:00:00. > :00:10.Hello and welcome to Monday's Look North.

:00:11. > :00:13.In the headlines tonight... A triple killer wins compensation

:00:14. > :00:22.for lost property, while thd prison officers he attacked are sthll

:00:23. > :00:25.awaiting any pay`out. Gift hs very difficult at the moment. Thdre is a

:00:26. > :00:27.lot of suffering from the moment. There is a lot of suffering for my

:00:28. > :00:30.family. An Inspector Calls ` the Care

:00:31. > :00:32.Quality Commission send teals into three hospitals in Cumbria which

:00:33. > :00:34.have been put into "special measures."

:00:35. > :00:37.Outrage on the High Street. Parking charges come to one town, while free

:00:38. > :00:41.parking is introduced elsewhere And we are looking forward to the

:00:42. > :00:44.Tour de France in Yorkshire this summer, but there is also a Tour de

:00:45. > :00:48.Durham that anyone can do! And in tonight's Teamtalk, ht is all

:00:49. > :00:52.about who will stay up and who will go down at this stage of thd season.

:00:53. > :00:54.As Poyet's miracle takes sh`pe, can Sunderland really pull off the great

:00:55. > :01:11.escape? This man is a convicted murderer.

:01:12. > :01:15.Kevan Thakra executed three men apparently in revenge for a less

:01:16. > :01:19.than perfect drug deal. Thrde officers at a prison in Durham were

:01:20. > :01:23.then stabbed by him in an incident four years ago. Now, the convicted

:01:24. > :01:26.murderer has been awarded over 800 in compensation for personal effects

:01:27. > :01:31.lost when he was transferred between jails. But the prison officdrs from

:01:32. > :01:36.Durham are still awaiting compensation for their injuries

:01:37. > :01:40.Andrew Hartley has the detahls. A gangland murder of such brutality

:01:41. > :01:45.that police said it was off the scale. No Kevan Thakar and his

:01:46. > :01:49.brother entered a house with a submachine gun. They shot ddad three

:01:50. > :01:53.men. Out of bullets, they then stabbed two women. Thakar w`s only

:01:54. > :01:56.three years into a life sentence when he lashed out violentlx again,

:01:57. > :02:03.stabbing three guards with broken bottle at Frankland Jail in Durham

:02:04. > :02:15.in 2010. Craig Wylde sustained devastating

:02:16. > :02:31.injuries. Are you and he has earned run. The pain is constant. Ht never

:02:32. > :02:35.lets up. Things are difficult at the moment. There is a lot of stffering

:02:36. > :02:39.for me and my family. Thakrar was cleared of two counts of

:02:40. > :02:41.attempted murder and three of wounding with intent, claimhng he

:02:42. > :02:44.was suffering from post`tratmatic stress disorder because of hll

:02:45. > :02:46.treatment and racist abuse. Following the attack, he was

:02:47. > :02:49.transferred from Frankland to a different prison and it was during

:02:50. > :03:02.this move that some of his possessions went missing. Hd was

:03:03. > :03:10.awarded 220 ?55 damage to a personal stereo. He received ?90 for a number

:03:11. > :03:18.of other lost items. The judge also give him a further ?500 to

:03:19. > :03:26.compensate him for all lost personal items, including photographs. It

:03:27. > :03:35.makes a grand total of ?815. Much of you receiving compensation?

:03:36. > :03:43.Absolutely nothing. To hear that he is getting this for emotion`l

:03:44. > :03:48.damages and an apology is qtite shocking really.

:03:49. > :03:55.Hospitals in north Cumbria will be visited by a team of inspectors this

:03:56. > :03:57.week. The Cumberland Infirm`ry in Carlisle, the West Cumberland

:03:58. > :04:00.Hospital in Whitehaven and the maternity unit at Penrith Hospital

:04:01. > :04:03.will face three days of inspections by the Care Quality Commisshon. The

:04:04. > :04:06.North Cumbria University Hospitals NHS Trust is one of 14 failhng

:04:07. > :04:13.trusts nationwide placed in "special measures" because of higher than

:04:14. > :04:16.expected death rates. Steph`nie Cleasby is live outside the

:04:17. > :04:27.Cumberland Infirmary in Carlisle for us now. Steph, why are the

:04:28. > :04:32.inspectors there? Eventuallx, every hospital in the country will have an

:04:33. > :04:37.inspection like this. But the hospitals in this area is along the

:04:38. > :04:43.first because some of them `re in special measures. Some 25 pdople,

:04:44. > :04:50.including specialist staff `nd members of the public will visit all

:04:51. > :04:57.the areas of the hospital. @nd Ford, a former nurse, is leading the team.

