:00:22. > :00:27.coastal defences. This is the big test. This is a one in 30 year high

:00:28. > :00:29.tide, so it is a really big test of this ?25 million worth of

:00:30. > :00:32.Environment Agency sea defences. It's been a day of disruption with

:00:33. > :00:35.lorries overturned, trains and planes cancelled. We're live across

:00:36. > :00:39.the region with the latest. Also tonight, Look North learns more

:00:40. > :00:43.than 160 girls on Teesside are receiving counselling after being

:00:44. > :00:46.groomed for sex. And ` staying warm. But how will the

:00:47. > :00:52.Chancellor's cut in green levies affect the poorest in our community?

:00:53. > :00:55.And in sport ` Plenty of goals last night but not always in the right

:00:56. > :00:58.net. Newcastle's unbeaten run comes to an end in South Wales while

:00:59. > :01:00.Sunderland push Chelsea all the way in a seven goal thriller at the

:01:01. > :01:20.Stadium of Light. Homes and businesses evacuated.

:01:21. > :01:24.Roads and bridges closed. Lorries overturned. Trains and planes

:01:25. > :01:29.cancelled. Trees felled. Schools forced to shut. Thousands of homes

:01:30. > :01:32.and businesses without power. And the coast battered by waves, with

:01:33. > :01:37.sandbags lining the streets to guard against flooding ` and it's still

:01:38. > :01:40.going on now. Just some of the disruption the region faced today,

:01:41. > :01:44.due to the storm`force winds which touched 80 miles an hour in places,

:01:45. > :01:49.along with the worst tidal surge in 30 years. And tonight, there remain

:01:50. > :01:54.59 ongoing flood incidents across our region, with hundreds of people

:01:55. > :01:57.evacuated from their homes. Very few rail services are operating to

:01:58. > :02:02.Scotland on either the east or west coast mainlines. We've had reporters

:02:03. > :02:06.out across our region since early this morning. In a moment, we'll

:02:07. > :02:14.cross to Phil Connell, who's in Redcar. But first, let's join Andrew

:02:15. > :02:18.Hartley in Newcastle. Andrew. I've been a journalist working on

:02:19. > :02:23.Tyneside for 25 years, and I've never seen this before. The river

:02:24. > :02:28.Tyne bursting its banks on Newcastle's quayside, one of this

:02:29. > :02:34.country's most iconic places, around the millennium Bridge and the Tyne

:02:35. > :02:42.Bridge. It's all caused by a huge tidal wave that was caused by the

:02:43. > :02:50.wind that has reached this spot. Truly one of the most remarkable

:02:51. > :02:55.windy days we've ever seen. A day of brutal winds caused

:02:56. > :02:58.disruption across road and rail. Here on a bridge between Newcastle

:02:59. > :03:03.and Gateshead, a lorry was blown on to a car. No one was seriously hurt.

:03:04. > :03:07.Many other major routes across the region were closed at some time

:03:08. > :03:10.during the day. Rail passengers also suffered. Here at Newcastle's

:03:11. > :03:20.Central Station, many cancellations and delays, with no services in and

:03:21. > :03:23.out of Scotland. Women to be going, but all the trains cancelled. Our

:03:24. > :03:28.manager has sorted out and think Ralston was to go. I'm being paid,

:03:29. > :03:34.so it's all right. The train from Edinburgh is cancelled, so I got one

:03:35. > :03:38.of the trains out of Scotland, and I'm just going to wait and see what

:03:39. > :03:41.comes up. I'm trying to get accident. I was trying to get direct

:03:42. > :03:42.train, but now I'm going to go a different route that is changes. It

:03:43. > :03:51.is a bit annoying. A timetable for yesterday 's game is a bit of an

:03:52. > :03:54.advantage in terms of knowing was achievable to run today in order to

:03:55. > :03:59.keep as many people living as was safely possible, but really, the

:04:13. > :04:16.lightning approaching Newcastle Airport, and a ferry from Amsterdam

:04:17. > :04:21.with more than 300 passengers was held up close to the mouth of the

:04:22. > :04:23.Tyne for two hours. A number of different factors have occurred at

:04:24. > :04:27.the same time to create the tidal swell, and we needed to wait for the

:04:28. > :04:33.wind to drop in order to have a safer approach of the river. This is

:04:34. > :04:39.really choppy weather. We were stuck outside the harbour for two hours.

