:01:04. > :01:07.smiling". That's how a 16-year-old boy who drowned in the River Wear
:01:07. > :01:10.has been described today. Colin Dodds was cooling off in the water
:01:10. > :01:14.with friends near his home in Bishop Auckland when he got into
:01:14. > :01:18.difficulty on Saturday afternoon. His body was recovered in the early
:01:18. > :01:21.hours of Sunday morning. He's the second young person to drown in the
:01:21. > :01:26.river this year. Today it's emerged that Colin was the third son to die
:01:26. > :01:36.from the same family. Our reporter Stuart Whincup is at the scene now.

:01:41. > :01:47.Just a small sign of how popular this young teenager wires. It shows
:01:47. > :01:51.how much she was loved by friends and family. They have been coming
:01:51. > :01:55.here, schoolmates had been coming here, we spoke to people who never
:01:55. > :02:00.knew him or the family, but were very touched by what happened and
:02:00. > :02:04.wanted to come and pay their respects.
:02:04. > :02:08.There tributes describe a much loved young boy who was happy and
:02:08. > :02:11.always making his friends laugh. Bourdais, those friends had been
:02:11. > :02:16.coming here to lay flowers will stop some said they still felt numb
:02:16. > :02:21.and could not believe they would never see him again. He was a
:02:21. > :02:26.lovable little character. Everybody knew him. It is such a tragic loss.
:02:26. > :02:33.When I heard about it, I just kept praying that they would find him
:02:33. > :02:37.alive. It is upsetting. He and his friends had gone to the river on
:02:37. > :02:42.Saturday afternoon to cool off. But all of a sudden, he got into
:02:42. > :02:46.difficulty. His friends describes desperately tried to rescue him,
:02:46. > :02:50.swimming towards them and trying to grab him out of the water, but they
:02:50. > :02:54.could not reach. They called for health. The emergency services
:02:54. > :03:01.spent the night searching the be a vet and on Sunday morning, they
:03:01. > :03:06.recovered his body, close to where he was last seen. -- searching the
:03:06. > :03:10.River. He is the third son the family lost. 10 years ago, they
:03:10. > :03:16.lost a baby boy who died after complications from a premature
:03:16. > :03:23.birth. Three years ago, his older brother, Ryan died from multiple
:03:23. > :03:27.organ failure at the age of 14. When I saw his mother yesterday, I
:03:27. > :03:35.do not think it had sunk in. As a parent, I cannot imagine what it is
:03:35. > :03:39.like for them. I think it has been a shock and now, the realisation.
:03:39. > :03:43.My role is to support them through this and take them through the next
:03:43. > :03:50.few days and support them in the weeks ahead. Local people touched
:03:50. > :03:57.by the tragedy have set up a fund to support the family.
:03:57. > :04:02.A terribly sad story, a second drowning in the area this year.
:04:02. > :04:06.this tragedy comes five months after an eight-year-old boy fell
:04:06. > :04:11.into the river a few miles from this point here. But police have
:04:11. > :04:14.repeated their warning urging young people of the dangers of the
:04:14. > :04:20.reverse saying how unpredictability is and warning people to stay awake.
:04:20. > :04:27.Back to the studio. Thank you. A man's died after falling 30 feet
:04:27. > :04:30.through a hatch on a ship. It happened yesterday evening at
:04:30. > :04:32.Irvine's Quay at Hartlepool Marina. The 59-year-old man was taken to
:04:32. > :04:35.James Cook Hospital in Middlesbrough but died from his
:04:35. > :04:38.injuries. It's understood he was working onboard the "Bright Ocean"
:04:38. > :04:41.vessel when he fell, but that hasn't been confirmed.
:04:41. > :04:44.A Roman cavalry helmet, that was found in a Cumbrian field and was
:04:44. > :04:48.sold for more than two million pounds, goes on public display this
:04:48. > :04:51.week, for the first time. The Crosby Garrett Helmet, named after
:04:52. > :04:54.the village near to where it was discovered in May 2010, is one of
:04:55. > :04:58.the stars of "Bronze" - an exhibition at the Royal Academy in
:04:58. > :05:03.London. Carlisle's Tullie House museum tried, in vain, to raise the
:05:03. > :05:07.funds to keep the near 2,000 year- old helmet in Cumbria.
:05:07. > :05:09.Carlisle United Football Club say its plans for a new ground are in
:05:09. > :05:13.doubt, following the findings of a city council report into the
:05:13. > :05:17.development. The aim was to pay for the new ground in the Kingmoor area
:05:17. > :05:19.of the city through an adjacent retail park. But, on the club's
:05:19. > :05:24.website, Carlisle United say there's not going to be enough
:05:24. > :05:26.retail space to financially support the new stadium.
:05:26. > :05:31.Parents in North Tyneside are meeting tonight to discuss plans to
:05:31. > :05:33.merge an independent school with a state-funded primary. A week ago,
:05:33. > :05:38.The Kings School in Tynemouth announced its proposal to form an
:05:38. > :05:41.academy with its neighbour, Priory Primary, from next September. The
:05:41. > :05:51.move would see King's drop its �9,000 a year fees, and be funded
:05:51. > :05:55.centrally by Government. It has been difficult for a lot of parents
:05:55. > :06:00.to meet the fees. In a way, one has an ideal of education that we can
:06:00. > :06:02.do what we do now, and not have people pay for it. This is an
:06:02. > :06:05.opportunity to step in this direction.
:06:05. > :06:09.It's a charity that helped this little girl Olivia, who has
:06:09. > :06:11.cerebral palsy, to walk and talk. But Caudwell Children is now facing
:06:11. > :06:15.a huge struggle of its own. Children with disabilities across
:06:15. > :06:17.the North East and Cumbria have been helped by Caudwell. But as the
:06:17. > :06:21.economic crisis bites and more charities compete for donations,
:06:21. > :06:23.its income has slumped drastically. Despite the success of the Great
:06:23. > :06:28.North Run, helping to boost flagging donations in previous
:06:28. > :06:38.years - they aren't sure anyone is running for them this year. Here's
:06:38. > :06:40.

