:00:39. > :00:44.part in the salvage of the vessel. And in sport here at

:00:44. > :00:48.Chester—le—Street, Durham were crowned cricket's County

:00:48. > :00:52.Championships. A remarkable achievement for the youngest county

:00:52. > :01:02.side lifting their third title in just six seasons.

:01:03. > :01:09.It's a decision which has been branded an utter disgrace. Bobby

:01:09. > :01:13.Turnbull's been campaigning for tougher gun laws shins his mother

:01:13. > :01:19.and two other family members were shot and killed at their home in

:01:19. > :01:25.County Durham. The Government promised him they'd impose a big

:01:25. > :01:31.rise in gun licenses. But the change has been ditched. MrTurnbull fears

:01:31. > :01:35.that will put public safety at risk. Michael Atherton had a history of

:01:35. > :01:40.Demos particular and drink—related violence. He also had a firearms

:01:40. > :01:45.certificate. On New Year's Day last year, Atherton shot and killed three

:01:45. > :01:49.members of his family before turning the gun on himself. Bobby Turnbull

:01:49. > :01:54.lost his mother, sister and aunt in the shootings. He's been campaigning

:01:54. > :01:59.to toughen gun law ever since. He says the licence fee is too low and

:01:59. > :02:03.putting lives at risk. An increase could fund a tighter system. It

:02:03. > :02:09.could be used for better background checks. I believe if it is generated

:02:09. > :02:15.back into police and firearms departments it could protect public

:02:15. > :02:20.safety. Three months ago at a meeting in London, the Home Office

:02:20. > :02:27.Minister Damian Green promised bucky Turnbull the price would rice. That

:02:27. > :02:32.plan has now been shelved by a Cabinet committee. I am frustrated

:02:32. > :02:38.by this. In the vast majority, people are law abiding. But they

:02:38. > :02:44.have a well funded lobby which can touch decision makers and they've

:02:44. > :02:49.brought their influence to bear. I was expecting to hear there was an

:02:49. > :02:55.increase in the cost of a license. To hear they are delaying it to look

:02:55. > :02:59.at it at a later date is very from you straighting. For them to agree

:02:59. > :03:04.and then go back on their word, it is hard to understand why. The

:03:04. > :03:09.charge for a five—year firearms certificate has replaned the same

:03:09. > :03:14.for over a decade. But there's a lot of work for the police to do if they

:03:14. > :03:21.are to weed out though unsuitable to hold a gun. It costs se £250 to

:03:21. > :03:29.handle each application. They estimated the cost of licenses was

:03:29. > :03:39.£25 million. Yet only 6.4 million were collected in fees. That a loss

:03:39. > :03:44.of £18.6 million loss nor the taxpayer. I think this is

:03:44. > :03:48.ridiculous. I understand at a time of austerity people need to be

:03:48. > :03:53.careful about increasing the cost of anything. But this clearly is low

:03:53. > :03:59.and a review is long overdue. But gun owners say the police figures

:03:59. > :04:05.are inflated and disguise the fact gun control at some forces,

:04:05. > :04:10.including Durham, is inefficient. We are all for paying a fair price for

:04:10. > :04:14.a fair and decent service which protects the public and provides us

:04:14. > :04:19.with a good service. No problem with that. A fair price means the full

:04:19. > :04:24.cost that it costs the police? Yes, if it is a full necessary cost. We

:04:24. > :04:29.don't want to pay for unnecessariburg ok Si or paying for

:04:29. > :04:35.the slip shod service which had de such disastrous results at Durham.

:04:35. > :04:38.The Government has received details from ACPO. We asked the Policing

:04:38. > :04:44.Minister Damian Green for an interview. But he wasn't available.

:04:44. > :04:48.The Home Office told us it remained committed to ensuring the taxpayer

:04:48. > :04:53.did not continue to subs die the cost of a gun license. A new plan

:04:53. > :05:00.along those lines would be made public soon.

:05:12. > :05:19.80% of police officers in North Yorkshire say they're suffering from

:05:19. > :05:23.low morale according to a survey by the county's Police Federation. The

:05:23. > :05:27.organisation which rep scents rank and file officers says many of its

:05:27. > :05:31.members want paperwork to be cut and more officers recruited to work on

:05:31. > :05:37.the frontline. The Chief Constable on the force says he has a committed

:05:37. > :05:43.and motivated team but the economic crisis is having a knock on effect.

