:01:32. > :01:35.131 fire fighters and six fire engines are to go to help the
:01:36. > :01:40.brigade balance the books. Three fire stations, sports, Wallsend and
:01:41. > :01:46.Sunderland Central, will also shut in a bid to save more than ?5
:01:47. > :01:50.million. A new station at Benton will be opened. Unions are warning
:01:51. > :01:59.the cuts will put firefighters and the public at risk. Our reporter is

:02:06. > :02:08.They proposed to close this and that was three months ago. Since then
:02:09. > :02:12.there has been a public consultation. The unions believe
:02:13. > :02:16.these cuts are dangerous. They gathered thousands of signatures for
:02:17. > :02:20.a petition and presented their case to the fire authorities. It was then
:02:21. > :02:23.that they found out whether it would make any difference at all to the
:02:24. > :02:27.scale of the cuts. They gathered in force, Tyne
:02:28. > :02:31.Wear's firefighters determined to press for a rethink on planned cuts.
:02:32. > :02:39.After three months of campaigning they were hopeful of a change of
:02:40. > :02:42.heart. And they did get to hear fire authority members bemoan and
:02:43. > :02:48.question the cuts, but when it came to the vote, they pressed ahead.
:02:49. > :02:52.Despite union protests, one in five firefighters, one in five fire
:02:53. > :02:57.engines and three fire stations will be gone within three years. Initial
:02:58. > :03:01.reaction is one of astonishment. I am genuinely stunned. It is not what
:03:02. > :03:06.we thought would happen. We have spent an awful lot of time in the
:03:07. > :03:10.last three months consulting with members of the fire service,
:03:11. > :03:14.speaking to politicians, involving the public. They have gone for the
:03:15. > :03:20.nuclear option and it is worse than we ever thought. It is a very sad,
:03:21. > :03:24.depressing day. Many members said they made the decision to press
:03:25. > :03:28.ahead with a heavy heart. The chief fire officer called it a devastating
:03:29. > :03:34.day, and he insisted there will be no compromise on safety. We are not
:03:35. > :03:39.going to endanger firefighters or the community. I am a trained
:03:40. > :03:44.firefighter. I have rated and worked on a fire engine. The proposals will
:03:45. > :03:49.be incremented in a safe and progressive manner to make sure we
:03:50. > :03:54.are not endangering anybody's life. Tyne Wear is not the only brigade
:03:55. > :03:57.facing tough choices and protests. People in Penrith were upset at
:03:58. > :04:02.plans to remove a fire engine from their town. In all, Cumbria is
:04:03. > :04:07.looking to cut five engines and close one station. Cleveland could
:04:08. > :04:10.shed 60 firefighters and a station. Durham and North Yorkshire are also
:04:11. > :04:14.losing firefighters. Unions in Tyne losing firefighters. Unions in Tyne
:04:15. > :04:19.Wear is a industrial action is an option. We will have to look at
:04:20. > :04:27.trade disputes. Safety has been put at risk because of this decision.
:04:28. > :04:32.Cuts, now, though beginning. But it might not be the last time we see
:04:33. > :04:34.firefighters together to register their opposition.
:04:35. > :04:41.I understand the big unions do not want these cuts to happen but do the
:04:42. > :04:47.brigade really have any choice? The union was arguing today that the
:04:48. > :04:50.Tyne Wear brigade could use its reserves to stop these cuts
:04:51. > :04:54.happening but the authorities said that would just be postponing the
:04:55. > :04:57.inevitable. They looked at whether they could raise council tax but
:04:58. > :05:02.they worked out they would need to raise it up to 15% a year for the
:05:03. > :05:08.next three years to replace this money they need to save. ?8.8
:05:09. > :05:11.million. So this ?5.4 million does not even save all of that. So they
:05:12. > :05:17.will do things differently. The chief fire officer says they will go
:05:18. > :05:23.to some lower level calls more slowly, possibly with two engines,
:05:24. > :05:28.but that will allow engines to get to the major incidents in the same
:05:29. > :05:30.time. The unions do not buy that. They seemed now to be on a collision
:05:31. > :05:41.course with their managers. A man has been jailed for life for
:05:42. > :05:45.murdering his partner in a hairdressing salon in North
:05:46. > :05:52.Tyneside. Lisa Banks was 46 and worked at the Sole`O barber shop in
:05:53. > :05:56.South Shields. `` North Shields. Robert Tiffin, who pleaded guilty to
:05:57. > :06:01.murder, was told by a judge at Newcastle Crown Court he would serve
:06:02. > :06:04.a minimum of 23 years. A 15`year`old boy has been arrested and charged
:06:05. > :06:07.with a public order offence following a protest by pupils at
:06:08. > :06:12.Redcar Academy. It came following claims that one of
:06:13. > :06:16.its pupils, 14`year`old Mia Flood, had been suspended after shaving her

