:01:09. > :01:12.arrested a man on suspicion of murder.
:01:13. > :01:15.He's a 59`year`old York man and tonight he was named as
:01:16. > :01:23.And then this afternoon, another development as it's confirmed
:01:24. > :01:26.that the hunt for evidence has been extended to a house in North
:01:27. > :01:31.Indeed, it's been reported that Michael Snelling was arrested
:01:32. > :01:35.We have live reports from both locations tonight.
:01:36. > :01:45.And that is the home of the man under arrest?
:01:46. > :01:54.This is where the focus of that police enquiry lies tonight. This
:01:55. > :02:00.semidetached house in York. Just half a mile from where Claudia
:02:01. > :02:08.lived. It is believed to be owned by Michael Snelling, the man arrested
:02:09. > :02:13.this morning. The property has been boarded up throughout the day.
:02:14. > :02:19.Forensic teams are searching inside and outside the house. North
:02:20. > :02:21.Yorkshire police have said this is being seen as a significant leak
:02:22. > :02:39.through. I am concerned about my daughter.
:02:40. > :02:46.Her name is Claudia. The 19th of March 2009 was the
:02:47. > :02:53.beginning of history. Claudia Lawrence failed to arrive at her
:02:54. > :03:00.work as a chef at York University. It is unusual. For a month, the
:03:01. > :03:06.police make detailed searches of Claudia's home and the surrounding
:03:07. > :03:10.area. Her family made heartfelt appeals for her return. But five
:03:11. > :03:16.weeks after her disappearance, police revealed the think she has
:03:17. > :03:22.been murdered. Any murder investigation has to prove a day. At
:03:23. > :03:30.the moment, there is no proof of her death, but we have no proof of her
:03:31. > :03:34.life. I am investigating this disappearance is one of suspected
:03:35. > :03:43.murder. The case features several times on Crimewatch. There was a
:03:44. > :03:50.couple seen arguing on the morning she disappeared, was it relevant?
:03:51. > :03:57.With the trio seemingly cold, North Yorkshire police launch a review of
:03:58. > :04:03.the case. Research Claudia's house again. It is revealed that DNA has
:04:04. > :04:06.been found on a cigarette but in Claudia's car. Then use of an
:04:07. > :04:16.arrest. Phil, the investigation has clearly
:04:17. > :04:18.gathered pace since the 5th anniversary
:04:19. > :04:32.of Claudia's disappearance. Yes, the police enquiry has moved on
:04:33. > :04:36.since the police reopened the case at the end of last year. New
:04:37. > :04:45.fingerprints have been discovered in Claudia's house, new DNA has been
:04:46. > :04:49.found. For Claudia's family, this has been an incredibly difficult
:04:50. > :04:56.five years. They say that this morning's arrest has come as a total
:04:57. > :05:07.shock for them. They hope that these developments will move closer to
:05:08. > :05:09.some sort of closure. The police are clearly doing a lot
:05:10. > :05:16.behind`the`scenes that we do not see going on.
:05:17. > :05:20.Tonight, police are still very keen to stress that despite this arrest,
:05:21. > :05:26.Claudia has not been found and that more arrests could follow. But it is
:05:27. > :05:26.being seen as a significant development in this five`year
:05:27. > :05:30.investigation. Well,
:05:31. > :05:33.while detectives were searching that house in York, some of their

:06:18. > :06:22.We have spoken to neighbours and this is what they said.
:06:23. > :06:25.I'm pretty sure that it is something to do with Claudia Lawrence
:06:26. > :06:31.They came about a year ago and went right through the house and garden.
:06:32. > :06:35.And we haven't seen them since and now they have come back again today.
:06:36. > :06:37.About five cars and two or three vans came this
:06:38. > :06:43.I've known him for years, I've seen him grow up.

:07:21. > :07:22.the bodies were recovered from the river at Riding Mill and the other
:07:23. > :07:26.was found in the Corbridge area. It looks benign and yet
:07:27. > :07:30.from this spot, two brothers and their cousin began
:07:31. > :07:34.what was to be a final journey. Today, they were named,

:07:43. > :07:51.amazing how much it does flow. The biggest problem is it is not

:09:15. > :09:20.their hunt for Luke Pearce from London, they brought in extra help
:09:21. > :09:23.from Durham's student population. no trace of Luke Pearce.
:09:24. > :09:36.The first year engineering student left a city centre night spot with
:09:37. > :09:43.friends early on Sunday morning, but at some point on this unlit path
:09:44. > :09:45.back to his college, he disappeared. There have been extensive searches
:09:46. > :09:48.of this stretch of the River Wear. Today the focus was on land with
:09:49. > :10:14.Luke's fellow students here to look For any possible clue. He is a
:10:15. > :10:21.lovely guy. Our fresh set of eyes, you never know. Do you still have
:10:22. > :10:26.hope? Yes. You have got to. But it has been awhile now. You think the

:11:22. > :11:27.are spending ?20,000 a week on agency workers to fill the gaps left
:11:28. > :11:31.by staff shortages. At one point, patients were turned away from a
:11:32. > :11:35.clinic because the hospital couldn't cope and a newly recruited
:11:36. > :11:38.consultant had to be drafted in to work weekends to clear the backlog.
:11:39. > :11:42.The issues have come to light in an official NHS Risk Register which has
:11:43. > :11:45.been shown to the BBC. Alison Freeman joins us from our Carlisle
:11:46. > :11:58.This comes against a background of problems?
:11:59. > :12:02.It was in June last year that the hospitals in Carlisle and Whitehaven
:12:03. > :12:05.The document we have seen shows many areas
:12:06. > :12:08.which affect patients care are still causing a high level of concern.
:12:09. > :12:11.Among those considered high risk were staffing, patient medical
:12:12. > :12:15.It's no secret that both hospitals have recruitment problems.Under
:12:16. > :12:21.staffing has led to care which doesn't meet patients' needs.
:12:22. > :12:24.But the register revealed covering sickness and rota gaps costs it
:12:25. > :12:28.And in one case, a respiratory clinic had to stop
:12:29. > :12:31.taking appointments as there weren't enough staff to cover it.
:12:32. > :12:34.The register also showed that patient medical records were often
:12:35. > :12:37.not available for appointments, meaning there could be delays
:12:38. > :12:39.in diagnosis leading to harm to patients.
:12:40. > :12:42.When it came to equipment, the register said kidney dialysis
:12:43. > :12:46.units at both sites were old and broke down frequently.
:12:47. > :12:49.And heart monitoring equipment in Whitehaven was broken, so temporary
:12:50. > :13:09.Earlier I spoke to Dr Jeremy Rushmer, the trust's
:13:10. > :13:12.medical director, and he told me that the risk register showed they
:13:13. > :13:18.were properly monitoring problems but there was no quick fix.
:13:19. > :13:23.The problems are systematic and long`standing. They involve the
:13:24. > :13:29.structure of the organisation and the way it works. It takes some time
:13:30. > :13:35.to turn that around. I agree that we need to move at peace, and we are
:13:36. > :13:41.trying to do that. I hope that when the CQC gives its final verdict,
:13:42. > :13:45.they will show there has been an improvement. There has been
:13:46. > :13:54.improvement in terms of mortality, in terms of our acknowledgement of
:13:55. > :13:55.understanding of our risks. And there is an action plan.