:04:58. > :05:02.We will be looking that the key of the key delivered to patients is

:05:03. > :05:11.safe, it is effective, it rdsponsive to the needs. We need to make sure

:05:12. > :05:17.that in all three hospitals, that is well managed and we'll lead. This is

:05:18. > :05:24.across the whole range of sdrvices. The trust has been given thd task of

:05:25. > :05:31.getting the hospital out of special measures. Busy mortality rates are

:05:32. > :05:37.low within the expected range. They say and you nursing structure is

:05:38. > :05:42.also ends place. A new recrtitment campaign is also underway. But the

:05:43. > :05:50.Royal College of nursing sahd they have major concerns over thd quality

:05:51. > :05:54.of care. We are concerned bdcause there are worries they do not have

:05:55. > :06:00.enough medical staff. We know 1 months on and to be honest, we did

:06:01. > :06:07.expect to see he much speedher response. The second issue `bout

:06:08. > :06:11.quality of care, we have sedn areas of care being taken away from both

:06:12. > :06:18.hospitals and there could h`ve the potential impact. Inspectors want to

:06:19. > :06:22.hear from patients and the public about the experiences and there are

:06:23. > :06:26.two public stations in Whitdhaven and Quail tomorrow evening, head of

:06:27. > :06:30.the inspection starting on Wednesday. The report will be

:06:31. > :06:37.published later this year. The Conservatives have launched

:06:38. > :06:40.their campaign for next month's European elections in the North

:06:41. > :06:43.East. Northern Ireland Secrdtary Theresa Villiers visited Stockton

:06:44. > :06:46.engineering firm Francis Brown. The Conservatives currently havd one MEP

:06:47. > :06:58.in the region and say they will give people a greater say on what happens

:06:59. > :07:06.in the European Union. When it comes to Europe, is the conservathves who

:07:07. > :07:10.have the rate idea. Many people think Europe has been headed in the

:07:11. > :07:17.wrong direction. They want ht focused on trade and the likes of

:07:18. > :07:22.helping this business I am `t today. That is why we need a government who

:07:23. > :07:26.will deliver that. We will give people the choice in a referendum.

:07:27. > :07:29.In addition to the Conservatives, seven other parties are contesting

:07:30. > :07:32.the European elections in the North East. Here is the list. And, of

:07:33. > :07:35.course, we will bring you ndws from those parties ahead of the dlections

:07:36. > :07:38.on May 22. The parents of a South Shields

:07:39. > :07:41.teenager killed in an acciddnt at work have called on the govdrnment

:07:42. > :07:44.to implement stricter laws `nd workplace regulations. Mari` and

:07:45. > :07:53.Trevor Burden were speaking in Hartlepool, at a special service to

:07:54. > :07:56.mark Workers' Memorial Day. You never think he is going to go to

:07:57. > :08:04.work in the morning and nevdr come home. We are living that nightmare

:08:05. > :08:11.every day. It is the year shnce choosing day at work. His p`rents

:08:12. > :08:15.are still campaigning for ilproved workplace practices. Jason was

:08:16. > :08:24.crushed by an engine which had not been securely fastened. He was 9.

:08:25. > :08:32.The company he worked for w`s fined ?75,000 for breaching health and

:08:33. > :08:38.safety regulations. He could have been saved by such simple mdasures.

:08:39. > :08:50.It is horrendous. People nedd to be able to cut through the red tape and

:08:51. > :08:56.bureaucracy. Health and safdty should be put in place and ht should

:08:57. > :09:00.be the norm. Today, the famhly joined campaigners for a spdcial

:09:01. > :09:09.service in Hartlepool. It is known as workers Memorial Day. 148 people

:09:10. > :09:17.in Britain died last year bdcause of accidents at work. If other 78, 00

:09:18. > :09:19.people were injured. It is thought that 50,000 people in Britahn died

:09:20. > :09:28.from work related diseases dach year. The deaths in the workplace

:09:29. > :09:36.are followed by 18% in the past five years, but for Jason, more work

:09:37. > :09:39.needs to be done. It was voted The Country's Best High

:09:40. > :09:43.Street by BBC Breakfast viewers in 2007, but the imposition of parking

:09:44. > :09:49.charges in Yarm has left businesses there fearing for their futtre. From

:09:50. > :09:52.today, visitors will have to pay to park on the historic High Street.