:05:43. > :05:48.John Cundy has this report. As four years of massive police cuts

:05:48. > :05:51.nationally begin to bite, 100 members of the Police Federation in

:05:51. > :05:57.North Yorkshire will tonight tell their Chief Constable of their fears

:05:57. > :06:05.for the future. In my 29 years service in this count I county this

:06:05. > :06:14.is the lowest I've known morale. The a federation poll said 80% saying

:06:14. > :06:19.morale ofs low. 84% were worried by training cuss. We need to deliver a

:06:19. > :06:24.quality service to victims, the vulnerable and offenders. We can't

:06:24. > :06:33.do that if people's heads are down. National police commentators, goes

:06:33. > :06:37.further. I'm hearing there are lots of officers across the country

:06:38. > :06:43.becoming ill with stress—related illnesses. Officers on or off—duty

:06:43. > :06:47.are working 24 seven. We hear when things go wrong. Police officers and

:06:47. > :06:54.our emergency services are running towards that danger. The Federation

:06:54. > :06:59.have been battered. They've not been spoken to or engaged with with at

:06:59. > :07:06.Government level for many years. North Yorkshire's chief scone stab

:07:06. > :07:10.Dave Jones acknowledges the concerns of the federation but says it is to

:07:10. > :07:15.the fore's credit that North Yorkshire has the highest public

:07:15. > :07:21.satisfaction ratings in the country. This is a wake—up call. This is

:07:21. > :07:28.about what's gone on over the last few years. Let's put it right. Maybe

:08:41. > :08:50.played the key role in the delicate operation. Deepocean from Darlington

:08:50. > :08:52.provided the essential 3D model of the vessel for the salvage company

:08:52. > :08:58.to work from. The operation to raise the Costa

:08:58. > :09:03.Concordia after 20 months on its side was long and complex. It too

:09:03. > :09:08.two hours for the movement of the colossal ship to become visible to

:09:08. > :09:14.the eye and 19 hours in total before it was fully righted. That the 114

:09:14. > :09:18.ton recognise was lifted off the rock is thanks in part to this

:09:19. > :09:25.darnling ton company. It made a 3D image of the Costa Concordia resting

:09:25. > :09:29.on its rocky seabed perch with lasers above the water and echo

:09:29. > :09:33.sounders below. Previously, divers would have gone down and taken

:09:33. > :09:40.different structures which are needed to right the boat to be

:09:40. > :09:46.lifted in. Are previously divers would have taken different sketches

:09:46. > :09:50.of part of the submerged structure. Engineers planned from that. A diver

:09:50. > :09:57.can never see the full bigger picture. He can't take contest. With

:09:57. > :10:03.this, he can build up with squares, a full 3D structure of the whole

:10:03. > :10:08.vessel. The ship will be refloated and scrapped. Darlington expertise

:10:08. > :10:13.is still needed and work goes on. The side of the vessel tilted into

:10:18. > :10:24.surveying the side of the vessel in towards the island so the engineers

:10:24. > :10:28.can understand the exact shape of the hull before it was buckled by

:10:28. > :10:32.the rock. The company's using the technology it developed in other

:10:32. > :10:37.subsea ways. Surely safe to say nothing will rival its part in the

:10:37. > :10:43.largest salvage of a passenger vessel on record.

:10:43. > :10:53.An investigation's underway after the sit izens Advice Bureau in

:10:53. > :10:57.Newcastle inadvertently released conflict information about some of

:10:57. > :11:03.its client were accidentally made available on the internet. The

:11:03. > :11:09.information commissioners office is looking into the incident. Newcastle

:11:09. > :11:12.CAB say all those affected are being contacted.

:11:12. > :11:20.11 failing Hospital Trusts, including north Cumbria University

:11:20. > :11:25.hospitals, are to have their management teams taken over. The

:12:02. > :12:10.Britain left the EU. Nigel Farage said a big plan like Nissan would

:12:15. > :12:20.trading freely just as Norway, Switzerland and 48 other global

:12:20. > :12:24.countries. The UK is now the biggest export market in the world for

:12:24. > :12:29.France and Germany. They need us far more than we need them.

