:00:00. > :00:14.Hello, welcome to Look North. In the programme tonight: The

:00:15. > :00:17.whistle`blower. The former Cleveland police officer

:00:18. > :00:21.who triggered the Operation Sacristy investigation speaks exclushvely to

:00:22. > :00:23.Look North. It is a matter of you to regret to me for the servicd that

:00:24. > :00:26.this investigation has been necessary.

:00:27. > :00:29.As the search for missing ddputy head Mark Bushnell enters its second

:00:30. > :00:39.day friends and colleagues `ppeal to him to get in touch. The messages

:00:40. > :00:42.just tell us you are safe. The internet troll ` and serving

:00:43. > :00:44.soldier ` who mocked a dead three year old. He receives a suspended

:00:45. > :00:48.prison sentence. And after a decade of delays, work

:00:49. > :00:50.begins on a development in Darlington which could create

:00:51. > :00:53.thousands of jobs. In sport ` a seven`match ban and

:00:54. > :00:56.another hefty fine for Newc`stle United boss Alan Pardew.

:00:57. > :00:58.And back on track ` the sport that's hoping to cash in on the cycling

:00:59. > :01:16.boom. He was Cleveland's most senhor

:01:17. > :01:21.detective. For five years hd was Head of Crime. But what a storm he

:01:22. > :01:23.started. Because he was also the man who first reported the allegations

:01:24. > :01:27.of corruption at Cleveland Police to the authorities. Back in 2000 ` Mark

:01:28. > :01:30.Braithwaite contacted Her M`jesty's Inspectorate after he received an

:01:31. > :01:32.allegation against the formdr head of the Police Authority. Those

:01:33. > :01:34.enquires were widened and eventually led to Cleveland's long running

:01:35. > :01:41.multi`million pound corrupthon investigation ` known as Opdration

:01:42. > :01:45.Sacristy. Ten people includhng the former Chief Constable Sean Price

:01:46. > :01:52.were arrested. Mark Braithw`ite has today spoken exclusively to our

:01:53. > :01:55.reporter Stuart Whincup. He was Cleveland's most senhor

:01:56. > :01:59.detective. Mark Braithwaite had over 30 years service with the police

:02:00. > :02:02.force. Now retired, he says he's been saddened to see Clevel`nd's

:02:03. > :02:13.reputation dragged through the mud by the corruption scandal. The force

:02:14. > :02:20.have been badly let down. The information that has recently being

:02:21. > :02:23.made available has caused m`ssive damage to public confidence and I

:02:24. > :02:28.can understand that. I am s`d and disappointed by self by what I have

:02:29. > :02:31.read. The public will be appalled by what they have read. In 2010 ` Mark

:02:32. > :02:35.Braithwaite received an alldgation that Dave McKluckie ` the then chair

:02:36. > :02:38.of the Police Authority had received a ?50 thousand pound bung ` to give

:02:39. > :02:41.a local businessman inside information about the sale of the

:02:42. > :02:45.Dunning Road police headquarters in Middlesbrough. There was no truth in

:02:46. > :02:53.that allegation ` but that's what started the whole corruption

:02:54. > :03:01.investigation. Was it difficult for you to raise those concerns? Not at

:03:02. > :03:10.all. It was entirely appropriate in my view. Why do you feel yot need to

:03:11. > :03:16.do that? Was it not enough just to tell the superiors that that would

:03:17. > :03:19.be enough? I felt like therd was sufficient public interest hn what I

:03:20. > :03:25.had raised, and I think it should have received consideration at a

:03:26. > :03:29.higher level. Mr Price was `lready a rare `` aware. Last week Dave

:03:30. > :03:32.McLuckie told Look North thd allegations against him werd

:03:33. > :03:35."laughable and completlety tntrue". And they didn't form part of the

:03:36. > :03:38.misconduct and criminal enqtires ` which were highly critical of those

:03:39. > :03:40.running the force. Those investigations found an "endemic

:03:41. > :03:42.culture of exploiting hospitality" with senior managers attendhng

:03:43. > :03:48.football and international rugby matches. In five years the Chief

:03:49. > :03:51.Constable and his deputy and the Chair and Chief Executive of the

:03:52. > :03:54.Police Authority spent around one hundred and sixty thousand pounds on

