:01:08. > :01:11.days the BBC's Panorama programme has been filming medical st`ff at

:01:12. > :01:14.North Tees Hospital. They'vd been told working pressures are laking it

:01:15. > :01:19.increasingly difficult to rdcruit and retain essential staff. One

:01:20. > :01:24.doctor went so far as to describe the whole system as a sinking ship.

:01:25. > :01:36.Our health reporter Sharon Barbour is at the North Tees A Unht in

:01:37. > :01:42.Stockton now. Sharon. Who w`nts to work in A? It is a question being

:01:43. > :01:47.asked to nice because incre`sing pressures within A departlents are

:01:48. > :01:51.driving stuff away. I have popped into the waiting room and over 0

:01:52. > :01:56.patients are waiting to be seen It will be incredibly busy. Wh`t goes

:01:57. > :02:06.on behind the scenes? Panor`ma has been finding out. For a week, days

:02:07. > :02:11.the BBC filmed accident and emergency here at Universitx

:02:12. > :02:14.Hospital of North Tees in Stockton. Last year 90,000 patients wdre

:02:15. > :02:30.treated here and like many @'s units, this one is under prdssure.

:02:31. > :02:43.And the pressure is driving staff away. Alex Muirhead left to become a

:02:44. > :02:49.GP. It is a sinking ship and unless things change dramatically, it will

:02:50. > :02:53.sink. A is now seen as evdryone's dumping ground. And she's not alone

:02:54. > :02:56.is being turned off by around the clock pressures of emergencx

:02:57. > :03:06.medicine. Across the countrx there's a worryingly high staff shortage.

:03:07. > :03:17.For the last three years, wd have employed 50% of registrars. There is

:03:18. > :03:21.a lack of 350 registrars around the country and that equates to three

:03:22. > :03:24.quarters of a million patient consultations per year that can t

:03:25. > :03:30.happen because those doctors don't exist. If we don't do something you

:03:31. > :03:33.will turn up in an ambulancd and there will be no doctors thdre to

:03:34. > :03:37.Another pressure comes from meeting strict Government targets. See you.

:03:38. > :03:45.Patients must be seen and treated or admitted within four hours, Failure

:03:46. > :03:52.can mean fines. Patients cole first. We need to do the best. Behhnd every

:03:53. > :03:57.target is a patient. We don't want people to wait for hours. If you and

:03:58. > :04:05.I were going to A departmdnts you would want to CBC improperlx. ``

:04:06. > :04:09.wants to be seen properly. There's also the daily stress of finding a

:04:10. > :04:12.bed for new patients, made worse when others are using acute beds

:04:13. > :04:16.because there's no one to look after them at home. Delays involvhng

:04:17. > :04:21.social care are now costing the NHS around ?100m a year and council cuts

:04:22. > :04:26.are making things worse. It is expensive for the NHS. They would be

:04:27. > :04:29.much better off at home being supported in their own environment.

:04:30. > :04:32.The emergencies staff deal with here in Hartlepool every day are

:04:33. > :04:33.different but the ongoing pressures many accident and emergency units

:04:34. > :04:51.face are much the same. This is the front page of the local

:04:52. > :04:57.paper today. I'm joined by the man heading up A Can you savd this

:04:58. > :05:03.ship from sinking? It feels sometimes like I am captain of the

:05:04. > :05:06.Titanic. What we need to do is reduce the number of people coming

:05:07. > :05:15.into the department. People want to come here. We have sold ourselves as

:05:16. > :05:20.a good brand but not everybody is an appropriate person. We are trained

:05:21. > :05:25.to deal with the seriously sick and seriously injured people. That is

:05:26. > :05:34.why we are open 24 hours a day seven days a week. It shouldn't bd as

:05:35. > :05:37.convenient as going to Tesco's. You have difficulties here becatse the

:05:38. > :05:43.hospital wasn't purpose`built for the numbers you are taking. What is

:05:44. > :05:48.the situation with the new plans? The understanding is they are still

:05:49. > :05:53.monitoring the Department of Health. It is essential we get a new

:05:54. > :06:00.hospital. Our department was built in the 1960s, early 70s and has had

:06:01. > :06:07.pieces added onto it. It is not really fit for purpose. You are due

:06:08. > :06:13.to finish at ten. We get aw`y? I am not certain about that one. Back to

:06:35. > :06:38.and detectives are growing increasingly concerned for his

:07:03. > :07:07.The Transport Minister and Whitby MP, Robert Goodwill, has cl`imed the

:07:08. > :07:11.High Speed Rail link to Leeds will be good news for the North Dast even

:07:12. > :07:15.though it's unlikely the link will be extended a further 100 mhles up

:07:16. > :07:19.the track to Newcastle. The chairman of HS2 said today that the building

:07:20. > :07:28.of the line to Crewe from Bhrmingham should be accelerated. But there are

:07:29. > :07:30.no plans for a North East spur beyond Leeds. Our news

:07:31. > :07:34.correspondent, Adrian Pitchds, can explain more and joins me now. Will

:07:35. > :07:43.the North East miss out on the benefits of HS2? The plan w`s

:07:44. > :07:50.endorsed and it was for a hhgh`speed network heading with trains up to

:07:51. > :07:55.250 miles an hour. The train line would go to Birmingham and dxtend to

:07:56. > :08:01.Manchester and Leeds. The journey time would be splashed by h`lf an

:08:02. > :08:08.hour. To Manchester, it was an hour. The London to Birmingham line is

:08:09. > :08:13.projected to open in 2026. @t present, the project has a whopping

:08:14. > :08:16.?50 billion price tag. So what is the Transport Minister saying about

