:01:10. > :01:12.disaster had hit the UK, perhaps your community, your friends, your

:01:13. > :01:15.family. Five days after Typhoon Haiyan brought devastation to the

:01:16. > :01:19.Philippines, many Filipinos in our region are still awaiting news of

:01:20. > :01:24.loved ones in the worst hit areas. But rather than simply sit and watch

:01:25. > :01:35.the awful news pictures, many have thrown themselves into the aid

:01:36. > :01:39.effort. Gerry Jackson reports. A long way from home, but for these

:01:40. > :01:45.people doing nothing is not an option. In Newcastle, the Filipinio

:01:46. > :01:48.community of Tyneside have been rallying round to support those in

:01:49. > :01:53.disaster stricken islands. Their donations are being taken to London.

:01:54. > :01:58.And then on with the rest. This is the only thing that we can do. We

:01:59. > :02:09.cannot help physically, B can do here is do our best. For some, this

:02:10. > :02:16.activity is a welcome distraction as they wait for it news on people they

:02:17. > :02:24.know. It is too grievous. Really, I am sorry. The Filipino community of

:02:25. > :02:32.Newcastle is really helping out. That is the only way we can reach

:02:33. > :02:34.out. In Whitehaven too, the distress is obvious and the pictures bring

:02:35. > :02:41.back painful memories. Every time there is a typhoon, we

:02:42. > :02:50.run. But this is the worst. I received a message from home telling

:02:51. > :03:01.the that one of our friends was still missing. I am hoping they can

:03:02. > :03:05.locate them. In Newcastle, staff at the infirmary have organised their

:03:06. > :03:15.own collection. It is important because I have experienced times

:03:16. > :03:23.that best `` times like this when I was younger. The contributions

:03:24. > :03:27.cannot get there quickly enough. An inquest into the death of a

:03:28. > :03:31.three`year`old boy knocked over in a hit and run in Darlington has been

:03:32. > :03:34.opened and adjourned. Danny Wake was killed while walking with his mother

:03:35. > :03:38.in the Neasham Road area last Monday. The driver has still not

:03:39. > :03:41.been traced. His family has announced his funeral will take

:03:42. > :03:43.place next Tuesday. Alison Freeman reports.

:03:44. > :03:46.The sky was lit up last night to remember Danny Wake. Well`wishers

:03:47. > :03:50.released lanterns in Lascelles Park. The three`year`old and his mum had

:03:51. > :03:56.been on their way home to choose his Christmas presents from a catalogue.

:03:57. > :04:00.But Danny never made it. He was hit by a car as he turned off Neasham

:04:01. > :04:04.road onto Falmer Road on Monday of last week. The driver failed to

:04:05. > :04:12.stop. And police haven't traced them yet. We have some pieces of the

:04:13. > :04:19.jigsaw as what happened. But we still need further information from

:04:20. > :04:26.people, particularly who was driving the vehicle at the time. We would

:04:27. > :04:32.appeal to anybody who might know who the driver is, please contact us,

:04:33. > :04:36.come forward and tell us. If you are the driver, come forward and tell us

:04:37. > :04:41.and put your side of the story. Police say they have a hundred new

:04:42. > :04:44.lines of enquiry to follow up after last Friday's appeal by Danny's

:04:45. > :04:49.family. They particularly want to trace a white Mercedes van seen in

:04:50. > :04:53.the area at the time. Today, the inquest into Danny's death was

:04:54. > :04:57.opened and adjourned by the County Durham and Darlington Coroner. With

:04:58. > :05:01.many details still unclear, no date has been set for the full inquiry.

:05:02. > :05:06.The sheer volume of flowers and toys left for Danny is overwhelming. The

:05:07. > :05:10.family has announced his funeral will take place on Tuesday next

:05:11. > :05:12.week. They say all are welcome at what they are calling a thanksgiving

:05:13. > :05:26.service for Danny's life. Durham Tees Valley Airport has

:05:27. > :05:30.unveiled the master plan that it says will secure its future and

:05:31. > :05:34.claims could create around 4,000 jobs. The airport, currently losing

:05:35. > :05:37.?10,000 a day, says it wants to develop business parks on its vast

:05:38. > :05:40.land`holdings. It's also looking to sell building land for up to 400

:05:41. > :05:42.homes. Our Business Correspondent Ian Reeve has tonight's Look North

:05:43. > :06:00.report. The popular perception of Durham

:06:01. > :06:07.Tees Valley Airport. No flights. No passengers. No future. But there is

:06:08. > :06:17.a plan here. A plan to banish the easily imagined tumbleweed. A

:06:18. > :06:23.masterplan no less. This site is intended for office development,

:06:24. > :06:27.complementing and number of existing businesses around the site. We think

:06:28. > :06:29.there is potential for other development here.

