:01:16. > :01:18.is calling for so`called "consumption rooms", where addicts
:01:19. > :01:23.can inject heroin legally, to be set up here in the North.
:01:24. > :01:26.Ron Hogg says the facilities, often called "shooting galleries", would
:01:27. > :01:30.help get drugs off the streets and reduce organised crime.
:01:31. > :01:36.And Mr Hogg is pointing to an experiment in Scandinavia where
:01:37. > :01:41.they're claiming success. The familiar and very public face of
:01:42. > :01:47.our response to the drugs menace. To some, a blunt instrument that,
:01:48. > :01:50.ultimately, does not work. And this is part of the response in
:01:51. > :01:53.Denmark. At this consumption room in Copenhagen, addicts bring their own
:01:54. > :02:06.drugs and are given sterile equipment to use, unmolested by the
:02:07. > :02:15.law. To my best friends died this year because there was not any sort
:02:16. > :02:20.of room like this. Other people who might have overdosed outside have
:02:21. > :02:24.never done so in this room. Hard drugs are illegal on the
:02:25. > :02:27.streets here, but the Danish police say the consumption rtooms work by
:02:28. > :02:34.keeping crime off the street and they hav recommended them to
:02:35. > :02:37.Britain. You do not see people lying in the streets taking drugs. It is
:02:38. > :02:40.very good. The idea has caught the eye of
:02:41. > :02:44.Durham's Police Commissioner. An officer for 30 years, Ron Hogg has
:02:45. > :02:47.already backed his own Chief Constable's call for a debate on
:02:48. > :02:50.decriminalising hard drugs. Now, he says it is time to give the
:02:51. > :02:59.so`called "shooting galleries" a try, with heroin provided by the
:03:00. > :03:05.NHS. Drugs are more as favourite pervasive than they ever were. I am
:03:06. > :03:11.responding to what the communities want to tackle drug abuse in a
:03:12. > :03:14.different way. We want parents knowingly children are safe. We do
:03:15. > :03:17.not want to see drug dealers peddling drugs on the streets.
:03:18. > :03:21.In fact, the idea of supervised hard drug use has been trialled in
:03:22. > :03:28.London, Brighton and Darlington. The money for them ran out in 2011. Some
:03:29. > :03:35.say they should not be revived now. It sends a message out which is
:03:36. > :03:41.wrong. We have got treatment programmes already setup. The police
:03:42. > :03:45.have to be given more power, because if you can start among the street,
:03:46. > :03:48.you stop the supply and we do not have to have this debate.
:03:49. > :03:51.Every UK politician knows how toxic the drugs debate can be. Mr Hogg
:03:52. > :04:02.hopes to provoke some fresh thinking, all the same. This is a
:04:03. > :04:09.provocative idea. Why does he think this is the best time to reset? He
:04:10. > :04:12.is not naive enough to think he will have criticism. The neighbouring
:04:13. > :04:17.police Commissioner said heroin use is in decline and this is not the
:04:18. > :04:24.time to have this debate. But supporters say this is not drug
:04:25. > :04:30.dens. This is all being done under supervision. In Copenhagen, BC the
:04:31. > :04:35.number of people through the facility are now in rehabilitation
:04:36. > :04:42.programmes to wean them off drugs. But Mr Haag is provoking a debate
:04:43. > :04:46.and maybe he is hoping that other people will come forward an idea
:04:47. > :04:50.voices to the debate, but he is believed to express their views on
:04:51. > :04:54.the way he has, which I think will be confirmed when he picks up the
:04:55. > :04:57.morning papers tomorrow. Well, plenty of reaction to that

:09:35. > :09:37.scrapping of the summer 2014 programme, a move instigated by the

:09:41. > :09:47.flights did not make it economically viable for Durham Tees Valley.