:03:55. > :03:58.meals, travel and and hotels on their corporate credit

:03:59. > :04:07.And it was claimed Sean Price and Dave McLuckie went around the world

:04:08. > :04:11.` sometimes travelling business class ` to conferences wherd there

:04:12. > :04:13.was little need for them to be there. Staying in luxury

:04:14. > :04:19.accommodation ` sometimes whth their partners ` at huge public expense. I

:04:20. > :04:22.am saddened and disappointed by what I have read, and I think thd public

:04:23. > :04:29.will be appalled at what thdy have read. It is a matter of hugd regret

:04:30. > :04:33.to me and to the service, a service that I was proud to serve for over

:04:34. > :04:39.30 years, that this investigation was necessary. But after ten

:04:40. > :04:43.arrests, four years and ?5 lillion, Operation Sacristy failed to a bring

:04:44. > :04:45.a single criminal charge. So was it all worth it.

:04:46. > :04:51.I believe the investigation was necessary. People in public office

:04:52. > :04:56.have got significant response political power and control, and

:04:57. > :05:01.whenever there are misconduct allegations, they should be

:05:02. > :05:10.investigated. Public confiddnce demands it. Stewart joins us now. Mr

:05:11. > :05:16.Braithwaite clearly has no regrets about speaking out. Yes, th`t's

:05:17. > :05:24.right. He said he had the rdsponse ability and duty. It led to the

:05:25. > :05:30.corruption investigation. A lot of people have been critical of

:05:31. > :05:34.Operation Sacristy, the cost and the fact it did not deliver any criminal

:05:35. > :05:38.charges. Mark Braithwaite s`id the these things needed to be examined

:05:39. > :05:41.carefully, and it was appropriate that they were thoroughly

:05:42. > :05:45.investigated. The sadness about this is that the force's reputathon has

:05:46. > :05:52.been battered over the last couple of days, and he says there hs good

:05:53. > :05:55.work being taken out by offhcers on a daily basis. That has been

:05:56. > :06:05.undermined, and that is a great sadness. The family and colleagues

:06:06. > :06:09.of missing private schoolte`cher Mark Bushnell say they know of no

:06:10. > :06:12.reason why he should have ldft home and disappeared. Mr Bushnell, a

:06:13. > :06:16.deputy head at the Durham School, left his home on Sunday morning His

:06:17. > :06:19.car was found yesterday near the coast at Blackhall Rock. Since then

:06:20. > :06:27.an intensive search has been underway. Mark McAlindon reports.

:06:28. > :06:30.This morning, the search for Mr Bushnell continued at Blackhall

:06:31. > :06:36.Rock. It is a popular spot for walkers. Mr Bushnell's car was found

:06:37. > :06:44.here, but the look for him grows more pressing. There is growing

:06:45. > :06:50.concern, and we are confident that he was there at around about midday

:06:51. > :06:53.on Sunday, so anyone who wotld have been there on Sunday, and also

:06:54. > :07:00.Monday and Tuesday of this week they should contact us and let us

:07:01. > :07:07.know. Many pupils and parents have been offering to help with the

:07:08. > :07:11.search. Because of the nature of the terrain, the search should be left

:07:12. > :07:16.to specialists, but they ard grateful for the offers of support.

:07:17. > :07:23.Both the police and colleagte 's of Mark Bushnell say they would not

:07:24. > :07:27.know why they committed famhly man with leave home and not rettrn. We

:07:28. > :07:30.are not aware of anything in his life which is anything other than

:07:31. > :07:40.the normal. Certainly on Sunday he was getting clothes washed for the

:07:41. > :07:47.week as many would do. Mark Bushnell had travelled to London on Saturday

:07:48. > :07:53.to watch his son play rugby. He has been here for over 20 years. He has

:07:54. > :07:58.the highest standards. He works in the interests of the pupils which

:07:59. > :08:02.respect his consistency and his judgement. He will go the extra mile

:08:03. > :08:09.for any pupil, and he is soleone who in those moments as a headm`ster,

:08:10. > :08:13.you want to make a decision, he is the person I can rely on to make the

:08:14. > :08:25.right decision. For now, police and members of the Coast Guard `re

:08:26. > :08:34.scaring `` scouring the shore line. The message is just tell us that you

:08:35. > :08:37.are safe. Meanwhile, in the hunt for the missing York shop worker Ben

:08:38. > :08:40.Clarkson, police have released CCTV images which they hope may finally

:08:41. > :08:44.give them an insight into what happened when he left a citx centre

:08:45. > :08:47.nightclub at the beginning of the month. Adrian Pitches reports: Ben

:08:48. > :08:51.Clarkson can be seen in this CCTV image.

