:00:30. > :00:31.standards watchdog, Ofsted, has strongly criticised the quality of

:00:32. > :00:34.Cumbria's secondary schools ` and the leadership provided by the

:00:35. > :00:38.County Council. It follows an inspection of 17 schools at the end

:00:39. > :00:41.of last year. Of these, none had improved since their previous Ofsted

:00:42. > :00:44.inspections ` and eight had declined, including five that were

:00:45. > :00:46.placed in special measures. From our Carlisle newsroom, Alison Freeman

:00:47. > :00:53.sent this report. The Ofsted verdict of Cumbria's high schools was

:00:54. > :01:01.critical. The support provided by Cumbria County Council had not

:01:02. > :01:06.prevented decline, said the report. It is an obvious thing that it needs

:01:07. > :01:13.to improve and the leadership of skills to ensure the quality of

:01:14. > :01:18.teaching improves. Teaching English, teaching maths, targeting teaching

:01:19. > :01:25.at different groups of pupils. We must ensure those from deprived

:01:26. > :01:32.backgrounds get a fair education and are lifted out of that deprivation.

:01:33. > :01:35.The County Council said it could not take responsibility for the

:01:36. > :01:41.academies that were failing. Jill Marko every time an academy is

:01:42. > :01:48.created we get funding taken from us in order to pay for academies. We

:01:49. > :01:53.have currently got 38 secondary schools, 18 of them are academies.

:01:54. > :01:57.We get resources removed from us but there seems to be a feeling that

:01:58. > :02:01.somehow we should still be responsible for the performance of

:02:02. > :02:11.schools over which we have no control. It is not clear whether

:02:12. > :02:15.academies will be treated differently. There are concerns that

:02:16. > :02:23.children in schools here are receiving substandard education. A

:02:24. > :02:26.man who helped his friend attempt to kill himself has had his sentence

:02:27. > :02:30.cut on appeal. Kevin Howe, supplied Stephen Walker with a can of petrol

:02:31. > :02:33.and a lighter shortly before he set himself on fire. The court heard

:02:34. > :02:37.that Mr Walker felt suicidal and begged his friend to do it. Mr

:02:38. > :02:40.Walker suffered 95% burns, but survived the incident at his home in

:02:41. > :02:43.Bishop Auckland last May, which followed a heavy drinking session.

:02:44. > :02:46.Kevin Howe got 12 years for assisting attempted suicide ` but

:02:47. > :02:50.today the Court of Appeal cut that to ten years. A North East surgeon

:02:51. > :02:54.has used a 3D printer to rebuild a patient's pelvis. It's believed to

:02:55. > :03:06.be the first time in the UK the technology has been used this way.

:03:07. > :03:09.But as our health reporter Sharon Barbour explains, the patient had

:03:10. > :03:14.such a complicated bone cancer there was no other option. Surgeon, Graig

:03:15. > :03:17.Gerrand, was faced with an difficult problem, when a patient presented

:03:18. > :03:21.here at the Freeman Hospital with a rare bone cancer in his pelvis. The

:03:22. > :03:25.problem with this kind of cancer being beer was these are not many

:08:05. > :08:08.west. It influences our weather for the rest of the week. More rain to

:08:09. > :08:16.come and gales and severe gales to come. Ice is a possible risk. That

:08:17. > :08:24.means a cumulative total perhaps or 40-70 millimetres and that is an

:08:25. > :08:28.extra two to three inches. It will exacerbate the flooding we have

:08:29. > :08:34.already got across England at the moment. The cloud, wind and rain is

:08:35. > :08:41.already pushing in from the west. There will be a widespread frost.

:08:42. > :08:45.Ice could be a problem first thing in Northern Ireland. Snow in the

:08:46. > :08:49.hills and maybe in the North East of Scotland we could see snow at lower

:08:50. > :08:56.levels. Rain through northern England and Wales and Somerset. Some

:08:57. > :09:02.of that rain could be quite intense coupled with squally, gusty winds on

:09:03. > :09:06.exposed coasts. In the east it starts off relatively dry, but it

:09:07. > :09:13.will not be long before the wind and the rain spreads further east. Up

:09:14. > :09:17.into the North the snow showers continue on the hills, but by the

:09:18. > :09:24.end of the afternoon we could see wet snow even at lower levels. A

:09:25. > :09:29.cold day. There is a potential for some snow showers at lower levels

:09:30. > :09:33.across England and Wales on Tuesday night and into Wednesday. On

:09:34. > :09:39.Wednesday it is this area of low pressure which is the main factor in

:09:40. > :09:45.Wednesday's weather. More wet and windy weather. An early amber

:09:46. > :09:49.warning has already been issued from the South West. Severe gales are

:09:50. > :09:55.likely as we continue to see some very wet weather coming into central

:09:56. > :10:00.and southern areas. The strongest winds follow in behind those

:10:01. > :10:02.showers. In Scotland you are probably wondering what the