:06:30. > :06:33.Durham Tees Valley's owner, part of the giant Peel Property group, says

:06:34. > :06:41.big business parks and building on its vast acreage is the way to save

:06:42. > :06:47.the airport. Many airports are looking at widening the base of

:06:48. > :06:51.their activity. Very few are surviving on aviation alone. They

:06:52. > :07:00.are all looking at the potential within their estates. It brings

:07:01. > :07:02.value to the airport. These are the sort of

:07:03. > :07:06.aviation`related businesses that the airport's owner would like to bring

:07:07. > :07:09.here. This is the fire training school, selling its services around

:07:10. > :07:14.the world. And this company recycles aircraft. A booming sector. 400

:07:15. > :07:20.aircraft are scrapped every year in Europe alone.

:07:21. > :07:28.The hope is that these types of business can compensate for

:07:29. > :07:32.dwindling passenger numbers. In 2006, the airport saw short of a

:07:33. > :07:36.million passengers. But the tally has been falling steadily since. So,

:07:37. > :07:45.by last year, just over 160,000 people used Durham Tees Valley. The

:07:46. > :07:51.reason for the fall is because airlines have pulled out of here.

:07:52. > :07:55.Flights to London were lost because the Heathrow landing slots be too

:07:56. > :08:04.valuable to be used on a regional link. . The airport had a row over

:08:05. > :08:07.landing fees with one operator, and another cheap fares airline went

:08:08. > :08:11.bust. Summer flights to Jersey and daily ones to Amsterdam and Aberdeen

:08:12. > :08:17.are all that remain. It's a long way from the vision the six councils had

:08:18. > :08:20.in 2003 when they voted to sell the airport to its current owner. They

:08:21. > :08:25.have made some internal improvements, but it is pretty small

:08:26. > :08:31.beer. We have only seen some small firms who are airline related moving

:08:32. > :08:35.in. The other things that have happened have been horrendous.

:08:36. > :08:42.Certainly, this was never envisaged. Job losses. And a last party for

:08:43. > :08:47.duty free shop staff made redundant, they say, because of the airport's

:08:48. > :08:52.failings. It is just sad that they do not have that vision, they do not

:08:53. > :08:57.see what I see, what passengers see. They want to focus on the plans they

:08:58. > :09:03.have, they can do that, but they also have to focus on passengers and

:09:04. > :09:06.getting flights in. Maybe the airport has exhibited some vision

:09:07. > :09:14.today, however. It has recognised that this is the past. And it won't

:09:15. > :09:18.be coming back. Its future possibly driven by up to 400 houses and

:09:19. > :09:23.offices. And if it works nearly 4,000 jobs could be created between

:09:24. > :09:29.now and 2020. An outcome worthy of the title of masterplan.

:09:30. > :09:30.It's an area with some of the highest unemployment figures in the

:09:31. > :09:34.region. But today 1,000 jobs were up for

:09:35. > :09:38.grabs in South Shields. A jobs fair in the town attracted hundreds of

:09:39. > :09:43.people looking for work as our Political Correspondent Mark Denten

:09:44. > :09:47.reports. South Tyneside College, employers

:09:48. > :09:54.with jobs face to face with people that want them. To be honest, it is

:09:55. > :09:58.no surprise that it is busy here today. Although there are over 1000

:09:59. > :10:05.jobs on offer here, there are over three times as many people out of

:10:06. > :10:14.work in South Shields. People like this man, 58 and looking for factory

:10:15. > :10:20.work. It gets you down. To see everybody going to job centres and

:10:21. > :10:26.not getting jobs. This week, the North East's unemployment figures

:10:27. > :10:31.fell by 7000. But for people like this young man, it is little

:10:32. > :10:41.consolation. It is very difficult to get a job around here. The message

:10:42. > :10:52.you today `` the message here today is employers want staff. We have to

:10:53. > :10:56.bridge the gap between getting a job and getting the experience. They

:10:57. > :11:01.have to be enthusiastic, willing to learn and be able to turn up on

:11:02. > :11:10.time. There were queues out of the door this morning for this job is

:11:11. > :11:17.fair. `` jobs fair. Unemployment is falling, but it is still higher in

:11:18. > :11:23.this area than in the rest of Britain.