:04:40. > :04:42.It short and some people's trips, I imagine. Falling trees were never

:04:43. > :04:45.have the will stop this scene on a road near Gateshead, and this across

:04:46. > :04:54.the East Coast Mainline in Northumberland. And a narrow escape

:04:55. > :04:57.a family from stock. `` Stockton. This tree missed a room where a

:04:58. > :05:01.two`year`old girl was asleep, and came so close, it down the satellite

:05:02. > :05:05.dish. At the heart of the storm, part of roof of Hartlepool College

:05:06. > :05:09.was ripped off, and thousands of homes across the region were without

:05:10. > :05:15.power. Another blow for the region on this windiest days.

:05:16. > :05:18.As you can see, the river Tyne has completely subsided, so all of that

:05:19. > :05:21.flooding has gone, but there are reports that the river Tees is

:05:22. > :05:22.getting in on the act now with some reports of loading in Middlesbrough

:05:23. > :05:29.and then, and there are scenes of flooding in the area around Blyth

:05:30. > :05:35.harbour, with reports that hundreds of homes have been evacuated around

:05:36. > :05:39.there. What is certain to night is that this is a story that has not

:05:40. > :05:42.blown over. Well, the other big problem

:05:43. > :05:45.alongside the wind was the high tide, which caused waves to come

:05:46. > :05:48.crashing into the coastline. Many business closed for the day in case

:05:49. > :05:55.of flooding. Phil Connell has spent the day in East Cleveland ` and is

:05:56. > :05:59.in Redcar tonight. Phil. Well, dramatic scenes here along the

:06:00. > :06:04.coast tonight. Here in Redcar, the high tide arrived 5:00pm. The sea

:06:05. > :06:08.defences here have been largely successful, but you can see that in

:06:09. > :06:12.certain places, they had been breached. The debris on the floor

:06:13. > :06:15.here, and further down, the road has been closed because of localised

:06:16. > :06:22.flooding. For residents here, it has been a day of watching and waiting

:06:23. > :06:24.to see what the weather would bring. Battening down the hatches and

:06:25. > :06:28.preparing for the worst. In Saltburn, this morning, shops along

:06:29. > :06:32.the seafront were closing early. People here took all possible

:06:33. > :06:37.precautions to protect their property. It will affect the

:06:38. > :06:44.business. People will be able to come down and get their fish and

:06:45. > :06:48.chips, the locals. The restaurant would maybe flood out. Concerns here

:06:49. > :06:52.are understandable. These were the scenes in Saltburn in September,

:06:53. > :06:57.with torrential rain causing extensive damage to several parts of

:06:58. > :06:58.the town. The aftermath, really, all the debris that was left everywhere.

:06:59. > :07:06.The owner of this shop business escaped being flooded by

:07:07. > :07:10.just several feet in September. He was fearful that night's conditions

:07:11. > :07:14.could be even worse. You can't do anything. It's in the hands of God.

:07:15. > :07:19.We can't do anything about it. All we can do is make the try and stop

:07:20. > :07:22.the always getting flooded, or something like that, but apart from

:07:23. > :07:27.that, that is all we can do. Along the coast in Redcar tonight has

:07:28. > :07:32.brought the first real test of the sea defences. Recently completed

:07:33. > :07:36.here, they cost ?25 million. The council leader says he will be

:07:37. > :07:40.watching closely. This is the big test. This is a one in 30 year high

:07:41. > :07:43.tide, I am led to believe, so it is a really big test for this ?25

:07:44. > :07:49.million worth of Environment Agency sea defence, and it is really a very

:07:50. > :07:53.big test indeed. Back in Saltburn, the peer was closed today for safety

:07:54. > :08:01.reasons by the council. Our coastal towns ready and prepared to night

:08:02. > :08:04.for whatever the weather may bring? Well, further north from here, 300

:08:05. > :08:08.homes have been evacuated at Port Clarence because of budding, with

:08:09. > :08:13.residents being taken into emergency accommodation. `` flooding. The

:08:14. > :08:16.concern is that while the high tide may have passed, tidal surge could

:08:17. > :08:20.still cause further problems, and let's not forget, we still have that

:08:21. > :08:23.further high tide to cope with at 5am.