:08:17. > :08:22.any possible link from Leeds to Newcastle? He is not promishng a

:08:23. > :08:26.link from Leeds to Newcastld but is emphasising the value of th`t run

:08:27. > :08:32.shaving an hour off the existing time. We have to start somewhere and

:08:33. > :08:38.the network running through to Leeds will mean we have high`speed

:08:39. > :08:43.services running far. The trains won't stop Leeds, they will keep

:08:44. > :08:47.going to Edinburgh and Newc`stle. You may get onto a train at

:08:48. > :08:52.Newcastle and travel at conventional down to there and then get on a

:08:53. > :08:56.high`speed line. Not much encouragement there. And now there's

:08:57. > :09:03.a real risk that the North Dast could become something of a

:09:04. > :09:07.backwater if HS2 is built? There is a scenario that if the London to

:09:08. > :09:13.Edinburgh trains depart frol Houston and come up fire that impressive

:09:14. > :09:17.high`speed link to Manchestdr and loop around, the East Coast Main

:09:18. > :09:20.Line would effectively end `t Newcastle and therefore the

:09:21. > :09:25.north`east will be at the end of a 300 mile branch line from London.

:09:26. > :09:31.That is why it is important that the north`east is not shunted into a

:09:32. > :09:35.siding. Every conversation H have had with a Transport Secret`ry come

:09:36. > :09:38.he has assured me that even though the high`speed track will come as

:09:39. > :09:43.far as Leeds, the trains will come onto the East Coast Main Line and up

:09:44. > :09:48.to Newcastle. It is central for the future success of Newcastle that we

:09:49. > :09:52.are part of the high`speed network. There will be connections to other

:09:53. > :09:55.parts of the country and for us not to be part of that network would

:09:56. > :09:59.mean Newcastle would be overlooked in the future. I am not prepared for

:10:00. > :10:07.that to happen which is why we have to continue to fight. Nick Forbes

:10:08. > :10:10.very emphatic that the north`east shouldn't miss out.

:10:11. > :10:13.West Cumbria could be withott drinking water in a few years unless

:10:14. > :10:17.a new pipeline is built frol Thirlmere Reservoir. That's the

:10:18. > :10:20.warning from United Utililthes, which is behind the multi`mhllion

:10:21. > :10:24.pound project. The company has to find a way of providing watdr to

:10:25. > :10:27.that part of the county, without taking it from sources which have

:10:28. > :10:35.rare species living in them. Alison Freeman reports.

:10:36. > :10:40.It is one of the wettest pl`ces in England but there are fears the taps

:10:41. > :10:44.could run dry in West Cumbrha if a pipeline linking it to the water

:10:45. > :10:48.grid isn't built soon. Unitdd Utilities says it needs to stop

:10:49. > :10:52.taking supplies from Ennerd`le Water because it is a protective wildlife

:10:53. > :10:55.habitat. The solution ` an multi`million pound project taking

:10:56. > :10:59.place over the next decade which would result in water being pumped

:11:00. > :11:02.from the central Lakes. In the past much of the water from Thirlmere was

:11:03. > :11:05.sent south to Manchester to serve communities there, but unitdd

:11:06. > :11:09.utilities has created a new link to there from Wales for there, meaning

:11:10. > :11:13.spare capacity in Thirlmere has been freed up, and that water can be sent

:11:14. > :11:23.North then west to the parts of the county that need it most. Today the

:11:24. > :11:26.plans were displayed in Wigton. The options for the route of thd

:11:27. > :11:29.pipeline from Thirlmere include following the A591 east of

:11:30. > :11:36.Bassenthwaite, then the A66 to Cockermouth, or the A66 all the way

:11:37. > :11:45.from Keswick to Cockermouth. Or it could go up the A591 to Bothel Moor

:11:46. > :11:50.before heading west? I wouldn't say it is difficult in terms of an

:11:51. > :11:58.engineering task but it is hn terms of the operation within the

:11:59. > :12:03.environment. We have to makd sure we put the landscape back as it was, if

:12:04. > :12:06.not better than it was before. All the pipes that are currentlx going

:12:07. > :12:10.to be put in will be buried underground and the assets `bove

:12:11. > :12:14.ground, we will make sure they enhance the environment thex sit in.

:12:15. > :12:17.The plans showing how the w`ter from Thirlmere will be shared with the

:12:18. > :12:22.rest of the county will be on show throughout the week. Alison's in our

:12:23. > :12:31.Cumbria newsroom now. Alison ` how long is the project going to take?

:12:32. > :12:35.It could be the best part of the next decade. The first hole will not

:12:36. > :12:39.be dug for at least four ye`rs because of the public consultation

:12:40. > :12:41.and planning permission needs to be granted for some sensitive `reas

:12:42. > :12:46.including parts of the National Park. The work itself will then last

:12:47. > :12:51.another four years or so. It is hoped the work will not cause too

:12:52. > :12:55.much disruption on the roads around Keswick and Cockermouth. A

:12:56. > :12:58.conclusion `` a completion date is expected around 2025. You'rd

:12:59. > :13:01.watching Look North. Coming up next, why peace is brewing between two

:13:02. > :13:04.fierce beer rivals. And a shares issue with a difference. If it

:13:31. > :13:33.traditional family business, more than 20 years ago, to form the Black

:13:34. > :13:37.Sheep Brewery, that's exactly what he became for a while. His son, Rob,

:13:38. > :13:41.has continued the rivalry bdtween the two breweries, which ard only a

:13:42. > :13:45.stone's throw away from each other. But for one weekend only Bl`ck Sheep

:13:46. > :13:48.Rob and his opposite number Simon Theakston, are burying the hatchet.
