:01:07. > :01:09.years, for the murder of an estate agent in York. Jeremy Green had

:01:10. > :01:14.burgled Nicole Waterhouse's flat because he needed money. He'd also

:01:15. > :01:17.tried to kill Nicole's colldague, Karen Browne. The judge said Green's

:01:18. > :01:28.savagery had been "almost bdyond belief." John Cundy has this report.

:02:02. > :02:08.Karen lying in the flat with life threatening injuries. He tells lies

:02:20. > :02:22.self`centred. Nicole Waterhouse s family left court, saying what she

:08:32. > :08:34.hoped the 'looking for a frdsh start' campaign will change that.

:08:40. > :08:43.county. He says it's the perfect job. Dr

:08:44. > :08:47.Jason Gane has given up citx living to work in west Cumbria. Thd Trust

:08:48. > :08:49.which looks after the West Cumberland Hospital and the

:08:50. > :08:53.Cumberland Infirmary in Carlisle is in Special Measures. But thd

:08:54. > :08:56.paediatric consultant says he's getting more opportunities here `

:08:57. > :09:02.both personal and professional ` than he would elsewhere. It is a

:09:03. > :09:07.combination of quality of lhfe, beautiful area, but also

:09:08. > :09:11.professional challenges as well There is a lot of impact yot can

:09:12. > :09:16.make here. Down in London, hf I was to take a post I would be doing some

:09:17. > :09:18.else's job. Up here you havd a chance to influence services,

:09:19. > :09:30.influence how things are happening and make sure you deliver qtality

:09:38. > :09:40.Trust wants to attract with its Looking for a Fresh Start c`mpaign.

:09:41. > :09:44.It will advertise hospital jobs and the benefits of living in Ctmbria.

:09:45. > :09:47.At the moment locums are behng used to cover 50 permanent consultant

:09:48. > :09:50.positions that are vacant hdre at the two north Cumbria hospitals

:09:51. > :09:54.This latest recruitment drive will see the net cast far and wide across

:09:55. > :09:58.the country to try and fill some of those positions. Recently three

:09:59. > :10:00.junior doctors were removed from the Whitehaven hospital because there

:10:01. > :10:06.weren't enough consultants to train them. Dr Joanna Cox moved hdre from

:10:07. > :10:11.North Tyneside General Hosphtal at the beginning of March. She's

:10:12. > :10:14.involved in training staff. The model of service that we have had,

:10:15. > :10:18.which is very dependent on junior doctors, is not the only model

:10:19. > :10:21.available. We have to make sure we can support services for people out

:10:22. > :10:24.in West Cumbria without being reliant, either on junior doctors oe

:10:25. > :10:29.locums, so I think we will be able to recruit staff to fill those

:10:30. > :10:32.permanent posts. I think people will come here and will see the dxciting

:10:33. > :10:35.things going on, the enormots potential, and the great pldasure

:10:36. > :10:41.that can come from living in a beautiful part of the world like

:10:42. > :10:44.this. Alison joins us from our Culbria

:10:45. > :10:47.newsroom now. Alison, why h`s recruitment been so difficult at the

:10:48. > :10:50.two north Cumbria hospitals? It s a combination of reasons. Firstly the

:10:51. > :10:53.Trust is in special measures after concerns were raised about the high

:10:54. > :10:56.levels of death rates there. And not everyone sees joining a strtggling

:10:57. > :10:59.hospital as a challenge to be relished. The Trust is also facing

:11:00. > :11:02.uncertainty, with the proposed take`over by the Northumbri` Trust

:11:03. > :11:06.still on hold, while work b`lancing the books and sorting out ldvels of

:11:07. > :11:10.poor performance takes placd. The remote nature of the county can also

:11:11. > :11:13.put people off, although both doctors we heard from there saw the

:11:14. > :11:20.beauty of Cumbria as a sellhng point. And that's something the

:11:21. > :11:23.Trust hope this new campaign will play on ` as well as the

:11:24. > :11:29.opportunities that could cole from being part of a larger trust.

:12:02. > :12:04.argument continues over whether the restrictions ` and fines ` `re in

:12:05. > :12:07.fact lawful, the council saxs it will stop issuing penalties. But, it

:12:08. > :12:11.says, it won't stop gathering information. If the courts rule in

:12:12. > :12:13.favour of the council, it s`ys it'll press ahead with retrospecthvely

:12:14. > :12:16.imposed fines. Here's Spencdr Stokes.

:12:17. > :12:19.The aim of the Lendal Bridgd and Coppergate restrictions, according

:12:20. > :12:23.to city of York Council, was to reduce traffic and create a more

:12:24. > :12:26.attractive city centre. What it has done is confuse people and the

:12:27. > :12:31.latest elements have added to that confusion. The closure trial was

:12:32. > :12:36.launched on 27 August last xear for a six month period. That trhal then

:12:37. > :12:42.ended on February 27th, by which time ?1.3 million had been raised

:12:43. > :12:45.from fines. But fines continued to be issued. Last week, the

:12:46. > :12:50.independent traffic adjudic`tor said the council may have acted

:12:51. > :12:53.unlawfully. City of York Cotncil then sought the road legal `dvice

:12:54. > :13:00.with an independent lawyer ruling they can continue to issue penalty

:13:01. > :13:03.tickets. Today, number platds have been recorded but fines aren't being

:13:04. > :13:08.issued, until the legal process has finished. Some drivers were risking

:13:09. > :13:11.it, and others are still un`ware. Several vehicles have been coming

:13:12. > :13:17.across the road this afternoon on the bridge, this one is one of them.
