:00:11. > :00:15.Good evening. One of the biggest flood defence projects in the region

:00:16. > :00:20.is millions of pounds over budget and running late. It's five years

:00:21. > :00:24.since Morpeth in Northumberland was deluged and a thousand homes were

:00:25. > :00:27.flooded. The town won a battle for new flood defences, but residents

:00:28. > :00:32.fear they could be flooded again before the work's finished. Sharon

:00:33. > :00:36.Barbour reports. Paul Gillie's B B in Morpeth has

:00:37. > :00:44.been flooded twice ` in 2008 and again in 2012.

:00:45. > :00:47.He's among residents here fed`up that a flood defence scheme to

:00:48. > :00:51.protect his home still hasn't been completed. They need to be pulling

:00:52. > :00:55.their finger out and getting on with it. There is no excuse for them

:00:56. > :00:59.being this late over. I don't accept any of their excuses for why they

:01:00. > :01:04.are not finished. We have had some delays in building the world in the

:01:05. > :01:07.town. So in terms of the flood defence scheme, are they working? By

:01:08. > :01:16.the autumn, by November we are expecting them to be complete. ``

:01:17. > :01:23.building the walls. The project is now ?3 million over budget. Costs

:01:24. > :01:26.are likely to be higher than originally planned, but how much, we

:01:27. > :01:30.don't know. A few percent in the overall budget at the start. Three

:01:31. > :01:44.million on top of 21 million is closer to 10% extra cost. It is.

:01:45. > :01:47.Well, Sharon joins us now in our newsroom. So these defences are late

:01:48. > :01:54.and over`budget ` what has gone wrong? Firstly, I should say that

:01:55. > :01:58.the budget could be overrunning by up to 14%. What has gone wrong? The

:01:59. > :02:02.Environment Agency and make that the building of the defence walls has

:02:03. > :02:09.been late, they have been held up with service problems and also

:02:10. > :02:14.gardens access. The whole project should be finished by November. As

:02:15. > :02:19.regards the cost, it has been really complicated, especially with

:02:20. > :02:23.building a huge reservoir. With the change needed to the height of that

:02:24. > :02:29.reservoir, that has really added to the price. ?3 million over budget so

:02:30. > :02:32.far, we believe, money that has to be found by Northumberland County

:02:33. > :02:35.Council and the Environment Agency, both of those organisations already

:02:36. > :02:41.in financial trouble, financially stressed. I expect there is going to

:02:42. > :02:48.be a few sleepless nights ahead. Thank you.

:02:52. > :02:54.inquiry into allegations of physical and sexual abuse at a Medomsley

:02:55. > :02:57.Youth Detention Centre in County Durham. More than 200 men have now

:02:58. > :03:00.come forward after last week's revelations on BBC Inside Out about

:03:01. > :03:05.brutality at the centre, as Dan Farthing reports. Since Inside Out

:03:06. > :03:09.broadcast shocking revelations about the years of abuse at Medomsley, 232

:03:10. > :03:18.potential new victims have contacted the police and they believe there

:03:19. > :03:21.could be more to come. I am delighted that they have had the

:03:22. > :03:25.confidence in Durham Police to come forward and tell us their story. But

:03:26. > :03:28.I am saddened by the fact that so many people have had a bad

:03:29. > :03:31.experience at Medomsley. Kevin Champley from Teesside is one of the

:03:32. > :03:35.scores who've come forward. There was physical abuse every day. You

:03:36. > :03:37.were forced to fight other boys. Sort of like in gladiatorial

:03:38. > :03:44.tournaments for the amusement of officers. The first time I seen a

:03:45. > :03:52.dead body was in Medomsley. It was in a cell. To men have already been

:03:53. > :04:01.jailed for raping boys at the youth jail. They've both since died. The

:04:02. > :04:05.priority is the victims. We have to give people a chance to talk, and

:04:06. > :04:11.work our way through the victims. My priority is them. We will be talking

:04:12. > :04:14.to suspects later in the year. And Medomsley took on a new political

:04:15. > :04:16.dimension today, as the Prime Minister guaranteed Government

:04:17. > :04:24.support for what has become Durham Police's biggest ever inquiry. Some

:04:25. > :04:27.of our smallest police forces are hugely capable but when they are

:04:28. > :04:29.doing large and complex investigations like this, on

:04:30. > :04:33.occasion they need help and support so we should make sure that is

:04:34. > :04:36.available. The And that support could well be needed as hard cash `

:04:37. > :04:44.as the police inquiry will continue for months to come and is expected

:04:45. > :04:48.to cost many millions. A man presumed dead after falling

:04:49. > :04:51.overboard from a cruise ship in the South Atlantic has been identified

:04:52. > :04:54.as Wearside journalist Bob Horn. Mr Horn, who was 69, was for decades

:04:55. > :04:57.the Houghton`le`Spring reporter for the Sunderland Echo. He fell from

:05:35. > :05:37.the plans are not convinced. If you get an apprenticeship, a local

:05:38. > :05:41.employer was to take on a young person or somebody, then they get up

:05:42. > :05:46.to 5000 pounds to put towards that salary. It will destroy tourism

:05:47. > :05:51.revenue and a house prices will fall in the area.

:05:52. > :05:57.The BBC's annual North East Sports Awards took place tonight at the

:05:58. > :06:00.Billingham Forum Leisure Centre. We've been celebrating a remarkable

:06:01. > :06:03.year of sport for the North East, with top`class athletics at