:08:24. > :08:26.Thank you. Well, it's been a similar situation

:08:27. > :08:29.across in Cumbria, where many roads were closed and rail services

:08:30. > :08:36.suspended. Damian O'Neill is in Carlisle tonight. Damian.

:08:37. > :08:40.It's been a very wild and windy day right across Cumbria. The

:08:41. > :08:44.hardest hit with the coast, which was battered by gale force winds and

:08:45. > :08:46.lashed by the rain. Whitehaven harbour was closed and the police

:08:47. > :08:49.sealed off large areas of it. They warn people not to go near it to do

:08:50. > :08:54.any sightseeing, that didn't stop everybody. But there were really

:08:55. > :08:58.some very scary looking scenes that you didn't want to get too close to.

:08:59. > :09:01.There are still no train services from Carlisle running either to or

:09:02. > :09:06.from Scotland. The West Coast line has been down all day. The latest

:09:07. > :09:11.information from Virgin trains is that they will be down until about

:09:12. > :09:15.11 o'clock p.m. , and meanwhile, there are still homes and businesses

:09:16. > :09:18.across Cumbria without power. That was double the figure earlier on in

:09:19. > :09:23.the day, and several roads across the county have been closed,

:09:24. > :09:26.including the ASICS six. `` ASICS T6.

:09:27. > :09:29.According to the Environment Agency, hundreds of homes are at risk of

:09:30. > :09:33.flooding in what what we're told could be the most serious tidal

:09:34. > :09:36.surge in decades. A number of flood warnings are in place. And amongst

:09:37. > :09:39.the many incidents going on, we've heard in the last hour that the

:09:40. > :09:42.Glass Centre and other premises at Sunderland have been evacuated as a

:09:43. > :09:45.precaution. Our correspondent Mark Denten joins us live now from the

:09:46. > :09:51.Tyneside headquarters of the Environment Agency. Mark.

:09:52. > :09:56.This is the Environment Agency control room at neighbouring on the

:09:57. > :10:00.river Tyne, just outside Newcastle, and I can sell you that there are 18

:10:01. > :10:05.flood warnings in force at the moment. The flood situation is the

:10:06. > :10:09.highest tide for 60 years, something that has kept the buyer and agency

:10:10. > :10:15.busy all afternoon, and no doubt will also tomorrow. I am joined by

:10:16. > :10:20.Phil Wilton from the buyer and agency. What are the latest? We have

:10:21. > :10:24.18 flood warnings across the North Coast line. We're not expecting any

:10:25. > :10:27.further problems Cumbria, but in the North East, we still have flood

:10:28. > :10:30.warnings. We are begging to remain in place tomorrow morning for them

:10:31. > :10:34.where are the areas you are particularly worried about? There

:10:35. > :10:40.are a number of areas. Live was a worry, that is its IP tide is

:10:41. > :10:42.dropping there. The Northumberland coast and particularly on Teeside,

:10:43. > :10:49.there are a number of flood warnings there. What about the situation? How

:10:50. > :10:54.do we compare to the past, saying the situation is only comparable but

:10:55. > :10:59.events of 60 years ago? But did their put it into context. This is a

:11:00. > :11:03.really high tide. We have a wonder Lolita Sergent of the normal spring

:11:04. > :11:07.tight, so this is the highest tide since 1953, when 300 people died on

:11:08. > :11:10.this coast. We have come a long way since then intended defences. The

:11:16. > :11:18.are respecting more floods the night. And the situation Cumbria, we

:11:19. > :11:21.have a lot of power shortages and power cuts, but there is also an

:11:22. > :11:24.issue of flooding, I gather. I never yes, there were a number of warnings

:11:25. > :11:32.in Korea. For at one point today. But with the high tide at lunchtime,

:11:33. > :11:35.people will not be affected. People will be worried into the early hours

:11:36. > :11:38.and tomorrow. There is a number they can call if they want to get advice

:11:39. > :11:41.and find out what the situation is. Could you give is that number?