:09:53. > :09:55.Stockton Council is imposing the charges at a time when free parking

:09:56. > :10:03.has just been introduced across Northumberland.

:10:04. > :10:09.Yarm is a small Teesside town, but the imposition of parking charges

:10:10. > :10:13.from today is a big deal. And baffling, apparently.

:10:14. > :10:19.And Stockton council's parkhng man would rather it was not on film

:10:20. > :10:27.Businesses in the town do w`nt to talk, though, fearful that visitors

:10:28. > :10:33.could be driven away. Every other council in the region is getting rid

:10:34. > :10:35.of parking charges. It seems odd that this council would think of

:10:36. > :10:38.And Brian's right. Parking charges And Brian's right. Parking charges

:10:39. > :10:40.have been abolished in Alnwhck, Bamburgh, Beadnell ` the list goes

:10:41. > :10:43.on. It is not just the fear of visitors

:10:44. > :10:51.being scared off that concerns Yarm's businesses. Parking hs now a

:10:52. > :10:56.problem for their staff. It will work out as ?8 a DNA only work two

:10:57. > :11:06.days a week. That is a big chunk out of my weekly wage. This rathonale

:11:07. > :11:14.was to give the range of parking for residents and visitors. It was to

:11:15. > :11:19.deal with congestion and help the businesses in the town.

:11:20. > :11:29.And, of course, Stockton Cotncil will get ?400,000 a year. The

:11:30. > :11:32.council has also chosen to replace the historic cobbles around the town

:11:33. > :11:34.Hall. So much controversy in such a tiny

:11:35. > :11:38.town. You are watching Look North. Still

:11:39. > :11:40.to come this Monday night, `ll the reaction to that big Sunderland win

:11:41. > :11:44.yesterday. And the very hungry caterpillars.

:11:45. > :11:52.1,000 are released in Cumbrha, but will they survive to become

:11:53. > :11:58.butterflies? A bit of sunshhne should help, but we will find out

:11:59. > :12:01.what the rest of the weather has in store for the week shortly.

:12:02. > :12:04.Now, after the Tour de France circus has rolled through Yorkshird in

:12:05. > :12:08.July, there is another cyclhng event in the northern hills. The Larie

:12:09. > :12:14.Curie Cancer Care Etape Pennines is a 60`mile ride through County Durham

:12:15. > :12:17.on July 20. Triple jumper Jonathan Edwards did a training ride with

:12:18. > :12:21.gold medal`winning cyclist Steven Burke along the route today and our

:12:22. > :12:34.man, Phil Chapman, joined them ` for at least part of the way! Stephen 's

:12:35. > :12:42.credentials are well proven, after winning a gold medal in the team

:12:43. > :12:47.pursuit at the London Olymphcs. Jonathan Edwards is also faliliar to

:12:48. > :12:54.winning gold medals and he thinks this event will be a special

:12:55. > :13:04.addition to the calendar. Cxcling is the ultimate endurance sports. The

:13:05. > :13:10.focus on the north and the North East, it is great for the rdgion.

:13:11. > :13:17.Jonathan is very pleased th`t is being held on closed roads. Cycling

:13:18. > :13:29.experts describe it as beautiful and very heart. It is great to be on top

:13:30. > :13:38.of the mountains in these areas There is a 2000 metre climb. All

:13:39. > :13:44.eventually pay off for charhty. Cyclists taking part should raise

:13:45. > :13:53.plenty of funds for the cause. Last year the raise ?2 million. @lthough

:13:54. > :14:00.the entry money does not go directly to them, it is a well`known for

:14:01. > :14:05.raising money for the charity. We have been in partnership with

:14:06. > :14:10.someone want to carry that on. If you think I am going to go with two

:14:11. > :14:19.Olympic champions for 45 males, you can think again. But the race takes

:14:20. > :14:22.place on July 20. He gave up a bit soon!

:14:23. > :14:27.Staying with sport, but switching to football, it is time for Te`m Talk.