:08:52. > :08:54.And the man in a light jackdt behind him appeared to be taking a similar

:08:55. > :08:59.route away from Fibbers nightclub at the same time as Ben. Policd need to

:09:00. > :09:02.know if he noticed which wax Ben went. And while this strand of the

:09:03. > :09:04.investigation offers possible new leads, Ben's girlfriend Rachel

:09:05. > :09:08.Peatfield has persisted with her own leafletting campaign on the streets

:09:09. > :09:11.of York. Again, given the chty's busy nightlife and large sttdent

:09:12. > :09:15.population, there is still ` chance that the 22`year`old ` himsdlf a

:09:16. > :09:19.former student at the University ` will have been spotted. But for now,

:09:20. > :09:35.he disappears off the radar on that walk home from the nightclub a week

:09:36. > :09:38.ago this weekend. The Royal College of Nurses claims

:09:39. > :09:42.the North East is losing experienced nurses. The RCN's Northern branch

:09:43. > :09:46.claims that in the two and ` half years to last September, thdre was a

:09:47. > :09:49.drop of up to 21% in the most senior nursing grades. The Departmdnt of

:09:50. > :09:53.Health says nationally therd are over 4,500 more nurses on the wards

:09:54. > :09:58.than there were in May 2010, and it's for hospitals to decidd how

:09:59. > :10:02.many are needed on each ward. North East MPs are petitionhng the

:10:03. > :10:04.government to try to stop the closure of the eating disorder unit

:10:05. > :10:07.at Newcastle's Royal Victorha Infirmary. The Richardson E`ting

:10:08. > :10:10.Disorder Service could be ctt back, which means patients who nedd

:10:11. > :10:13.treatment for anorexia or btlimia will have to travel to Darlhngton.

:10:14. > :10:21.Seven local MPs have signed a join letter to the Minister of Hdalth

:10:22. > :10:24.urging him to think again. Scarborough Council is to ask North

:10:25. > :10:27.Yorkshire County Council and the Environment Agency for help to fund

:10:28. > :10:30.a new sea defence scheme. The project includes shoring up the

:10:31. > :10:34.cliffs and protecting nearlx 40 properties and will cost 24 million

:10:35. > :10:37.pounds. The council was due to pay half that, but says it can't afford

:10:38. > :10:50.to. A council meeting today agreed to ask for help from other `gencies.

:10:51. > :10:56.He posted a racist rant on Facebook, about a death of a little boy.

:10:57. > :11:01.Today, Carlisle soldier Warren Butler avoided jail, but he was told

:11:02. > :11:09.that what he did was despic`ble and hugely damaging for the British

:11:10. > :11:14.Army. He was given a suspended sentence. He had received ddath

:11:15. > :11:22.threats for his comments. Wrote Warren Butler wrote was basdd in

:11:23. > :11:29.order ship. One Saturday in January, following a day of drinking, he

:11:30. > :11:37.posted a grossly offensive comment about the missing toddler Mhkel

:11:38. > :11:45.Kula. His mother was later charged with his murder. He said th`t he

:11:46. > :11:51.only intended his comments to be shared by friends, but hundreds of

:11:52. > :11:59.people were outraged by his remarks. The district judge said that the

:12:00. > :12:03.attitudes Warren Butler had grown up with had become ingrained, `nd his

:12:04. > :12:09.post on Facebook was hugely damaging for the British Army. He received

:12:10. > :12:19.816 week suspended sentence, and was ordered to do 250 hours of community

:12:20. > :12:23.sentence. `` 16 week suspended sentence. He has had his mobile

:12:24. > :12:26.phone and Internet access t`ken away from him. The army is still

:12:27. > :12:32.discussing what action it should take. Warren Butler is now one of

:12:33. > :12:35.hundreds of people each year who face criminal charges based on

:12:36. > :12:40.comments made on Facebook and Twitter, and is yet another example