:08:16. > :08:19.had figures. It estimates between 6.5 and 9.5 thousand customers are
:08:20. > :08:25.part of the broader group eligible for WHD. But just over 1000 claim
:08:26. > :08:29.it. If that is typical for energy companies, then between 19000 and
:08:30. > :08:33.30,000 households in Durham could be missing out. It is claimed the
:08:34. > :08:36.Government could solve this problem. Why not give it
:08:37. > :08:50.automatically to those who qualify, rather than those who qualify having
:08:51. > :08:54.to find out? Site pensioners `` pensioners automatically get it. But
:08:55. > :08:59.we are trying to make it as simple as possible. The Government has a
:09:00. > :09:04.target to eliminate fuel poverty by 2016. Critics say as energy prices
:09:05. > :09:11.rise, that target will not be reached. We will soon find out.

:09:21. > :09:25.Tyneside and Cumbria go head`to`head to try to save cash without changing
:09:26. > :09:29.their energy supplier. Still on energy matters, a leading
:09:30. > :09:33.expert on gas and oil exploration is warning any move towards fracking in
:09:34. > :09:37.Yorkshire could have disastrous consequences for tourism and
:09:38. > :09:39.farming. Test drilling is already taking place on one site in the
:09:40. > :09:43.Yorkshire and there have been expressions of interest in other
:09:44. > :09:48.sites. It looks innocuous but this is great
:09:49. > :09:51.Yorkshire's had its first brush with the fracking industry. Samples from
:09:52. > :09:56.deep underground have been taken for further analysis to see if lucrative
:09:57. > :10:03.shale gas can be extracted from this site near Pickering. It is expected
:10:04. > :10:06.to be the first of many such sites, with the shale gas stretching right
:10:07. > :10:11.across the region and the Government offering councils cash incentives in
:10:12. > :10:15.the form of business rates. There has been much resistance amid fears
:10:16. > :10:21.of water pollution and earthquakes, and one oil and gas expert fears it
:10:22. > :10:25.will harm the countryside. If you look at your tourism and farming
:10:26. > :10:29.industries in Yorkshire, they could suffer very badly as a result of
:10:30. > :10:37.fracking. And so consequently, you are left with a legacy of thousands
:10:38. > :10:41.of gas wells abandoned, leaking, agriculture destroyed and tourism
:10:42. > :10:45.wrecked. What is fracking? It works pipe drilling deep underground,
:10:46. > :10:50.getting water, sand and chemicals into the rock and collecting the gas
:10:51. > :10:54.that escapes. We are just beginning to look at the potential value of
:10:55. > :10:58.shale gas. In America it has brought down gas prices, but there is
:10:59. > :11:02.growing evidence that in some cases, fracking has had major health
:11:03. > :11:07.indications, a situation companies wanting to do fracking in the UK say
:11:08. > :11:10.could not happen here because of tight regulations. There has been
:11:11. > :11:15.evidence of some contamination caused because the gas well has not
:11:16. > :11:20.been constricted properly, and there is absolutely no evidence it could
:11:21. > :11:24.because by fracking per se. But companies like IGas will be largely
:11:25. > :11:27.self regulated and we have discovered that the health and
:11:28. > :11:30.safety executive will not be carrying out site visits to inspect
:11:31. > :11:36.the gas wells unless there is specific cause for concern. It is
:11:37. > :11:41.not possible for an inspector to stand in the corner of every single
:11:42. > :11:45.factory in this country, or in every single chemical plant. The onus of
:11:46. > :11:50.responsibility rightly have to be based on the owner and operator of
:11:51. > :11:55.that site. But even if fracking becomes a reality here, not everyone
:11:56. > :12:00.is convinced it will solve our energy needs. We might be lucky to
:12:01. > :12:06.get 1% at. It might be 0%. We have to be realistic. It is hard to
:12:07. > :12:18.imagine a big shale gas injures three `` industry in a country so
:12:19. > :12:24.densely populated. This board shortly and also still to
:12:25. > :12:28.come, fighting crime, how more than 50 new CCTV cameras are to go up in
:12:29. > :12:31.Cumbria. And a weather warning in the forecast.