:14:28. > :14:33.Gus Poyet said it would takd "a miracle" to keep Sunderland in the

:14:34. > :14:36.Premier League. Well, now, ht might just take a handful of points from

:14:37. > :14:39.their last three games. Thex have given themselves a terrific chance

:14:40. > :14:43.of staying up, haven't they? Out of the bottom three, with a gale in

:14:44. > :14:46.hand on each of the teams bdlow them. No excuses now!

:14:47. > :14:49.Ahead of yesterday's game whth Cardiff, we caught up once `gain

:14:50. > :14:51.with Black Cats fans Vic and Lorne Downey, to ask if their teal can

:14:52. > :15:12.pull off the great escape? We have to win today, but if we do,

:15:13. > :15:16.able or does any good posithon. I reckon we will win four goals to

:15:17. > :16:00.nil. We do not want to tempt fatd, but

:16:01. > :16:07.you cannot go wrong with th`t music, can you? Let us have a look at the

:16:08. > :16:21.game's major talking point, though. Connor Wickham Juan Cala choosing

:16:22. > :16:27.the Dome, transfers are. `` confirms his arm.

:16:28. > :16:35.It took about to the origin`l infringement. It is something which

:16:36. > :16:42.happens in rugby all the tile. But the offence started outside the box,

:16:43. > :16:52.but continued inside it. Thd manager said it was the best refereding

:16:53. > :16:56.decision he had ever seen. Ht shows we have got eight and warriors in

:16:57. > :17:02.the dressing room and we're not going to go down without a huge

:17:03. > :17:08.fight. The team is on a high, having got out of the relegation zone

:17:09. > :17:10.today. We have got to do is stay grounded and keep doing what we are

:17:11. > :17:14.doing. He has been injured and out of

:17:15. > :17:18.favour and, whichever one it is this time, Hatem Ben Arfa has revealed on

:17:19. > :17:21.social media that he will not be involved at Arsenal tonight, even

:17:22. > :17:24.though three of Newcastle's French internationals are back in the

:17:25. > :17:27.squad. After losing heavily at the Emirates last season, United will be

:17:28. > :17:31.glad Theo Walcott is still hnjured. So far in 2014, owner Mike @shley's

:17:32. > :17:41.had more to cheer with his sports retail business than his football

:17:42. > :17:46.club, after five defeats in a row. The recent run has hurt me lore than

:17:47. > :17:56.anybody. I take huge responsibility for that. We have had some

:17:57. > :17:59.successful periods in the sdason. But the successful periods of the

:18:00. > :18:03.periods we have to improve on. Perhaps a stronger squad is the way

:18:04. > :18:10.forward. That is something le and the board do not have any issue on

:18:11. > :18:13.that. Elsewhere, three of our teals are

:18:14. > :18:16.involved in ups and downs and it is not looking good for Carlisle

:18:17. > :18:22.United, whose chances of st`ying in League One hang by a thread?

:18:23. > :18:27.Sadly, if they lose to Crawley tomorrow night, that is it, I am

:18:28. > :18:31.afraid. Graham Kavanagh has had no money to play with and horrdndous

:18:32. > :18:34.injury problems this season so it is no wonder they are where thdy are.

:18:35. > :18:36.Carlisle actually created plenty of chances against Oldham, but

:18:37. > :18:39.crucially, just could not fhnd the net.

:18:40. > :18:42.Sub James Dayton sealed the win for the Latics. The fans are

:18:43. > :18:45.disillusioned and booed the team at full time, but the manager defended

:18:46. > :18:54.his players against accusathons of a gutless performance. Totallx

:18:55. > :19:00.disagree. I think the alliance totally gave it all. I think we just

:19:01. > :19:07.liked a bit of quality in fhnishing, which has been a problem during the

:19:08. > :19:12.season. Do you think you should continue if you do not manage to

:19:13. > :19:15.avoid relegation? That will not be my decision, that will be the

:19:16. > :19:23.decision of someone else. What a season it has been for York

:19:24. > :19:26.City. 4,500 fans celebrated with the players at Bootham Crescent after

:19:27. > :19:29.they claimed their place in the League Two play`offs with vhctory

:19:30. > :19:31.over Newport. Michael Coulson's second half free kick was the

:19:32. > :19:35.difference. 16 games unbeatdn now. Only one side in the club's history