:12:41. > :12:41.of the far reaching consequdnces that posting on social medi` can

:12:42. > :12:55.have. A year after the closure of one of

:12:56. > :12:59.Cumbria's most high`profile department stores ` the building is

:13:00. > :13:02.still standing empty. More than 80 jobs were lost when Hooper's closed

:13:03. > :13:06.in Carlisle. The property w`s sold at auction for ?1 million months

:13:07. > :13:07.later ` only for the sale to fall through. Since then there's been no

:13:08. > :13:11.movement. The RSPB in Cumbria is attelpting to

:13:12. > :13:14.recruit as many people in the county as possible in its hunt for hen

:13:15. > :13:17.harriers. They're highly distinctive, but now very r`re. The

:13:18. > :13:20.charity has relaunched its Hen Harrier Hotline in the hope of

:13:21. > :13:24.discovering where these birds are likely to be breeding. You can find

:13:25. > :13:31.details of how to get involved on the RSPB website.

:13:32. > :13:34.Coming up later in Look North, Jeff Brown's here with the sports news,

:13:35. > :13:38.as Newcastle Manager Alan P`rdew is hit with a stadium ban. And a year

:13:39. > :13:41.ago he almost died from a brain haemorrhage, now North East musician

:13:42. > :13:47.Allan Hyslop is celebrating the release of his band's debut single.

:13:48. > :13:52.After another day of gloriots sunshine, we need these are the next

:13:53. > :14:03.few days? Joiners at the end of a programme to find out. `` join us.

:14:04. > :14:06.Product placement there! After a ten`year wait, work has fin`lly

:14:07. > :14:09.started on one of the biggest development sites in the region

:14:10. > :14:13.Central Park in Darlington will see offices, homes and hotel buhlt on a

:14:14. > :14:16.vast tract of town centre l`nd. Two thousand jobs could be created. Our

:14:17. > :14:23.Business Correspondent Ian Reeve reports.

:14:24. > :14:28.We find here the Centre for process innovations. 75 acres of town centre

:14:29. > :14:32.land. 75 acres of opportunity. 5 acres that could bring enorlous

:14:33. > :14:35.benefits to Darlington. In 25 years, in the future what you will

:14:36. > :14:42.see here is a business park which will have grade a listed businesses,

:14:43. > :14:46.and you will have a Hotel and other commercial buildings which will

:14:47. > :14:50.enable people to have jobs. About 2000 jobs in the long term. Today,

:14:51. > :14:56.what we are going to see thd first phase of that being started. And

:14:57. > :14:59.today, after ten years of trying to get this scheme underway, a

:15:00. > :15:02.ground`breaking. The site ` to be called Central Park ` is on the

:15:03. > :15:05.brink of development after the government's homes and commtnities

:15:06. > :15:13.agency inherited some of thd land. The council will manage the scheme.

:15:14. > :15:21.This will be the engine that drives Darlington's economy for thd next 50

:15:22. > :15:27.to 100 years. It is as signhficant as when engines came to Darlington.

:15:28. > :15:30.Others are rather less enthtsiastic. This long`established signs business

:15:31. > :15:33.will close because of the ndw development, as will a scrap

:15:34. > :15:36.merchant around the corner. But Darlington does need Central Park

:15:37. > :15:43.and the new businesses that could come. It's been a long time since

:15:44. > :15:51.its mighty forge made the vdry town rumble making huge castings for the

:15:52. > :15:55.Queen Mary liner. Surely, the old country, the Darlington Forge, are

:15:56. > :15:59.entitled to a pat on the back for another record. Or that it

:16:00. > :16:07.considered itself a railway town. And Darlington needs jobs. There are

:16:08. > :16:10.nearly 5,000 unemployed people in the town. This scheme, remelber

:16:11. > :16:17.claims that it will create 2,00 jobs. Surely the clinching `rgument.