:11:42. > :11:46.and find out what the situation is. Could you give That is on screen. We

:11:47. > :11:50.would ask people to call that number and ask for a service if they are in

:11:51. > :11:56.an at risk area, and they can do that from the phone or the website.

:11:57. > :12:03.It has been a busy day for many people, not least our weather

:12:22. > :12:23.Other news, and the story from Teesside Crown Court of how

:12:24. > :12:27.vulnerable young girls were befriended, groomed and then

:12:28. > :12:30.sexually exploited. Some were given free taxi rides, drink and drugs.

:12:31. > :12:33.Guilty verdicts have been delivered against 32`year`old Shakil Munir and

:12:34. > :12:42.19`year`old Sakib Ahmed, both from Middlesbrough. Detectives said they

:12:43. > :12:45.left their victims, six girls aged between 13 and 15, traumatised. But

:12:46. > :12:48.tonight, Look North can reveal this isn't an isolated case. We've

:12:49. > :12:51.learned a staggering 160 young girls on Teesside are currently being

:12:52. > :12:55.supported by a North East charity after they were groomed and

:12:56. > :13:00.exploited by older men. Stuart Whincup reports.

:13:01. > :13:06.Some girls were picked up in the early hours of the morning. They

:13:07. > :13:09.were given free taxi`rides, drink and drugs. At first they were

:13:10. > :13:12.befriended, taken to nightclubs and parties. Then it all changed, and

:13:13. > :13:15.they were exploited, assaulted and abused. This woman, whose words are

:13:16. > :13:18.spoken by an actor, recently discovered her daughter was one of

:13:19. > :13:29.six young girls sexually abused by the men. I felt sick. I was

:13:30. > :13:34.devastated. I couldn't believe a person could do that to a child.

:13:35. > :13:39.That's what she is, she is a child. You could tell what she was. He knew

:13:40. > :13:44.what she was. She was a child. I felt physically sick. It's turned my

:13:45. > :13:49.world upside down. I sleep in the living room now, by the door, so no

:13:50. > :13:52.one can get in, and I know she will be safe. And this was the man who

:13:53. > :14:00.abused her daughter. 32`year`old Shakil Munir. A local taxi driver,

:14:01. > :14:03.he was more than twice her age. On one occasion, he picked one of the

:14:04. > :14:08.girls up from her home in the early hours of the morning in his taxi.

:14:09. > :14:16.She was wearing slippers and pyjamas and a dressing gown. He took every

:14:17. > :14:20.drive around the area full. He found a lay`by in a secluded location and

:14:21. > :14:24.there, he sexually assaulted her. The young girl was just 14. But

:14:25. > :14:32.Munir didn't act alone. His friend, 19`year`old Sakib Ahmed, admitted

:14:33. > :14:35.sexually assaulting five girls. Quite frankly, their behaviour is

:14:36. > :14:38.disgraceful. These men did realise there was a huge age gap between

:14:39. > :14:43.them and their victims, and despite that, they have continued with their

:14:44. > :14:48.behaviour, continued to abuse the girls, and as a result, they left

:14:49. > :14:51.their victims in some cases quite traumatised. Worryingly, these cases

:14:52. > :14:54.are not rare. Barnardo's says fewer young girls may be walking the

:14:55. > :14:56.streets. But hidden from public view, inside flats and houses

:14:57. > :14:58.they're still being sexually exploited. The charity has told Look

:14:59. > :15:05.North it's currently young girls in Teesside alone who

:15:06. > :15:13.have been groomed by older men. Some are as young as 12. We have seen

:15:14. > :15:17.that typical grooming process happen in all of those cases. The friend I