:14:40. > :14:47.there's no long—term commitment on either side. What the Navy's looking

:14:48. > :14:53.for is potential. We deploy every Easter holidays days for four weeks

:14:53. > :14:58.and summer holidays for six weeks. They'll spend ten days on board.

:14:58. > :15:04.Every Thursday night during term time drill nights, learning and

:15:04. > :15:11.theiry and basics before putting it into packities. —— practice. It is

:15:11. > :15:18.cosy in here. That teaches the students team work, discipline and

:15:18. > :15:24.have to give and take. I think this forces you to grow up early. You get

:15:24. > :15:30.pushed into the deep end and you have to cope. To show you can get on

:15:30. > :15:35.with 12 other people in such a confined space. For a long period of

:15:35. > :15:40.time. It shows employers you will be fine in the workforce. Like our

:15:40. > :15:44.other armed forces, the Navy has been going through a period of slow

:15:44. > :15:48.con traction. So, while the top brass needs to know junior officers

:15:48. > :15:53.of the future are already being identified, they need to know the

:15:53. > :15:58.Royal navy will a stable, long—term employer. I think we've always been

:15:58. > :16:02.such a significant Navy all other nations have looked up to. We are

:16:02. > :16:07.still building new ships. We are remaining modern. There's no way

:16:07. > :16:15.that will change. We still remain a force to be reckoned with.

:16:15. > :16:20.Looks exciting. So does this. It has been quite a year for Durham

:16:20. > :16:24.cricket. Jeff is in Chester—le—Street for us tonight.

:16:28. > :16:32.because celebrations are still going on here. Durham have been crowned

:16:32. > :16:37.the King's of English cricket once again. It took them an hour to knock

:16:37. > :16:43.off the runs they needed to beat Nottinghamshire and be crowned

:16:43. > :16:47.county champions for 2013. A remarkable achievement given at the

:16:47. > :16:54.start of the season many experts were tipping them for relegation.

:16:54. > :17:00.This was the moment Durham sealed an eight wicket win over knots, their

:17:00. > :17:07.fifth victory in a row —— over Nottingham. Their fifth victory in a

:17:07. > :17:11.row. They won the County Championship for the third time in

:17:11. > :17:14.six seasons. A remarkable achievement for any club but

:17:15. > :17:18.especially one which had to shed staff because of financial problems

:17:18. > :17:23.and which couldn't afford an overseas star this year. They relied

:17:23. > :17:27.on the locals. Six from this team are from the north—east niece. One

:17:27. > :17:31.from Cumbria. Nine came through the Durham ranks. That makes it even

:17:31. > :17:36.more special. That's the best part about it. They are all local, or the

:17:36. > :17:42.majority. They are all friendly. No airs and graces. It is all

:17:42. > :17:47.home—grown talent. Local lads done proud, made us proud. These guys

:17:47. > :17:52.have had to improve their cricket and quickly. They've been thrown in

:17:52. > :17:56.at the deep end but have responded very well. They seem to enjoy the

:17:56. > :18:01.responsibility. There is a serious amount of tallent in that dressing

:18:01. > :18:06.room. Durham went into day three of the game with all wickets in tact

:18:06. > :18:09.and needing only 69 to win. It looked like the party would be put

:18:09. > :18:14.on hold until tomorrow. Then the skies cleared. By early afternoon,

:18:14. > :18:20.the chase was on. There was never any doubt they would get there. But

:18:20. > :18:24.word got around, the die—hards made a dash for Chester—le—Street. While

:18:24. > :18:31.there were a couple of hiccups, the end came within the hour. It was

:18:31. > :18:35.left to batsman Mark Stoneman to reach the boundary A prude moment

:18:35. > :18:40.indeed. Phenomenal, really. A team effort

:19:27. > :19:30.playing. They got on to a role in terms of four—day cricket. They

:19:40. > :19:45.it compare? They are all fantastic. It is all for Durham cricket club

:19:46. > :19:50.and Durham people. So much work has gone in over 21 years. It is

:19:50. > :19:56.wonderful to have that repaid in terms of winning cricket matches and