:11:24. > :11:28.12 months on from their election, and a BBC survey suggests Police and

:11:29. > :11:33.Crime Commissioners are still struggling to win people over. Only

:11:34. > :11:39.around 15 per cent of voters turned out last November and, a year on,

:11:40. > :11:46.only five per cent can even name their PCC. Our Political Editor,

:11:47. > :11:54.Richard Moss, reports. Starting with a whimper rather than

:11:55. > :11:58.a bang. A poor election turnout, a confused and disinterested public.

:11:59. > :12:02.But one year on, have people in Durham become more engaged? This is

:12:03. > :12:12.Ron Hogg. How many people here know who he is? Is he knew at the

:12:13. > :12:18.Cathedral? Do you know who it might be? No. Somebody in government? He

:12:19. > :12:25.looks like your dad. He is the police commissioner. What is his

:12:26. > :12:29.name? Good question. No wonder Ron Hogg is keen to get out on the

:12:30. > :12:33.street then. In this case, Chester`le`Street. Part of a regular

:12:34. > :12:38.series of walkabouts to meet the public. But research by the BBC

:12:39. > :12:43.suggests that although two thirds of people across the north know they

:12:44. > :12:50.have a police commissioner, only 5% can name them. It does worry me a

:12:51. > :12:57.little bit. If I am to do the job I want to do, the more people who know

:12:58. > :13:03.how to get in contact with me, the better. That is why if events like

:13:04. > :13:08.this are imported. In my policing plan I have community engagement is

:13:09. > :13:13.a key `` as a key aim. But sometimes you can get the wrong

:13:14. > :13:19.kind of publicity. Cumbria's police Commissioner will give a news

:13:20. > :13:22.conference soon... Cumbria's commissioner Richard Rhodes was

:13:23. > :13:27.caught in controversy over his expenses, and the arrests of those

:13:28. > :13:31.who leaked the details. But he doesn't believe his first year has

:13:32. > :13:37.left him and the job tarnished. When I talk to people face to face, they

:13:38. > :13:42.are interested in by our eggs being thrown at my front door, why are

:13:43. > :13:46.people drunk in the streets? They are more interested in that than

:13:47. > :13:49.something which happened ten months ago.

:13:50. > :13:54.But opinion on the effectiveness of commissioners is mixed. While 42% of

:13:55. > :13:59.people surveyed in the north thought they had had a positive impact on

:14:00. > :14:03.policing, 42% thought the impact was nonexistent or negative. This is

:14:04. > :14:08.completely new, so they have to learn on their feet. We have seen

:14:09. > :14:12.some good examples where they have engaged the public and tried to seek

:14:13. > :14:16.the views of victims and tried to make the police more accountable.

:14:17. > :14:21.The jury is still out. But some critics feel they've

:14:22. > :14:33.already seen enough. I am afraid my fears are being confirmed. Far too

:14:34. > :14:39.much power concentrated in one pair of hands. Nominal responsibility for

:14:40. > :14:43.a huge area. It is ridiculous. It is still early days though for

:14:44. > :14:46.our first wave of police commissioners. They have until their

:14:47. > :14:49.re`election in spring 2016 to make an impact and silence the doubters.

:14:50. > :14:54.And Northumbria's Police and Crime Commissioner, Vera Baird, will be

:14:55. > :14:58.quizzed about her first 12 months in office, on Sunday Politics on BBC

:14:59. > :15:04.One at 11am. And Cumbria's PCC Richard Rhodes will be in the hot

:15:05. > :15:08.seat with Mike Zeller on BBC Radio Cumbria tomorrow at 1130.

:15:44. > :15:46.over the next four nights for its spectacular Lumiere festival. It's

:15:47. > :15:50.claimed that the show, which is staged every two years, has brought

:15:51. > :15:56.around ?6 million into the local economy since the first Lumiere in

:15:57. > :16:00.2009. But its popularity has led to problems with congestion and this

:16:01. > :16:05.year, for the first time, tickets are needed to access to the city

:16:06. > :16:27.centre. Stuart Whincup is there now. Good evening. I have already made a

:16:35. > :16:40.about with cameras. This is a third time the festival has been here,

:17:43. > :17:50.ticket system. For the first three hours up until 7:30pm, you need a

:17:51. > :17:55.ticket to get into the old part of the city. But there are 17

:17:56. > :18:04.installations not in the old part of the city. It was a way of getting

:18:05. > :18:07.families and young children through. Perhaps people with mobility

:18:08. > :18:19.issues. It seems to be working really well. What are people been

:18:20. > :18:34.saying? Fantastic. Elephantastic Is what they are saying. Reaction from