:15:18. > :15:24.slightly older or often much older men, or a friend of a male, applying

:15:25. > :15:29.that young person with gifts, friendship, and love, with alcohol

:15:30. > :15:33.and sometimes drugs, and then getting them into a state where they

:15:34. > :15:35.feel they have to comply to what is going to happen. This afternoon,

:15:36. > :15:39.17`year`old Ateeq Lateef was found guilty of helping Sakib Ahmed to

:15:40. > :15:41.meet and abuse the girls. They and Shakil Munir will all be sentenced

:15:42. > :15:54.at a later date. the Chancellor delivered his Autumn

:15:55. > :15:57.statement today in one of the most widely trailed headlines has been a

:15:58. > :16:00.reduction in green levies on energy bills, giving consumers a ?50 cut in

:16:01. > :16:03.their annual payments. But will there be losers as well as winners?

:16:04. > :16:07.Our Environment Correspondent, Adrian Pitches, has been to see how

:16:08. > :16:10.that green levy money is being spent insulating people's homes on

:16:11. > :16:14.Tyneside. The tenant of this Whitley Bay flat

:16:15. > :16:21.spends every winter huddled in one room, unable to heat the rest of her

:16:22. > :16:26.home. She has been living here for four years with little or no

:16:27. > :16:34.heating. What heating she has had has been wholly inadequate. Spending

:16:35. > :16:36.?35 or more per week purely on direct heating. But this winter will

:16:37. > :16:41.be different. Central heating is being installed for free. There is

:16:42. > :16:44.funding out there for people, we just need to get their message

:16:45. > :16:48.across that it is there, all you have to do is ask, and we will try

:16:49. > :16:52.to help where we can. There are criteria that have to be met. Not

:16:53. > :16:56.everyone will get 100% of everything for free, but wherever we can, we

:16:57. > :16:59.will do that. Warm Zone works across the North, funded by the energy

:17:00. > :17:02.company Obligation. The Big Six have to help those who cannot afford to

:17:03. > :17:06.heat their damp and draughty homes. But then they charge all of us for

:17:07. > :17:11.carrying out that work. The average dual fuel bill is currently about

:17:12. > :17:18.?1,325. Of that, ?115 pays for green energy or warmer homes. Just 9% of

:17:19. > :17:24.the total bill. The Energy Company Obligation, or ECO, is ?55 ` almost

:17:25. > :17:29.half of that ?115. While the Renewables Obligation, the subsidy

:17:30. > :17:33.for green energy, is ?35. Slashing the ECO will enable energy companies

:17:34. > :17:42.to cut bills. But the old and the cold could suffer. You will have

:17:43. > :17:45.fewer people employed, more people living in cold, damp homes, and

:17:46. > :17:51.that's just after we seen the recent excess winter death statistics,

:17:52. > :17:54.people dying in this country. That is frankly a national scandal. We

:17:55. > :17:57.need to invest in more of this to avoid that, pushed down excess

:17:58. > :18:00.winter deaths, employ more people, boost the local economy. Eileen and

:18:01. > :18:02.Pierce had central heating installed a week ago and their home has been

:18:03. > :18:17.transformed. This feels like Christmas has come early. In years

:18:18. > :18:24.like this, our quality`of`life is lot there were a lot better, and I

:18:25. > :18:28.hope that when thousands of pensioners die in the winter, they

:18:29. > :18:32.are saying we have cold winter, but when you're young, you can take it.

:18:33. > :18:38.As you get older, you really feel it. It has been heaven. It really

:18:39. > :18:43.is. They have come straight in, and I could live in a little bit longer

:18:44. > :18:48.in bed ! That was good. It is usually, you have to get up early to

:18:49. > :18:51.get the heating ready and get the room warmer. Many people like Eileen

:18:52. > :18:55.and Pierce will be warmer this winter, thanks to the ECO scheme.

:18:56. > :19:06.But many more may miss out in future.

:19:07. > :19:09.Football now. Not a great night and the football front. There was a

:19:13. > :19:15.relegated, it's clear that under Gus Poyet, they will have gone down
