:16:30. > :16:34.herself working for the international or reconciliation

:16:34. > :16:44.service in Africa. They talked about the family's been tortured

:16:44. > :16:54.and killed, even in recent days. We met extraordinary people and

:16:54. > :16:55.

:16:55. > :16:59.terrible people. And terrible people who have changed. He comes

:16:59. > :17:02.to a Diesis looking a little frayed at round the edges. Can an

:17:02. > :17:06.auditorium of from a privileged background relate to economic

:17:06. > :17:14.misery that the rest of us are going through. The will have to ask

:17:14. > :17:18.people I have worked with as a parish priest, living in

:17:18. > :17:24.communities like this, taking children to school, all at the

:17:24. > :17:29.things you do every day. What has gone on in the City of the last few

:17:29. > :17:38.months must have been fascinating for you? People who have those huge

:17:38. > :17:44.privileges have equal responsibilities. The grass outside

:17:44. > :17:53.Durham Cathedral would make a good campsite? Yes, and if they want to

:17:53. > :17:56.camp out in this weather, they are welcome to it.

:17:56. > :17:59.12 Days to raise money for 12 potentially life saving flights.

:17:59. > :18:03.That's the target the Great North Air Ambulance Service has set

:18:03. > :18:06.itself. The charity's Christmas fundraising campaign was launched

:18:06. > :18:10.today with a little help from people they've saved in the past.

:18:10. > :18:14.Mary Askew reports. Everyone in this picture owes their

:18:14. > :18:24.life, or the life of their child to the work of the Great North Air

:18:24. > :18:30.Ambulance Carol Foreshaw was in a motorbike crash.

:18:30. > :18:34.It took my leg off and severed a major artery. I lost a lot of blood.

:18:34. > :18:43.It took me to ambulant -- it took me to hospital in just about 10

:18:43. > :18:46.minutes, it would have taken about one hour by road.

:18:46. > :18:54.Each time the helicopter and its crew takes off, it costs on average

:18:54. > :18:57.2,500. Without money, simply, the charity wouldn't exist.

:18:57. > :19:01.It's the speed of the Air Ambulance that saves lives. Nikita Battye was

:19:02. > :19:07.four when she was kicked in the head by a horse. The road ambulance

:19:07. > :19:16.would have taken too long. The air ambulance to go but 10 minutes.

:19:16. > :19:26.That is the difference between net saving a life and a child dying.

:19:26. > :19:29.

:19:29. > :19:32.We'll come to Newcastle's big game at Old Trafford in a moment. But

:19:32. > :19:35.first, Sunderland striker Fraizer Campbell is moving towards a long-

:19:35. > :19:38.awaited return to action. Campbell hasn't played for the first team

:19:38. > :19:41.since August last year after suffering two serious knee injuries.

:19:41. > :19:44.But he's back in training, and he's hoping to play in a friendly match

:19:45. > :19:47.in the next 10 days. Too soon for tomorrow's visit of

:19:48. > :19:57.the Premier League's bottom club, Wigan, but a welcome piece of good

:19:58. > :20:06.

:20:06. > :20:16.Not much has gone right for Steve Bruce this season. Every day,

:20:16. > :20:19.you've been able to hear and read Don't worry, we've been called a

:20:19. > :20:27.lot worse. And despite what he thinks, most of the press pack like

:20:27. > :20:31.him! Certain parts of the media here, they are difficult, shall we

:20:31. > :20:38.say. You try and treat them with the respect they deserve. They are

:20:38. > :20:45.trying to do a job. But in certain parts, it has been ridiculous.

:20:45. > :20:48.handles at the media very well. He speaks to us off the record. He is

:20:48. > :20:55.one of the proper football people in the game and he makes us very

:20:55. > :21:02.welcome when we come down here. He is a nice guy. But it is part of

:21:02. > :21:10.our job, when the results are going well, you cannot ignore it. -- them

:21:10. > :21:18.results are not going well. If you are going to manager this level,

:21:18. > :21:28.you are going to get stick. We have not had the best of results so you

:21:28. > :21:30.

:21:30. > :21:34.go under pressure. I have enjoyed the job tremendously despite that.

:21:34. > :21:44.We have thousands of fantastic supporters. We need to give them a

:21:44. > :21:47.

:21:47. > :21:50.result which they can be pleased Well, Newcastle face their second

:21:51. > :21:54.trip to Manchester in a week. Last Saturday saw the Magpies suffer

:21:54. > :21:57.their first league defeat of the season, at Man City. But on his

:21:57. > :22:00.first return to Old Trafford since he left two years ago, defender

:22:00. > :22:03.Danny Simpson reckons Newcastle have now got what it takes to beat

:22:04. > :22:13.his old club there, for the first time in almost 40 years. Dawn

:22:14. > :22:18.

:22:18. > :22:20.Just 48 hours before the big game at Old Trafford and defender Danny

:22:20. > :22:29.Simpson lets youngsters from Dunston Riverside Primary into some

:22:30. > :22:33.dressing room secrets. We make sure that we are together in this corner.

:22:33. > :22:37.We are a bit superstitious. While Simpson is under pressure to

:22:37. > :22:43.sign a new contract quickly or risk being moved on, it's clear he's

:22:43. > :22:48.more than happy running out in front of 50,000 fans at Newcastle.

:22:48. > :22:51.You get that feeling, that adrenalin rush.

:22:51. > :22:54.There will be plenty of adrenalin this weekend as well and you can

:22:54. > :23:04.always rely on children to ask those awkward questions like who do

:23:04. > :23:09.

:23:09. > :23:16.you support? I am a man United fan. And we play them this weekend. I'm

:23:16. > :23:19.want to take on three points and I am convinced we can.

:23:19. > :23:23.And Danny will have to draw on all that self-belief on his first

:23:23. > :23:28.return to his home town club. Obviously, I left there are few

:23:29. > :23:36.years ago. But it was a grey move, the best move I have done. But I

:23:52. > :23:56.Meanwhile, in League One, Carlisle are at home to Colchester who are

:23:56. > :23:59.managed by ex-Blues boss John Ward. He saw his side thumped 5-1, at

:24:07. > :24:16.afternoon. They will be organised and hard to beat and hard to break

:25:16. > :25:26.It is not looking great for this We have a weather warning of strong