:07:10. > :07:14.for the charity supporting these children, times are becoming
:07:14. > :07:17.increasingly tough. -- but for the charity. One of the charities
:07:17. > :07:22.supporting her is Caudwell Children. But it's recently seen a massive
:07:22. > :07:26.drop in its donations and they're worried. If we cannot continue to
:07:26. > :07:31.help children like Bolivia on the scale that we are at the moment, it
:07:31. > :07:34.does not bear thinking about. It will have drastic consequences for
:07:34. > :07:36.families of disabled children. Their support for families of
:07:36. > :07:39.disabled children, including Paralympians, is under serious
:07:39. > :07:46.threat. And while past years have seen a funding boost from Great
:07:47. > :07:50.North Runners, it's not happening this year. I know that we have got
:07:50. > :07:55.a little too no runners this year, whereas before, we would have
:07:55. > :07:58.applicants from the word go. As soon as entry is open. The Percy
:07:58. > :08:04.Hedley Foundation will have a cash boost by this weekend's Great North
:08:04. > :08:09.Run - but they too are facing tough times. Our core funding is
:08:09. > :08:13.obviously an issue, because of cuts in a local budgets, the austerity
:08:14. > :08:18.measures, and the fact that we have an economic recession, which is
:08:18. > :08:22.hitting the north-east harder than others. It is really hard for
:08:22. > :08:26.fundraisers across the region. We are very small region with a small
:08:26. > :08:29.pot. Olivia meanwhile is making great progress - and the charities
:08:29. > :08:35.helping her can only hope that they'll be here to support many
:08:35. > :08:38.more children in future. A Northumberland ice cream seller
:08:38. > :08:42.who was told she could no longer trade in Falmouth has won her
:08:42. > :08:44.appeal against the decision. Helen Smith, from Shilbottle, was told by
:08:44. > :08:48.Northumberland County Council she couldn't trade in the seaside
:08:48. > :08:56.village on road safety grounds. She had previously traded there for two
:08:56. > :09:01.and half years. Chantalle Edmunds reports.

:09:46. > :09:49.road. I had missed a season, but because I have won the appeal, I am
:09:49. > :09:54.not too bothered about that. That means I can now get back to
:09:54. > :09:58.business sense do what I want to do. Am just going to put all of that
:09:58. > :10:02.behind me. A Northumberland County Council said in a statement this
:10:02. > :10:07.afternoon that after considering the evidence from all parties
:10:07. > :10:13.concerned, the decision was taken to uphold the appeal and grant
:10:14. > :10:18.consent for her to trade from an area of Riverside Road. After 163
:10:18. > :10:28.days without trade, Helene Smith hopes to have simply delicious back

:10:32. > :10:37.The Rigg twins have started school in Knaresborough in North Yorkshire.
:10:37. > :10:39.Jack and Jaden are both four years old. But, whereas Jaden is a

:10:42. > :10:49.The family are ecstatic that both children have been able to start
:10:49. > :10:52.mainstream education together. Peter Lugg went to meet them.
:10:52. > :10:58.Your first week at school can always seemed a little daunting.
:10:58. > :11:07.When you have had the kind of start in life that young Jack has had,
:11:07. > :11:12.then at four years old, this young boy has real courage. He has that
:11:12. > :11:17.severe cerebral palsy. He had a very traumatic birth originally. We
:11:17. > :11:25.thought he would not be able to do very much and would be severely
:11:25. > :11:28.disabled physically and competitively. -- cognitively. He
:11:28. > :11:36.had says sister beside him, and for the first time, things are going
:11:36. > :11:40.very well. It was are a dream to send the twins to school together.
:11:40. > :11:43.We did not think we would be able to realise that. It has been
:11:43. > :11:48.something we have hoped for for a number of years and we are
:11:48. > :11:52.delighted to see it happening. the teachers here, having Jack in
:11:52. > :12:00.the classroom would be a challenge, but when they are more than ready
:12:00. > :12:04.to accept. At this stage, it is right down to the basics, so he
:12:04. > :12:09.shall come and play in the areas and to counting and use objects to
:12:09. > :12:13.count with and you read books as well. He will play in the water and
:12:13. > :12:17.in the sand. It is all very tactile and the kind of education he can
:12:17. > :12:22.join in with. An electric wheelchair will make his life much
:12:22. > :12:27.easier, and with greater mobility, there could be no stopping him.
:12:27. > :12:31.Nobody knows what he could be capable of, but his recognition and
:12:31. > :12:34.communication skills suggest his mental ability could be very high.