:16:18. > :16:21.A singer`songwriter ` who ndarly died from a brain haemorrhage ` is

:16:22. > :16:25.celebrating the release of his band's debut single. Allan Hyslop is

:16:26. > :16:27.the frontman of Kosoti ` a band from Newcastle currently busy rehearsing,

:16:28. > :16:29.ahead of their first major gig at the Sage Gateshead. Phil Ch`pman

:16:30. > :16:41.went to meet him. Just over a year ago, animals

:16:42. > :16:47.enjoying life in his early 20s, with a budding musing career. `` Allen

:16:48. > :16:53.was enjoying life in his early 0s. Then the worst happened. I had a

:16:54. > :16:57.seizure, collapsed, and enddd up with paramedics standing ovdr me in

:16:58. > :17:01.my kitchen, which was a bit of an ordeal. Then I have gone on to have

:17:02. > :17:04.part of my brain removed, embolisation as well, and yds, a

:17:05. > :17:15.pretty hard few months. All on the mend now.

:17:16. > :17:30.Now recovered and performing under a new band name of Kosoti, Al`n has

:17:31. > :17:35.got a new lease of life. He realises how close he came to losing it at a

:17:36. > :17:39.young age. It has given me something to focus on. The ordeal has given me

:17:40. > :17:44.something to write about and keep going, to be honest. It has been a

:17:45. > :17:49.good focus. After all you h`ve been through, what does the future hold

:17:50. > :17:53.now? I'm going to focus on ly music. I am going to get everything in

:17:54. > :17:56.place so I can be as successful as possible. It has been a lifd

:17:57. > :18:00.changing experience, and I `m not going to compromise with wh`t I am

:18:01. > :18:04.going to do. I have got focts and drive. And that drive to continue

:18:05. > :18:12.with his music has led to a new single called War. He has won his

:18:13. > :18:29.own battle to survive. # It won t be scarred.

:18:30. > :18:35.Sport now ` and the big news is Newcastle United will have to do

:18:36. > :18:38.without manager Alan Pardew for the next seven games. That's his

:18:39. > :18:41.punishment for headbutting Hull City player David Meyler in a Prdmier

:18:42. > :18:44.League match, ten days ago. Was that the sort of punishment everxone was

:18:45. > :18:47.expecting, Jeff? Certainly `long those lines, Carol ` although the

:18:48. > :18:50.fact was the Football Assochation had never before had to deal with an

:18:51. > :18:52.incident like this. Eight m`nager who was in a fight with an

:18:53. > :18:56.opposition player. "nonstandard , they called it ` which is why we

:18:57. > :19:00.were all waiting to see what the outcome would be. Just to rdcap for

:19:01. > :19:03.anyone who's been on another planet recently, Meyler ` who used to play

:19:04. > :19:07.for Sunderland, incidentallx ` barged past Pardew as he went to

:19:08. > :19:11.pick up the ball, after it went out of play. Pardew swore at hil and

:19:12. > :19:14.then pushed his head into Mdyler's face. Meyler was given a yellow

:19:15. > :19:17.card, and Pardew was sent to the stands, and that night, Newcastle

:19:18. > :19:20.fined their manager ?100,000 and gave him a formal warning. @nd what

:19:21. > :19:23.happened today? Well, Pardew had already accepted the charge of

:19:24. > :19:28."misconduct". He was fined ` further ?60,000 ` and there are two parts to

:19:29. > :19:31.his ban ` he can't even go hnto the stadium where Newcastle are playing

:19:32. > :19:35.their next three games, and for four matches after that he can go, but he

:19:36. > :19:39.won't be allowed on the touchline ` he'll have to sit in the st`nds Ten

:19:40. > :19:44.Premier League games left ` so he won't be back in his old role until

:19:45. > :19:49.the Magpies go to Arsenal at the end of April. But back before the end of

:19:50. > :19:52.the season anyway. So what's the feeling? Is this about right or has

:19:53. > :19:56.he got off lightly? Well, some people were asking for him to be

:19:57. > :19:58.sacked, which was never going to happen, once Newcastle took

:19:59. > :20:02.immediate action by giving him a fine. He does have "previous", of

:20:03. > :20:05.course. A few weeks ago he was caught on camera, mouthing ` pretty

:20:06. > :20:08.horrible insult at the Manchester City manager, Manuel Pellegrini

:20:09. > :20:12.Then if you go back to last season, he pushed what we used to c`ll a

:20:13. > :20:15."linesman" during a game with Spurs ` he got a ?20,000 fine and a

:20:16. > :20:20.two`match touchline ban. Before that, he had a go at Martin O'Neill,

:20:21. > :20:23.who was manager of Sunderland at the time. And back in 2006 he ptshed the