:19:36. > :19:37.have they gone more games undefeated. What a tremendots

:19:38. > :19:40.turnaround for Nigel Worthington's team, who were looking like possible

:19:41. > :19:43.relegation material at one stage. And there was similar delight on

:19:44. > :19:46.Tyneside, as Gary Mills' Gateshead booked their place in the Conference

:19:47. > :19:48.play`offs after beating fellow promotion chasers Cambridge. Goals

:19:49. > :19:52.from Colin Larkin and Rob R`mshaw sealed the deal. It means they will

:19:53. > :19:55.now play Grimsby away on Thtrsday and back at home at the

:19:56. > :19:58.International Stadium on Sunday with a play`off final at Welbley at

:19:59. > :20:01.stake. Promotion would mean a return to the Football League for the first

:20:02. > :20:05.time since 1960! And Gary Mills will be in the Late

:20:06. > :20:08.Kick Off studio tonight, along with Hartlepool boss Colin Cooper, whose

:20:09. > :20:11.side secured their place in League Two last week. There That is here on

:20:12. > :20:15.BBC One at 11.25. It is only a week since Hartlepool

:20:16. > :20:19.lifted the threat of relegation that had started to hang over thd club.

:20:20. > :20:23.So, the International Rescud theme for the away fans' end of sdason

:20:24. > :20:27.fancy dress seemed appropri`te. And Pools had to come from a go`l down

:20:28. > :20:30.to rescue a draw at Plymouth. Jack Barmby ensuring they took a point

:20:31. > :20:33.back to Tracey Island, I me`n, Victoria Park!

:20:34. > :20:36.Middlesbrough's play`off hopes vanished with that shock hole defeat

:20:37. > :20:39.last weekend, but Lee Tomlin's second half equaliser just ` minute

:20:40. > :20:43.after Barnsley had taken thd lead left the South Yorkshire cltb

:20:44. > :20:46.staring relegation in the f`ce. Late strikes from Danny Graham and then

:20:47. > :20:49.Tomlin again pleased head coach Aitor Karnaka, who had told his

:20:50. > :20:55.players to treat Saturday's game as the first match of next season. Is

:20:56. > :20:59.that the summer over, then? And we have a few congratul`tions to

:21:00. > :21:02.pass on, Dawn? We do, indeed. Another Sunddrland

:21:03. > :21:05.football team doing well, Htmbledon Plains Farm, won the FA Sunday Cup

:21:06. > :21:08.yesterday. And in rugby union, Darlington

:21:09. > :21:11.Mowden Park have booked thelselves a place in the promotion play`offs,

:21:12. > :21:14.hoping to join Blaydon and Tynedale in National League One.

:21:15. > :21:18.In basketball, Newcastle Eagles picked up the League Trophy before

:21:19. > :21:21.going on to beat neighbours Durham Wildcats home and away, to love into

:21:22. > :21:24.the semifinals of the BBL Play`offs, where they will meet Leicester

:21:25. > :21:27.Riders. And Harrogate's Jack Laugher set a

:21:28. > :21:30.new British points record in the 3m springboard event, finishing just

:21:31. > :21:32.outside the medals at the Dhving World Series in London in the

:21:33. > :21:41.individual and synchronised events. Now, some very hungry caterpillars

:21:42. > :21:43.have been released in Cumbrha ` 1,000 of them. They are Marsh

:21:44. > :21:47.Fritillary caterpillars, a butterfly which became extinct in Cumbria ten

:21:48. > :21:50.years ago. A reintroduction programme has seen

:21:51. > :21:53.this beautiful butterfly restored to four sites in the county and Mark

:21:54. > :21:58.McAlindon joined schoolchildren as they released caterpillars near

:21:59. > :22:01.Carlisle. The Finglandrigg nature resdrve

:22:02. > :22:04.west of Carlisle, is perfect habitat for the Marsh Fritillary, a colony

:22:05. > :22:10.was first brought back here several years ago. But now their range is

:22:11. > :22:15.being extended, with the help of tomorrow's conservationists. It is

:22:16. > :22:17.delicate work for the kids, who have to introduce the caterpillars to

:22:18. > :22:29.their favourite food without actually touching them. We `re

:22:30. > :22:42.helping butterflies so they can live forever around here. It is ` very
