:00:15. > :00:17.claiming victory tonight in their ten year fight for improved safety.

:00:18. > :00:22.Earlier today a memorial service was held to mark the tenth anniversary

:00:23. > :00:25.of the Tebay Rail tragedy. At the service families heard new safety

:00:26. > :00:35.measures could be introduced by June. Phil Connell reports. We are

:00:36. > :00:42.here to remember our four colleagues and friends. On the outskirts of a

:00:43. > :00:48.small Cumbrian village they gathered. Family, friends and

:00:49. > :00:56.colleagues of those who died on February five and 2004. `` February

:00:57. > :01:03.15. It is so hard to take. To think that

:01:04. > :01:10.all of this was caused through greed. It is soul destroying. The

:01:11. > :01:16.accident happened on this stretch of track as the men were working.

:01:17. > :01:20.Without warning, hit by a runaway wagon which had no working brakes

:01:21. > :01:28.and was loaded with 16 tonnes of steel. Ten years on, after a

:01:29. > :01:35.determined fight by families, improved safety measures are now

:01:36. > :01:37.being implemented by Network Rail. Secondary protection for workers is

:01:38. > :01:43.set to be introduced later this year. Our focus is on making sure

:01:44. > :01:54.that safety is at the heart of everything we do. We don't want

:01:55. > :02:03.circumstances such as these. We know of over 300 similar incidents. But

:02:04. > :02:08.thankfully nobody did. `` died. The families of those killed here how

:02:09. > :02:13.that future accidents can be prevented. A 10`year fight to

:02:14. > :02:16.improve rail safety. Four adults and three children have

:02:17. > :02:25.escaped injury after a suspicious house fire in Stockton last night.

:02:26. > :02:28.The police say a "flammable liquid" was thrown at the property on

:02:29. > :02:31.Kingston Road around nine o'clock. Two men were seen running away

:02:32. > :02:34.shortly afterwards. There are new calls for extra funds

:02:35. > :02:37.and powers to be handed to our councils. The think tank IPPR

:02:38. > :02:40.believes the fortunes of northern communities could be revived if

:02:41. > :02:43.money currently spent in Whitehall on transport, housing and skills was

:02:44. > :02:46.handed over to councils currently enduring big cuts. It also believes

:02:47. > :02:52.city mayors for areas like Tyne and Wear and Teesside could help. It

:02:53. > :02:56.could make a huge difference. Having stronger local government and

:02:57. > :03:05.stronger local leaders can mean that you can get a fair share of the

:03:06. > :03:08.resources that helps with economic investment. At the moment, it is

:03:09. > :03:12.skewed towards London and the devolved nations.