:12:47. > :12:52.morning. The scheme by Gateshead Council will see the road widened to

:12:59. > :13:03.roadworks by the highways agency will start in August, and last a
:13:04. > :13:10.year and a half. ?1 million will be spent on CCTV cameras in Cumbria.

:13:17. > :13:19.monitored. More than half ?1 million will come from a home office grant
:13:20. > :13:25.which will be added to funding from the councils themselves.
:13:26. > :13:31.We are all used to them, keeping watch and helping to fight crime,
:13:32. > :13:36.but many CCTV cameras have fallen victim to cancel budget cuts. Now a
:13:37. > :13:44.?500,000 home office grant will update and in some cases start the
:13:45. > :13:48.camera network. If you can bring people to justice, this is a tool
:13:49. > :13:53.that is a good step in the right direction. We know it is a difficult
:13:54. > :13:59.time for authorities but we have to penalised those who commit crime and
:14:00. > :14:02.surely that is money well spent. 54 cameras will be provided across the
:14:03. > :14:07.county at a total cost of ?1 million. The Home Office is giving
:14:08. > :14:12.more than half ?1 million towards it, and Cumbria assessment six
:14:13. > :14:20.district councils will plug the remaining funding gap. About a year
:14:21. > :14:24.ago I made grants for ?100,000 for anti`social behaviour to each of the
:14:25. > :14:27.six district councils. Depends on what they spent it on in their
:14:28. > :14:31.applications to this office, but we are now in a situation where
:14:32. > :14:37.district councils will have to make a contribution of some form to the
:14:38. > :14:44.capital but the running costs will be borne by the constabulary. In
:14:45. > :14:47.Carlisle, cameras only record now. Real`time monitoring was stopped to
:14:48. > :14:53.save money. A one`off payment from the council of ?89,000 will get them
:14:54. > :14:56.a brand`new set of cameras. The output of the cameras will be
:14:57. > :15:01.monitored by the police. That will be at their headquarters in Penrith.
:15:02. > :15:04.The high`tech system will be able to send the images seen there to the
:15:05. > :15:09.hand`held devices of officers working on the ground. The cameras
:15:10. > :15:18.should be up and running by the end of the year.
:15:19. > :15:21.If you like shoes, you'll have heard of a company called Pavers. They're
:15:22. > :15:25.based in York but now they have plans to expand in India. The
:15:26. > :15:27.company is already the first foreign manufacturer allowed to have wholly
:15:28. > :15:31.owned operations in the country, but now it wants to massively increase
:15:32. > :15:32.its chain of stores there. Our business correspondent, Ian Reeve,

:15:38. > :15:45.well in this country. It sells up to three million pairs of branded shoes
