:04:29. > :04:31.arrested over historic allegations of sexual abuse. The 74`year`old was
:04:32. > :04:36.arrested in April last year as part of the Operation Yewtree
:04:37. > :04:39.investigation. Today it was confirmed that the Crown Prosecution
:04:40. > :04:43.Service will not proceed with the case.
:04:44. > :04:46."Broken" ` that's how Cumbrha's Police and Crime Commissiondr has
:04:47. > :04:49.described the prison system. He says massive reforms are needed to ensure
:04:50. > :04:53.people don't become trapped in the cycle of re`offending ` which sees
:04:54. > :04:59.them return to jail time and time again. At a cost of around ?40, 00
:05:00. > :05:02.per year, per prisoner, he says more taxpayers' money should be spent on
:05:03. > :05:06.projects which help reduce re`offending. Alison Freeman went to
:05:07. > :05:13.visit one of those schemes, in Carlisle. Trust. Something Gary s
:05:14. > :05:16.never been given before ` until he got this work volunteering hn a
:05:17. > :05:20.charity shop. Aged 47, he's been in and out of prison for the p`st 0
:05:21. > :05:31.years. Addicted to drugs thdn alcohol. I was drinking up to 7 0
:05:32. > :05:34.units a week. Sometimes I would wake up in the police station. Hhs
:05:35. > :05:42.addiction left him locked in a vicious circle. It is difficult
:05:43. > :05:49.starting over again. You might have been homeless. Things start off
:05:50. > :05:53.hopeless. I used to reoffend to go back to prison. Going back to prison
:05:54. > :06:00.if I was homeless was the e`sier option than being on the street You
:06:01. > :06:05.get your bed and you get clothed. You get your meals. You can get a
:06:06. > :06:09.job in the prison. It was a safer option. Gary is among many who say a
:06:10. > :06:13.lack of support on release can meat falling back into drugs, crhme, and
:06:14. > :06:18.prison again, is inevitable. Until he came here, to Carlisle's Gateway
:06:19. > :06:24.project. Ex`addicts get a room and work, as long as they stay clean.
:06:25. > :06:28.Stephen works as a handyman. The 54`year`old's an alcoholic. He's
:06:29. > :06:53.been to prison twice. The sdcond time on purpose. Full. I did not see
:06:54. > :07:03.anywhere else. That was a l`st resort. Gateway have saved ly life.
:07:04. > :07:07.It has been a real lifeline. Without them, I shudder to think whdre I
:07:08. > :07:17.would be. Gateway has just four flats. Last year they could have
:07:18. > :07:22.filled them more than four times over. They are human beings is top
:07:23. > :07:31.we see the massive impact wd have on people. Last went to university
:07:32. > :07:40.Eight people have found employment. The everyday. `` the inspird me
:07:41. > :07:44.every day. Cumbria's Police and Crime commissioner wants a national
:07:45. > :07:51.debate on care for ex`inmatds. It is easy to forget about these people.
:07:52. > :07:57.They are saddled with Richard experiences of life, they c`nnot
:07:58. > :08:00.find their way out. All of ts have responsibility to improve that
:08:01. > :08:05.situation. The alternative hs spending years in prison whhch costs
:08:06. > :08:10.?40,000 a year. We are now the vast majority of people when it come out
:08:11. > :08:14.from prison, reoffend within two years so the system is brokdn. At
:08:15. > :08:17.just 32 Phil's spent a total of nine years in prison. A disrupted
:08:18. > :08:29.childhood led to addictions, and stealing to feed those habits. I say
:08:30. > :08:37.prison like a school. I learn new things all the time in prison. It
:08:38. > :08:44.gives me structure. I have been in care and mentor present. And then to
:08:45. > :08:48.prison. He's not been able to get a place at Gateway, but uses their
:08:49. > :08:51.other drop`in groups to turn his life around. Like Gary has. I am
:08:52. > :08:55.volunteering in the shop I `m working in. At one time I could not
:08:56. > :09:00.work behind the till becausd I was just take the money. But I `m
:09:01. > :09:04.getting trusted. It feels good. Alison joins us from our Culbria
:09:05. > :09:11.studio now. Gateway seems a real success story ` but they can't help
:09:12. > :09:16.every ex`offender can they? Now they cannot. They get more referrals than
:09:17. > :09:20.they can provide accommodathon for. We want to find more buildings with
:09:21. > :09:25.more rooms but that costs more money. Despite fund`raising, they
:09:26. > :09:32.still need to find a lot of cash to keep them running each year. Cumbria
:09:33. > :09:39.Police tool does 25% of criles in the county are committed by 65% of
:09:40. > :09:44.the criminals here. Those who serve less than 12 months are mord likely
:09:45. > :09:52.to reoffend. That is people like the men we saw in the film. People that
:09:53. > :09:54.Gateway do the most to help. Thank you for that.
:09:55. > :09:56.And all this week BBC Radio Cumbria is looking at reducing re`offending.

:10:13. > :10:17.Browns ` will sell halves of beer for a pound, and pints for ?1.5 .
:10:18. > :10:20.But it's the promise of "more round for your pound" that's concdrning
:10:21. > :10:24.local councillors, who say ht'll give the town centre the wrong
